1.0 INTRODUCTION

1.1.1 This Travel Plan (TP) has been prepared by David Tucker Associates (DTA), on behalf of TATA Steel in relation to proposals for the development of land off Moorgate Road for up to 150 residential units. The location of the development site is shown in Figure 1.

1.1.2 This TP supports the Transport Assessment (TA) submitted as part of the planning application for the proposed development and sets out measures and targets in accordance with national and local policy.

1.1.3 This TP has been prepared in accordance with the National Planning Policy Framework (NPPF). It will also consider the South Yorkshire Local Transport Plan. This report considers the transport and highways implications associated with the proposals and is structured as follows:

1.1.4 The National Planning Policy Framework (NPPF) (March 2012) confirms that:

1.1.5 “All developments should be located and designed where practical to;

accommodate the efficient delivery of goods and supplies;

give priority to pedestrian and cycle movements, and have access to high quality public transport facilities;

create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones;

incorporate facilities for charging plug-in and other ultra-low emission vehicles; and,

consider the needs of people with disabilities by all modes of transport.

It goes onto say;

All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether:

the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;

safe and suitable access to the site can be achieved for all people; and

improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.

1.1.6 A TP is a term used for a package of objectives, targets and measures aimed at promoting more sustainable means of travel and reducing the reliance on the private car.

1.1.7 Developing and implementing a TP should be a dynamic process, subject to a continuous cycle of action, monitoring and review. To help give it focus, it is important to set out objectives and targets for the developer and residents.

2.0 SITE LOCATION AND EXISTING CONDITIONS

2.1 Site Location

2.1.1 The site is located 3.5 km southeast of Rotherham Town Centre. The site itself sits within a residential area located adjacent to Rotherham Hospital in the parish of Whiston. The location of the proposed development is shown on Figure 1.

2.1.2 The site is a former research and development campus for Tata Steel. The site consists of research buildings, conference rooms, a library, canteen and Swinden House, with a combined floor area of 16,470 sqm.

2.2 Local and Wider Road Network 2.2.1 The site has two accesses, one onto the A618 Moorgate Road and the other onto

Beaconsfield Road. Moorgate Road is a single carriageway road subject to a 40mph speed limit. The road has footways and cycleways on both sides with dropped kerbs and street lighting. Beaconsfield Road is a single carriageway road subject to a 30mph speed limit with dropped kerbs and street lighting.

2.2.2 The A618 Moorgate Road heads north into the centre of Rotherham. Heading south, the road links up to the A630 where it links up to the M1 motorway. The A630 also provides access to Sheffield.

2.2.3 The site is well located in terms of its proximity to the strategic network as junction 33 of the M1 is located 2.7km south of the site access on Moorgate Road. The M1 provides links to Barnsley, Wakefield and Leeds in the north and Chesterfield and Nottingham in the south.

2.3 Existing Pedestrian and Cycle Facilities 2.3.1 Route 6 on the National Cycle Network runs past the site and heads north into the

centre of Rotherham. This section of the route is on-road and runs between Derby and York.

2.3.2 There are a number of local on-road cycling routes around the residential areas surrounding the site.

2.4 Bus Services 2.4.1 The nearest bus stops are located approximately 160m from the western site access

within the grounds of Rotherham and 30m from the northern site access on Beaconsfield Road. A number of services stop at Rotherham hospital and service no. 34 stops adjacent to the northern site access.

2.4.2 Table 1 shows a summary of the bus services and their frequencies.

2.5 Rail Services 2.5.1 The nearest train station is Rotherham Central located 2.6 km north of the site. The

station can be accessed via all bus services which stop at the interchange located 200m from Rotherham Central.

2.5.2 Rotherham Central has station seating, toilet facilities, ticket machines and a ticket office. There are 50 car parking spaces and the carpark is free for rail users.

3.0 TRAVEL PLAN AIMS

3.1 Aims of the Residential Travel Plan 3.1.1 In general terms, the aim of a TP is to reduce dependence on the private car and

encourage more sustainable forms of travel. It provides a package of measures tailored to the needs of individual sites, with the aim of:

Promoting greener, cleaner travel choices;

Reducing the number of car borne trips; Promoting car-sharing;

Promoting the use of public transport; and

Encouraging walking and cycling. 3.1.2 A TP involves the development of a set of mechanisms, initiatives and targets on the

environment, whilst also bringing a number of other benefits to residents. The plan will evolve over time in accordance with changing circumstances and the environment within which it is implemented.

3.1.3 The specific aims of the TP are:

To increase the awareness of residents of the potential for and advantages of travel to the site by more sustainable transport modes;

To facilitate the introduction of physical measures and initiatives that will encourage residents to travel to/ from the site by non-car modes;

To provide local bus information including bus stop locations and timetables;

To provide information on local walking and cycling routes to/ from the site; and

To provide information on the potential health and financial benefits that travelling by sustainable modes can offer.

4.0 TRAVEL PLAN OBJECTIVES AND TARGETS

4.1 Objectives 4.1.1 The overall objective of the TP is to reduce the traffic generated by the development

to a lower level of car trips than would be predicted for the site without the implementation of the TP.

4.2 Targets 4.2.1 A TP is a living document that provides a strategy for managing travel demand

involving a continuing process of monitoring and review. The underlying aim of any TP is to minimise the number of single occupancy vehicle trips generated by a development, business or organisation. This is achieved by encouraging a shift to more sustainable modes of transport and by reducing the need to travel.

4.2.2 Initial targets have been set at this stage based on the projected vehicle movements set out in the TA and 2011 Journey to Work mode share data for the “Rotherham 023” Middle Super Output Area (MSOA) within which the site is located. The 2011 Journey to Work data is summarised in Table 3.

4.2.3 Table 3 shows that the development is located in a reasonably accessible area with a

good percentage of walking trips. Based on the above, the target for the proposed development is to reduce the number of car trips by 5% over a five year period, corresponding to a 1% year on year reduction.

4.2.4 The effectiveness of the TP at encouraging sustainable travel will be monitored within

an annual travel survey to be conducted by the TPC. Initial survey forms will be sent out with the Home Welcome Packs and completion tied to release of the sustainable travel incentive. Further information on monitoring is provided in Section 6.

5.0 TRAVEL PLAN MANAGEMENT AND MEASURES

5.1 The Role of the Travel Plan Co-Ordinator

5.1.1 A Travel Plan Coordinator (TPC) will be appointed to oversee the implementation of the measures set out within this section. This role can be undertaken by the developer or an external consultant. Given the limited size of the development proposals it is not considered appropriate to appoint a permanent coordinator.

5.1.2 Contact details of the Coordinator will be provided to the local authority. The TPC will be responsible for the following:

Preparation of the home welcome packs and submission to the local

authority for approval prior to printing;

Arranging distribution of the packs;

Ensuring that sustainable travel is actively marketed to potential new residents;

Undertaking travel surveys, collating and disseminating the results; Annual update of travel information over the TP period.

5.2 Travel Plan Measures 5.2.1 A package of measures are to be implemented at the site to encourage and facilitate

travel by sustainable modes.

5.3 Design Stage 5.3.1 At the design stage, the TPC role will involve liaison with the design team to ensure all

measures agreed as part of the detailed planning consent are secured and implemented.

5.4 Marketing and Occupation Stage

Home Welcome Pack

5.4.1 Each household is to be provided with a welcome pack which contains site specific information on the location of facilities, bus services and cycle routes. This is to be presented in a clear and concise format with the aim of providing an initial overview of travel choices available to residents and an ongoing reference guide.

5.4.2 The information will include:

Bus network map with details of bus number, hours of operation and frequency;

Bus timetables;

Map of bus stop locations;

Pedestrian and cycle routes to the site indicating shared and dedicated facilities.

5.4.3 This information will be kept up-to-date by the TPC and circulated as and when services

change.

5.5 Other Measures 5.5.1 Other measures to raise awareness of the TP and to encourage the uptake of

sustainable transport to and from the development will be introduced to residents as follows:

Details of the TP will be provided on the notice boards within the

development;

Travel Awareness Campaigns will be implemented targeting residents of the development;

A distinct and prominent travel information leaflet holder will be sited in a public area within the site; and

Follow up meetings will be undertaken with residents to review the TP and to provide feedback surveys to gather early information about the

perceived transport choices, the impact of the TP and ways of improving it.

5.5.2 In addition to the provision of walking and cycling friendly infrastructure the following

measures will also be implemented to encourage walking and cycling:

Maps illustrating the cycle and pedestrian routes to common destinations

will be provided. This will include reference to crossing points and public transport facilities and will be made available on-site;

Awareness of the health benefits of walking will be raised through posters, leaflets and/or events; and

Events will be arranged to promote walking, such as a walk to school day.

6.0 TRAVEL PLAN MONITORING AND REVIEW

6.1 Travel Plan Monitoring and Review 6.1.1 A formalised program of monitoring over a five year period will be established to enable

indicators of the success of the TP to be recorded at regular intervals.

6.1.2 Within 3 months of occupation, a questionnaire provided to the future residents which

will be used to review the TP targets and measures. A survey template has been attached at Appendix A.

6.1.3 Following the initial travel surveys, monitoring surveys will be undertaken in years

three and five.

6.1.4 The survey results will be sent to the TP team at the local authority within 1 month of

survey completion for review.
