Its first President (1984-2000) was Ir. K Kumarasivam and its first Hon. Secretary General was Dato’ Dr. Abu Bakar Jaafar. Today, ENSEARCH has more than 300 members consisting of corporate, individual and life members. It is acknowledged that enhanced awareness and capacity building of organizations and individuals through education and training is essential to achieve the objec- tives of Malaysian Environmental Quality Act, 1974. Therefore ENSEARCH began formulating and implementing training programs to enhance the capacity for environmental management in Malaysia. In addition, ENSEARCH organizes Tea Talks and Public Lectures to enhance awareness on pertinent and comprehensive issues on the environment. ENSEARCH has also been actively involved in dialogue sessions with relevant authorities in development of legislative and regulatory frameworks that are supportive of good environmental management practices. In recognition of ENSEARCH’s objectives, it has been given tax-exempt status whereby the donations to ENSEARCH are exempted by from tax.     A warm greeting to all Ensearch members! It has been an eventful past three

    months with several successful activities organized for members.

    We had our 27th Annual General Meeting (AGM ) in May which was well

    attended. The AGM also featured a very informative and entertaining tea-talk

    by Dr Gary William Theseira from the Ministry of Natural Resources and Envi-

    ronment on Malaysia ’ s Sustainability Agenda & Status Update.

    The Ensearch National Photography Competition was launched in May and

    the competition is well underway. In conjunction with the competition, a Pho-

    tography Workshop has been organized for amateur photographers in July.

    Also coming up in July, is the K. Kumarasivam Memorial Public Lecture &

    Young Environmentalist Internship Award 2011. This year, the distinguished

    speaker is none other than YBhg. Dato ’ Prof. Ir. Dr. Zaini Ujang, the Vice

    Chancellor of Universiti Teknologi, who will give a lecture on “ Value Creation

    in Environmental Sustainability” .

    In May, a major tragedy struck where 16 young lives were lost when a land-

    slide destroyed an orphanage in Hulu Langat. Too often, we hear of landslide

    related tragedies at hill slope developments whenever there is continuous

    rain. I would like to think that the Highland Towers tragedy 18 years ago

    would have woken us up to the dangers of hill slope developments, especially

    in Hulu Langat or Ulu Kelang areas where the annual rainfall is much higher

    than that experienced in the rest of the Klang Valley.

    After every such disaster, an inquiry is usually held, fingers are pointed and

    blame assigned. The lessons learnt however, are also quickly forgotten. Such

    incidences can easily be prevented by not developing within steep hilly areas,

    but very often, conservation takes a back seat to profit and development.

    Perhaps the day will come soon when the majority of us will recognise the

    unnecessary risks taken when developing along hill slopes.

    All said, it ’ s now July as the first half of 2011 whizzes past. We look forward

    to more exciting ENSEARCH programmes as we move towards the second

    half of the year.

    Gobinathan Kumaran Nair has been the Vice

    President I of the ENSEARCH Council and a

    crucial member of the Management Board for

    the past 10 years volunteering his time in en-

    hancing the objectives of ENSEARCH and pro-

    viding direction to its operation.

    Gobinathan Kumaran Nair who is fondly known

    as Gobi started his career at the Attorney

    He continued serving the Malaysian Government at the Ministry of Trade and Industry, Ma-

    laysia before he was seconded to Perbadanan Nasional ( PERNAS) with the responsibility

    of setting up and providing direction to the Company Secretariat. He served PERNAS from

    1970 –1989.

    Gobi, known for his astute legal mind, continued his career in Corporate Risk and Project

    Management in a Corporate Consultancy as a Senior Partner. His financial and legal exper-

    tise continues to enhance the corporate background of the country. Although Gobi has a

    heavy schedule enjoying his career as a Corporate Consultant and volunteering to manage

    ENSEARCH, he ensures that he spends quality time with his wife Theresa Vengadasalam

    and their three sons.

    Gobi and Theresa ’ s eldest son Ananda Prakash and second boy Ashwin Vishant are in the

    midst of completing their Engineering degrees at Curtin University, Perth, Australia while the

    youngest, Arshant Ramesh has just started his education in Acturial Science at the University

    of Michigan, United States.

    Gobi ’ s hobbies include golfing and walking. Gobi ’ s favorite time of the day is the mornings. He

    maintains a healthy lifestyle of early to bed and early to rise. His morning ritual consists of a walk in

    the park at the crack of dawn and enjoying a hearty breakfast with the company of his wife. He also

    works out at gym to remain fit. Gobi ’ s motto in life is to remain physically, emotionally and mentally fit

    to enjoy a holistic lifestyle.

    As a caring corporate citizen, Gobi often encourages his boys to join his wife at the Soup Kitchen lo-

    cated at Pudu, Kuala Lumpur, tending to the poor and needy. His experiences and expertise has as-

    sisted ENSEARCH tremendously in playing a significant role in the field of environmental manage-

    ment and sustainable development in Malaysia.

    Natural Resources Accounting using the Ecological Footprint Analysis

    As we approach a new era of environmental sustainability, the Ecological Footprint Analysis ( EFA)

    reveals that humanity ’ s impact is already 1.5 times the Earth ’ s carrying capacity. As the world be-

    gins to breach the limits of its renewable ( and non-renewable ) resources, tools such as the EFA

    aims to provide individuals, organizations and governments with better information on where strategic

    actions can be targeted to reverse this trend.

    The EFA, co-developed by William Rees and Mathis Wackernagel, is a natural resources accounting

    framework that tracks humanity ’ s competing demand for resources against the regenerative poten-

    tial of the Earth1. As the biosphere provides humanity with almost all its needs, the EFA aggregates

    the planet ’ s productive land and sea area as a measure of the Earth ’ s regenerative potential or

    bio-capacity. Humanity’ s footprint ( reported as ‘ global hectares ’ or gha ) is calculated as the

    productive area required to produce the primary products consumed by the world ’ s population and

    to absorb waste generated ( see Figure 1 ) .

    In 2007, humanity ’ s footprint was estimated at 18 billion gha ( or 2.7 gha per person ) . However,

    the Earth ’ s bio-capacity was reported at only 11.9 billion gha ( or 1.8 gha ) , describing an

    ‘ e cological overshoot’ of about 50 percent more that the planet ’ s regenerative capacity. An

    overshoot can only be sustained through the exploitation of the planet ’ s capital stocks; however

    this is at the expense of diminished bio-capacity. Over time, as overshoots increases in magnitude,

    the risk of ecological instability becomes greater.

    Global Footprint Network ( an organisation that leads the development of the EFA ) , annually

    tracks the footprints of over 240 nations2, which are based on approx. 5,000 data points per coun-

    try. These assessments demonstrate that nations vary greatly in their footprint profiles. High-income

    nations, characteristically with larger economies and greater capacity to utilize resources beyond its

    boundaries ( particularly energy sources ) , exhibit per-capita footprints that are more than three

    times that of globally sustainable levels ( Table 1 ) . On the other hand, most low- and middle-

    income nations presently exhibit more sustainable footprints but as these nations attempt to move

    into the high-income bracket, footprints are likely to correspondingly increase.

    More alarming are the EFA trends shown by a growing number of low-income African nations.

    Population growth and the lack of financial means to access resources beyond its borders have re-

    sulted in intense utilization and degradation of bio-capacity within these countries. When placed un-

    der such severe resource constraints, per-capita footprints in these nations decline directly impact-

    ing the ability of their populations to even meet minimum standards of living.

    How does Malaysia fare? At 4.9 gha per capita, Malaysia ’ s footprint is already well above the

    global average of 2.7 gha ( Figure 3 ) . Malaysia’ s carbon footprint was the most significant con-

    tributor at 3.12 gha, a figure close to that of most high-income nations. Malaysia ’ s bio-capacity

    was however only estimated at 2.6 gha per-capita. These figures reflect an ‘ ecological overshoot’

    of almost 55 percent; a deficit largely sustained through the exploitation of the country ’ s renewable

    and non-renewable resources.

    As Malaysia attempts to transform its economy and move its population into the high-income

    bracket, how does this impact upon our goals for sustainability? The conventional paths of develop-

    ment followed by most high-income nations in the past were at the cost of intense resource utiliza-

    tion. Today, high-income nations also exert the greatest demand on the Earth ’ s natural resources.

    In a world already in ‘ e cological overshoot ’ , diminishing bio-capacity, and in intense competition

    for natural resources, can other nations similarly achieve economic growth without compromising

    their ecological resilience and capacity to sustain development for future generations?

    The EFA has only begun to help us understand the implications such questions. As a country, Ma-

    laysia will needs to start to assess the value of its ecological assets and manage its utilization in the

    most efficient manner. This will need to be reflected in policy and institutional changes as well as

    new measures of growth ( such as Green GDP ) . Nations with a surplus of ecological reserves

    ( a nd not those on ecological deficits ) will invariably emerge as robust and sustainable economies

    and societies of the future3.

    ENSEARCH National Photography Competition 2011 ( ENPC ’ 11 )

    The ENPC ’ 11 is organized to create awareness on environmental issues through

    photography skills and talents, and to add to ENSEARCH ’ s image library. The

    ENPC ’ 11 was launched on 5 May 2011 with closing date set on 31 August 2011.

    We are inviting you to participate by sending entries at RM50 per two photos to be

    judged and selected by prominent figures in the photography arena. The judges are

    Prof. Muhamed Talhah Idrus, Mr. Eric Peris and Encik Ismail Hashim.

    The winners will be announced during the Malaysian Environmental Week in October

    2011. The theme chosen is Naturally Malaysia and the categories are

    ( 1 ) Nature in your backyard

    uty Under Secretary, Environmental Management & Climate Change Division, Ministry of Natural

    Resources & Environment, Malaysia.

    Abstract

    Recent global efforts to implement sustainability initiatives, particularly in the environment sector is

    the fact that sustainability issues cut across all major sectors and therefore can only be addressed

    through mainstreaming of sustainability initiatives into what would otherwise be considered

    ‘ b usiness as usual ’ activities.

    As such, sustainability lies not as much in what we need to do that we are not already doing, but,

    in changing how we do what we are already doing. In a holistic approach, all stages of planning,

    design, procurement, production, transportation, utilization, recycling and disposal need to be

    evaluated and assessed relative to identified sustainability criteria.

    Sustainability may be assessed in terms of natural resource and raw material use and depletion, in

    terms of building and harnessing human capital, in terms of livelihood, and social development, in

    terms of fossil fuel-based energy use, or in terms of the quantity of waste generated and its rela-

    tive recyclability.

    The low-carbon roadmap that is currently under development by NRE, the green technology road-

    map by KeTTHA, and the other national-scale roadmaps are being crafted with the holistic ap-

    proach in mind and address low-carbon green development at the national sectoral scale.

    At the same time, private sector stakeholders, consumers and civil society will also need to do

    their part to move the society toward the high GDP, low-emission lifestyle in line with National

    goals for 2020 and beyond.

    Sustainable Management Of The Environment – Meeting The Requirements Through Environmental Impact

    Assessment ( EIA ) Practices, Erosion & Sedimentation Control Plan ( ESCP ) & Post EIA Principles

    Summary

    The course was designed for understanding of principles and framework for EIA and ESCP Procedures in Ma-

    laysia. The overall objective was to ensure that the EIA and ESCP are effectively implemented to minimize

    impact on the environment. Course participants were able to gather good understanding of EIAs as a planning

    tool and further their knowledge on legislative requirements for EIAs under the EQ ( Prescribed Activities )

    ( E IA ) Order 1987. In addition, participants were also be exposed to differences related to Preliminary and

    Detailed EIA and elements governing Post EIA compliance such as Environmental Management Plan

    ( E MP ) , Monitoring and Auditing.

    ) EIA For Fisheries Projects

    Summary

    The aim of the training program was to provide an in-depth analysis of various environmental elements that directly or indi-

    rectly interact on both culture and capture fisheries. These elements have long been neglected in fisheries projects planning

    and lack of these integrations invariably leads to adverse impacts on overall growth and expansion of the industry. Partici-

    pants were engaged in an interactive discourse with the objective of achieving conceptual knowledge on environmental fish-

    eries.

    Environmental Management & Legislation - A collaborative Initiative with Environment Institue of Malaysia ( EiMAS )

    Summary

    This program highlighted environmental management and the main piece of legislation to protect the environment in Malaysia , the

    Environmental Quality Act, 1974. It also provided an insight on the historical perspective of environmental protection in Malaysia, the

    legal framework and National Environment Policy. The Policy which is the guiding force behind new amendments and inclusions for

    the Act has paved way for a more facilitating Regulations to be gazetted such as the Industrial Effluent Regulations, 2010. Other

    relevant issues like what regulated community can do to ensure compliance to the Act and, making the Act effective in its intention

    and purpose was also be discussed in this seminar.
