MR. SHIRO CHIKAMATSU Director / Consultant Ecological Economic Solutions Sdn. Bhd.
Mr. Chikamatsu’s main area of expertise is in design and application of environmental
financing mechanisms for nature conservation and sustainable natural resource
management. His topics include REDD+ & PES for rainforest conservation, responsible
investment in & responsible sourcing of commodities, and climate change mitigation &
adaptation support mechanism for the land-use sector.
He has over 10 years of experience in environmental research and consultancy
including, design and development of carbon offset projects, analysis of environmental
markets and regulations, advice on corporate/governmental climate change and
biodiversity management strategies, and facilitation of sustainability capacity building.
He has conducted numerous fieldworks, workshops, and assessments involving biomass
survey, remote sensing, rural appraisal, supply chain analysis and carbon accounting.
Mr. Chikamatsu earned his Bachelor’s Degree in Biochemistry and Biotechnology from
the University of Manchester Institute of Science & Technology in 2004, and a Masters’
Degree in Environmental Technology from the Imperial College London in 2005.
MR. SAJI RAGHAVAN Country Director, Malaysia & Brunei Rolls-Royce
Saji Raghavan is the Country Director for Malaysia and Brunei, where he is responsible
for the country strategy and overseeing all of Rolls- Royce’s key business sector activities
in the market. He joined Rolls-Royce in 2014, having held senior management positions
in MNCs. His most recent role was as Alstom’s Country President-Malaysia &
Philippines.
Saji has an Honours Degree in Mechanical Engineering from Universiti Teknologi
Malaysia, and a Masters in Business Administration from Ohio University, Athens, USA.
He currently sits on the National Energy Consultative Panel, the Energy Council of
Malaysia (ECOM), Powergen Asia Advisory Board and the Board of SIRIM and several of
its subsidiaries.
PROF DATO’ IR DR A. BAKAR BIN JAAFAR Professor, UTM Perdana School of Science, Technology, Innovation & Policy Universiti Teknologi Malaysia
Dato’ Ir Dr A. Bakar Jaafar, a Malaysian, is an engineer by profession (BEM 12555), an
environmental scientist by specialisation, and a maritime expert by current pre-
occupation. He holds a Bachelor of Engineering (Honours) degree in Mechanical
Engineering from the University of Newcastle, Australia, 1973, a Master of
Environmental Science from Miami University, 1976, and a Doctorate in [Marine]
Geography from the University of Hawaii @Manoa, 1984.
Currently he is a Professor at UTM Perdana School of Science, Technology, Innovation
and Policy, and has been a Co-Chair of UTM Ocean Thermal Energy Centre (UTM OTEC)
in Kuala Lumpur since 1 August 2013. He is also Chairman of both the Environment
Group of National Science & Research Council (since April 1, 2011), as well as the
Association of Environmental Consultants and Companies Malaysia (AECCOM) (Since
1996). He was the founding Secretary-General of ENSEARCH (1984-1990).
He had gained wide experience and expertise in both public and private sectors after
having served in the Malaysian Civil Service for over 22 years in various positions
including as the Director-General of the Department of Environment from 1990 to 1995.
After his optional retirement in the public service in 1995, he continued to serve the
Government of Malaysia as Elected-Member to the Commission on the Limits of
Continental Shelf, UN Headquarters, New York (1997-2002)(2002-2007)(2007-2012) and
an as Adviser to the National Committee on Continental Shelf, Secretariat to National
Security Council, Prime Minister’s Department, Malaysia (2006-2012), and an Adjunct
Senior Fellow of the Maritime Institute of Malaysia (1 March 2006-31 August 2015).
In the private sector, he was Senior Controller, Engineering and Processing, Kumpulan
Guthrie Berhad-cum-Managing Director, Guthrie Industries Sdn Bhd (1996); Managing
Director, Alam Sekitar Malaysia Sdn Bhd (1997-2000); Group Technology Director,
Peremba (Malaysia) Sdn Bhd-cum-Managing Director, Modulogic Sdn Bhd (2001-2003),
and Alam Flora Sdn Bhd (2006-2011) (as Chairman). Currently, he is Director and Senior
Principal Environmental Consultant, Enviro-LIFT Services Sdn Bhd, and Novaviro
Technology Sdn Bhd (since 2004), and also sits on the Board of Directors of Land &
General Bhd (since18 October 1999), and other private companies including Deep Sea
Thermal Solutions Sdn Bhd [709060 M] incorporated on 18 November 2014 and GTP
Dynamics Sdn Bhd. For his past and on-going contributions toward the common goods
and sustainable future, by advancing knowledge, expertise, and skills, particularly in the
fields of science, technology, and the environment, he has been made Fellow of the
Institution of Engineers, Malaysia (FIEM); Fellow of the Academy of Sciences Malaysia
(FASc); and Fellow of the Institute of Environment and Development, Universiti
Kebangsaan Malaysia, “Anugerah Bukit Katil Cemerlang sempena MELAKA 750 Tahun,
Anugerah Tokoh Profesional” and the Recipient of The University of Newcastle NSW
Australia Convocation Medal for Professional Excellence 2011.
MR. MOHD NIZAM BASIRON Environmental Management Specialist Petronas Group
Mohd Nizam Basiron is presently a Specialist at the Environmental Management
Department (EM), PETRONAS Group Health, Safety, Security and Environment Division.
He joined PETRONAS in May 2008 and was assigned to EM with a focus on marine
environment issue encompassing oil spill environmental risk, legal issues and
biodiversity. Prior to joining PETRONAS, he spent more than twenty years as a
researcher at the Maritime Institute of Malaysia (MIMA) where he was a Research
Fellow and Head of the Centre for the Straits of Malacca. Prior to that he was also head
of MIMA’s Centre for Maritime Security and Environment.
Mr. Nizam holds a Bachelor of Applied Science Degree in Ecology and Natural Resources
from the University of Canberra and a Diploma from the 17th session of the Rhodes
Academy of Oceans Law and Policy 2012. He has conducted research on marine
environment laws in Malaysia as well as international maritime conventions and its
implementation in Malaysia including on MARPOL 73/78 and the London Convention
1982. He has also presented and written papers on the establishment of particularly
sensitive sea areas (PSSA) within the context of the Straits of Malacca and undertaken a
consultancy on national framework for implementing IMO Conventions on behalf of the
United Nations development Programme.
His professional and research interests are marine pollution and oil spill risk, prevention
and management, marine environment protection and safety of navigation in the
Straits of Malacca, ecosystems conservation marine environment law and maritime
security. Mr. Nizam was a member of the Regional Task Force on Legal Matters for the
UNEP-GEF Project on Reversing Environmental Trends in the South China Sea and Gulf
of Thailand from 2001 to 2008.
MS. LEE TZEE WAN Custodian of Environmental Management Petronas Group
Ms Lee Tzee Wan is the Custodian of Environmental Management for PETRONAS Group.
She provides technical advice and consultancy on environmental management matters
to PETRONAS group-wide operations. She is based in the Group Health, Safety &
Environment Division (GHSED) office in Kuala Lumpur.
She has 24 years of working experience in Environmental Management in the Oil & Gas
Industry. Her focus areas are Environmental Management Systems & Standards, various
Environmental Assessment Techniques for projects, sites, products and activities.
Environmental Legal Review, Environmental Planning for E&P projects in Malaysia and
abroad (South East Asia, Middle-East and Africa countries). She is also a pioneer in
shaping the following areas pertaining to Sustainable Development i.e. Environmental
Reporting, Design for Environment, Greenhouse Gas Management and Natural Resource
Management, Product Life Cycle Assessment for PETRONAS Group.
Prior to joining the petroleum industry, she worked as a Process and Design engineer,
involving directly in the design of waste heat recovery systems and material recycling
processes as well as the operations of electroplating process and the management of
hazardous materials and wastes in Japan and Malaysia.
MS. ROBECCA JUMIN Head, Marine Programme World Wildlife Fund (WWF) Malaysia
Ms. Jumin completed her Ph.D. in Environmental and Resource Management with the
Universiti Malaysia Sabah in 2015, while working with WWF-Malaysia, facilitating and
building support for the establishment of the largest marine park in Malaysia, the Tun
Mustapha Park. She has fifteen years of working experience in marine conservation,
promoting cooperation in marine conservation, including the establishment of the Tri-
National Sulu Sulawesi Marine Ecoregion (SSME) Programme from 2001 to 2004, and
the gazettement and establishment of the Tun Mustapha Park (TMP) since 2006.
She is currently leading the Marine Programme of WWF-Malaysia, implementing
programme of works from marine spatial planning for an integrated ocean
management, implementation of ecosystem approach to fisheries management (EAFM)
fisheries improvement projects and species protection, in support of the Malaysia’s
Coral Triangle Initiative for Coral Reef, Fisheries and Food Security (CTI-CFF) National
Plan of Action.
MS CATHERINE RIDU Chief Executive Officer Sustainable Energy Development Authority (SEDA)
Ms. Catherine Ridu was formerly the Under-Secretary of Regulatory and Industry
Development Division in the Ministry of Energy, Green Technology and Water from
25th April 2012 to 31st May 2014. Prior to that, Ms. Catherine was serving as the Under-
Secretary of the International Relations Unit Strategic Division in the Ministry of
Women, Family and Community Development late 2010 to early 2012.
As an Administrative and Diplomatic officer, Ms. Catherine has served a wide span of
ministries including the Ministry of Health, MAMPU under the Prime Minister’s
Department (Putrajaya and Sabah branch), Women’s Affairs Department in the Ministry
of National Unity and Welfare, and the National Land Code Unit, Director General Land
and Mines Department, the Federal Territory of Kuala Lumpur. Prior to joining the
Administrative and Diplomatic Service, Ms. Catherine was working in the Legal Sector as
the First Legal Officer of the Sarawak Rivers Board and as the Legal Assistant of the
Sarawak Economic Development Corporation (SEDC Sarawak).
Ms. Catherine read her Master’s Degree in Law with specialization in Electronic Law
from the University of Melbourne. She has also earned a degree in Law from Universiti
Teknologi Mara (UiTM) and a Diploma in Public Management (INTAN). Ms Catherine is
an Ethnic Bidayuh from Sarawak, the Land of the Hornbills. Ms. Catherine’s legal
background, knowledge in energy pricing, involvement with the energy regulatory
commission and electricity industry development are deemed as valuable attributes of
great relevance to the Authority.
MS. SAZALINA ZAKARIA Researcher, Environment Unit TNB Research Sdn. Bhd.
Sazalina Zakaria is a Researcher in Environment Unit in TNB Research Sdn. Bhd. Her
work mainly involves research related to GHG emissions inventory, monitoring and
reporting and environmental management (air quality modeling and flood modeling) for
the power sector. She graduated from National University of Malaysia with a Bachelor
of Environmental Science and Master in engineering majoring in Safety, Health and
Environment from University of Malaya.
Prior to her appointment at TNBR, Sazalina was the Analyst at GreenTech Malaysia since
year 2009 and involved in many projects among others establishing the GHG inventory
for Malaysia energy sector from year 2000 until 2011, preparation of National
Communication and Biennial Update Report to UNFCCC, development of National Green
Technology Master Plan and involved with the CDM Energy Secretariat which evaluates
the CDM Energy Projects applications and assisting the Malaysian DNA, NRE with the
related CDM policy studies.
Dr Mohd Zamzam bin Jaafar Chief Executive Officer Malaysia Nuclear Power Corporation, Malaysia (MNPC)
Mohd Zamzam Bin Jaafar is the first CEO of Malaysia Nuclear Power Corporation
(MNPC). MNPC is ADMINISTERED by the Prime Minister’s Department and is tasked to
plan, spearhead and coordinate the implementation of nuclear energy development
program and to take the necessary action to realize the development of the first nuclear
power plant in Malaysia.
He has a BSc and doctorate in Nuclear Engineering from Queen Mary College, London
University. He was the Head of Nuclear Energy Unit, TNB from June 2008 till January
2011. Before that, he was Managing Director, Malaysia Transformer Manufacturing Sdn.
Bhd. (a subsidiary company of Tenaga Nasional Berhad) from December 2004 till May
2008.
Mohd Zamzam served Tenaga Nasional Berhad (formerly National Electricity Board)
since 1st Sept 1976 in power station operation, development planning, R&D, corporate
planning & business development and Universiti Tenaga Nasional (UNITEN), as well as
the first CEO of Pusat Tenaga Malaysia (now Malaysian Green Technology Corporation),
which was then administered by the Ministry of Energy, Communications & Multimedia,
Malaysia, for 4 years.
MR. MOGENS STRAARUP Chief Technical Officer Cenviro Sdn. Bhd.
Mogens Straarup, the Chief Technical Officer at Cenviro Group is responsible for
developing and managing the overall technology and technical aspects of the integrated
scheduled waste for the Company. He has more than 33 years of professional
experience in the area of environment and energy which includes his various
involvements in managing various projects in Asia, Middle East and Europe. He has an
extensive technical expertise in Waste to Energy from municipal solid waste, scheduled
waste and clinical waste from planning, setting up and operation of such plants.
Prior to joining Cenviro Group, he was the Head of the Hazardous Waste in Oman
Environmental Services Holding, and have been CEO of Niras Malaysia and Chemcontrol
Denmark and technical specialist at several consultancy companies in Malaysia and
Europe. Previously, he served as a project manager for setting up the Malaysia's first
Integrated Scheduled Waste Management Centre of Kualiti Alam in Negeri Sembilan and
has among others been involved in several Waste to Energy plants in Malaysia.
Straarup holds a Bachelor in Engineering from Vitus Bering University, Denmark and
Bachelor in business Administration from Aarhus University, Herning, Denmark.
FIRST ADMIRAL DATO’ CHIN YOON CHIN (RETIRED) Director General Maritime Institute of Malaysia (MIMA)
First Admiral Dato’ Chin Yoon Chin (R) joined MIMA on 1st Dec 2014 as Director General.
Prior joining, he had served in the Royal Malaysian Navy for 40 years. He underwent his
initial naval training at the Britannia Royal Naval College, Dartmouth in the United
Kingdom and was subsequently commissioned as an Executive Officer.
Throughout his naval career he has held various sea going and staff appointments. He
had four commands while serving in the Navy and his last command was as the
Commanding Officer of RMN Tactical Center in 2012; as for sea command, he served as
Squadron Commander for 21st Frigate Squadron and Commanding Officer of KD
RAHMAT in 1995. Among his notable staff appointments are Chief of Staff Fleet HQ,
Head of Management and Coordination of the Malaysian Armed Forces Staff College,
Assistance Chief of Staff Warfare Fleet HQ, Assistance Chief of Staff Readiness Fleet HQ,
Executive Officer and PWO KD LEKIR, and Staff Officer at the Navy HQ. Prior to his
retirement he was the Chief of Staff at Fleet Headquarters. Whilst serving in the Navy he
had lectured in various fields, namely war-gaming technique, command at sea and
warfare related subjects at advanced officer courses and other Armed Forces
institutions. He has contributed his writings in RMN publications and other Malaysian
Armed Forces Journals. Has also co-edited a book on “Ops Fajar”.
First Admiral Dato’ Chin Yoon Chin(R) attended various courses, amongst the notable
ones are: Principal Warfare Officer Course in United Kingdom, Sewaco (weapon fire
control) in Holland, Maritime Surveillance and Resource Management courses in
Australia. He is also a graduate of the Malaysian Armed Forces Staff and Defense
Colleges. Academically, he holds a Masters in Security Studies Majoring in Post Conflict
Reconstruction from the Naval Postgraduate School (NPS), Monterey, California, United
States of America.
In recognition of this services, First Admiral Dato’ Chin Yoon Chin has been awarded the
Pahlawan Angkatan Tentera (PAT), Setia DiRaja Kedah (SDK), Kesatria Angkatan Tentera
(KAT), Kesatuan Mangku Negara (KMN), Ahli Mahkota Kedah (AMK) and Darjah Setia
DiRaja Kedah (DSDK) by His Highness the Sultan of Kedah an award which carries the
title Dato’. He is married to Datin Ooi Aye Choo and blessed with 3 daugthers and a son.
He is also grandparent to five beautiful granddaughters. In his free time, First Admiral
Dato’ Chin Yoon Chin plays badminton and likes to fiddle with his garden plants.
MS. FENNY WONG NYUK YIN Principal Assistant Director, Hazardous Substances Department of Environment (DOE)
Ms. Wong’s main body of centers on the establishment of procedures and waste
management policy in Malaysia which includes ensuring the implementation of waste
management policy across the states, maintaining the scheduled waste tracking system,
monitoring DOE state office Key Performance Indicators and regular reporting to the
Ministry on scheduled waste enforcement activities as well developing scheduled
wastes management Standard Operating Procedures.
Before assuming her current position, Ms. Wong held the position of Senior
Environmental Control Officer with DOE where she was a Special task officer under the
Deputy Director General Department of Environment. Prior to DOE, she was an
Environmental Control Officer at the Environmental Institute of Malaysia (EiMAS) where
she was in charge of the development and implementation of environmental
management training modules for government and industry professionals.
Ms. Fenny Wong completed her Masters’ Degree at the University of Malaya in Kuala
Lumpur.
