4. GENERALREQUIREMENTS

* 4-1 &stDro~fang-.

When rustproofing is required by specificationsorother procurement documents, the vehicle, including galvanized and aluminumsurfaces, shall be provided with rustproofing as specified herein. Stainlesssteel edges abutting parts requiring rustproofing shall also be rustproofed.Pretreated aluminum such as anodized. alodined and phosphate dipped:fiberglass, plastic. rubber or stainless steel surfaces need not berustproofed.

4.2 ~. A decal identifying the rustproofing processorshall be mounted in a visible location inside the vehicle, on the edge of thedoor on the driver-s side. or under the hood. The decal shall conform toMIL-M-43719 type 1, class 1, shall be coated with cleer acrylic compoundconforming to MIL-C-17504. and shall include at least the followinginformation:

(a) Contractor/companyrustproofing the vehicle.(b) Rustproofing material used and its manufacturer.(c) Date vehicle was rustproofed.

* 4.3 Materials The rustproofing compound used shallbe a qualifiedproductconforming-toMIL-C-62218.The qualifiedproductshallnot bedilutedwith solventsor otherthinnerspriorto use. The compoundmay beheatedwith a drumheaterwhen appliedin coldweatheror in unheatedareas.The compoundshallnot causedeteriorationto anY materialused in automotiveconstruction.Applicationof the rustproofingcompoundshallpreventcorrosion(rusting)of vehiclesunderall severeenvironmentalconditions.Theseconditionsincludebut are not limitedto the following:

(a) Acid rain(b) Heavyrainfall(c) Highhumidity(d) Snow(e) Salt spray(f) Industrialpollutant(g) Atmosphere pollutant.

4.4 Illustrated rustproofing instructions covering thevehicle to be rustproofed shall be prepared end maintained by the contractorin technical menual form. (One rustproofing manual covering several similarvehicle types is acceptable.) The manuals shall specify required tools+materials, procedures and applications for proper rustproofing of thespecific vehicle. Procedures in the manual shall include detailed drawingsthat specifically show where holes are to be drilled. and how access is to beobtained to provide complete coverage for all specified areas of thevehicle. The material shall be applied by trained rustproofing technicians

and in accordance with all applicable OSW Standards and Regulations. A copyof the manual shall be furnished to the authorized Government ProcuringAgency-s Quality Assurance representativeprior to rustproofing any vehicleunder the contract.

4.5 .actor . The contractorshallprovideandmaintaina writteninspectionsystemcoveringmaterials,tools,technicaltrainingand inspectionproceduresused underthe contract. The inspectionsystemshalldescribeinspectionsand levelsof inspection,includingtheacceptance/rejectioncriteriafor vehicletreatment,prohibitedapplication,and coating application of rustproofing compound. The inspectionproceduresshall provide for the verification of process controls necessary to insurecleanliness of surface to be treated. the maintenance of proper temperatureand viscosity of the rustproofing compound at the time of application andother process controls which cannot be verified subsequent to application ofthe compound. Inspection reportsshallbe submittedto the authorizedGovernmentqualityassurancerepresentatives.

* 4.6 . Workmanshipshallbe of suchqualityas to assurethatapplicationof corrosionpreventivecompoundto all vehiclesundercontractshallconformto the rustproofinginstructionspreparedby the contractorandto the requirementsof this standard. Particularattentionshallbe paid tothe requirementof an evenlyappliedcoatingwith no excessiverunning.sagging,or build-up. Any oversprayof materialon body finish.trim.windows,or upholsteryshallbe removedwithoutcausingdamageto anYcomponentor material(paint,rubber,plastic.etc.). Any overspraythatmayaccumulatein prohibitedareas (see5.5) shallbe removedwith a cleanclothand solvent. such as naphtha. A minimum amount of solvent shouldbe used toremove deposits of compound from the upholstery. Necessary precaution shallbe taken to assure that the solvent used does not cause damage to rubberpadding, upholstery, adhesives, and any other prohibited areas (see 5.5). Inaddition, for tropical rustproofing, see 5.11.1.

5. DETAILEDREQUIREMENTS

* 5.1.1 Sprav eun. h airless atomization type gun designed for fluidpressure atomization shall be used. The spray gun shall be capable ofspraying the rustproofing component on vertical or horizontal surfaceswithout abnormal fatime to the o~rator. Material passages shall beadequate for material demand required for spraying with a-minimum drop in

‘ pressure. The gun shall consist of a body, wand. and necessary parts for theassembly of nozzle, material valve, filter connection and trigger. A gunwhich provides a fog or air-atomizationareas such as box section construction,doors.

5.1.2 w. A seriesof wands are requiredfor rustproofingof thevehicleshallbe provided. Eachwand shallbe designedfor rustproofingofspecificareasof the vehicleand shallbe capableof operatingthrough1/2inchaccessholes. The seriesshallincluderigid.flexibleand angulartypes (90 degreesand 45 degrees). Wendswithmulti-directionalspraycapabilityshallhave indicatorsshowingthe directionof the spray.

5.1.3 S~Q. The spraynozzlesshallbe equippedwith tungstencarbide.stainlesssteelor brasstips. .015-.026inchsize.capableofprovidingflat-fanand cone spraypatterns.

* 5.2 ~rnxww+durs . Vehiclesshallbe clean.dry and freefromloosematerialspriorto applicationof rustproofingcompounds.Vehiclesthat have accumulateddepositsof rust,mud. dirt,oil and greaseshallbecleanedby any suitablemeans,such as powerwaterwashing,steamcleaningormechanicalmeans suchas wire brushingand improvisedtools. Allowvehiclesto air dry a minimumof 24 hours,afterany powerwaterwashing.beforeapplyingrustproofingcompound. Blowingof air. in lieuof dryingby air for24 hours.is also acceptable.Duringapplicationof rustproofingcompound.particularattentionshallbe givento thoseareasof the vehiclethat aremost susceptibleto corrosionsuch as seams.welds,crevices.and hiddenrecessedareas. Duringcleaningand applicationprocedures.the operatorshallprocessthe vehiclein a well ventilatedarea,with adequatelighting,and shallwear protectiveclothingsuch as goggles,faceshields,ribbergloves,apronsand boots.

5.2.1 ~ The rustproofingcompoundshallbe appliedto afilm thicknessof not les;than 4 roilswhen the film is dry to the touch.

5.3 ~ One-halfinchaccessholesshallbe drilledfor insertionof spraywandsto-applyrustproofingcompoundand forinspectionpurposes. The locationof the holesshallbe as specifiedin theinstructionmanual (see4.4). .Boxed-inareasshallhave accessholesdrilledon no greaterthan 18 inchcenters. Afterapplication.the holes shallbesealedwith weatherresistantplasticor’rubbercaps. Drainholesused forapplicationof compoundshallnot be sealed.I

\* 5.4 ~areas . Vehiclesshallbe rustproofedin accordance withthe instruction manual prepared by the contractor (see 4.4) and in accordancewith this standard. Table I and figures 1, 2 and 3 shall be used in thepreparation of such instruction manuals which shall show the specificapplication areas of the vehicle to be rustproofed.

5.6 . The complete underside of truck bodiesmounted on chassis shall be rustproofed, including complete fender wells andunderside of fenders. Rustproofing shall be applied to all enclosed,boxed-in and support sectioni: double paneled sections: all inside roofseems; roof supports; drip r“ailseams and roof shelves; all boxed-in areas ofthe overhang; inside of light wells; and to supporting clips. Insulatedareas of bodies need not be titproofed. The interior surfaces of 10 gage(.0.1345inch) end thicker structural steel members sealed by continuous weldsneed not be rustproofed.
