UN Security Council Resolutions 2165/2191/2258/2332/2393Through the unanimous adoption of resolutions 2165 (2014),and its subsequent renewals 2191 (2014), 2258 (2015) , 2332 (2016) and 2393 (2017) until 10 January 2019, the UN Security Council has authorized UN agencies and their partners to use routes across conflict lines and the border crossings at Bab al-Salam, Bab al-Hawa (Turkey - Syria), Al Yarubiyah (Iraq - Syria) and Al-Ramtha (Jordan - Syria) to deliver humanitarian assistance, including medical and surgical supplies, to people in need in Syria. The government of Syria is notified in advance of each shipment and a UN monitoring mechanism has been established to oversee loading in neighboring countries and confirm the humanitarian nature of consignments.
Potential GapsSince the 17th of June, SW De-Escalation area has witnessed a rapid escalation and increased levels of hostilities particularly the northwest of Dar’a governorate. Since the 25 of the month, there have been some key strategic shifts of territorial control with the Government of Syria controlling the Lajjat area.
Reports on dozens of deaths, including women and children. Additional reports also suggested indiscriminate attacks on health facilities, schools, civil defense centers and offices of local NGOs. During the reporting period, over 250,000 individuals have been displaced, with over 60,000 to areas in close proximity to the Nasib/Jaber border crossing with Jordan, the free zone, and some 164,000 IDPs have moved towards camps and villages in Quneitra, close to the Golan Heights area.
Humanitarian ResponseDuring the month, despite substantial pre-positioned supplies, given the situation military escalation in southern Syria, the UN and humanitarian partners have continued their efforts to further scale up to meet the existing needs and to respond to the new waves of displacement.
Due to ongoing hostilities and lack of security guarantees from some parties to the conflict, humanitarian convoys continues to be stationed at Ramtha since 27 June, ready to cross when and if deconfliction can be acquired.
