John R. Watt

john R. Watt, Ph.D., was executive director of

ABMAC from 1979-1985 and a member of the Board

of ABMAC from then until 2003. He is now vice

president of the ABMAC Foundation.

His interest in international relations began while he was on active military service in Malaya in

the early 1950s. During 1959-60 he served in the

Intelligence and Research Division of the British

Foreign Office with responsibility for analyzing

Chinese and Indian economic development. After

developing international studies at Johnston College and serving as executive director of ABMAC, he was

appointed in 1986 Executive Secretary of the

Committee on International Relations Studies with the PRC (CIRSPRC). In collaboration with PRC

institutions and several major American foundations,

CIRSPRC developed teaching and research programs

and awarded grants to senior fellows and graduate

students, many of whom now have significant

positions in Beijing and Shanghai. Since 1992, Dr

Watt has served as consultant to the Administration

of H.H. The Dalai Lama and to the Taiwan Board of

Foreign Trade and Department of Health. As resident

historian at Primary Source and director of its China

program, he worked for twelve years with New

England teachers and school administrators

interested in "improving teaching about China and

world history.

A graduate of Oxford University, Dr. Watt

received a Ph.D. in Chinese and Japanese history

from Columbia University. He is author of The

District Magistrate in Late Imperial China, (New York:

Columbia University Press, 1972) and co-editor with

Professor Jane Leonard of To Achieve Security

and Wealth: The Qing Imperial State and the

Economy, 1644-1911. His writings on China and Asia

include articles on famine prevention, domestic and

international banking, health care, Asian civilization,

and missionary medical services. His publications on

medically related topics include the following:

volume on the development of health services in

Dr. Watt has visited Taiwan and mainland China

on numerous occasions and is involved with his wife

Anne Watt. arid other friends in supporting the

development of a health clinic to serve a rural

community of Jour thousand people in northwest

China. He shares with Dr. Gerard Turino, Dr. Kung­

ming Jan, and other ABMAC Foundation directors, an

interest in maintaining and developing a network of

professional medical friends, both Chinese and

American, to address health problems with

international implications that may affect Chinese

and other international populations in the future.

Will Tiao

Born and raised in Manhattan, Kansas, Will Tiao worked in international politics for a decade before entering the entertainment industry.

Originally a cello performance major, Will chose to pursue his passion in politics by studying international relations at Tufts University, where he graduated magna cum laude, and at the Political Science Institute in Paris, France. He received a Fulbright Scholarship for his research on the Association of Southeast Asian Nations in Manila, Philippines. Afterwards, he continued onto receive his masters degree in international affairs from Columbia University.

Will began working in politics as an intern at the Formosan Association for Public Affairs (FAPA), lobbying for Taiwan's entrance into the United Nations. He then went on to work for Senator Nancy Kassebaum on the Senate Foreign Relations Committee. Will later earned a position as a Presidential Management Intern in the Clinton Administration, working at the U.S. Department of Labor as an international economist. He went onto serve as a legislative fellow for the Committee on Ways and Means in the U.S. House of Representatives, before returning to the executive branch and working with the U.S. Trade Representative's office at the White House, _serving as a negotiator on international trade agreements under President George W. Bush.

In the summer of 2002, Will left his position with the U.S. government to pursue a career in the entertainment industry. He moved to New York to study with Susan Batson, famed acting coach best known for working with actors such as Nicole Kidman, Tom Cruise, Sally Field, and Juliette Binoche. That

same year, Will moved to Los Angeles and worked for several well known casting directors, including Paul Weber, head of casting for MGM Studios.

Since that time, Will has worked consistently as an actor, writer and producer for TV, film, and theater. He has performed in numerous stage productions in Los Angeles, New York, and Washington DC, including plays such as Proof, Extremities, In -the Boom Boom Room, and Waiting for Lefty. Recently, he was a guest star on the hit FOX show Mad TV, a new internet series called Quarterlife on the social networking site MySpace (produced and directed by the Academy Award winning team behind Traffic and Blood Diamond), the new FOX series The Winner starring Rob Corddry from The Daily Show with Jon Stewart, the Mind of Mencia on Comedy Central, the TLC series Untold Stories from the ER, and he was a co-star on the CBS sitcom, Yes, Dear.

He is the executive producer, co-writer, and lead actor of the award-winning film, A Starbucks Story. The film won several awards at the 2005 FAIF Film Festival, including the Audience Award for Best Short Film, and the Audience Award for Best Film of the Festival, winn~g that award over eighty-three feature and short films: Will recently wrapped production on the independetft film Stan, where he served as producer and actor.

Will is the founder and president of Formosa Films LLC, a film production company based in Los Angeles. The initial project from Formosa Films is the political thriller Formosa Betrayed, which Will is executive producing. Based on actual events, this feature film is the story of one detective's investigation of the harassment, torture, and murder of Taiwanese-

American activists in the 1970s and 80s. Will recently was offered and accepted a directorship position on the board of the Formosa Foundation , a non-profit organization that dedicates itself to the advancement of human rights, democracy, and the right to self-determination for Taiwan.

Jen Shyu

Born and raised in Peoria, Illinois, from immigrant parents of East Timor and Taiwan, Jen Shyu is a New York-based vocalist, multi-instrumentalist, dancer, composer, and bandleader. Having studied dance from age 6, piano from age 7, and violin from age 8, she performed as piano soloist at age 13 the Finale of Tchaikovsky's Piano Concerto No. 1 with the Peoria Symphony Orchestra and placed 6th at age 9 at the Stravinsky International Piano Competition. Jen studied opera at Stanford University (B.A. 2000), Oxford University, England, and the Mozarteum in Salzburg, Austria, and the Lake Placid Institute in NY. Having produced her debut album in the Bay Area in 2002, Jen has traveled to Taiwan thrice since 2001 to research Taiwanese folk and aboriginal music, her second trip sponsored by the Asian Cultural Council. She has also researched music, dance, and the Chinese diaspora in Cuba and Brazil. Also a winner of the composition award from the Bronx Council op_ the Arts BRIO award, she has worked with late poet Sekou Sundiata, Dave Burrefl, Mark Dresser, heeroan Aklaff, and Soomi Kim and many others. She also received a 2008 Emerging Artist Commission from Roulette Space with funds from the Jerome Foundation to premiere her multidisciplinary work "Cry of the Nomad." Jen is currently fostering her group Jade Tongue and has also recorded and toured internationally with saxophonist Steve Coleman and Five Elements since 2003.

Yuval Edoot

Born in Haifa, Israel, in the summer of 1975, percussionist, Keyboardist arid composer, Yuval

Edoot, has been immersed in music since the early age of 5, studying with Israel's most prominent

music teachers.

At the age of 17 he won the first prize in a national competition held by the Israel-Canada

Foundation and was selected to represent Israel at the Interlochen Art Camp in Michigan, USA, where

he was chosen to lead the percussion section of the World Youth Symphony Orchestra conducted by Sir

Henry Charles Smith. At Interlochen Yuval performed and studied with some of the world's leading

musicians, including conductor, Sir Frederick Fennel, cellist Yo-Yo Ma and violinist Itzhak Pearlman.

At the age of 18 Yuval graduated from the Donia Weitzman Conservatory majoring in piano

performance, and joined the Israeli Defense Forces for a 3-year service.

After completing his national duty, he received a scholarship to study at the Berklee College of

Music in Boston, MA, where he graduated a 4-year Bachelor of Music degree program in only 2 years

as a Summa Cum Laude student.

Mr. Edoot was invited to be a drummer/percussionist in the prestigious Henry Mancini Institute in

California, where he studied and performed with great jazz musicians - including a special concert at the

Hollywood Bowl featuring legendary pianist, Oscar Peterson, and vocalist, Diana Krall. In 2001 he

recorded his first jazz album, " The Marionette's DRUMa" , featuring a variety of his original

compositions.

Yuval has performed with many renowned orchestras and conductors including the Israel

Philharmonic Orchestra under the baton of Maestro Zubin Mehta and the International Symphony

Orchestra conducted by Maestro Lorin Maazel. In New York City he played percussion with the Jupiter

Symphony Orchestra conducted by the late Jens Nygaard and performed with many of the top local

classical and jazz musicians. Since 2002 he has been a permanen( guest with the contemporary music

series, "20th Century Music & on" , and has formed a duo ensemble with composer/pianist Ronn

Yedidia. The duo has created an array of electrifying modem compositions for percussion, vibraphone,

piano and other keyboards.

Yuval Edoot has received financial support and awards from different organizations, among which

are the Moshe Sharet Foundation ( 'Young Promising Jazz Drummer'), The Rotary Club, and the

Composition Department at the Berklee College of Music. He was also granted a special permanent

residence status in the USA based on his extraordinary abilities in music.

Where Blue and Green Collide

An all-expense paid week in Taiwan is hard to pass up, even if every trip I have made there has been plagued by typhoons and terrible bug bites. But it was unlikely the humidity and mosquitoes could afford a whole week's stay at the Howard Plaza Hotel. Armed with a raincoat, I was ready to be hosted by the Overseas Compatriot

Affairs Commission. We were a group of 28 health professionals from the United States and Canada. We got to shake hands with

Vice President Lu Hsiu-lien and listen to a political lecture given by a professor from Soochow University. But the crux of the visit was to understand the state of healthcare in Taiwan. We visited the Bureau of National Health Insurance, the Department of Health, the International Cooperation National Health Research Foreign Affairs. By the end several hospitals, behind Taiwan's campaign Health Organization, and Taiwanese-North American between all the meetings proud of Taiwan's advances: healthcare system, how it in order to contain it, and countries through medical

In the end, all these things shall pass - politics, parties, colors, and countries. But once upon a time, where the blue Pacific collides into green land, where 25 degrees latitude meets 121 longitude, there lived a people with passion, who stood up for what they believed in.

Activities Report 2007 to 2008 NATMA Greater Philadelphia Chapter

1. December 16, 2007 Chapter meeting held at Golden City

Restaurant in Colmar, PA. Guest speaker professor Qian-Liang Lin spoke on "Tea culture and tea therapy." Amateur ornithologist Mrs. Martha Kao spoke on " The fun of bird watching." Three tables of members, families and guests were present. History, culture, therapeutic use of tea and tea longevity (108) were discussed. Various species of beautiful birds and the great fun of bird watching tours were presented. Video show of magnificent Taiwan scenery with music also seemed entertaining. Everyone enjoyed an interesting and informative Sunday gathering.

2. May 3, 2008 Our Chapter co-sponsored a Friendship Concert

with Global Alliance for Democracy and Peace (GADP) to promote the "Awareness for Taiwan's participation in World Health Organization" at Glenside United Methodist Church in Glenside, PA. Dr. Ko succinctly recounted the past frustrations at WHO participation, proposed a better strategy and reminded the audience that we shall not despair and will continue our effort till we gain admittance to WHO.

Deputy Director of Culture Center of TECO (Taipei Economic and Cultural Office) in New York. Ms. Sue Liu also attended and presented congratulation letters from Minister of OCAC (Overseas Compatriot Affairs Commission ) to Dr. James Shieh for his election to president of GADP. Ms. Lily Walker, president of TAAGP also received a letter.

Our talented Taiwanese musicians including famous pianist Lena Chen ,soloist Ru Jing Chang and some young students gave a superb performance. It was an enjoyable and successful concert!

Min-Hsiung Ko, MD

Our Chapter co-sponsored another "Community Scholarship Award Ceremony'' with TAAGP(Taiwanese Association of America Greater Philadelphia Chapter) at Holiday Inn, Fort Washington, PA. Twenty college bound high school seniors from greater Philadelphia area were chosen from 77 applicants. Agenda included a luncheon buffet, video show of "Taiwan Touches Your Heart," plaques presentation.a string trio by Chou's tripf ets, ribbon dance by Kimberly Ha and "Sun Wu Kong" by a guest performer Mr. Chou impersonating the legendary Monkey Magic from 16th century Chinese epic" journey to the West"(Xiyouji). About ninety guests attended and enjoyed a good time. It's a pleasure to see our youngsters excel and receive recognition.

4. July 27, 2008 Our semiannual chapter meeting, a midsummer

banquet party was again held at Golden City Restaurant. Dr. Franklin Lee spoke on "The cultural differences between the East and West" with a Q&A session.

Interesting discussion and comparison of the east and west cultures including the unique Taiwanese Hakka culture ensued. A video clip show of the May 3, 2008 Friendship Concert and Ilha Formosa (Taiw!m,where mountains meet the sea) by Evergreen Symphony were shown during the lunch banquet. After the dessert, Dr. Frank Huang shared with us his experience at the recent Haiti medical mission sponsored by NATMA. An ongoing beautiful video art and flower shows were also presented.

Dr. Ko reminded and encouraged our chapter members to attend the upcoming NATMA annual meeting from September 5 to 7, 2008 at Marriott Hotel in Newark. A group photo session concluded our interesting banquet party. Some 31 members, families and guests attended.

Michigan Chapter Annual Meeting

Chih-Yong Liao, MD President, Michigan Chapter, NATMA

Michigan Chapter annual meeting was held at

Hong-Hwa Restaurant in Farmington Hills onjune 14,

2008 with 30 members and spouses attending. Dr.

Liao, president of Michigan chapter, NATMA precided

the meeting and reported to the members on

coming NATMA national annual meeting will be held

at Newark-Marriott Hotel on September 5 - 7 ufider

current President Dr. Jung Tsai, MD leadership. Dr.

Liao encourged the members of Michigan chapter to

attend the annual convention and told the members

about convention schedule including Manhatten

cruise brunch. Dr. Liao also reported to the members

about recent Haiti medical mission lead by president

Dr. Tsai with Dr. Liao's classmate Dr. EM. Lian also

attending. Dr. Liao also told members about his

representing Michigan Chapter of NATMA in

attending CME conference at Taipei Med U in March

this year during presidential campaign with other

NATMA members. They also visited Mr. Hsieh, OPP

presidential candidate's headquarter in Taipei. Dr. &

Mrs. Liao also went back Taiwan in November, 2007

to visit Presidential House in Taipei and receiving

President Chep's tea conference. Michigan chapter

member, Dr. Thomas Tsai and his wife also attending.

Later, the NATMA members also went to Cambodia

Agor Wat tour trip. In year 2007, Dr. & Mrs. Liao also

joined the NATMA members under past president Dr.

Hsu's leadership to attend Guatemala and Panama

medical missions during February and August. Then

the Michigan chapter elected Dr. Stephen Wang for

next year prsident of Michigan chapter.

Annual Report of NATMA Northern California Chapter for Academic Year 2007 - 2008

(1) June 24, 2007 Annual Bay Area NATMA and NATMA 2G Conference at Mayflower Restaurant in Milpitas, CA. This year's main theme was "Touch Taiwan: An evening of Education and Unity". This was NATMA-2G's second year to participate in NATMA-NCC annual meeting. The program included:

• Cardiovascular Disease talk by guest speaker, Dr. Kwan-Sian Chen • "Avian Flu and Taiwan for WHO" presented by Professor Julin Tang of

UCSF Department of Anesthesia and Critical Care Medicine • Julin Tang, MD was elected to be the president of NATMA-NCC (2007 to

2009)

(3) October 21, 2007 NATMA-NCC held a Core Group meeting at the president's house. The agenda included appointment of board members, chair of committees, recruitment of new members, financial report, and the yearly activity schedule for 2008.

(6) February, 2008 NATMA-2G teamed up with TAFNC to organize a "SF Bay Area 2008 Taiwanese American Lunar New Year Celebration" in Newark, CA. It was well attended. The San Francisco Bay Area's 2008 Lunar New Year Celebration is a yearly event drawing together over a thousand members of our community .

(8) April, 2008 NATMA-NCC decided not to participate with TECO-SF and other Bay Area Taiwanese organizations for this year's press conference on "Taiwan for WHO" due to the current Taiwanese Government's intention of using "Chinese Taipei" or "R.O.C." for WHO.

(10) June 15, 2008 NATMA2G Summer Quarterly Dinner Host: Florence Lin . Location : Old Port Lobster Shack, 851 Veterans Boulevard, Redwood City, CA The North American Taiwanese Medical Association ?nd Generation Norcal is once again hosting its informal quarterly dinner. The tjinner took place at the famed Old Port Lobster Shack in Redwood City. Every 3 months, the Northern California chapter of NATMA-2G rotates around the Bay Area for informal dinner gatherings and community building. http://medical.ta iwaneseamerican.org/

(11) June 24, 2008 NATMA-NCC & NATMA2G held an annual regional conference in Ra mada Inn - Sil icon Val ley, 1217 Wildwood Avenue Sunnyva le, CA. This year 's meeting included four short lectures from one invited speaker and three our 2G members.

TAIWAN'S PARTICIPATION IN THE WORLD HEALTH ORGANIZATION

Dear Dr. Chan:

We are writing to support Taiwan's participation in the World Health Organization. We are genuinely concerned about the Jack of representation of Taiwan in the WHO.

As you declared, our greatest concern must always rest with disadvantaged and vulnerable groups. These groups are often hidden and have little political voice. In this regard, Taiwan stands ready to join you.

Taiwan's modern healthcare system, comparable in standards to countries like the United States, the United Kingdom, and Japan, has much to offer to members of the WHO. Taiwan's contribution to the international community has been well recognized through its many humanitarian efforts. Taiwan is a democratic state with a governing body separate from China. As such, public health information is not accessible through China's membership in the WHO. The SARS outbreak of 2003 illustrates the serious danger of excluding the Taiwan's population of 23 million from WHO programs, such as the Global Outbreak Alert and Response Network. This isolation not only affects Taiwan health, but also threatens the global com1nunity.

The North American Taiwanese Medicaf Association is an organization of 1500 members of the healthcare profession of _various specialties. We believe healtt is a universal interest shared by all the citizens of the world . I sincerely ask fc your help and support in Taiwan's bid in joining the World Health Assembly.

Healing the Sickness, One Patient at a Time.

Dr. Jung Tsai and his medical team just returned from a humanitarian health mission trip to Haiti. Dr. Tsai is a vascular surgeon at Trinitas Hospital and he is President of the North American Taiwanese Medical Association which is comprised of approximately fifteen hundred dentists and physicians of varying specialties. Since 2003, this association has provided annual medical missions to the needy in various Caribbean nations. This year, Dr. Tsai selected Haiti because there is a strong Haitian immigrant presence at Trinitas hospital and in the Elizabeth, N.j. Area.

The team, laden with medical supplies and equipment, left Kennedy to land in Port-au-Prince, Haiti. On arrival they were greeted by the Haitian Health Department, Foreign Ministry and television camera crews. Haiti is perhaps the most destitute country in the western hemisphere largely due to political unrest, consequently, the majority of Haitians fail to receive even basic healthcare. During the five days that Dr. Tsai's team was in Haiti, they were able to provide medical and dental care and surgical procedures to approximately fifteen hundred patients. The team spent the first and second days in Port-au­P ri n c e treating basic maladies that are easily remedied in our country but go untreated in Haiti; high blood pressure, skin diseases, infection, malnutrition and diabetes.

On the third and fourth days Dr. Tsai's team relocated to a countryside hospital in Port-au­Salut where the responsibility of medical care was dependent on the efforts of only two physicians, neither of whom were surgeons. Dr. Tsai established the operating room at the hospital and in forty-eight hours performed 35 surgical procedure~ including operations on various small tumors, hernia, hydrocele, parotid abscess, and fractures. At the same time, the medical team, including Trinitas staff member, Dr. Michel-Ange Ferdinand, and his wife, joseline, provided two months medical supplies for diabetes, high blood pressure, infections, and cardiac conditions.

The medical team returned home exhausted but satisfied from the reward of helping people, changing lives and improving the community in Haiti. Not only did our doctors and dentists heal the sick but more importantly, provided hope and inspiration to the Haitian community, empowering them through better health to make a better tomorrow for themselves.

Why I Need to Deduct Income Tax If I Still Have to Pay When I Retire

Many of my current clients have been asking me the question: What's the advantage by setting up a pension plan for current income tax deductions. Some people thought since they still have to pay tax sooner or later, deferring tax is not helping them too much. But the fact, however, proved otherwise. There are several factors you might want to consider to answer this question.

First, not every dollar coming out of the pension plan is actually subject to income tax.

There are certain deductions/tax credits that you can use to deduct from pension withdrawals each year. Only pension withdrawals up to certain amount are actually taxable, as what is called Taxable Income. You will have standard deductions ($10, 700 in Year 2007, married jointly) and exemption deductions ($3,400 per exemption in Year 2007) that would decrease your taxable income from pension withdrawals.

Second, there is a tax bracket difference.

Your current tax bracket might fall in one of the highest tax brackets (both federal and state), but when you retire you might enjoy a lower income tax bracket because of less income during your retirement age. For example, your current Federal marginal tax rate is 35%, the highest marginal rate. You will have to pay $0.35 to IRS on every additional dollar you earn. However, when you are at retirement and your marginal tax rate is 25%, then you only have to pay $0.25 to IRS on the same $1.00 and the 10% difference is your actual tax saving.

Third, you postpone your income tax liability.

You don't pay it until 20 years later when you retire, you save due to depreciation of money's purchase power. We all know one dollar next year worth less

than one dollar today because of inflation. Based on historical average inflation rate of 4%; a $1.00 tax payment today will equal to about $0.46 twenty

years later, which will save you $0.54 on each dol!~r of tax payment you owe.

Fourth, you would earn extra interests or investment gains on deferred amount of tax.

It is common sense that when you pay $1.00 of tax payment to the government, you won't receive any interests or capital gains earned by this $1.00 in the future. However, if you defer your tax payment of this $1.00, you deserve at least part of its future interest or gains before you retire. For example, you have 20 years before reaching age 65, and you deferred a $1 .00 tax payment today. Based on investment return rate of 6%, this $1.00 will become $3.21 (or earn you $2.21) when you reach age 65. If your marginal tax rate at that time is 30%, you will have an AFTER-TAX EARNING of $1.55 (2.21 * 70%).

Last but not least, you can decide the amount withdrawn from your pension account.

When you "receive W-2 or 1099 (say $150,000) this year, you ar.e not in control of this amount. You can't say because an income of $100,000 or less enjoys a lower tax rate, let's postpone $50,000 to next year and only pay tax on $100,000 today.

However, you can do so on your retirement account withdrawals, provided you satisfy the Required Minimum Distribution (RMD) after age of 70 ?, you can withdraw the amount at your wish, thus avoid

Triggering higher tax rate level or AMT (Alternative Today. That means if he has to pay the rest $3,500 Minimum Tax).

All of the above five factors will benefit you when you defer your income tax payment. The following example is an illustration of how much

these factors can save. Dr. A would like to know how much he could

ACTUALLY save on taxes if considering future tax liabilities and all other detailed aspects in the list

below. • Currently 45 years old

• Will retire in 20 years when he turns 65

• Has a joint Taxable Income of $200,000

• Assumes income will be reduced by half after

age 65 (part-time practice) • Current Marginal Tax Rate is 50%

• Estimate Marginal Tax Rate at retirement is 35% (Federal, State and City)

• Has an investment account estimated to generate annual return of 6% in the long run

• Currently has an opportunity to defer his income tax until his retirement age through a pension plan

• He is considering putting $10,000 into the pension contribution this year.

A total income tax saving (deferred tax amount) is estimated to be $5,000 including Federal and

State. First, he saves on the difference of income tax

bracket. Since he would earn only half the current amount when he retires, he would be taxed on a lower tax rate. On this example, the difference would be 15% on federal and state combined. Thus, by deferring $5,000 tax payment this year, he will save $750 (15%*$5000) on tax bracket difference

savings. This is equivalent to a present value of $342.29 [$750/(1+4%)A20], based on inflation rate

of4%.

Second, he saves on dollar depreciation due to inflation. Based on inflation rate of 4%, a payment of one dollar 20 years later equals to only about $0.46

($10,000*35%) tax payment 20 years later, he is

actually paying $1,610 (0.46*$3,500) worth of money today, and he saves additional $1,890. This is equivalent to a present value of $862.58.

Third, the deferred dollars gain 6% per year in long term investment returns. He put the $5,000

deferred tax payment into his investment account for 20 years. This $5,000 would earn a total of $11,035.68 {$5,000*[(1+6%)A20-1 ]}.

*Your Net Tax Saving Amount could be more than this if we consider standard/exemption

deductions during your retirement years. Since not every dollar from your pension account is actually taxable, it should be deducted by the amount of

standard/itemized deduction as well as exemption deductions (currently $3,300/person). If an employee retires, he elects standard deduction (currently $10,300) and he lives with his wife without any other dependent, his deduction could be $16,900. If he take out $40,000 from his pension this year with no other income, he only has to pay tax on the amount over $16,900, which is $23,100 (or 58% of $40,000). This means that about 58% of his pension withdrawal

this year is taxable; the rest 42% is not taxable.

Upon withdrawal, this net earning equally to about $7,173.19 [$11,035.68*(1-35%)] AFTER TAX.

And when converted into present value, it is equivalent to $3,273.75($7, 173.19/(1+4%)A20]

AFTER TAX.

By summarizing the above numbers, we got a

total net ~ax -.saving in today's dollar of $4,478.62 ($342.29+$862.58+$3273.75). What does this

number mean?

It means when you contribute into your

pension of $10,000 only one time, you are SAVING (not deferring) your tax payment of $4,478.62 (or 45% of your pension contribution) in today's dollar, after considering depreciation of money (4% of inflation), investment return (6%), and future liability

of tax payment ($3,500 in year 20).*

inauguration of the of NATMA(North American Taiwanese­American Medical Association)2G(2nd generation members of NATMA (North American Taiwanese Medical Association.), East Coast chapter launched last Dec. 29th 2007. The beginning of 2008 greeted me with such a wonderful news that I couldn't help but leap with joy and excitedly exclaim the words ''YOU DID IT'' with total satisfaction. With the emergence of both the West (Los Angeles and San Francisco as centers) and the East (Boston and New York as centers)coast chapters, one can easily envision the rapid expansion and forceful convergence of NATMA 2G as U.S. membership increases with the hope of reaching Taiwan in no time. It may even invigorate the aging NATMAlG.

As one of the founders of NATMA, who has attended its Annual meetings for 24 consecutive years, I am sending you a sincere salute by archiving the exciting events and recognizing several key persons who made continuity of the NATMA's missions possible. To transfer the torch, it may be meaningful to recount and document the inception, birth, its evolution and the current state of July 14th, 1984 is the date on which we

-proclaimed the birth of NATMA at Yipsilante, Ml, most of founding members came from Cleveland OH, some from Michigan, Chicago, and New York. Two mentors attended are Drs j-T Lin (*)ofLima, OH and T-1 Lin (")of Vancouver, BC.

NATMA 2G, lest we forget the memorable process it went through. NATMA's historicity needs to be kept straight and accurate because its record may serve as a testament of the lifelong commitment, continuous effort, creativity, achievement of all its members.

Overdue Birth of 1G, N-Ca, folllowed by Birth of 2G It was the wisdom of the Board members and Ei Shun Lin,

who decided to convene the 2004 annual meeting in San Jose,

California in order to activate and energize 1 G in Northern California, (N-Ca, San Francisco, Bay area)chapter, still at its infancy and 2G at its full term and soon to be born. We have waited for this extremely overdue birth of N-Ca, 1 G chapter for over past 20 years. The continued efforts of past presidents for inducing its birth were intensified by several past presidents like Simon Lin, Ei Shun Lin, and Daniel Hsu to just name a few. But it was Ei Shun's choice of inviting Julin Tang, Clinical Professor at UCSF(University of California at San Francisco- Anesthesia and Peri-operative Care Department)to chair the Educational Committee for year 2004 did the trick. That appointment" ~ot only gave a final strong push for the birth of lG chapter out of the womb but also accelerated induction of the birth of 2 G, N­Ca chapter and it turned out to bethe best decision Ei Shun has ever made during his tenure as the NATMA president(2003- 2004).

Vital Link for Two California(S-CA & N-CA)Chapters Clearly, it was the indispensable role played by Julin Tang

who almost single-handedly infused the elements needed to create the vital link between 1 G and 2G of N-Ca chapters .. Not only did Julin play the role of a male midwife for, although an anesthesiology professor by his trait, he helped S-S (Shinn­Shyng)Chang, a genuine practicing obstetrician, give birth to N­Ca 1 G in 2004. Simultaneously, Julin interacted with 2G of N-Ca, gathered them, identified their leadership in Steve Chen and created as 2G chapter which was inaugurated in 2005. With very little support, if any, from NATMA 1 G, because NATMA N-Ca 1 G chapter simply did not exist before the year of 2004. Julin must have sensed the difficulties of organizing the 2004 Convention

CME Program but courageously accepted the challenge of being its Committee Chair and did it remarkably well. Hence, it surprised no body when he succeeded Dr. S-S Chang as the president ofN-Ca chapter in Oct. of2007.

Coordinating 1G and 2G for Working Together On April 10, 2004, S-S Chang inaugurated the NATMA N-Ca

t G chapter. Though differing only in membership by one generation, the N-Ca chapters of 1 G and 2G literally grew up side by side as twins. S-S Chang together with other 1 G members teamed up with the ever innovative 2G leader, Steven Chen, alongside active 2G members in the Bay areas Ho Chie Tsai, Tammy Hong, or outside of Bay areas, llin Chuang (AZ) and john Hsu (LA). With julin Tang organizing several local activities that required participation of both 1 G and 2G, the N- Ca chapters emerged as one of the most active Taiwanese America n, (T­A)social groups in the North America.

Linking South and North California Chapters During the spring of 2005 after much debate over the

expansion of NATMA to extend memberships to other health professionals, the bylaws of NATMA N-Ca 2G was drafted by Jim Wang, llin Chuang, , Steven Chen, and David Huang, then reviewed by julin Tang and john Chou (both about 1.5G)of the Southern California(S-Ca))chapter. After much consultation with Jim Wang and David Huang of Rochester the decision to formally recognize NATMA N-Ca 2G was made. It was actually on September 5, 2005 at the City of Industry that the NATMA Northern California 2G chapter was inaugurated through the coordinated negotiation of julin Tang and witnessed by Jim Wang and John Hsu both from the S-Ca 2G chapter. Supported by the well-funded and active S-Ca 1 G chapter, the almost spontaneous birth of the S-Ca 2G chapter has been quietly done with synergy, since 2G in S-Ca Chapter led by Jim Wang has already participated activities in NATMA affairs as a full member of S-Ca 1 G Chapter.

C-Y Lee Memorial Lectureship for 2G The tst generation NATMA was contemplating a strategy

to entice the young generation doctors as early as 2000 in order to prepare for NATMA's long-term survival. In honor of our mentor Professor C-Y Lee, a lectureship was established in 2001 by the NATMA Foundation funded through the revenues generated by annual auction of oil paintings primarily donated by Sam Chou, Apou Lin and other generous members American (T-A)physicians mostly of the assistant professorship levels.

During the years 2001 through 2007, the Foundation awarded in total of 22 young academic T-A physiceans. Three outstanding individuals stood out tall, with proven leadership with strong Taiwanese consciousness and interest in furthering the T-A identity.

They gave superb presentations, at least twice, during NATMA's annual 2001 and 2002 meetings: they are (1 )David Huang of Rochester, New York; (2lJennifer Lin of Boston; and (3)Gene Deune from Baltimore. However, all three physicians reside in the East coast and they have waited for the timely action of 2G in the West coast, especially of N-Ca chapter, then, both Alex and Jennifer took action, knowing the task will be harder because of less concentrated and less active T-A in the East coast, besides missing a catalytic person like julin Tang In fact, , with julin Tang organizing several local activities that required participation of both 1 G and 2G, the N- Ca chapter has emerged as ..one of the most active Taiwanese-American, -(T­

A)social groups in the North America. Thunews ceeded S-S Chang to become the president of NATMA N-Ca chapter.

NATMA Musketeers of the East Coast David Huang (Vermont medical graduate with Cardiology

Fellowship at Beth Israel, Harvard). He has been working alone for NATMA, 1 G in Rochester after his father Dr. Kuo-wen Huang, a founding member of NATMA, went back to Taiwan to become the director of the Cheng-kung University Hospital in Taiwan and later, Chang-Gung University Hospitgal at Kao-shung more than ten years ago. David has been the most frequent attendee of NATMA annual meetings and has been invited to Taiwan more than twice representing young Taiwanese-American physicians of NATMA. Through his father's help, he was able to identify the educational exchange channels in Taiwan. In 2005, the NATMA Board accepted creation of a " Young Taiwanese-American Physicians" section which is equally empowered as the local chapter president . David was voted by the Board to be an interim president,, David was born in Taiwan and speaks fluent Taiwanese and capable of giving a scientific talk in Taiwanese that is so hard fo even well-seasoned senior professors among tG ofNATMA.

Gene Deune, (Pittsburg Medical graduate, with a Fellowship of hand surgery, at Washington U, associate professor of orthopedic surgery, john Hopkins University). At the 2002 NATMA annual meeting, he gave us an inspiring story after his excellent talk on orthopedic surgery. The story of his courageous saga clarifying own identity as a T-A and solving his identity crisis. The pronunciation of his family name [chang] in Chinese is so different from that [deune] in Taiwanese. Whereas during the Japanese colonization, it must be pronounced as [ choo ]. Many

T-A, including myself, had this self-downgrading and humiliating experience of changing pronunciation of own names for 2 or 3 times, when Japan came to colonize Taiwan and then when KMT came to occupy the island and when we naturalized to become American citizen. Gene vehemently disliked being called "Dr. Chang" which sounded so Chinese and insinuated a Chinese identity. Refused to be mitigated his proud Taiwanese heritage, Gene decided to rectify his name into "Deune" with the closest approximation in English spelling for the Taiwanese pronunciation. The horrendous struggles followed for a few years with endless paperwork and commuting to the county houses and city halls for correcting and changing the family names from Chang into Deune for all his certificates inclding birth, graduation, license, ocks etc. bank accounts, st or any certificates, etc. He has accomplished his saga with stride and never regretted his decision.

Jennifer and Alex Lin come from a family of physicians, living in Cresskill, New Jersey. Dr. Fan-Ming Lin, an ENT surgeon raised daughter Jennifer and son Alex and all three physicians are avid supporters of NATMA. Alex early on decided to become a professional magician and took time off from school to perform in Boston before finally deciding to go back to Johns Hopkins Medical school. Alex(a Stanford medical graduate, is currently pursuing his fellowship in Plastic surgery at the UCSF. Jennifer was an outstanding student in high school and won the Westinghouse award with scholarship for her excellence in science. She went to Harvard University and its medical school and graduated both cum laude. Jen is currently a research fellow at the Dana Farber Cancer Institute. She is also a staff dermatologist of Harvard medical school and has published in total of 16 works in the fields of ophthalmology, virology, dermatology and oncology. Jen has demonstrated her interest in the NATMA operations, presented her scientific exhibits at NATMA annual meeting 2001, and was awarded again in 2002 with the NATMA C-Y Lee lectureship. This brother and sister team of Jen and Alex Lin has just successfully organized the East coast NATMA 2G chapter, through the able tutelage of Steven Chen and Julin Tang of N-Ca chapter. Yet, their success in erecting NATMA 2G in the eastern part of the US, may be due to the fact both Jen and Alex have

- - spent time schoolings on both coasts. For their contribution and efforts NATMAlG will be forever grateful. A) Dr. David Huang, cardiologist, can giving a scientific talk in fluent Taiwanese. B) Drs Lin's physician family, from left to right, Ors. Alex(plastic surgeon, son), Fan-Ming (ENT surgeon, , father)and Jennifer(dermatologist, daughter). Behind the noble achievements of this brother and sister tandem lies a quiet, soft-spoken yet determined ENT-physician father in the person of Fan Ming Lin. Fan found time to join NATMA's medical mission in Haiti for which Jen was unable to

a::~~~--~:" join as originally planed. His concern for Taiwan's presidential election prompted him to return to Taiwan, only to be back

extremely disappointed by the outcome of the election. Sensing the coming few years may be most critical even threatening the very existence of Taiwan, he is determined to render the voice of T-A professionals back to Taiwan by working hard for international diplomacy, e.g.WHO campaign, or medical missions. Besides, Fan as an ENT surgeon, has committed to actively support and act as an assistant to one of his best friends of half a century, Dr.Jung Tsai, (a solo practicing surgeon (#l)also from NJ, (#2)and who happened to be his buddy classmate(#J)of the same high school (#4)born in the same township (#5). More surprising serendipity is the fact that as his extraordinarily talented (#6), physician (#7)daughter(#8)), Jennifer, Jumg Tsai also has an extremely talented daughter, Fausan(a Columbia under and RWJUmedical graduate, Cardiac Fellow at NY college)a well known pianist, violinist and physician, all in one. The last but not least amazing coincidence is the fact they are serving this year (2008 - 2009)both as the President (#9)of NATMA, national for Jung and NY chapter for Fan.

Good luck and Health to all the, above-mentioned and all the rest of members, Viva NATMA!! (# : numbers of serendipities) Epilogue and A Grain of Salt . With an overwhelming sense of pride, I sincerely congratulate all those who have made the birth, rise, and growth of a new

Association possible. Notwithstanding a pinch of concern for the still ill-defined"' entities falling under " non-medical health professional" I still believe that commitment of membership will do justice to the future growth of NATMA 2G. After all, the primary function of all professional Associations in any society must be to collectively bring a~d bind people together; people of the same, similar, or related professions. The question that must be asked however, and perhaps defined more precisely is that uncertain imaginary line of commonality. By what principle do we measure this line of commonality among varying professional backgrounds and experiences. At what point do we draw the line, since such a demarcation line can determine how much fun and excitement one group of people can expect to share together. It is worth mentioning that in Association gatherings where the collective excitement will be centered among the mainstream majority's interests putting at risk those of interest to the minority altogether ignoring and reducing the latter to mere passive participants. Yet, the future of NATMA is yours to create, improve and transform. Please take such concern with a grain of salt for the promise of a bigger and more powerful organization looms ahead. Good luck and take fervent care of NATMA's newborn in its infancy and frailty.
