Partakers for this year’s BGW are 96 senior high school students from both public and private schools in the prov- ince who either belong to the top five of their class or a leader of a school organi- zation/s duly acknowledged by their schools. Secondary schools are allowed to send two (2) student representatives only while Daet-based high schools are permitted to send additional four (4) senior students as participants. Partakers for this year’s BGW are 96 senior high school students from both public and private schools in the prov-ince who either belong to the top five of their class or a leader of a school organi-zation/s duly acknowledged by their schools. Secondary schools are allowed to send two (2) student representatives

only while Daet-based high schools are permitted to send additional four (4) senior students as participants.

32nd Boys and Girls Week

F or every dot a stroke comes out; every stroke forms a fig-ure; every figure generates an

image; and every image creates a mas-terpiece. And so, we, the youth, like those dots are precious and have a purpose in every aspect of human life. This was further emphasized by the theme, “Bata, Kasama Ka, Ikaw ay Mahalaga” of the 32nd Boys and Girls Week celebration from January 24- 30, 2015. The weeklong event it-self reflects the government and the private sectors’ acknowledgment of the youth sector’s importance in soci-ety, aside from countless multi-sectoral programs and projects that promotes our rights and privileges.

Similarly, we need to prove that their investment in us – money, time, effort – is not wasted. Hence, we should at first discover our roles in nation building as future leaders who are ‘the hope’ of the fatherland as once labeled by Dr. Jose P. Rizal, our national hero.

We may be like young birds that couldn’t fly high and go wherever we want to; but, definitely, each one of us has a role and very purpose in reshap-ing the future of our country. But sad to note, as the world evolves a thousand times, a million times - our beings as significant dots are being questioned.

Instead of us saving the day, we are the ones who need to be rescued. We could be the next world leaders, but we

could also be the next world’s most wanted criminals. These are the chal-lenges we need to face and the struggle we should bravely wrestle. If we really want to be recognized as among the ‘best’ and ‘significant’ dots – we need to make a difference.

Each time we fall, we should stand at once. For every setback, we should move forward twice, thrice or more. We should take every failure in our lives as a challenge and a chance to im-prove ourselves.

Let us use the afore-cited weeklong celebration as an opportunity to prepare ourselves of becoming our country’s future leaders. To start with, we need a tablespoonful of discipline, a cupful of sense of responsibility and a handful of ready service to our countrymen as best ingredients in molding ourselves, the youth, as the hope of our fatherland as once said by Gat Rizal.

Each one of us is a semblance of a ‘dot’ – unnoticed; often ignored, insig-nificant. But when scores of ‘dots’ con-verge as one, they can form a great im-age. Like ‘dots’, we too, can make a dif-ference if we start to believe that ‘a sin-gle dot’ is within us - a ‘dot’ we will multiply within and among us as re-spectful children; responsible students; responsive neighbors, productive citi-zens.

Yes, we, the youth, can be the hope of our fatherland. And all we need to do is to prove that we are worthy of Gat Rizal’s trust and belief in us.

YES, WE CAN. And the time to prove that we are ’dots’ that matter is NOW!

underlined by various lectures about Leadership, Parliamentary Procedures, Youth Empowerment under the Local Government Code, Parliamentary Proce-dures, and Public Speaking.

The election of Boys and Girls offi-cials, the highlight of the yearly event, scheduled on the same day was instead moved to January 26, 2015 after their attendance in the flag raising ceremony at Provincial Capitol.

The boy and girl officials who will not be elected to provincial or local posi-tions will be appointed as department heads or division chiefs, either in the provincial government or municipal government of Daet.

It is expected that elected or ap-pointed youth officials will be able to discover and experience the duties and roles of their counterpart officials from January 26-30 2015. Hence, counterpart officials are requested to assist, give first-hand information and orient youth offi-cials of their mandated tasks and re-sponsibilities.

“Mercy and Compassion”

This is the key message of Pope Fran-

cis when he visited our country Philip-pines for 4-days from Jan. 16-19.

The main reason of Pope Francis for visiting our country is to be with the victims of typhoon Yolanda in Leyte and Samar who were greatly devastated in the so-called super typhoon that cost thousand of lives of our ‘kababayans’. He was deeply saddened by said catas-trophe that he wanted to be in Tacloban as early as he can. But his hectic sched-ules hinders him to do so.

Another reason for his visit here is the fact that, the Philippines is the fore-

most Catholic country in Asia, which in itself is a special gift of God, a special blessing. But this is also a vocation for us Filipinos who are called to be out-standing missionaries of Catholic faith in Asia.

Amidst his tight schedules, Pope Francis prioritized his visit in extremely typhoon-hit areas of Leyte and Samar here in the Philippines. Pope Francis re-peatedly said that he needs to be here in our country to personally express his sympathy to our kababayans. And so he did!.

Despite the imminent danger of ty-phoon ’Amang’, he went to Tacloban and hugged and comforted Yolanda victims

whose faith was not moved by the uni-maginable ordeals they went through during and after the wrath of Yolanda.

Jorge Mario Bergoglio is the very well-known Pope Francis who hails from Ar-gentina. He is very much adored by all Christians and non-Christians all over the world. He has a ready smile and hand waive for everyone - people from all walks of life - who said that they feel ex-treme happiness and feel the presence of JESUS CHRIST in the persona of Pope Francis.

He came from the poor country of Argentina where he experienced a lot of difficulties in life. The reason why he deeply relates with the people in need. “My people are poor and I am one of them”. He said this more than once.

Now that he’s a Pope, his dedication to help the poor remains pure and firm. He lends his hands to the vulnerable and deep concern for the youth especially the sick and the disabled.

During his 4-day visit here in the Philippines, he showed genuine love to the children he had personal encounter with. The two orphan kids who wel-comed him in the airport; the kid-survivors of ‘Yolanda’ who gave testimo-nies in his holy mass in Leyte - experi-enced the utmost mercy and compassion of Pope Francis - the People’s Pope.

Surprisingly, too, he visited the young orphans in Tulay ng Kabataan Foundation in Intramuros away from the limelight. The kids lined up

not always being on top”, nagbago ang

pakahulugan ko sa pagiging pinuno. Ang

pagiging pinuno ay hindi nangangahu-

lugang ikaw ay dapat na maging pinaka-

matalino, pinakamayaman, o pinakasi-

kat. Ang pagiging lider ay nagmumula

sa pagkakaroon ng disiplina sa sarili at

kakayahan na maimpluwensyahan ang

lahat na maging mabuting tao at

paunlarin ang sarili para sa kapakanan

ng nakararami.

Ngunit paano nga ba maging isang

lider? Kung may disiplina ka na sa sarili

mo, paano mo maipapakita na isa kang

lider? Kapag nakatulong ka sa kapwa

mo, masasabi kong isa ka ng lider. Ka-

pag nakapagbahagi ka ng kaalaman sa

ibang tao, isa ka ng lider. At kapag na-

kagawa ka ng isang bagay na maka-

bubuti sa iyo at sa iyong kapwa, isa ka

ng lider. Hindi kinakailangang gawin

mong posible ang mga bagay na im-

posible sapagkat ang isang lider ay hindi

isang Super Hero kundi isang pang-

karaniwang tao na hindi pangkaraniwan

ang husay sa pakikitungo sa kapwa.

Lahat tayo ay pwedeng maging

isang lider o pinuno sa sarili nating mga

pamamaraan. Sabi nga ng isang estud-

yante, “One thing is common in this

world, that is our uniqueness”. May

kani-kanya tayong katangi-tanging

karakter at abilidad na kailangan lamang

nating diskubrehin at paunlarin para

magsilbing huwarang indibidwal at lider.

Maging lider ka hindi lamang sa ling-

gong ito, kung hindi habang may

kakayahan kang maging isang pinuno.

T o let the boy and girl officials personally discover the life of people behind bars, a visitation

at the Camarines Norte Provincial Jail ( CNPJ) was conducted last January 29, 2015 as organized by Boy Provincial Warden Michael Vincent M. Salazar (BNHS) together with Boy Asst. Provin-cial Warden Carl Josef Bernaldez (SFPS) and girl provincial warden staff, Diana Rose S. Bacurin (SFNHS) and Aira Joy R. Palma (GAHS).

CNPJ youth officials led the boy and girl officials in visiting the different detention cells.

Similarly, a short program was held that started with a Doxology given by CNPJ boarders. This was followed by the singing of the Philippine Na-tional Anthem led by Ms. Ma. Teresa Zabala; inspirational messages from Boy Governor Exequiel Romana and Congressman (2nd District) Darrel Borja,

and an Opening Remarks given by Boy Provincial Warden Michael Vincent Salazar. Selected inmates presented a Folk Dance number while others gave a song number.

During their visit, youth officials bought handicrafts made by CNPJ boarders.

Boy Provincial Warden Salazar and girl CNPJ staff Palma prepared games like Bagito, The Boat is Sinking, and Agta Henyo for the inmates. After the games, the inmates together with youth officials watched a video presen-tation.

Inmates were further requested to share their experiences inside the jail. One of the inmates shared his tale of life story which made the young offi-cials realize the daily ordeals of jail boarders.

The said activities in CNPJ ended at about 11:30 O’clock in the morning.

Pope Francis is the true epitome of Mercy and Compassion.

He said, “Let us learn how to weep as she (Virgin Mary) has shown us today and let us not forget this lesson. The great question of why so many children suffer, she did this in tears. The response that we can make today is: Let us really learn how to weep”.

This message of Pope Francis is a challenge to us, youth, to learn to weep in sympathy for those in diffi-cult situations as well as to respond to their call for help.

As true Catholics, let us show Mercy and Compassion to our breth-ren just as Pope Francis did. Let us be inspired that, ‘FRANCOIS AIME JEUNES’ (French) PAPA FRAN-CISCO LOVES THE YOUTH, Papa Francisco loves us!

ment of Education (DepEd) once again spearheaded the Boys and Girls Week Celebration. This is in ad-herence with Presidential Proclamation No. 99 de-claring the second week of December as “Linggo ng Kabataan”.

But due to typhoon threats in December last year, the celebration was moved to January 24- 30, 2015. It may be noted that long before the birth of the Local Government Code of 1991 that mandated the annual observance of “Linggo ng Kabataan”, the Kiwanis Club of Daet had started this activity way back in 1982. The municipal government of Daet joined the week-long activity only in 1995.

The annual Boys and Girls Week that has been going on for 32 years still gets strong support of the Provincial Government of Camarines Norte, LGU Daet, DepEd and the Sangguniang Kabataan. Activi-ties for the weeklong event are focused to imbibe in the youth participants the working knowledge how

RESOLUTION NO. 1 - A RESOLUTION EXPRESSING GRATITUDE TO THE PROVINCIAL GOVERNMENT OF CAMA-RINES NORTE AND KIWANIS CLUB OF DAET FOR THE CON-DUCT OF THE 32ND GIRLS AND BOYS WEEK CELEBRATION

WHEREAS, the 32nd Boys and Girls Week is conducted by the Provincial Government as spearheaded by the Kiwanis Club of Daet this January 24-30, 2015 pursuant to the Presidential Procla-mation No. 99;

WHEREAS, ninety-six students coming from different schools throughout the province are exposed to the affairs of the govern-ment administration;

WHEREAS, this activity is a great opportunity to the youth to empower their leadership skills and expose themselves in the ac-tual field of office.

BE IT RESOLVED, that the Provincial Government and Ki-wanis Club of Daet should be furnished also copy of the following resolutions:

RESOLUTION NO. 2 – A RESOLUTION REQUESTING THE LGUs, LTO, THE LTFRB, THE PNP CAMARINES NORTE AND OTHERS CONCERNED TO STRICTLY MONITOR THE IMPLE-MENTATION OF THE 20% DISCOUNT OF STUDENTS DURING SATURDAYS AND SUNDAYS AND EVEN HOLIDAYS UNDER PROVINCIAL ORDINANCE 38-2013.

WHEREAS, Provincial Ordinance No. 38-2013 was adopted by the Hon. Sangguniang Panlalawigan on Dec. 16, 2013 “GRANTING 20% FARE DISCOUNT ON LAND, WATER, AND AIR TRANSPORTATION UTILITIES TO ALL QUALIFIED STU-DENTS EVEN ON SATURDAYS, SUNDAYS, CHRISTMAS VA-CATION AND OTHER DECLARED HOLIDAYS THROUGHOUT THE YEAR”.

WHEREAS, considering the fact that other students have ac-tivities in weekends and they need to go to schools, it is also the belief of these young students that they need to pay discounted fare;

WHEREAS, implementing the said ordinance will greatly help the students and their family as well considering their meager fam-ily income.

NOW THEREFORE, on motion by Girl Board Members Kath-ryn Joanne Moscoso, Dharlene Billiones and Christy Tabor duly seconded.

BE IT RESOLVED, the LGU, LTO, LTFRB, PNP Camarines Norte and others concerned to strictly monitor the implementation of the 20% discount of students even holidays under Provincial Ordinance 38-2013.

RESOLUTION NO. 3 – A RESOLUTION STRONGLY URG-

ING TO FORTIFY R.A. 9211 (SEC.9) WHEREAS, the constitution lawfully states that it is unlawful

to sell tobacco cigarettes to those with ages 17 and below as well as buy the said product to the same restricted ages;

WHEREAS, smoking is the largest preventable cause of infir-mity and pre-mature death, the second major cause of death in the world;

WHEREAS, it is the regulation of the state to safeguard the populace specially the youth from the hazardous effects of smok-ing;

WHEREAS, said R.A. is not being monitored and so violated by many.

NOW THEREFORE BE IT RESOLVED, that the Province of Camarines Norte fortify and monitor R.A. 9211 Section 9 further as soon as possible and the best as it could to protect the rights and the health of the youth within its community.

Marahil, totoo na ang mga nakapiit dito ay mga taong nagkasala sa batas ngunit hindi tama kung iisipin ng mga taong malaya na hindi na sila pwedeng magbago at habambuhay nang magiging masama. Hindi rin tamang katakutan sila sapag-kat pagmamahal at pang-unawa ang kailangan nila katu-lad ng itinuro sa atin ng Panginoon.

Nakalulungkot isipin na ito rin ay isang lugar ng mga naudlot na pangarap. Ngunit sa kabila ng mga nagawa nilang pagkakamali, may mga pangarap din sila. Panga-rap na nakulong sa pagitan ng mga rehas at nananatili na lang sa kanilang isipan. Pangarap na naudlot dahil sa ka-salanan at tanging pagsisisi na lang ang pweding gawin.

Ito ang dapat magmulat sa mga kabataan kung gaano sila kapalad sapagkat nasa kanila ang pagkakataon para matupad ang kanilang mga pangarap. Dapat matatak sa kanilang isipan na ang paggawa ng maling bagay ay may karampatang parusa na sa dakong huli ay pagsisisihan.

Ngunit ang bilangguan ay isang lugar din para sa pag-katuto. Hindi sa mga akademika kundi sa mga tunay na aral ng buhay. Ang mga nakapiit sa Cam. Norte Provincial Jail ay naging instrumento sana para sa mga kabataan na magsikap para makamit ang kanilang pangarap at maging mabuting mamamayan ng susunod na henerasyon.

After the Opening Program, the party officially be-gan with an intermission number given by LGU Daet youth officials.

The Pinoy Henyo battle between the provincial and municipal boy and girl officials was held. The mind game ended after two rounds with the provincial government as the winner.

The party got even more exciting when Laica Fulong tuned up the heat with her breath-taking fire dancing tech-niques. Girl Vice Governor Sheena May Lopez officially ended the program with her closing remarks.

Week Celebration flocked at the Melinda Hall of the Villa Mila Hotel for the much awaited Fellowship Program. The hall boomed with laughter, all credits to the two amazing masters of ceremonies, Boy Provincial Warden Michael Vincent M. Salazar (Basud National High School) and 2nd District Girl Board Member Charrie Gardonia (DNHS).

The said event started with the Opening Prayer led by Nea May Legson, Girl GSO Division Chief-Admin. (MBSRA). Daet Boy Vice Mayor John Ace dela Rama of Chung Hua High School led in the singing of the National Anthem.

The said joint session held at the SP Ses-sion Hall on January 28, 2015 at about at 9:00 a.m. was presided over by Hon. Vice Governor Jonah G. Pimentel and Girl Vice Governor Sheena May O. Lo-pez of Basud National High School.

The youth board members sat beside their respective counterpart SP members who assisted them during the presenta-tion of their proposed resolutions. The joint session gave them knowledge and information on how legislative body like the Sangguniang Panlalawigan conducts session.
