State policies regarding NCLB Highly Qualified Teachers (HQT)• A HQT elementary and early childhood teacher has to meet the following conditions:

Holds at least a bachelor’s degree.Has a license or certificate in the subject(s) taught. Demonstrate subject competence in each of the subjects which the teacher teaches by:

Has passed a state certification test in the subject or level taught.

Continued…• A HQT middle school teacher must certify the following conditions:

Hold’s at least a bachelor’s degree. Has a license or certificate in the subject(s) taught. Demonstrates competency in the subjects he/she teaches by:

Passing a state certification test in the subject or level taught. Completed an undergraduate academic major or any other relevant coursework in subject taught. Official

transcript needs to be presented. Completed a graduate degree in the subject taught. Has been certified by the National Board for Professional Teaching Standards in subject taught.

Continued…• A HQT secondary teacher meets the following conditions:

Hold’s at least a bachelor’s degree. Has a license or certificate in the subject(s) taught. Demonstrates competency in the subjects he/she teaches by:

Passing a state certification test in the subject or level taught. Completed an undergraduate academic major or any other relevant coursework in subject taught. Official

transcript needs to be presented. Completed a graduate degree in the subject taught. Has been certified by the National Board for Professional Teaching Standards in subject taught. Has demonstrated competency in each subject taught as per the HOUSSE (high objective uniform state

standard of evaluation)

Continued…• A HQT special education teacher meets the following conditions:• Has a special education certificate• Also, has an additional certificate in secondary or middle education, or elementary

education, or early childhood education. • The additional certificate should especially be in Math, or Language Arts, or Science. • They have to build a HOUSSE single core subject area.• Pass a specific test subject area.
