SWIMMING POOL SAFETY ASSESSMENT AND SAFETY IMPROVEMENT PLAN

Foreword

The principle aims of the Royal Life Saving Society Australia (RLS) are to prevent loss of life and promote safe participation in water related activities. Royal Life Saving pursues these aims through:

• ProvisionofeducationalprogramsforWaterSafety,SwimmingandLifesaving,Survival, Lifeguarding and Resuscitation and Emergency Care First Aid.

• Promotionofpublicunderstandingofitsimportantwatersafetyandlifesavingmessages throughpublicity,educationalresources,competitionandotherevents.

Royal Life Saving produces the “Guidelines for Safe Pool Operation” (GSPO).

This document is recognised as the minimum standard for safety related issues for the aquatic industry.Itprovidesacomprehensiveguideforanyoneinvolvedinthedesign,construction,maintenance or management of an aquatic and recreation facility. Its purpose is to provide a guidetovenuemanagementthusensuringsafetystandardsandguidelinesarebeingmetfortheprevention of accidents in and around aquatic environments.

During the safety assessment conducted at your venue it was measured against the safety standards and operational guidelines listed in the RLS Guidelines for Safe Pool Operation document.

The Swimming Pool Safety Assessment (enclosed) details the areas that were assessed.

Inaddition,aSafetyImprovementPlanhasbeenincludedwhichdetailsadditionalrecommendations for improving the safety of your venue.

ThisdocumentandtheSwimmingPoolSafetyAssessmentshouldnotbeusedexclusivelyforthe purpose of determining whether the venue is providing a safe environment. Several aspects ofacentre’soperationmaychangefromdaytoday,andthisdocumentisatool,whichmerelyaimstoassistthevenuemanagementwithidentificationofareas,whichmayneedimprovementor ongoing monitoring.

1. The Safety Assessment Process

A Swimming Pool Safety Assessment of Redland’s YMCA Fitness Centre was conducted on the 30th April 2013.

DuringtheassessmentaSwimmingPoolSafetyAssessment(SPSA)Checklistwascompleted.TheSPSAcontainsquestionsdevelopedbyTheRoyalLifeSavingSocietyAustralia(RLS)reflectingcurrentOccupationalHealthandSafetyandaquaticandrecreationbestpracticemodels.Yourvenuewasassessedusingthischecklist.InadditionaSafetyImprovementPlanisattached.

WhenusingtheassessmenttheRLSassessorwilldeterminefirstlyiftheareastobeassessedarerelevanttoyourvenue.Ifrelevant,theassessorwillthendetailyourcentre’scomplianceornon - compliance to the requirements listed.

Forexample,thereisasectiononFacilityDesignwithgeneralitemsrelatingtothepremises,thepool,theconcourse,andothercommonphysicalfeaturesofswimmingpools.Morespecialisedfeatures,suchaswavepools,waterslides,andspas,areassessedinseparatesections.Ifavenuedoesnothavethesefeatures,theyarenotassessedandarenotincludedinthisreport.

Theassessmentisbasedontheassessor’sknowledgeoftherelevantstatutoryrequirements,AustralianStandards,theRLSGuidelinesforSafePoolOperation,QldHealthGuidelines,LocalGovernmentRegulationsandislimitedtotheobservationsandinformationavailableonthedayof the assessment.

Each item is awarded a score from 0 to 5. Some items involve a degree of compliance and receiveascorefrom0to5.Otherseithercomplyordonotcomply,andreceiveascoreofeither0or5.Scoresof0,1,or2indicatenon-compliance.Scoresof3orhigherindicatecompliance.

The Safety Improvement Plan is then formed on the results of this Swimming Pool Safety Assessment.

Severalkeyitemsontheassessmentmaybeverified/observedononeday,andtheconditionsinwhichthiscomplianceoccursmaychangeonanotherday(eg:thenumberoflifeguardsrequiredwillvarydependingonfactorssuchasthenumberofpatrons,theweatherortheactivitiesbeingundertaken.).

2. The Safety Improvement Plan

TheSafetyImprovementPlanisbasedontheresultsoftheSafetyAssessment.Itsuggestspossibleactionsforrectifyingorimprovingfeaturesorpracticesreportedinthecorrespondingitem of the Safety Assessment.

Recommendations are made for each non-complying item.

Recommendationsmayalsobemadeforitemswherecompliancewasachievedbutwhichdidnotreceivethehighestscore,orwhere,intheopinionoftheassessor,localconditionswarrantsome comment.

TheRLSanditsassessorsrecognisethatsomedifficultiesfacedbyvenuemanagersandstaffareoftentheresultofthephysicalinfrastructureatthevenue.Featureslikepooldepthorsurfacescannotbechangedquicklyoreasily.Managementofsuchhazardsmaybejustaseffectiveasmakingalterationstothefeature.SomeoftheitemsintheSafetyAssessmentchecklisthavebeenwrittentotakemanagementissuesintoaccount.Similarly,someoftherecommendationsintheSafetyImprovementPlansuggestmeasuresformanaginghazardswherephysicalfeaturesarenoteasilyaltered.TheremaybeotherinstanceswherevenuemanagementandstaffhaveagreaterfamiliaritywiththespecificproblemthantheassessorandareabletosuggestmanagementmeasuresasaviablealternativetotherecommendationsintheSafety Improvement Plan.

TheSafetyImprovementPlanalsoassignsalevelofrisktoeachitem(undertheheading“Risk”).ThescaleisbasedontheexamplesofriskdefinitionandclassificationgiveninAppendixDofAustralianStandardAS/NZS4360:2004,RiskManagement,andispresentedinthetablebelow.

NB: Risklevelsinthefollowingtableareindicativeoftheriskassociatedwithnon-complianceforeachitemintheSafetyAssessment.Theyarenotajudgementoftheriskassociatedwiththerelevantfeatureatthefacilityanddonotconstituteaproperriskassessment.Theserisklevels are listed in the Safety Improvement Plan for reference only. Other factors which can influenceariskassessmentmayrequireobservationoveralongerperiodthanthatoftheSafetyAssessment.VenueownersandmanagementwishingtoconductaproperriskassessmentareadvisedtoconsultAS/NZS4360andappropriateauthoritiesandexperts.

Continuous Monitoring and Improvement

Itisrecommendedthatanexternalindependentinspectionbeundertakenatleastannually,inorder to:

• Assessthatcurrentsafetystandardsaremaintainedonanongoingbasis.

• Gainexternalandnon-biasedassistanceinidentifyinghazardsandsafetyissues,thus ensuring changes in the venue’s operation have not adversely affected the safe operation ofthevenue,e.g:changesinprogramming.

• EnsureaccesstoupdatedinformationandadviceonSafetyStandardsbeingadoptedin aquatic facilities.

4. Safety Score

ThepurposeoftheSafetyScoreistoprovideabenchmarktothepercentageofRLSSAsafetyissuesthevenuehasaddressed.TheSafetyScorecanbecomparedbythecentreyeartoyeartoshowimprovementandmonitortheprogresstheCentreismakinginrelationtotheitemsassessed.

A score is derived as a percentage using the following method:

•Thetwokeynumbers(safetyindicators)arefirstlyidentified-

i)Thenumberofquestionsonthechecklisttheassessorbelievesisapplicabletothe venue - the “Safety Denominator”.

ii)Thenumberofquestionswhicharesuccessfullyanswered/verified/observedbythe assessor-the“SafetyNumerator”.

•Thesecondnumberisdividedbythefirst,andmultipliedby100.Thisproducesasimplescore indicative of the safety level of the venue - the “Safety Score”.

Inthisexercisequeriesareconsideredunsuccessfulanswers,andtheyshouldbefollowedthroughbythevenuemanagementtoensuretheyaresatisfied.

Thescoredoesnotgiveanyweighttotheprobabilityorconsequencesofanyoftheseissues,andprioritisingactionstoaddressanyshortcomingsthisreportidentifiesremainstheresponsibilityofthevenuemanagement.

TheSafetyScoreachievedandcontinuedmaintenanceofthestandardsobservedwilldependonthecontinuingobservanceoftherecommendationsmadeintheSafetyImprovementPlan,andongoing compliance with the Guidelines for Safe Pool Operation.

5. Summary Recommendations

The Swimming Pool Safety Assessment completed at the Redland’s YMCA Fitness Centre on 30thApril2013achievedaSafetyScoreof61.Thisresultneedstobeimprovedby:
