Dear Siblings in Christ,
It is my great pleasure and privilege to welcome you to the 2018 Synod Assembly of the SCSW-ELCA.
This year, in addition to the usual worship, fellowship, learning, and synod business, we will be electing our next Bishop. We will join together in prayerful deliberation and discernment as the next leader of our Synod is raised up and called to this ministry. In addition, we will be electing a new Synod vice-president and secretary, and a few other leadership positions, along with voting members for the 2019 Church Wide Assembly. May we be mindful of the presence of God’s Spirit among us and open ourselves to God’s future.
This year we are pleased to welcome our guests, Bishop Felipe Lozado-Montanez and his wife Ana, from our ELCA Partner Caribbean Synod. Puerto Rico, a part of the Caribbean Synod, continues to struggle to rebuild after the devastation of Hurricanes Irma and Maria this past year. Bishop Lozado-Montanez will bring us an update on their progress. Our Assembly offerings will go to the ongoing recovery work in Puerto Rico, so please give generously!
We also welcome Rev. Rafael Malpica Padilla, the Executive Director of the Global Mission Unit of the ELCA, and our Churchwide representative. Rev. Malpica Padilla will conduct our Bishop election process as well as bring greetings from our Churchwide offices.
Thank you all for the time and energy you commit to the work of our Synod. As always, I am especially grateful for all of the lay voting members and volunteers who do this good work. For Pastors and Deacons, attendance at Synod Assembly and participation in the work of the Synod is part of our call and expected. I am continually amazed at the commitment of the lay members who serve God through the work of the Synod in so many ways. Thank you for giving up a weekend to be here, and for the many other ways you contribute to our shared ministry. s you look through this book, you will find many reports. Wading through them can seem a little daunting, but as you read these reports, remember that the members of each committee or task force are answering a specific call to service in a particular way. They are excited to share their work with you and invite you to join them. As you look over the financial reports and spending plans, remember that behind the numbers, behind each dollar given and spent, there is the opportunity for faithful mission and ministry in this place at this time.

Dear Friends in Christ, We are Lutheran. For the past year it has been “all Reformation all the time!” So now what? The Lutheran Confessions teach that God freely and graciously creates a trusting relationship between us and Jesus. As we gather to meet in synod assemblies, let us remember that our hope is in the living Christ and share that assurance with the joy of the gospel. Through the death and resurrection of Jesus Christ, we are free of the burden of making ourselves acceptable to God. The cross of Christ and the living Christ assure us that God’s final word for us is life and freedom in Christ. Lutherans confidently and enthusiastically claim this promise: “For freedom Christ has set us free” (Galatians 5:1). How does this claim affect your faith journey as an individual, a congregation, synod or member of the church universal? Through his death and resurrection, we have a truly living Lord who meets us, forgives us and calls us to follow, and in that we find our freedom. Because we are set free in Jesus Christ, we are free from trying to save ourselves and free for loving and serving others. As a church, we walk by faith, trusting God’s promise in the gospel and knowing that we exist by and for the proclamation of this gospel word. “Future Directions 2025” Through “Called Forward Together in Christ – Future Directions 2025,” we are addressing the challenges and embracing the opportunities of the church we are becoming – a church that is confident about who we are in Christ and what God is calling us to do. I invite you to lift up these goals and engage how we journey forward in Christ as church together. You can learn more by visiting ELCA.org/future. ELCA Youth Gathering Many of us will be together at the ELCA Youth Gathering in Houston June 27-July 1, 2018. I look forward to sharing in the excitement and energy of our young people as they experience the wonder and joy of being with more than 30,000 Lutherans and grow in their faith formation. “God’s work. Our hands.” Sunday Sept. 9 is our suggested date for the 2018 dedicated day of service. If your congregation cannot participate on this date, please consider another day. “God’s work. Our hands.” Sunday is an opportunity for us to explore one of our most basic convictions as Lutherans: that all of life in Jesus Christ – every act of service, in every daily calling, in every corner of life – flows freely from a living, daring confidence in God’s grace. One is “Draft of a Social Statement on Women and Justice.” The draft is in two sections: basic theses and fuller explanations, which speak about how sexism harms us all in church and society. The task force wants to hear from you about the content of the draft and this innovative format. Find the draft, supplementary materials and order information at ELCA.org/womenandjustice. The other is on the draft of “A Declaration of our Inter-Religious Commitment: A Draft Policy Statement of the Evangelical Lutheran Church in America.” The comment period is open from now until June 30, 2018. Visit ELCA.org/ecumenical for more information and the document. I have shared some of the ways we are loving and serving our neighbor. This is what being free in Christ looks like. This is part of our Lutheran story. This is part of your congregation’s story and your synod’s story. Wherever you are for your synod assembly, from the Alaska Synod to the Caribbean Synod, there is something that we all have in common – our life in Christ. We have our life in Christ – in the crucified and risen Savior, in the one who poured out his life for us, the one who gave himself away for the life of the world so we may be free. As Lutheran Christians, we live in the freedom of Christ. With gratitude,

– Efesios 2:8 Estimados amigos en Cristo: Somos luteranos. El pasado año las cosas han sido “¡todo Reforma todo el tiempo!” Y entonces, ¿ahora qué? Las Confesiones Luteranas enseñan que Dios crea, gratuita y misericordiosamente, una relación de confianza entre Jesús y nosotros. Mientras nos reunimos en las asambleas sinodales, recordemos que nuestra esperanza está en el Cristo vivo, y compartamos esa seguridad con el gozo del evangelio. Por medio de la muerte y resurrección de Jesucristo somos libres de la carga de tratar por nosotros mismos de ser aceptables ante Dios. La cruz de Cristo y el Cristo vivo nos aseguran que la palabra final de Dios para nosotros es vida y libertad en Cristo. Driving Directions Going West on 1-90 from Madison take exit 92 to merge and
Parking onto U.S. 12W/Wisconsin Dells Pkwy toward Lake Delton—go 0.6 miles. Turn right onto Meadowview Drive—go 0.1 miles. Take the 1st right onto Kalahari Drive. Convention Center will be on the right, past the main hotel lobby. Additional parking and entrance is available behind the Convention Center. Please review further information at the Kalahari site:

Assembly Registration For all attendees, including voting members, visitors and displayers, event registration begins May 5, 7:30 a.m.—in the North Atrium of the Conference Center.
Hotel Check-in Check in time is 4:00 p.m.; however, should you arrive as early as 12 noon you can register at the front desk and begin to enjoy the waterpark. Ask the front desk clerk for assistance when you arrive. Those checking in on Friday, May 4 should go directly to the hotel front desk to check in. Those arriving Saturday can check in for your room during breaks or before the banquet on Saturday, May 5 at the hotel front desk.
Meals At our event registration, each person will receive their name tag. Inside the tag sleeve will be tickets for the meals you identified you would be attending. A meal ticket is required for all the meals. Your Saturday banquet dinner ticket should be placed at your table setting in order to be served the correct entrée.
Refreshments Coffee, tea and water will be provided at no charge in the
display area. A bagel break will be provided on Saturday morning, courtesy of Lutheran Planned Giving of Wisconsin. (Display Area - Rooms 4 & 5).

Synod Office During the assembly the Synod Office will be located in the Empress Room. If no one is in the office when you check, please go to registration and they will assist.
Room for Nominees The Mangrove room is available for bishop nominees.
Preparing for the When we gather as a synod assembly we become, Assembly through the presence and power of the Holy Spirit, God’s people in this place and we trust that our time will be guided by God’s presence with us. Please read carefully all the information in the pre-assembly materials so that you can be an informed participant and so that you can get the most out of your assembly experience. You may want to meet ahead of time with the other voting members from your congregation to help you prepare for assembly.
What to Wear Wear clothes in which you will be comfortable. It is highly recommended that you wear comfortable shoes. Consider wearing layers of clothing so that you can adjust for room temperatures as it is not easy to regulate the temperature in large convention center spaces. Convention centers can sometimes run cold and temperature adjustments take time to activate.
Assembly Seating Voting members must sit in the designated voting member area and visitors will be seated in a visitor section. Voting members will only be served ballots from the pages if seated in the voting member section. If part of your group is a visitor, there will be a few tables for voting members that are adjacent to the visitor’s section, but you should arrive early if you are interested in sitting near each other to hold your spots.
Speaking to the Speaking to the assembly is only for voting Assembly members and those given voice by the assembly rules. All
speaking to the assembly must be done at a microphone. Speak when your numbered microphone has been recognized by the chair. Begin by giving your name, congregation and community.
Material Distribution All handouts not included in preassembly materials to voting members and visitors at the Assembly must be approved by the Executive Committee.

Waterpark Passes Each hotel room includes waterpark passes for all room guests.
The passes are usable all day including all day on the day of check-in and the day of check-out. Please be aware that the assembly agenda is quite full and voting members are expected to be in attendance during the entire assembly. The waterpark may be utilized by voting members before and after the assembly. Guests who are not voting members, but who are staying with voting members in a Kalahari hotel room may use the waterpark at any time it is open to the public. Children under 12 must be accompanied by an adult at all times.

Synod Assembly 2018
The Rev. Felipe Lozada-Montañez was elected Bishop of our partner synod, the ELCA Caribbean synod in 2007. When elected, he was serving as pastor of San Juan Lutheran Church, Dorado, Puerto Rico, and mission director for the Evangelical Lutheran Church in America. Born in Toa Baja, Puerto Rico, Lozada-Montañez received his bachelor's degree in math and physics and a master of education degree in administration and supervision, both from Puerto Rico University, Rio Piedras. Lozada-Montañez received a master of divinity degree from Puerto Rico Evangelical Seminary, San Juan, in 1997. He has served as mission developer and pastor of San Juan Lutheran Church since his ordination in 1997. In 1999, Lozada-Montañez became a member of the Caribbean Synod Council.
Lozada-Montañez resides with his wife, Ana, in Dorado. He is the parent of three adult sons.
Rev. Joanne Thomson We welcome Rev. Joanne Thomson as our guest preacher for Worship, Saturday, May 5 Rev. Joanne Thomson has served as Associate Conference Minister for the Wisconsin Conference of the United Church of Christ since 2001. Before joining the Conference staff she served as a parish minister at Middleton Community UCC in Middleton, WI; First Congregational UCC, Madison, WI; and Prospect and North Congregational Churches in Cambridge, MA. Before her ordination, Joanne worked in local
government in the Boston area. She is a native New Englander who grew up in Massachusetts and attended Tufts University and Harvard Divinity School. She lives in Madison with her husband, Don Hausch, who is on the faculty of the School of Business, UW-Madison. They have a daughter, Jessie, who is a pre-school teacher in Glendale, WI, and a son, Paul, who is a graduate student at Arizona State University.

Teaching the Faith: Trends, Talents & Treasures
In many congregations, faith formation for children, youth and adults is struggling. In some it is almost non-existent. In this workshop, Beth Lewis, President & CEO for 1517 Media, will share trends based on research conducted by Sparkhouse, their ecumenical curricula development team. She will help you think about creative ways to nurture talented faith formation leaders. And, you will also hear stories of treasures for radically renewing faith formation patterns and activities for children, youth and adults, both inside and outside of the congregation.
Led by Beth Lewis, President & CEO for 1517 Media, a publishing ministry of the ELCA.
Walking 500 miles on the Camino de Santiago
Since the Middle Ages Christians have walked this ancient pilgrimage across northern Spain. Also called “The Way of Saint James” this long walk traverses incredibly beautiful scenery through the Pyrenees mountains and through tiny villages dotted with buildings, churches and bridges that date back as far as the 11th century. Come and hear why 278,000 people completed at least part of this pilgrimage last
year. David and Anne Andert walked the Camino in fall 2016 and plan to return in 2018. It was a 40 day
journey, and we know that whenever the number “40” appears in the bible, something significant is about to happen. If you’ve watched the movie, “The Way” with Martin Sheen, you’ve seen the path they walked. Warning: the Camino gets under your skin. You may find yourself making plans, too. (The Anderts have also started a chapter of “American Pilgrims on the Camino” here in Wisconsin.) Led by rostered ministers in our synod, Revs. David & Anne Andert.

The Power of Testimony! We all have stories to tell of our experiences with God. Some faith traditions call this testimony. What has God done for you? Why are you a Christian? We’ll explore these and other questions that prepare
you to share your stories with others for a powerful impact.
This was our most well-received workshop at LEAD! There is a lot to learn about the power of testimony! Led by Rev. Matthew Poock, pastor, St. John’s Lutheran Church in Evansville
From Membership to Discipleship: Forming Disciples for Today’s World
Preparing people to live out their faith in daily life has always been one of the key tasks of the Christian church. This workshop offered by Rev. Dr. Rick Rouse provides both an overview of an ancient faith formation process known as the Catechumenate and a practical application for today’s church designed to help people go deeper in their spiritual journey by embracing their baptismal calling. Find out more about how this journey to baptismal living can transform and revitalize not only individuals but also entire faith communities.
Rev. Dr. Richard W. Rouse is immediate past president of the
North American Association for the Catechumenate (Journey
to Baptismal Living). He served on the Grand Canyon Synod staff as Director of the Missional Leadership Academy. Previously, Rouse was the Executive Director for Church Relations and Continuing Theological Education at Pacific Lutheran University in Tacoma, WA. Rouse is currently a member of the Advisory Board for Pacific Lutheran Theological Seminary. Rouse is a parish consultant working with ELCA congregations across the country in the areas of strategic planning, spiritual discernment, stewardship, and leadership. A certified Spiritual Director and ordained Lutheran pastor for 42 years, he has served congregations in Arizona, California, Oregon, and Washington. Rouse is the author of numerous publications including the 2016 Fortress Press book for pastors and church leaders, Beyond Church Walls: Cultivating a Culture of Care. Other titles include A Field Guide for the Missional Congregation, Go Make Disciples, and Fire of Grace: The Healing Power of Forgiveness.

Stewardship’s Flip Side: Recognizing and Removing Obstacles to Generosity
Too often our church stewardship is focused solely on the church member’s obligation to give – and fails to recognize the church’s obligations to its donor base. This workshop will focus on the twelve “donor confidence” factors which can either bolster or undermine your congregation’s stewardship efforts. Learn what you can do, throughout the year, to reduce the gap between your supporters’ financial capacity, and their financial will. Led by Pastor Richard Wehrs, Regional Manager for the ELCA Mission Investment Fund. Pastor Wehrs works with 12 synods in the states of Wisconsin, Michigan, Illinois, Indiana and Kentucky. He brings to this position extensive experience as a consultant in church stewardship, fundraising, building projects and strategic planning, having worked with scores of congregations around the country over the last 14 years.
Climate Change - A Threat to Us and Our Children
Your Synod’s Care for God’s Creation Team will discuss climate change from a scientific and faith-based perspective. We’ll look at its impacts, especially locally. You’ll learn how to start your own care for creation team, and we’ll look at a national solution to climate change that passed as a resolution
at Synod Assembly 2017.

As we are sadly all too aware, safety in our churches is something that has many on high alert. How do we stay welcoming while still being vigilant in our desire to have a safe setting in which to gather?
This workshop will address planning for and responding to a variety of today’s emergency situations in your church. Learn about best practices and steps you can take to protect your most valuable assets and help to create a safer place for all to enjoy. Led by Peter Tesch, Church Mutual Insurance Company
Get Your Feet Wet With Diakonia!
Get your feet wet at this Diakonia Sampler Session! Dip your toes into the Diakonia experience, a lay education program offered by the synod. Get splashed by the “oh wows,” the “aha’s,” the questions, the discussions, and the discoveries about yourself, your faith, and your church. Devotions, snacks and laughter included. Who knows, you might just take the plunge!

Your Synod Assembly Offering 2018
This year’s synod assembly offering will be used to provide help and
hope to survivors of Hurricane Maria. Joining us at assembly this year as our keynote speaker is Bishop Felipe Lozada-Montañez, bishop of our partner synod, the ELCA Caribbean Synod. He will give us an update on disaster recovery efforts and will be present to receive our offering on behalf of our sisters and brothers in Puerto Rico.
Why Your Offering Matters:
Hurricane Irma and Hurricane Maria were among the most powerful storms ever recorded in the Atlantic, leaving widespread damage across Florida, Georgia, Puerto Rico, Haiti, the Dominican Republic, the U.S. Virgin Islands and other locations in the Caribbean.
As a church, we’re standing by our neighbors
who have been affected as they begin the long road to recovery. Lutheran Disaster Response’s affiliates are collaborating with
community leaders like Bishop Felipe and the ELCA Caribbean synod and government officials to respond. Please give generously to our worship offering to support this response.
Your gifts ensure that our church will be able to provide help and hope for those whose homes have been devastated or who have been otherwise affected by these hurricanes for years to come. Unfortunately, these were not the first major hurricanes with catastrophic effects this season, and they may not be the last.
