OVERVIEW OF INSTRUCTIONS TO COMPLETE BANCI 2015 ON LCS
1) Employer MUST complete “Company Registration”Form online and received a
confirmation approval with a “Company Registration Number”, before proceeding to
Census Forms.
2) Employer must now sign in and firstly complete “Census-Company Details”
3) After completing “Census-Company Details”, Employer can proceed with “Census-
Employee Personal Details” form.
4) Submission of Census Forms can be done via “Census Final Submission”. Submission date
starts on 31 October and ends on 30 November.
5) An email receipt to acknowledge the submission received will be sent via the employer’s
registered email address on LCS. Submission of Census Forms is subjected to review process,
and a confirmation “PENGESAHAN PENYATA MAKLUMAT PEKERJAAN 2015” receipt will be
emailed if the Census Forms are completed. Otherwise, a notification to amend the
information Census Forms will be emailed.

1. STEP ONE: PRE-CENSUS COMPANY REGISTRATION ON LCS
Before opening Census Forms, Please ensure that the Company has applied for and
completed a “Company Registration Form”. Applicant may skip to STEP THREE if they
already have a “Company Registration Number” issued via LCS.
Select “Company Registration” from Homepage menu.
THIS FORM IS MANDATORY FOR ALL COMPANIES USING LCS TO REGISTER FOR THE FIRST TIME.
Applicant only need to complete and submit a “Company Registration Form” ONCE.

1.1 Please provide the “Certificate Registration Number. Section 16 and 17 (Form X)” as per
printed or displayed on the actual certificate.
1.2 Please provide the “Date of Registration” for the “Certificate – Section 16-17 (Form X)”
as per printed or displayed on the actual certificate.
1.3 Please provide the “Company Name” as per printed or displayed on the actual
certificate Section 16-17 (Form X).
1.4 Please describe the “Type of business” by selecting one of the provided options shown.
1.5 Please provide the estimated amount of “Capital” for the business, this information will
be used as references only. If you do not wish to disclose this information at this stage,
please enter “0” (Zero).

THIS TAB IS MANDATORY FOR APPLICANTS OF ALL TYPES, APPLICANT MUST PROVIDE ATLEAST
ONE TYPE OF REGISTRATION/LICENSE/CERTIFICATE.
1.25 Please provide information on Certificates issued by Government Agencies to operate
the Business. Below is a sample list of the general License or Certificate details issued by
Government Agencies:

re-entering the information and clicking “Update”:

of the requested information.
This will add the newly entered information of the “Certificate” into the table shown below:

When the Applicant is ready and satisfied with all the entered information, they may click
“Submit”.
Applicant will receive an e-mail confirmation to acknowledge that the application for
registration has been received and will take between 1 – 2 days for approval.

2. STEP TWO: RECEIVING APPROVAL OF COMPANY REGISTRATION FORM
Applicant will receive an Approval E-Mail with a Company Registration Number sent to
their email account registered with LCS.
After receiving the “Company Registration” Approval Email, they may now begin
completing the census details.

3 STEP THREE: COMPANY DETAILS FORM (BUR700A/B)
3.1 Select “Census / Banci” from the main menu.
3.2 Employers MUST first COMPLETE the “Company Details – BUR700A/B”.

3.3 Applicant must select from the “Company Registration No.” and Click on their Company
Registration Number. This number is required to proceed with the form, if this number does
not appear or appears as “Null” on the form, it means that their Company Registration has
not yet been approve or there may be issues with your account.

3.4 Click on “Find”
3.5 Address Details will be retrieved upon clicking on “Find”, Applicant may edit these
Addresses or continue with these details.
3.6 Please state the Company Status as either “Active” or “Not Active”
3.7 “Non-Active” Companies will be required to state the “Date of Ceased Operations”,
otherwise “Active” Companies need not provide information for this field.
3.8 When Applicant is satisfied with the entered information, Applicant should click on
“Next” to proceed to the next tab.

3.9 State the “Type of Business” with one of options given.
3.10 Provide a “description of the business operated”.
3.11 Provide a “Contact Person”.
3.12 Provide either a “Mobile”, “Home”, “Office” or “Fax” Phone number.

FOREIGN QUOTA AND WORKER DETAILS TAB
3.15 Applicant must state if the company currently owns a “Foreign Worker’s License” or
“Labour Quota”, if the applicant DOES NOT have any, they may select “No” and Click “Save”
to Complete this form.
3.16 IF Applicant DOES currently owns a “Foreign Worker’s License” or “Labour Quota”,
Applicant must select yes and complete the information requested.
3.17 Applicant must state the “Approved” number of Foreign Staff “in Office” and “Outside
Office”.
3.18 Applicant must state the number of “Male” and “Female” Foreign employees employed
“in Office” and “Outside Office”.

3.19 Click on “Calculate” when ready.
3.20 The form will calculate and complete the remaining blank columns.
3.21 Please state the “Name” and “Address” of the insurance for the Foreign Employees
employed.
“Name and address of the worker’s insurance” is MANDATORY only if you are currently
employing AT MINIMUM ONE foreigner worker.
Skip this field if you currently do not employ any foreign employees.

3.22 Click on “Save” to complete this form.
After completing “Company Details Form”, Employers can proceed to complete “Employer
and Employee Details Form”.
4 STEP FOUR: EMPLOYER AND EMPLOYEE DETAILS FORM (BUR702)
4.1 Select “BUR702 – Employer and Employee Details” from the “Census” menu.
PERSONAL PARTICULARS TAB
4.2 Applicant must select from the “Company Registration No.” and Click on their Company
Registration Number. This number is required to proceed with the form, if this number does
not appear or appears as “Null” on the form, it means that their Company Registration has
not yet been approve or there may be issues with your account.
4.3 Applicant must enter the “Name” of the Employee and state the “Gender” as well as
“BirthDate”
The birth date MUST NOT BE later than 30 October 2000 (For Yellow and Purple Smart Card
holders) and 30 October 1997 (For Green smart Card Holders).

4.4 State the “Commencement of Duties” Date for Employee.

4.5 Please type SMART CARD NUMBER ONLY of the person without “-“[dash]. DO not type
the passport number.
Please be informed:
In Accordance to Department of Immigration and National Registration, every
foreign employee must make a smart card::
Within a month after issuance of the work pass
Work in Brunei for more than THREE (3) MONTHS,
If it is found the person did not have a smart card, he/she can be fined:
One Month late – Fine of BND$20.00 per day
According to Regulation 24(3) National Registration Act (Amended 2000), a
maximum compound fine of not more than BND$200.00

If the person’s WORK PERMIT is still in “PENDING” because the process of license renewal
is not yet ready, refer to Survey and Statistics Division and show a copy of receipt for the
renewal license.
4.6 Select the “IC Colour”, “Race”, “Country of Origin”, “Religion” and State highest
“Education Level” attained and “Qualification Field”.
4.7 Click on “Next” to proceed to the next tab.

4.8 State the “Occupation” and provide the “Job Description”

4.9 Provide the “Work Pass Expiry Date” ONLY if the Employee is a FOREIGNER
The Work pass expiry date MUST NOT BE before 30 October 2015.
4.10 Select the “Employment Type” to be either “Full Time” or “Part Time”
4.11 State the total number of “Working Days per Month” and Number of Workings hours
per week in a “Normal” week and an “Actual” week which includes Overtime hours.
4.12 State if Employee is on either “Daily Paid” or “Monthly Paid” basis.

4.13 Applicant MUST state the “Monthly Wages” and “Other Earnings”, the total amount
will be calculated automatically.
4.14 **For Employees with “YELLOW” and “PURPLE” Smart IC, The Monetory Benefits of
“Bonus”, “TAP” and “SCP” must be STATED;
For Other Employees, Skip to the next field (“Paid Leave Entitlement”)
4.15 Applicant MUST state the number of “Paid Leave Entitlement” in days that is given to
the Employee.
4.16 IF there are any benefits such as “Housing” or “Medical” or “Transporation” provided
to the employee, please select accordingly.

4.17 Finally, Applicant may click “SAVE” to Complete this session and save the entered
information.
OR
Click on “ADD MORE EMPLOYEES” to continue providing information of other Employees,
which will bring the applicant to the first page of a new BUR702 form.
** NOTE – Applicants DO NOT NEED to complete the EMPLOYEES in ONE SESSION,
Applicants MAY SAVE the completed details of BUR702 for one OR any number that has
been entered of Employee(s) and continue at another time by Re-opening the BUR702
Form.

5 STEP FIVE: CENSUS – FINAL SUBMISSION
5.1 After completing all of the required forms (BUR700A/B and BUR702), a “Census Final
Submission” button will appear on the screen so Employers can review all of the
information. Date of submission starts from 31 October of the Census Year.
In this form, Applicant will be able to review all of entered information and make any last
minute amendments before final submission to be processed by the Department of Labour.
IMPORTANT THINGS TO TAKE NOTE:
If you made any mistakes or wish to make any amendments to Company Details,
you MUST resubmit “BUR700A/B COMPANY DETAILS” shown in STEP THREE.
If you would like to make any amendments to Employee Details, you MAY use this
form to “delete” or “update”, However if you would like to add more Employees,
you MUST use “BUR702- Employer and Employee Details” form shown in STEP
FOUR to do so.

5.6 Please review carefully the information provided in “EMPLOYEE PERSONAL
PARTICULARS” that has been submitted.
5.6.1 IF you are satisfied with all the information that has been entered, you must agree to
the terms and conditions that has been stated on the “Declaration” part of the form to
submit the form for processing.
5.6.2 IF you agree to these terms and conditions, please tick the box “I Agree” and click on
“Submit” to complete your Company Census for 2015!

OPTIONAL
5.6.3 IF you wish to view more information on a particular employee, click on “More”
To “Update” information on a particular employee, simply remove the previously entered
information and type into the “field” box. You may do this for multiple “fields”.
When ready to update, simply click on “UPDATE EMPLOYEE” and all of the changes will be
with immediate effect.
5.6.4 IF you wish to delete a particular “Employee”, you must select the “tick” box on
“DELETE” and select “MORE” on the “Employee” to be deleted, scroll down to the bottom
of the page and click on “DELETE EMPLOYEE”.
