I. Introduction
As the part of the Swachh Bharat initiated by the Hon’ble Prime
Minister of India to realize Mahatma Gandhiji’s dream of a clean India by
150th birth anniversary of Mahatma Gandhi in the year 2019,
V.O. Chidambaranar Port Trust is observing Swachhata Pakhwada from
16.03.2017 to 31.03.2017 to bring about mass awareness and lasting
behavioral change among people.

II. Swachhata Pakhwada 16.03.2017 to 31.03.2017
Observance of Swachhata Pakhwada spearheaded by the Ministry of Shipping
commenced at V.O. Chidambaranar Port Trust from 16.03.2017 to 31.03.2017.
On 16.03.2017, To mark the beginning, Shri S. Anantha Chandra Bose, Chairman,
V.O. Chidambaranar Port Trust administered the Swachhata Pakhwada pledge
to all the Officers and staff of the Port.
On 16.03.2017, Shri S. Anantha Chandra Bose, Chairman,
V.O. Chidambaranar Port Trust, along with all the functional heads addressed the
initiative of National importance and requested all the employees of the Port
and stakeholders to contribute in fulfilling the commitment on the National agenda
of “Swachh Bharat”.
On 16.03.2017, Pamphlets, sensitizing the awareness of Cleanliness were
distributed to all the officers, staff and Visitors to the Port’s Administrative office.
On 16.03.2017, A mass cleaning drive was organised in the administrative office
campus.
On 17.03.2017, Cleaning works were carried out in the parks available at various
places in the Port.
On 18.03.2017, Cleanliness drive was carried out by all the Stakeholders like
SHV –GAS, IOC Terminal, DBGT Container Terminal, DCW Limited, SPIC
Limited, Chennai Radha Engineering Ltd and Imcola Cranes.
On 19.03.2017, Cleaning works were carried out in the Administrative office
premises, G-Shed and wharf areas of Zone-B (Extension Port).

On 20.03.2017, Painting and White washing of office buildings & residences
quarters, cleaning of the avenues of World Trade Avenue, cleaning of VOC Statue
and Dr. B.R. Ambedkar Statue were carried out.
On 20.03.2017, Slogan contest was conducted for all the staff of the Port to
spread awareness on Swachh Bharat.
On 21.03.2017, Cleaning activities were carried out at Oil Jetty Sub-station, Port
schools, Port Hospital, Warehouses, CHD Call Point, Additional Berth Parking area
and Central Documentation Centre. Inspections were carried out to Modernize all
toilet complexes in the operational areas.
On 22.03.2017, Adequate dustbins were placed in appropriate places. So as to
emphasize the importance of hygiene and Cleanliness, Street play was conducted
in-front of Administrative Office, Port schools and Labour Colony. Pamphlets
sensitizing College Students on wholehearted adoption of Cleanliness were
distributed to the Students of Kamaraj College, Tuticorin and APC Mahalakshmi
College for Women, Tuticorin.
On 23.03.2017, Pamphlets were issues to Port users and stakeholder
emphasizing the importance of cleanliness.
On 24.03.2017, Segregation and Proper disposal of e-wastes like CDs, used
cartridges, worn-out spares were identified and disposed through authorized
agencies. Cleaning works were carried out by Students of Indian Maritime
Academy at their premises in Harbour Estate. Cleaning works were also carried
out at Railway Marshalling yard, VOC Berths, Coal Jetty and Shipping Control.
On 26.03.2017, Cleaning, clearing of Bushes and waste material were done in
Marine Workshop at Zone-B
On 27.03.2017, Stickers and display boards indicating Do’s and Don’ts on
Cleanliness were placed in appropriate places. Cleaning activities were also

carried at fencing areas between Berth No.8 and 9, Coal yard roads, Toll Plaza
and Electrical Workshop at VOC wharf.
On 28.03.2017, Port conducted a beach cleaning programme at the Port beach
with the support of around 200 students from Kamaraj College, Tuticorin.
Shri S. Natarajan, Deputy Chairman, V.O. Chidambaranar Port Trust, Heads of
Departments and senior officers of the Port also took part in the beach cleanup
drive.
On 28.03.2017, A grand procession was also organised by the Port in the
Residential Complex of the Port. Around 300 Port school children participated in
the procession emphasizing the importance of cleanliness through Public Address
systems and pluck cards. Pamphlets sensitizing general public on wholehearted
adoption of Cleanliness were distributed to the residents of Port Colony.
On 28.03.2017, so as to sensitize the Office staff of the V.O.Chidambaranar Port
Trust on the awareness of Cleanliness, an interactive session was conducted by
the Port at the Conference hall of Administrative office.
On 28.03.2017, Cleaning works were also undertaken at CHD office at Zone-B,
Passenger Terminal and Dry dock area at Zone-B.
On 29.03.2017, initiatives were taken to dispose all un-serviceable and obsolete
materials. Awareness training programme conducted to all Officers and Staff of the
Port.
On 30.03.2017, inspections were carried out to select the clean department of the
Port.
On 31.03.2017, Swachh Bharat awareness training conducted for students of
Kamaraj College.
On 31.03.2017, Port has issued work orders to India Post to print 1 lakh Post
cards with advertisement highlighting the importance of Cleanliness at a cost
of Rs. 2 Lakhs.

prominent locations in Port Estate and at public places in Tuticorin town on
02.10.2014.
Street Plays were organized to create awareness among the public both in the
colony & Office premises(Customs house building, CISF Administrative building &
Port Office buildings) on 29.09.2014
All unused/discarded materials were handed over for disposal to the central stores.
Julie Flora Cleaning were carried out in the Port area during October, 2014.
All the Stake holders, PPP operators, Stevedores, Contractors and other Port
Users undertook cleanliness at their respective locations during October, 2014.
Garden Maintenance contest was conducted in the Port Colony during October,
2014.
Mini Marathon on SWACHH BHARAT Awareness was conducted for Port
employees, Students and public. More than 1000 participants took part in the

VI. Major Activities planned for the year 2017-18
Adoption of public toilets in Tuticorin and nearby towns will be taken up and the
same will be renovated/ repaired at a cost of Rs. 7.00 Lakhs.
Construction of toilets for Schools located in the villages around Tuticorin under
the “SWACHH VIDYALAYA” programme, funded under CSR scheme of the Port at
a cost of Rs. 7.00 Lakhs.
VII. Major Activities planned for the year 2018-19
New Toilets will be constructed in the villages in around Tuticorin, after holding
discussion with the unions, public associations, NGOs at a cost of Rs. 7.00 Lakhs.
Construction of toilets at Schools in Gongeraykurichi and Keelapoovani under the
“SWACHH VIDYALAYA” programme funded under CSR scheme of the Port at a
cost of Rs. 15 Lakhs.

VIII. Measures taken to provide Clean Port environment
Projects already commissioned
Port has Commissioned Shore Power supply facility to Ships with effect
from 13.09.2016 at a cost of 1.5 Crores. It is matter of pride that
V.O.Chidambaranar Port Trust is the first Port of the country to provide
Shore power to ship. This facility provides plug and play power solution to
the ships by eliminating the compulsion of operating the diesel generators at
the port and also helps to eliminate the carbon emission at the port.
The Port has implemented the project Mechanization of Cargo Evacuation
from Berth No.IX to coal yard at a cost of Rs. 92.72 Crore. through which
coal is transferred to conveyors through hoppers to interim stack yard.
Solar Power plants with a total capacity of 400 KW have been installed
at roof tops of Administrative office, Additional berth wharf Maintenance,
Multipurpose shed, Port Hospital, Port school, Electrical sub-division and
CCTV control room, at a cost of Rs. 3.83 Crores.
The Port has been instrumental in providing LED lights at a cost of
Rs. 58 Lakhs in Residential Quarters Street Lights and New office
installations.
Two Road Sweeping Machines have been deployed at the Port at cost of
Rs. 8.6 Crores to facilitate faster cleaning process all along the berths, roads
and storage areas.
Wind Barriers have been erected at a coal stock yard at a cost of
Rs. 2.3 Crore.
Only ships with International Air Pollution Prevention Certificate are
allowed to visit V.O.Chidambaranar Port Trust.

All Oil waste arising from tugs, launches and Port’s vehicle are
collected by authorized recyclers.
Boom barriers are deployed to counter Oil spills when tankers are handled
at Ports Oil jetty.
The Pollution Control cell works round the clock in the operational areas.
The Oil and gas carrying pipelines are cleaned and maintained regularly
by the concerned Port users.
Bio- Medical wastes are disposed through Tamilnadu Control Board
Authorized Agency.
All e-wastes like used cartridges, CD’s and other worn out electronic
components are disposed through Tamilnadu Control Board Authorized
Agency.
Nets are deployed between the ships and the Berths to avert accidental
spillage of cargo in to the sea.
All trucks handling dusty cargo are permitted to transit only after proper
covering of cargo with tarpaulin sheets.
The coal stacked at coal yard are regularly sprinkled with water using
sprinkler system.

Projects under Progress
The Port is in the process of commissioning Truck Mounted, High
Pressure, Water Mist and Fog Machine at an estimated cost of Rs. 2.16
crores. The fogging operations would be done at the Coal yard spanning
around 4 lakhs Sq.Mtrs. The Project is expected to be completed by August,
2017.
In order to monitor the Air quality of the Port Estate, the port has also
proposed to commission Ambient Air Quality Monitoring Stations at
various locations of the Port at an estimated cost of Rs. 3.22 crores. The
Project is expected to be completed by July, 2017.
To facilitate dust free handling of cargo and to avert wastage of cargo, the
Port has proposed to install 8 mobile rubber tyred electrically operated
hoppers with dust suppression system in each hopper at VOC- III & IV
berths. This system will be implemented at a cost of Rs. 38.10 crores. The
Project is expected to be completed by August, 2017.
In order to reduce carbon foot print, the Port is in the process of installing
25 MW capacity Wind Energy Project at a cost of Rs. 225.8 Crores. The
Project is expected to be completed by 2018. Port has also proposed to
install 5 MW direct grid connect type Solar Power Plant at a cost of
Rs.30.25 Crores / MW. The Project is expected to be completed by the year
2020.
To provide all the amenities for the truck drivers and cleaners, a modern
integrated Truck Parking Terminal at an area of 52,609 Sq.mtr. to
facilitate parking of around 200 trucks with all basic amenities like
dormitory accommodation, canteen, workshop, bathrooms and toilets
is being developed at a cost of Rs. 23.69 crores. The Projects is expected to
be completed by July, 2017

IX. Greenery Development
V.O. Chidambaranar Port has been consistently striving to increase the
amenity value of the Port by developing greenery and well maintained open
spaces.
Port has developed a number of green spaces covering Port’s Toll Gate,
Administration Office, Community Centre, Hospital, TTPS Round about,
Information Centre, Guest House, Green gate, VOC Statue, Children’s Park
and Port school to a tune of around 25,000 square metres.
So as to increase the green cover, the Port has planted around 6000
saplings along the avenues leading to Port, colony area and Schools. It is
proposed to plant 4000 saplings.
