ROAD SECTOR SUPPORT PROJECT II

INVITATION FOR BIDS

BID NO: AE/001/2011-12/HQ/W/ 37 and

BID NO: AE/001/2011-12/HQ/W/ 38

1. This invitation for Bids follows the General Procurement Notice for this project that appeared in

the United Nations Development on 18

th

November 2011 and on the African Development BankGroup’s Internet Website.

2. The Government of the United Republic of Tanzania has received financing from the AfricanDevelopment Bank Group (ADB) and has applied for financing from the Japan International

Cooperation Agency (JICA) to finance jointly the above - mentioned project and intends to apply part of the proceeds of these loans to cover eligible payments under three civil works contracts forwhich this Invitation to Bids is issued.

3. The Tanzania National Roads Agency (TANROADS) on behalf of the Ministry of Works nowinvites sealed bids from eligible bidders for the Upgrading of Dodoma (Mayamaya) – Babati(Bonga) Road (188.15 km) to Bitumen Standard of 6.5m wide surfaced carriageway with 1.5m

shoulders on either side. The road which is located in the Central Part of Tanzania has beendivided into two lots as indicated below.

4. The works to be undertaken will include, but are not limited to

- Clearing and grubbing

- Common Excavation (including spoil)

- Rock Excavation

- Improved Sub grade (G3)- Improved Sub grade (G7)

- Improved Sub grade (G17)

- Natural gravel Sub base class G 45

- Crushed stone base course class CRS

- Crushed Aggregate Base course (CRR)

- Prime Coat MC30

- Single Bituminous Surface Dressing (SSD) using 14mm Aggregates on Shoulders

- Double surface dressing

- 50mm Asphalt Concrete (AC) Surfacing for Carriageway

- Concrete Pipe Culverts

- Reinforcement Steel for Drainage Structures

- Galvanized mesh gabion Boxes

- Galvanized Teeel Guardrails

- Stone Pitching

4. Bidders should note that to qualify for award of the contract, they are required to meet

certain minimum qualifying criteria. In brief bidders must be able to demonstrate with

proof that their capacity as prime contractors has successfully completed at least two (2)

projects of a similar nature within the last five (5) years. Bidders are required to provide

full and detailed particulars of their financial capability to perform such works and to

demonstrate that they have experienced key personnel with the required minimum

qualifications and experience. As part of proof of experience on road projects, Bidderswill be required to submit certified form of contracts for awarded contracts in the past

and Taking-Over and Completion Certificates dully certified together with contact

Telephone Numbers and mail addresses of the previous Employers/Awarding Agency.”

5. Interested eligible bidders may obtain further information from and inspect the bidding

documents at the office of The Secretary, TANROADS HQ Tender Board, 4th Floor, Airtel

House, Ali Hassan Mwinyi/Kawawa Road Junction, P. O. Box 11364, Dar es Salaam;.

Telephone: +255 222926001/6 between 08h00 and 16h30 from Monday to Friday inclusive, except

on public holidays.

6. A complete set of bidding documents (and additional copies) may be purchased by interested

bidders at the above office, on submission of a written application to the address given above and

upon payment of a non-refundable fee of TShs 500,000 (Tanzania Shillings Five Hundred

Thousand only) or its equivalent in freely convertible currency for each set, payable by Banker’s

Cheque, Banker’s Draft or Cash to The Chief Executive, TANROADS, P.O. Box 11364, Dar es

Salaam. Bidders can collect the bidding documents between 08:00 hours and 04:30 hours from

Monday to Friday inclusive, except on public holidays at the Employer’s Head Office in Dar es

Salaam. Documents will not be dispatched by courier service.

7. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the

provisions of the African Development bank Standard Bidding Documents: or Procurement of Works.

8. Bids must be delivered (by hand or by registered mail) in sealed envelopes, to the address below

on or before 10:00 hours on 7th

January 2013 and must be accompanied by a security of TShs

700,000,000 (Tanzania Shillings Seven Hundred Million only) or its equivalent in freely

convertible currency:

9. Bids will be opened in the presence of bidder’s representatives who choose to attend at 10:00

hours on 7th

January 2013 at the offices of the TANROADS HQ Conference Room, 4th Floor,

Airtel House, Ali Hassan Mwinyi/Kawawa Road Junction, P. O. Box 11364, Dar es Salaam;.

10. ,Invitation is open to firms and voluntarily formed joint ventures in accordance with the African

Development Bank’s ‘Rules and Procedures for Procurement of Goods and Works May 2008’ as

Revised in July 2012. Bidders may submit bids for either one or two lots. A maximum of one contract

may be awarded to one bidder.

11. Non-mandatory site visits and a pre-bid meeting is scheduled to take place on 20

th

November2012 at 0900 hours local time at the offices of the Regional Manager TANROADS Dodoma.

Bidders are however encouraged to attend the site visits and pre-bid meeting.

12. All Bids received by the closing date and time will be read out in public at the address above.

Late bids, partial bids sent by fax/telex, bids not received by closing date and time, will not be

opened.
