Bishop Larry and Pastor Tim led the new members through an orientation of the governance model and handbook.

II. Welcome and Check-in Pastor Tim invited participants to share their name, congregation, and a recent joy in their lives.

A letter of thanks from Sharon Villetard was read to the councillors.

MSC SC14-32 That the agenda be approved as amended.

IV. Engaging in the Word Stephen Wildfang, Chaplain led the members in Lectio Divina using the text Matthew 6:25-33.

V. Consent Agenda Correspondence was moved to VI.C by consensus.

VI. Business Agenda A. 2015

Compensation Guidelines v.c3

Commentary to Recommended 2015 ABT Compensation Guidelines discussed. Rationale included in package.

MSC SC14-33 That the 2015 guidelines be adopted with the 3% increase. An amendment was proposed for a 6% increase across the board. The motion as amended was carried.

B. ELCIC Rostered Employment Compensation v.c2

Stephen presented the draft document. There is more work to be done and probably won’t be rolled out until 2016. There was concern voiced about possible disparity for pension due to current process. The goal is to make it easier for congregational treasurers to work with and also to make it easier for pastor mobility. Another good thing to come out of this is to compress the time required to reach the

top. The ELCIC National Office will manage the process.

VII. Councillors’ Concerns A. Synod

Communication

The Northern Conference questioned the process of assigning the theme for Conference Conventions. Bishop Larry has since communicated the process and rationale with the Conference Deans.

VIII. Bishop’s Performance Review

In camera session was held; with staff, ELCIC representatives and deans excused.

MSC SC14-34 That we move In Camera MSC SC14-35 That the Council recommends an increase in the remuneration package of 3%COL + 9.3% merit pay for Bishop Larry. MSC SC14-36 that Council receive the report of the committee with thanks. Current members are enthusiastic in remaining on the committee: Wayne Street, Paul McCormick, Terrie Coombs, and Mike Harmon.

IX. Engaging in the Word Chaplain Stephen Wildfang led the members in a second Lectio Divina using the text Matthew 7: 7-12.

X. Every Congregation Council Conversation

The Rev. Dr. Julianne Barlow introduced the proposed meetings with every congregation council meetings. All the congregations within the Synod of Alberta and the Territories would be invited to meet with other congregations in a defined area at one of the area churches which would act as a host. These meetings would have a defined script including song, prayer and dwelling in the Word followed by small group gatherings, listening, and gathering questions, comments and concerns. Council members were asked to participate in a run through of the script, including reporting to the larger group the results of small group conversations.

XI. National Church Council Report

The Rev. Marc Jerry reported on behalf of NCC. One of the highlights of the recent meeting was the presence of the Presiding Bishop of the ELCA, Bishop Elizabeth Eaton. The following topics were included in Marc’s report:

- Work of the LWF; - plans for the 500th anniversary of

Reformation;

- the discussion and planning of a ELCIC National Office Communication Strategy;

- the status of the Women in Faith Fund; - the approval of creating a task force to

review the work of Global Mission, - the 2015 National Convention. Marc also reported on several new resources that are being made available this year including the ELCIC Annual Report and the launch of Eternity for Today as an app. Marc reported that NCC has been reviewing the report of the 2014 Synodical-National Officers’ Consultation and its recommendation that CECF be asked to review some of its policies and look for more flexible approaches for the use of these funds.

XII. Reviewing for Possible Revision: (moved to Friday evening)

Members were divided into groups to discuss sections of the Council Governance manual. See manual for changes. Recess until Sat. 8:45 a.m.

XII. Reviewing for Possible Revision - continued

Recommended modifications: III.C.: Starting Salary for Bishop and Assistant and Assistant to the Bishop, p. 34 - that this policy goes back to Executive. It was felt that the spread between #4 and #5 was too large. III.D. Performance Monitoring and Appraisal, p.35 – recommended that the review of this policy be moved to Spring, even-numbered years. III.H. Sabbatical Leave Policy p.50 – recommended to add at end of 5. “unless determined otherwise by Synod Council”. IV.C. Council Job Description p.60: Correction – “hishe/her” to his/her. IV.D.1.c. Council Chairperson’s Role p.62 - remove “in hard copy” IV.G. 2. Program Committees p.67 – change “ordained and non-ordained people to “rostered and lay people”

MSC SC14-36 That all cited policies and procedures have been reviewed and referrals made where necessary.

XIII. Report of Council Committees

A. Theological Education and Leadership

In addition to the submitted report it was reported that there is limited funding for the CPE program.

B. Constitutional Review

The Executive will be in discussion regarding the appointment of a chair and the membership of this committee.

C. Examining Committee

Following a meeting of the Examining Committee next week, it is anticipated that Faith Nostbakken would be recommended for consecration as a Diaconal Minister pending receipt and acceptance of a call.

XIV. Bishop’s Report for Decision Making

A. Request from St. Paul, Burstall, SK

Saskatchewan has approved the transfer of St. Paul Burstall, SK to Synod of Alberta and the Territories

MSC 14-37 That St. Paul, Burstall, Sask. be transferred to Synod of Alberta and the Territories.

B. Planned Giving/Endowment Committee

Bishop Larry reported that he is planning to establish a Planned Giving/Endowment Committee to facilitate people being able to give money to the church. Stephen will draw up Terms of Reference and a process for this committee.

C. Special Service – Interim Ministry

Bishop Larry requested that Council add to the Roster Rev. Dr. Kayko Driedger Hesslein so that she might be called to Special Ministry.

MSC SC14-38 That a call be extended for special ministry/interim ministry to Rev. Dr. Kayko Driedger Hesslein.

XV. Unfinished Business

There was no unfinished business.

XVI. Synod Communication – Talking Points

- Conversations focussing on future directions

- That we model the process the process that we use when we go to congregations

- The NCC reports that there is hope in our church that is being recognized by those outside our group.

- We’ve added a congregation to our Synod.

- There are leaders coming into the Synod and it’s a good sign that people want to come into the synod.

- The Bishop’s Review mirrored the resounding affirmation at Synod Convention.

- Working on an initiative for planned giving in the Synod.

- We are moving forward in our missional intent.

- There were discussions in standardizing rostered across the ELCIC and consensus approval of the 2015 guidelines.

- Tacit support for the Bishops initiative in intentional listening.

- Conference of Deans met prior to the Synod Council Retreat and a good time was had by all. The tone of the meeting was very positive.

- We dwelt deeply in the Word through Lectio Divina.

- The next opportunity for performance review of the bishop will be moved to Spring 2016 in order to allow more time for response.

- Wayne Street was missed greatly but we were able to get through the agenda without too many distractions.

- Council members are asked to complete meeting evaluations; forms are available on-line.

Next Meeting - March 13, 2015 in Red Deer Closing comments - Expressed thanks to Darla for

preparing all the documents online. - Trying very hard to think of ways to

reduce costs at Synod Office eg. Sending out only 2 mailings a year

- A privilege to be able to meet in retreat and thanks for being willing to stay in a place that was more cost-effective.

- Fun to watch everyone tease Julianne – it showed our health as a community.

- Joy thanked us for sharing our Holden Evening Prayer with the Concordia Choir.

- Key ministry is Camp Ministry - Thanks for everyone being here and for

willingness to spend time doing this work.

- Thanks to Bishop Larry and Cathy for hosting the wine and cheese.

MSC SO14-06 That Bishop Larry be authorized on our behalf to engage Foundation Search for a two year period upon receiving suitable references and that this be funded from the Ratz Reserve Fund.

IV. Secretary’s Report

A. Editorial changes were made to the minutes from the last Synod Council meeting and will go to Synod Council for approval.

B. There was no correspondence.

V. Treasurer’s Report

A. Stephen reported that: - as of the end of June,

Benevolence was down by about $25,000.

- Expenses were on track - He recommended that

Sharon be paid out in September as a non-recurring expense which means that we will go into deficit this year.

B. Don Sjoberg & Joe Stolee are putting together a list of church members who may be approached for major gifts. A steering committee will be struck in fall.

VI. Report of the Bishop A. Roster and Congregational

Update: - Wendy Coughlin will be serving Emmanuel, Calgary in September. - Janice Whitelock will be serving in Brooks. Her ordination will be August 30 at Trinity, Grande Prairie. - Jeff Decelle will be moving in September to serve in Unity, Sask. - Doug Hanson-Torwalt continues looking for a call. - Ryan Anderson continues on stress leave and will begin a sabbatical. - Augustana, Edmonton has voted to sell their building. - John Strecker-Baseler is waiting for call. - New Sarepta and Hay Lakes are not planning to combine congregations. Bruce Zinken will likely serve part time. - Grace, Wetaskiwin is looking at calling an Anglican pastor as interim, ¾ time. - Shared ministries in Edson and Sedgewick are working with Bishop Jane Alexander and Bishop Larry to develop a template for this type of ministry.

B. Discretionary Fund - On Eagle’s Wings was given $1000 towards its work. - Pastor Barry Lyall was given $800 for a new hot water tank.

C. LTS Recruitment - currently looking for a part-time recruitment officer.

D. Retirement Education Sessions Lisa Thiessen with GSI wants to do sessions across the Synod. Tim requested they add a session on “use of time”. GSI website has videos and other materials for those approaching or in retirement.

E. St. Paul, Burstall, SK

- has requested to join our Synod due to its proximity. They are waiting for a response from the Saskatchewan Synod.

F. Missional Network - seems to be going well. - Julianne is meeting with lay leaders - There will be a conversation with Alan about the next steps in September. - The Synod Team has completed their interviews which have been sent to Alan. - the question for the Team is: How does this affect the Synod? What’s our piece?

G. All Program Committee Meeting – September 21 - Meeting in Red Deer will begin with worship and missional priorities. - There is ongoing discussion as to how best to spend staff time. - This is not a Standing Committee.

H. September Council Retreat/Orientation - the Deans are meeting prior to Synod Council with Ron Flammand who will be doing a session on Eucharist Theology and practice. - the time between the Deans meeting and Synod Council meeting will be spent doing the Bishop’s Review. - Synod Council Retreat begins at 4 p.m. on September 20 at Camp Kuriakos, Dana Lodge. - the focus will be the every council visits.

I. Synod Convention Letters of thanks have been sent to volunteers. The final report on expenses is still to come.

Motion to accept minutes as revised was accepted by consensus. They will be posted on the Synod website.

J.i .Performance Review - Wayne is working on update to Bishop’s Performance Review process. - ii. Compensation Guidelines A draft document has been presented in an attempt to compensation consistent across the ELCIC.

IV. Treasurer’s Report

A. Update: Stephen reported that Benevolence giving is lagging. He will send a report to that effect to the congregations of the Synod.

B. Harmonized Salary Guidelines: There has been no further information since September. It is expected that there will be another meeting early in 2015 so that the proposal can be ready for 2016 convention.

C. Endowment/Planned Giving Team: Stephen is still working of Terms of Reference for this group.

D. ELCIC 2015 Benevolence: There has been a request by the ELCIC National Church Office for Synods to submit proposed 2015 giving expected. Stephen will forward this.

V. Report from the Bishop

A. Updates: - Faith Nostbakken’s consecration

took place on November 15. - Charlotte Strecker-Baseler will be

serving Armena beginning in January. Her recovery from surgery is going well.

- Tim Posyluzny will be serving Mount Zion.

E. Conference Conventions: Overall the Conference Conventions went well. There was some concern and disappointment at the poor turnout for the Southern Conference Convention held in Lethbridge. A reminder will be sent out that attendance at conventions is expected of clergy in the Synod.

Two new Deans were elected: Kristian Wold for South West Conference and Kathy Calkins for West Central Conference.

F. Synod Mission Journeys: Six people have signed up to go to El Salvador in March. There will be a meeting of participants soon. Bishop Larry is hoping that Brian Rude could join them via Skype. Augustana Lutheran has given a donation in support of Brian’s ministry as part of their congregation wrap-up.

There have also been several people who have expressed an interest in traveling to Colombia in August.

G. Companion Synod: Work is being done to establish a contract with the church in Colombia. It is expected that at the meeting in

March a motion will be made to extend the current covenant.

H. LTS: Rev. Tim Wray has been serving as half time recruitment staff.

I. Foundation Search Bishop Larry will be meeting with Ron Schlegelmilch at the end of this week.

J. Group Services Inc.: The recent presentation in Edmonton was well received. Shepell FGI (Employee and Family Assistant Program) is working with GSI.

K. Synod Initiative – Post TRC AnnE Zimmerman, Ann Salmon, and Carl Rausch will be serving as resource people for this group. Nine people met December 2.

L. Augustana Lutheran – Mental Health Initiative

Augustana Lutheran, Edmonton is proposing to give $100,000 from the sale of the property towards the establishment of a Mental Health Awareness Initiative within the Synod. Bishop Larry is putting together a group to meet with Augustana to help them establish the framework for this proposal.

M. Synod Convention – 2016 Bishop Johnson is unable to attend on the proposed dates and Augustana Campus is unable to host on either of the two earlier weekends. The theme of the Convention will reflect the LWF focus on the Reformation. The Rev. Dr. Gordon Jensen will be one of the speakers.

MSC SO-10 That the dates of Synod Convention 2016 be moved to June 2-4. MSC SO-11 That Synod Office contact Messiah Lutheran Church requesting that they host the convention.

N. Synod Council Meeting - March 13, 2015 The Executive suggested that guests receive the agenda and any necessary readings germane to the agenda.

Constitutional Review – appointments: According to the Synod Bylaws, this committee is to have 3 members plus 1 staff member. Calvin Scriver has been asked to sit on this committee and has accepted. Jonathan Mohr has been serving and has requested to retire. Dan Ethier will be asked to join the committee and Paul McCormick will be asked to chair. Frank Thede remains a member. Bishop Susan will be attending the meeting. Fiona Watts – Missional Network, will attend to give a report.

a. Lethbridge just celebrated the 20th anniversary of a covenant between the Catholic/Anglican/and Lutheran churches. Bishop Larry attended.

b. Every Congregation Council Meetings – the process will be reviewed at the March meeting.

c. ELCIC Reformation Challenge – this will be circulated to congregations, Deans, and Synod Council asking for input by January 15, 2015.

- Bawlf Parish will likely be served by Bonnie Arends as part time interim.

- Julianna Wehrftritz-Hanson is serving Edberg/New Norway/Bashaw parish.

- Rene Faiile’s contract is up at Grace, Wetaskiwin and will be extended.

- Vang Lutheran, Vang has been asked to use supply pastors.

C. Missional Formation: This continues to move forward. A report is being prepared for Synod Council. The cohorts are looking at what the next possibilities might be.

D. El Salvador: The group that will be journeying to El Salvador have had their second orientation meeting. Bishop Larry is looking forward to traveling with this group.

E. Companion Synod Relationship: The current contract will be up for renewal this year. A motion will be presented to Synod Council at the March 13 meeting.

F. Foundation Search: Conversation continues with Ron Schlegemilch.

G. Synod Initiative - Post TRC: This is going well. Various ways of keeping this initiative alive are in discussion, including the possibility of doing some educational component through Campus Ministry.

H. Study Conference: This went well. We are looking what portion of the fees would be expected from retired rostered persons.

I. Augustana Lutheran: Tim Posyluzny and Richard Reimer will attend the Disbursement of Funds on Feb. 17 on behalf of the Synod and Campus Ministry. There will be a second meeting regarding the Mental Health Awareness Initiative in March. Bishop Larry was impressed with both the intention and the interest of the group.

J. Bishop’s Self Care and Renewal: This group meets four times per year. This year one of the retired pastors will be replaced in a rotating format. Bishop Larry continues to go on retreat once a month.

K. Synod Convention 2016: This will be

held at Messiah, Camrose. A letter of request will be sent out soon from Synod Office. A group of people who will be responsible for coordinating the convention will be formed in the near future. It will be recommended that the theme continue the focus of the National Convention, Liberated by God’s Grace – salvation is not for sale; creation is not for sale; people are not for sale.

L. Synod Council Meeting – March 13: Bishop Susan will be attending. There will be a report regarding the Missional Network as well as continuing work on the “Participating in Hope – Every Church Council Conversation”. Northern Conference has requested further collaboration regarding communications technology. Discussion will take place as to how best to facilitate this.

Dear Councillors and Advisory Members of Synod Council: May grace and peace be yours in abundance (I Peter 1:2a). During the month of February we hear a lot about love, at least from a Hallmark perspective with the commercialization of Valentine’s Day. I find it fitting that during a month in which there is so much emphasis placed on love that we find ourselves in the church with ashes on our foreheads. On February 18 we gathered as a community in Christ around the holy meal of bread and wine and confessed our sins, known and unknown. We received a visible symbol of our own mortality with the ashen cross, as we heard these ancient words spoken: "you are dust; and to dust you shall return" (Genesis 3:19). Ash Wednesday is intended to be a bold confrontation with death. This, to many in our world, is a painful dose of reality, for we live in a culture that wishes to ignore death and dress it up, trying to conceal that which cannot be concealed. As Laurence Stookey stated:

This harsh medicine of reality is intended to set in motion a reconsideration of the meaning of life and death – apart from Christ and in Christ. Ashes, the sign of death, are put on the forehead not in some random pattern but in the shape of a cross. This alters the starkness of the message, which this becomes: You will die. You cannot change that. But you can die in Christ, whose death transforms your own demise. Meanwhile, live in Christ and discover Christ’s new life, which conquers death. We hear of the proclamation of God’s great love for us in life and in death, a proclamation that transcends any Valentine card, and is a love that is impossible to fully comprehend or describe. The prophet Joel reminds us, “Return to the Lord, your God, for he is gracious and merciful, slow to anger, and abounding in steadfast love, and relents from punishing” (Joel 2:13). It is on Ash Wednesday that we not only receive that cross, as a reminder of our own mortality, but also that cross is traced over the cross that was placed on our foreheads long ago in our baptism. In baptism, we were marked with the sign of the cross and sealed with the promise of the Holy Spirit forever, both in life and in death. Every time we gather for a meal at God’s holy table, we receive the reality of God’s great love letter for us, as we are strengthened and nourished. We are reminded as we gather each time at the table that we gather in the presence of our enemies, assuring us that we can pass through the darkest valley without fear and find our place at the great resurrection feast in the house of the Lord. The sign of the ashes reminds us of our frailty and mortality. What seems like an ending is really an invitation to make each day a new beginning, in which we are washed in God’s mercy and forgiveness. What love is greater than the love God has for each of us? I. INTRODUCTORY REMARKS Guest to the Synod Council meeting. As we meet, and on behalf of the councillors and advisory members, I welcome our National Bishop Susan Johnson, who will be with us throughout our meeting and who I have invited to preside at the Eucharist.

National Church Council Synod Representatives. It has been our recent practice to invite the National Church Council Synod representatives to Synod Council meetings and to provide agenda time. The NCC Reps are Judy Wry, Holy Spirit, Edmonton; The Rev. Marc Jerry, Lutheran Church of the Good Shepherd, Red Deer; and Allyn Langager, Lutheran Church of the Good Shepherd, Lethbridge. Welcome Judy, Marc and Allyn! Allyn will be concluding his term on NCC this year. On behalf of the ABT Synod thank you Allyn for your ministry with and among us all. Synod Missional Formation Team. I am pleased that members of the Synod Missional Formation Team will be with us to share a report of our work with the Missional Network and to facilitate conversation among us. Members of the Team are: Wayne Street, Rev. Dr. James Hendricksen, Rev. Bill Wiegert, Assistant to the Bishop for Mission Julianne Barlow, and myself. Thank-you. I have appreciated over these past months the support and encouragement of our National Bishop, Synodical Bishops, Synod Executive Committee, Synod Council, Synod staff, Conference Deans and members of the Bishop’s Self-Care and Renewal team . Your on-going encouragement, support, ministry and prayers are deeply appreciated! My personal thanks to my spouse, Cathy, and to those who serve in the synod office: Darla Wildfang, Trudy Davis, Julianne Barlow, Bishop Don Sjoberg (ret.), Rev. Gary Nickel and Colleen McGinnis. Thank you to each of you for your partnership in mission. II. MONITORING INFORMATION I.C. Mission Priorities and Outcomes 1. Spirit-Led Leadership: Participating in Hope - April/May 2015 Every Church Council Conversation. A significant part of the agenda for our Synod Council retreat (September 2014) was to prepare for Church Council conversations in the weeks following Easter Sunday 2015. Synod Council members will gather geographically close church councils (as identified by the Deans) for the purpose of: listening to their stories of mission - of God at work; fostering the faith and ministry of the congregational leaders; thanking them for their past partnership in ministry; and inviting them to participate in God’s hope-filled future, in partnership with the Synod and each other. See IV.c2 for the Participating in Hope materials. Forming Missional Shaped Ministries. We will soon be concluding an 18-month process and partnership between our Synod and The Missional Network. I give thanks for the growing excitement and inspiration both congregations and lay and rostered leaders have experienced with others on this journey of joining in God’s mission. The journey has not been without its challenges since joining in God’s mission has meant moving out into our neighborhoods, exploring capacities for missional ministry, and learning to discern together. Currently the Synod Team and staff are exploring the on-going journey for those presently participating as well as planning for a second iteration to begin this fall. Members of the Synod Missional Formation Team will be reporting at our Synod Council meeting in the morning. Internship Placements. I am pleased that two ordained candidates from our Synod are fulfilling their placement/internship requirements within our Synod. Intern Eric Sorenson will complete a one-year placement at St. Paul, Olds with The Rev. John Lentz as supervisor. Intern Lindsey Skakum will complete a two-year placement at Holy Spirit, Edmonton with The Rev. Trish Schmermund as supervisor. Eric is the final student to complete a one-year internship and Lindsey the first to begin a two-year internship. I anticipate two two-year placements beginning this year within our Synod. To this end we will be considering a recommendation from the CTEL committee related to partially funding two

internship placements 2015-2017. You may recall that funds from the Synod Reserve Fund were allocated to assist in the cost of a rural internship within the Synod at Olds. Annual Study Conference. We welcomed to this year’s Study Conference, February 2-5, 2015, “The Gospel in Four Directions: The Horizon of Christian Faith in North America (with an Indigenous perspective),” our plenary speaker, National Indigenous Anglican Bishop, The Right Rev. Mark Macdonald; guest Bishop, our National Bishop Susan Johnson; and our Thursday morning speakers, The Rev. Dr. Laura Holck and The Rev. Dr. Phil Holck (Lutheran Church of the Cross, Calgary), who explored the possibilities “Telling the Text by Heart” and preaching from a “virtual” manuscript. Afternoon options included: “Sharing Stories of God at Work through the Missional Network Journey” with Assistant to the Bishop for Mission Julianne Barlow and cohort participants; and, conversation with myself and those rostered leaders who have served 12 years or less – where do you see God at work in your ministry context/our Synod/our National Church? Etc. 2014 Conference Conventions. This fall we gathered again in three conference conventions under the theme: Fed and Nourished, Filled and Refreshed, based on a portion of the hymn text, Baptized and Set Free. Together we explored, considered, dialoged and provided feedback to the “Study Guide on Word and Sacrament Ministry,” we worshipped , and participated in necessary conference business and decision-making, including the election of rostered delegates to the 2015 National Convention. Two conferences also elected a new Dean: the West Central Conference elected Rev. Kathy Calkins (Peace, Innisfail) and the Southwest Conference elected Rev. Kristian Wold (Hope, Calgary). Thank you to Rev. John Lentz and Rev. Dennis Aicken for their years of service as Dean…and to their families and congregations…as well as to those continuing to serve as Dean: Rev. Markus Wilhelm, Rev. Eleanor Ness and Rev. Reg Berg. Much thanks to those congregations who hosted our conference conventions: Lakeland Lutheran, Cold Lake; Bethel and Messiah Lutheran, Camrose; and Lutheran Church of the Good Shepherd, Lethbridge. 2015 Congregational Life Workshop. Our Synod’s Leadership Development Committee is well on its way in planning for the April 11, 2015 Congregational Life Event (previously called the Church Council Workshop) at Good Shepherd, Red Deer. “Just Relationships” is the theme with keynote presenter, Rev. Ryan Andersen. Several workshops will focus on the theme, for example, “Ending Homelessness”, an examination of the rights of Indigenous Peoples and resource extraction in the synod, Congregational Treasurers sessions, and I will lead a workshop on Justice Hymns in the Evangelical Lutheran Worship hymns. ELCIC's Rostered Diaconal Ministers and Diaconal candidates. I will be inviting the Diaconal Ministers for a one-day gathering in Edmonton for the purpose of support, encouragement and conversation this spring. 3nd Annual Synod Retired Rostered Leaders and Spouses Gathering. A 3nd Annual bbq for retired rostered leaders and spouses will be held at Camp Kuriakos, Sylvan Lake, April 28. Our time together will include conversation, worship and of course sharing a meal together. Continuing Education Opportunity. The Rev. Dr. Gordon Jensen (Professor – Lutheran Theological Seminary, Saskatoon) offered “The Priesthood of All Believers” on January 31, 2015 at Peace, Leduc. Planned Giving/Endowment Committee. As reported I am determined to establish a Planned Giving/Endowment Committee. I have asked Stephen Wildfang to work with a couple of other individuals to draw up Terms of Reference and a process for this committee. We will have material for your review at our September Synod Council meeting.

2. Hope-Filled Discipleship: Monthly Synod Messages for Congregations and Lay and Rostered Leaders. During 2014 I prepared monthly messages focusing for congregational use on several Marks of a Missional Congregation based significantly on Stephen P. Bouman’s, The Mission Table: Renewing Congregation & Community (© 2013 Augsburg Fortress). This year I am inviting you to reflect on portions of Paul’s letter, to all the saints in Christ Jesus who are in Philippi (1:1b)., My intent is that these writings offer a time to engage in learning, discernment and reflection together. Each article includes a brief reflection on a Scripture passage, questions for reflection and discussion, and a prayer. Ist Annual Rostered Leaders and Family “Come & Go”. Cathy and I hosted a “Come & Go” afternoon, Sunday, September 7, for rostered leaders and their families. The opportunity for conversation and to meet new people was well received. We are pleased to host an event such as this in our home. Synod Campus Ministry. Thank you for your on-going prayers and support of Campus Ministry in Medicine Hat, Lethbridge, Calgary, Edmonton and Camrose which continues to sustain these important ministries. Drive for Five funds (this may change as congregations forward funds to the Synod office for 2014) totaled: $7077.64 and will be divided between the five ministries. Additional funds earmarked for specific Campus Ministries were: L.C.M. Edmonton: $3635.95; L.C.M. Calgary: $2528.47 and Augustana: $625.00. I proposed to the Synod Campus Ministry Committee September 2014 that the Committee consider dissolving the committee and that the Bishop would yearly gather the Chaplains and one member of each local campus ministry for an agenda which would include, for example: shared ministry considerations (Drive for Five) and Synod budget distribution. The Committee has been in favor of this suggestion and will be meeting in April for a final meeting. Constitutional and By-law materials will need to be considered in moving forward. Canadian Missions Committee. Recently our Synod Canadian Missions Committee met, in part, to approve partnership support for several ministries within our Synod. This financial support is provided through funds from the Church Extension and Capital Fund and current Synod budget. Six congregations are being supported with support intentionally declining so that they become self-reliant. Support is being provided for: a new congregation, a congregation in need of healing ministry after the sudden departure of their pastor, a rural congregation engaged in redevelopment using the Missional Formation process, ethnic specific ministries, and support of joint ecumenical partnership. 3. Innovative Tradition: All Program Committee Gathering. A second All Program Committee gathering will take place on Saturday, September 19 at Good Shepherd, Red Deer. We will share in worship, reflection on Scripture, prayer, listening, dialogue, collaboration with other committees active in the Synod, as well as work as individual committees during their own agenda time. Foundation Search. Following input from our Executive committee members, the Bishop and staff of the BC Synod, and an on-line demonstration the Executive committee approved a two year contract with Metasoft Systems Inc. which enables assistance to Foundation Funding information for non-profits in Canada as well as on-line training. Ron Schlegelmilch (Holy Spirit, Edmonton) has agreed to serve as the primary contact person. More information can be found at: www.foundationsearch.ca

4. Collaborative Partnerships: Synod Youth Gathering. A Synod youth gathering is planned for May 29-31 at Mulhurst Lutheran Camp. This year the gathering is a joint event between with the Synod and Mulhurst, Kuriakos and Hastings Lake Lutheran Bible Camps. After the Flood: Good Shepherd Lutheran, High River. You may recall June 20th, 2013, and the worst flood in Canadian history which swept through portions of southern Alberta, including High River. A Canadian Lutheran World Relief/ELCIC appeal received over $150,000 in special donations for Southern Alberta Flood Relief, including a $25,000 gift from the ELCA, our partner denomination in the USA. These funds were distributed for the benefit of the wider community, with the majority going to Mennonite Disaster Services, and another large amount to the High River Counselling Services to help provide for the psychosocial needs of residents. In addition to this appeal we initiated an appeal within our Synod specifically for Good Shepherd, High River (see our Synod website: Celebrations, Summer 2014). I am pleased to share that $45,228.58 was received from the Synod appeal and upon receiving receipts was forwarded to Good Shepherd in December. Compassion Justice Initiative. Reports have being received at the Synod office for applications approved for the past year and a year-end report sent to our National Office. Briefly, funds in 2014 supported the ministry of: Mulhurst Camp (enabling those with limited resources to attend camp); Lord of Glory, Lac La Biche (developing a summer camp for disadvantaged youth); Mom’s Canada (providing emergency essentials to young, single mothers); and ICPM, Edmonton (accompaniment provided to inner city clients). Currently applications for funding for this year are being reviewed. Augustana Lutheran, Edmonton. A final worship service was held December 28, 2014 at Augustana Lutheran. One time grants include benevolence to the Synod, funds to assist in the design of a Mental Health Awareness initiative within the Synod, support of our National Church and of LTS, funds to for the Lutheran Campus Ministries Drive for Five campaign; other recipients include charitable groups that have received support from Augustana in the past or represent the vision that the congregation has for ongoing ministry in a particular area. The congregation also established a Augustana Heritage gift which will provide in-perpetuity gifts to Lutheran Campus Ministry, to En Mision Con El Salvador: In Mission with El Salvador and any subsequent international missions that follow this mission, and to a third charity which reflects the past and present vision that the congregation has for ongoing ministry. For your information I have included correspondence from Augustana in this docket IV.c1. Mental Health Awareness initiative – Augustana, Edmonton. In December I met with four members of Augustana to hear of their initiative and to explore together how we might proceed with a Synod initiative with the $100,000 from Augustana. Since this first meeting I have gathered several Lutherans from across the Synod with particular training, experience and passion, together with the Augustana members, for an information and exploratory conversation. From this meeting a smaller task force has been formed and will report back to the large group at its next meeting in March. The intent of the initiative is basically to provide learning for congregational rostered and lay leaders in welcoming, caring for, and walking with those with mental health illness. I have asked Carl Sorensen to facilitate this

working group which includes: Barb Stolee – Calgary, Rev. Keith Loewen – Calgary, Rev. Marty Tuer – Ponoka, Rev.Richard Reimer – Edmonton, Marcus Busch – Edmonton, and from Augustana: Dr. Dianne Kieren, Jeanette Slupsky, Rev. Kathie Schmitke and Carl Sorensen. Anglican Diocese of Calgary. The Rev. Dr. Christian Nojonen has been appointed by Bishop Greg Kerr-Wilson, Lutheran representative on the Anglican Diocese of Calgary Diocesan Council. Collaborative Partnerships, particularly with Bishop Jane Alexander and the Anglican Diocese of Edmonton, have been meaningful. We continue to explore the possibilities of joint ministry in several locations. A regular practice of lunch and conversation with Bishop Greg Kerr-Wilson, Anglican Diocese of Calgary, and Bishop Fred Henry, Roman Catholic Diocese of Calgary continues. I have found these conversations to be encouraging and supportive. A similar event took place early in April in Edmonton and included Roman Catholic, United, Anglican, and Orthodox leadership and myself. En Misión Con El Salvador: In Mission with El Salvador. Thank you for your on-going prayerful support and directed gifts, as congregations and individuals, for our Synod’s mission, En Misión con El Salvador: In Mission with El Salvador, with The Rev. Dr. Brian Rude serving as program staff. Directed gifts may be sent to the Synod, clearly marked for “In Mission with El Salvador.” The Rev. Dr. Rude shared in January 2014 throughout the Synod of his ministry, along with 2013 pilgrims to El Salvador: Gail and Phil Berg, and me. Brian was also able to participate in this year’s Annual Study Conference. Synod Delegation to El Salvador A Synod Delegation has been planned in partnership between the Synod and Hosanna Lutheran, Edmonton for March 17-30, 2015. Part of the journey will be to celebrate 25 years of partnership between Hosanna Lutheran, Edmonton and Our Redeemer Lutheran, San Miguel. Participants have now participated in two pre-orientation sessions. Your prayers for the journey are much appreciated. Companion Synod – The Evangelical Lutheran Church of Colombia (IELCO). On behalf of the Synod I have written and forwarded greetings to IELCO who will gather, March 12-15, 2015, for their National Assembly. A major focus of their assembly will to consider the current realities and future of IELCO, elect a Bishop/President, and consider several papers prepared for the Assembly. Companion Synod Covenant. The Covenant between IELCO and our Synod last reviewed and extended in 2012 at our Synod Convention by Bishop Mayan and Bishop Martinez comes to an end this year. At this Synod Council meeting we will be voting on renewing the Covenant until 2020, as IELCO will be voting at their National Assembly. Companion Synod Delegation. Unfortunately the Synod Delegation to Colombia planned for August 4-18, 2015 has been cancelled, with a possible journey planned for 2016 or 2017. There was great interest from across the Synod, but not enough applications to make the journey financially viable. Reformation 2017 Commemoration. An ecumenical group has been gathering in Edmonton to begin planning toward the 2017 Commemoration, with conversation just beginning in Calgary. Related to the planning for the Commemoration and on-going shared ecumenical and inter-faith opportunities I will be appointing Ecumenical – Interfaith Officers in Calgary and in Edmonton. Walking Together: In the Spirit of the Truth and Reconciliation Commission. Co-sponsored by Lutheran Campus Ministry – Edmonton and our Synod, "Walking Together" will bring Dr. Terry LeBlanc, founder and chair of the North American Institute for Indigenous Theological Studies, to Edmonton for lectures and worship. A screening of the film "Gently Whispering the Circle Back" will be followed by discussion with Elder Charles Wood and Filmmaker Beth Wishhart MacKenzie. March 20-22 at Trinity, Edmonton.

Promoting and Renewing Right Relations between Indigenous and Non-Indigenous Peoples. Following my participation in the Truth and Reconciliation Alberta National Event in Edmonton on March 27-30, 2014, and with our National Church’s motion relative to right relations in mind, I have been determined to move forward in building right relations. An initial meeting of thirteen Indigenous and non-Indigenous Lutheran Peoples (rostered and non-rostered) serving God in Treaty 6 and 8 areas met at the Synod Office on December 2, 2014. On February 2, 2015, a group of four Indigenous and non-Indigenous Lutheran Peoples (rostered and non-rostered) serving God in the Treaty 7 area, met in Canmore before the start of the annual Study Conference. On Wednesday night of the Study Conference, 21 people gathered with Anglican National Indigenous Bishop, Mark McDonald for a working dinner to discuss ways to move this important ministry priority forward in our synod. Subsequent to the Study Conference, I have endorsed the formation of a Coordinating Committee made up of Indigenous and non-Indigenous Peoples (rostered and non-rostered) who are serving God in Treaty Areas 6, 7, and 8. The Rev. Ann Salmon and Carl Rausch will serve as co-facilitators. This group will meet for the first time on conference call on March 2, 2015. Currently, work is taking place on developing a protocol process and has been shared with Bishop McDonald. This protocol process will define the synod’s work as being ecumenical (working, especially, with the Anglican Council of Indigenous Peoples and its related National Indigenous Bishop’s Office) and in accord with the principals of the United Nations Declaration on the Rights of Indigenous Peoples. In order to achieve its goals, the Coordinating Committee will work across the synod to encourage education, advocacy, and service so that all of the synod’s members and congregations can be involved in the process of building right relationships between Indigenous and non-Indigenous Peoples. In just a short time, right relationships between Indigenous and non-Indigenous Peoples are growing. On March 20-22, 2015, Lutheran Campus Ministry-Edmonton and the Synod will sponsor a series called “Walking Together in the Spirit of the Truth and Reconciliation Commission.” One of the presentations at the Synod’s upcoming “Congregational Life” event on April 11, 2015, will include an examination of the rights of Indigenous Peoples and resource extraction in the synod. As Indigenous and non-Indigenous Peoples in the Synod of Alberta and the Territories, we are beginning to learn from each other as we take first steps toward building right relationships. II.F. Financial Condition We continue to work with relative financial uncertainty. Trends are being closely monitored each month by the Synod Treasurer, Stephen Wildfang, and me. Congregations have been encouraged in my report through the Synod mailing to tithe or to move toward tithing in their financial support. The 2014 Audit has not been completed due to the timing of our Synod Council meeting; however, Stephen will speak to the Synod finances and budget at our meeting. III.A. Delegation to the Bishop No changes are required or anticipated at this time. III. C. Starting Salary for Bishop and Assistant to the Bishop This policy was reviewed at the September 2014 meeting of Synod Council and it was decided that the Synod Executive would review the policy and bring recommendation to Synod Council. I anticipate that this will occur at our September Synod Council meeting III. D. Performance Monitoring and Appraisal It was recommended at the September 2014 meeting of Synod Council that the review of this policy be moved to Spring, even –numbered years and that the performance review take place in the spring rather than in the fall, with the next performance review to occur in Spring 2016.

III. H. Sabbatical Leave Policy This policy was reviewed at the September 2014 meeting of Synod Council at which time a recommendation was approved that the following be added at end of 5.: unless determined otherwise by Synod Council.

Bishop’s Self-Care and Renewal Since the creation and approval of this policy by Synod Council on April 5, 2013 a group of four members (two retired rostered leaders and two lay leaders) have meet regularly with me either face to face or via SKYPE. I have found their counsel and listening ear to be very helpful. We are now beginning the process of changing members with one retired rostered leader coming off the committee. The policy provides for retreat days and spiritual direction for the Bishop which I actively engage in.

IV. GENERAL INFORMATION Joint Anglican Lutheran Commission. I welcome the opportunity to serve as an appointed member of the Joint Anglican Lutheran Commission (JALC). The work of this commission is energizing, informative and reflects well our own mission priority – Collaborative Partnerships. House of Bishops and Conference of Bishops. Yearly the Anglican and Lutheran Bishops gather for learning, encouragement, relationship building and worship. Together with Bishop Greg Mohr, I am part of a small group of Bishops planning for our gatherings. At the most recent gathering the focus of our time was on end of life issues. Faith, Order and Doctrine. At the September meeting of National Church Council I was appointed to complete the term (December 2015) of Bishop Cindy Halmarson on the NCC’s Faith, Order and Doctrine committee. We met in Calgary, February 2015 and I was very pleased with the collaborative and meaningful outcomes of the meeting for National Church Council. 2016 Synod Convention. After much conversation with UofA Augustana Campus and Messiah, Camrose, a date of June 16-18, 2016 has been set for our Synod Convention. Several dates in June are unavailable for us at Augustana due to graduation and the MS Bikeathon. Consideration was given to using Messiah, Camrose however J-Walkers Jamboree conflicted with our preferred date. We could not give consideration to dates in May due to a motion made at the 2010 synod convention that conventions not take place in May. Unfortunately, Bishop Johnson will be unavailable; however, we will work to include her in the convention perhaps through SKYPE. V. CONGREGATIONS and PERSONS IN TRANSITION Southern Conference

- Nazareth, Standard: Senior Seminarian Dyanna Couture accepted the call and began ministry on October 1.

- Rev. Garth Wehrfritz-Hanson has accepted a position as Chaplain with The Bethany Group, Camrose.

- St. Peter’s, Medicine: Rev. Julianna Wehrfritz-Hanson has resigned her position as pastor as of the end of September. No interim ministry have been found among the ELCIC or the Anglican Diocese of Calgary.

Southwest Conference

- Rev. Arnold Alksne has resigned his call at St. John’s, Calgary and has been granted retired status.

- Rev. Dr. Kayko Driedger Hesslein has been added to our Synod roster and is serving an interim position at St. John’s, Calgary.

- Highwood, Calgary: Rev. Horst Aechtner, interim. The Call process continues. - First, Calgary: Rev. Kevin Powell has begun a two year intentional interim ministry. - Church of the Master, Airdire: Interim ministry continues to be explored. The Call process

September 21. - All Saints, Calgary: Rev. Bart Eriksson has announced his resignation. Interim ministry is

VI. IN MISSION and MINISTRY TOGETHER with OUR NATIONAL CHURCH

Retirement Education Sessions. In mid-November two retirement education sessions offered through our ELCIC Group Services Inc. were very well attended and very informative. I have been in conversation with ELCIC Group Services Inc. regarding Retirement Education Sessions. These will be planned for 2015 in both Calgary and in Edmonton.

ELCIC National Convention – July 9-12, 2015 – to be held in Edmonton under the theme: “Liberated by God’s Grace.” Thanks to Margaret Sadler who is serving as Local Arrangements Committee Chair. We look forward to hosting and welcoming our sisters and brothers.

Study Guide on Word and Sacrament Ministry. In addition to our brief focus at the 2014 conference conventions I encouraged individuals, congregations, cluster groups to study the Faith, Order and Doctrine (FOD) Committee of the National Church Council’s (NCC) study guide, “Study Guide on Word and Sacrament Ministry.” I was pleased by the participation across our Synod in the study!

Working Together for an ELCIC Reformation Challenge: A Worksheet for Synod Councils. Thank you to those Synod Council members and Deans who responded to my December 3, 2014 email correspondence inviting input regarding Bishops Johnson’s ELCIC Reformation Challenge. I am hoping that as a Synod we might consider highlighting the national challenge and building on it at our 2016 Synod Convention.

VII. PERSONAL MINISTRY

I continue to seek to minister with the Core Values of: affirmation, involvement and servant-leadership. My personal mission is: to engage, empower and equip for ministry.

These past few months as your Bishop have been rewarding, challenging, at times overwhelming, and personally fulfilling. I look forward to seeing you in March.

Thank you for your on-going prayers for my sister, Gayle, and her husband, Terry. The stem cell transplant went very well and Gayle remains in Calgary at the Cancer Center for at least 100 days following the transplant. I have been able to “drop in” on Gayle and whichever family member is serving as her caregiver occasionally. I thank you for the gift of your prayers.

As we journey forward together the following verse from Paul’s letter to the church in Rome (15:13) continues to sustain me in profound and meaningful ways: "The God of hope fill you with all joy and peace in believing, so that you may abound in hope by the power of the Holy Spirit.”

Welcome: (20 min)

• Opening song, prayer (host congregation) • Introduce yourself including your roles as representative Synod Council member and Dean

reminding them that you come on behalf of 107 partner congregations in the ABT Synod and the Bishop.

• Thank the host congregation for letting you gather in their space (hospitality) and the people from various congregations who have taken the time (and travel) to participate.

• Remind them that the gathering is an opportunity to hear how God is active in the community, to build relationships which mutually encourage and equip and thank leaders for leaders in the Synod to listen and reflect on where God is leading us to invite further participation in God’s hope filled future together

• Invite people to find a “reasonably friendly stranger.” The task is to be able to then introduce that person – name and congregation, what they hope for their congregation. Introductions to whole group.

• Explain the evening looks like (to honor the commitment to keep to 2 hours) dwelling in the Word together, (about 20 min) listening in small groups of 3-4, (about 30 min) gather back to share what was heard, learned (about 40 min) questions, comments and sending (about 10 min)

MOTION:

That the Northern Conference Council approach Synod Council with the proposal of a partnership to expand synod office communication technology in an effort to target remote congregations in the Northern Conference. The Northern Conference Council will offer up to $1000.00 to help fund this initiative.

RATIONALE:

We offer this motion in an effort to help isolated congregations, especially in places like Whitehorse, Yellowknife, Fort McMurray, and Slave Lake, feel more connected to the synod and the conference, and to synod leaders like the Bishop, his staff, and the dean; through the use of technology similar to that used by the seminary for ‘distance learning’ courses.

C.T.E.L. Report - March, 2015 1

CTEL REPORT TO SYNOD COUNCIL February 17th, 2015

The seven members of CTEL are currently relating to more than 25 inquirers and candidates in various

stages in the process of registration and education. Our September Retreat was held in Alberta rather

than Saskatoon; two days and two nights at Mulhurst Lutheran Camp. This location allowed Interns and

other students in Alberta to attend. Having Interns at the Retreat is new, but necessary to allow us to

maintain contact during the Two-Year Residency Program managed by the Lutheran Theological

Seminary in Saskatoon. Our half-day February meeting was held in Canmore following the Synod Study

Conference.

In September Financial Aid of $11,000 from the SOS Fund was distributed to six students; in February

$15,000 was disbursed to five students. Amounts vary between students, based on the number of

courses they are registered for, and taking into consideration whether the class is on-line, blended, or

requires travel to Saskatoon.

Diaconal Minister Bev Swanson now represents ABT CTEL on PCLM. Her report from the January

meeting indicates that they have drafted a document on Proposed Outcomes for Ordained Ministry,

developed from the Future of Theological Education Task Force, and are gathering feedback. Bev

submitted our Diaconal Ministry Checklist and it was moved that NCC be asked to add it to the

Candidacy Manual. A full re-working of the Manual is also planned and Rev. Susan Horton will

participate in this. CTEL also strongly recommends that a new section be added to lay out a process for

anyone moving from the Diaconal Roster to the Ordained Roster.

The National Church also has some scholarship money in old endowment accounts that need to be

closed out. About $33,000 is available. Application details are on a separate page.

Bev Swanson also reported on the work being done by the Canadian Association for Pastoral Practice

and Education (CAPPE) as they consider new ways of offering Clinical Pastoral Education that is based

out of theological institutions rather than hospitals. Then the CPE units would take place in various

settings based on the speciality needed by the student / candidate.

As the new LTS Recruitment Officer, Tim is looking to develop some pre-seminary training and

support for students that would be an asset to CTEL’S work

First choice for Retreat presentation is Emotional Intelligence, with the Rev. Dale Olsen.

Thursday, January 28th, 2016 following the Synod Study Conference.

Synod Constitutional Review Committee Report for Synod Council March 2, 2015

This committee’s current membership includes Frank Thede and Jonathon Mohr, with Julianne Barlow as staff liaison. Jonathon Mohr has resigned and we thank him for his many years of exemplary work and service.

Motion:

That the following amendments to the Constitution of St John’s, Alberta Beach be approved:

To change Article IX Section 1 from “not less than six” to “not less than five” as the minimum number of members on the Congregational Council.

To add at the end of Article IX Section one the sentence, “A person must be a congregational member for one year in order to run for Congregational Council.”

Outstanding requests:

1. Committee recommendations for approval by St John’s, Alberta Beach

To change Article VIII Section 4 from “twenty-five voting members” to “ten voting members” as quorum instead of the requested “voting members in attendance.”

2. Shepherd of the Hills, Calgary

Further discussion with this congregation is necessary as the committee found many of the requests for changes to the Constitution are more appropriately placed in the Bylaws.

3. Lutheran Church of the Cross, Calgary

Clarification on the status of a 15 year old decision about appropriate Rules of Order has been requested.
