1. GENERAL INFORMATION

Istanbul is one of the unique cities in the world, where one can observe the diverse daily

life in a setting of ancient history and natural beauty. The people of Istanbul make up a

Electricity specifications

Turkey operates on 220 volts, 50 Hz, with round-prong European-style plugs that fit into

recessed wall sockets/points. Many appliances with their own power adapters, such as

laptop computers and digital cameras, can be plugged into 220-volt sockets/points.

If you have a GSM-standard phone operating on the 900Mhz and/or 1800Mhz bands

(these are the frequency bands used in most parts of the world, especially in Europe),

you can use "international roaming" in Istanbul.

3. ARRIVALS

3.1 Arrival by Air

Istanbul Ataturk International Airport is the official airport of the event.

Transfer time from the airport to the official hotels is 15-25 minutes.

3.1.1 Welcome Service

Upon arrival, teams will be met by the LOC staff. The Delegations will collect their

luggage in the Baggage Claim Area, just after passport control, and proceed to the

Arrival Hall, where a welcome desk will be located. The welcome desk will be open

during the arrival times of the teams submitted with the final entries.

Once the delegations met by the LOC staff, they will be escorted to buses which will

take them to their hotels.

Please note that the LOC will arrange transfers for teams to the hotels only from

Istanbul Ataturk Airport.

3.1.2 Transportation of Equipment

Teams must take the vaulting poles with them into the buses transferring them to their

hotels. Poles will be received in the hotel, and they will be taken to the stadium by

the LOC staff. The LOC will also provide the transportation of the poles back to the

hotels from the stadium after the competitions. For this purpose, poles must be

clearly labelled with the name of the club. Teams are responsible to take the poles

with them in the bus transferring them to the airport for departure.

3.2 Arrival by Train

For teams arriving at Sirkeci Railway Station, LOC staff will be ready for pick-up at the time

of arrival submitted with the final entries. Once the delegations met by the LOC staff,

they will be escorted to buses which will take them to their hotels.

Transfer time from Sirkeci Railway Station is 45-60 minutes.

3.3 Arrival By Road

Teams arriving by road are kindly asked to go directly to their hotel, where

representatives from the LOC will welcome them.

3.4 Visa Requirements

The following countries require visas to enter Turkey:

ESP, GBR, POR.

Visas should be obtained before leaving your country from Turkish Embassy or Consulate,

or via the website www.evisa.gov.tr.

In the case of foreign athletes, visas should also be obtained before they leave their

countries.

4. TRANSPORT

4.1 Transport Desk

The Information Desks at the official hotels will also serve as Transportation Desks, and

opening dates and times will be as follows:

18-19 September 08:30 - 19:00

20 September 08:30 - 14:00

4.2 Bus Shuttle Service

A regular bus shuttle service will be provided between the team hotels, training venues,

social functions, the technical meeting and the competition venue. Full details of the

schedule will be displayed at the Information desk in each hotel. Transfer times between

the hotels and the competition venue will be between 15-25 minutes, depending on the

hotel location and traffic conditions.

4.3 Return to Airport / Train stations

Transport will be arranged according to the flight schedules submitted by the teams.

Further information will be available from the hotel information desks.

5. ACCOMMODATION & HOTEL INFORMATION

5.1 General Information

The LOC has reserved two good quality hotels for teams, providing full board

accommodation and easy accessibility to the competition venue.

5.2 Information Desk

An information desk will be located in the lobby of each hotel, which will be open from

17 September 14:00 until 20 September 14:00.

5.4 Costs and European Athletics Quota

According to EAA Regulation 1510.6.1 the visiting clubs should pay a contribution of 400 €

to the organizer for accommodation expenses. This amount is to cover the

accommodation for 2 nights for the maximum number of quota team members which is

at the men’s and women’s competition each 26 persons including a maximum of 6

officials.

The following rates must be paid for “out of quota” team members and for additional

nights:

Each team will be allocated a minimum number of single rooms, equivalent to 10% of the

total number of athletes and officials within the quota.

The teams are requested to make the payments for accommodation (including

accommodation fee of EUR 400 per club) via bank transfer before arrival to the following

Any unpaid amount must be settled during accreditation upon arrival at the latest. All

payments must be made in Euros in cash or by credit card.

The team leader must settle any extra charges (bar, laundry, telephone etc) at the hotel

reception desk, before departure. The team leader will be requested to provide a credit

card at the time of checking in at the reception desk to cover any extras.

5.5 Meals

All meals (except lunch on competition day) will be served in the hotels.

The restaurant opening times are:

Breakfast 06:30 - 10:30

Lunch 12:00 - 14:00

Dinner 18:30 - 22:30

There will be no lunch served at the hotels on the competition day. All team members will

receive lunch packs at the stadium upon presenting the vouchers which will be delivered

to the Team Leader during accreditation.

Accreditation cards will allow access to meals at the hotels.

For lunch and dinner, water and one soft drink per person are available free of charge.

All other drinks must be paid for.

A late serving provision will be made for those athletes detained at the stadium due to

doping controls or protests.

5.6 Meeting Rooms for Teams

Arrangements can be made for team meeting rooms through the information desk in the

hotels. Requests shall be made at reasonable time in advance.

5.7 Telephone Calls

The telephone will be automatically activated to make room-to-room calls. Any athletes

or delegation officials requiring the use of the room phone for outgoing calls must make

arrangements with the information desk at the hotel. The telephone will be made

available upon the presentation of a credit card to cover all charges.

6. ACCREDITATION

6.1 General

Each team member will receive an accreditation card, which must be worn at all times

and should be clearly visible. Security personnel will control all areas. The accreditation

is not transferable and does not allow the holder to take another person beyond

checkpoints. Photos are not required for the accreditation card system.

6.2 Accreditation Procedure

Accreditation cards will be prepared in advance of the event, based on the information

provided by the Member Federation in the final entry system. No changes will be

accepted after the final entry deadline.

Accreditation cards will be distributed at Hotel Hilton Garden Inn Istanbul Atatürk Airport.

The Team Leader will be asked to complete the accounting procedures and settle any

payments (for team members above quota, extra days, etc.) before he/she can collect

the accreditation cards of the team members.

Teams staying at the Hotel Hampton by Hilton Istanbul Kayasehir will first be transported

to the Hotel Garden Inn, and the Team Leader will be invited to the Accreditation Office

while the team waits in the bus. Once the Team Leader has finalised all necessary

formalities, he will re-join his team on the bus, which will then take the team to the Hotel

Hampton by Hilton.

6.3 Loss of Accreditation

Any lost or damaged accreditation cards should be reported to the hotel information

desk or to the TIC at the stadium. Duplicate cards can be obtained where proof of

identity can be established.

6.4 Access Areas for Teams

A description of the accreditation system (see Appendix 5) is included on the back of the

accreditation card.

All team accreditation cards will allow access to the team seating area, warm up area,

changing facilities and physiotherapy rooms. Only athletes who are about to compete

will have access to the call room and to the infield.

Separate cards will be issued to Team Leaders for access to the TIC.

Separate cards will also be distributed to the coaches (1 per competing athlete) for the

coaching areas.

Access to the Doping Control: 1 pass will be given to the athlete upon notification and

an additional pass for an accompanying person. Passes will be collected once they

enter the Doping Control Station.

7. TECHNICAL INFORMATION

7.1 Technical Information Centre (TIC)

The main function of the centre is to ensure smooth communication between each

Team Delegation, the LOC and Technical Delegates and the Competition

Administration, regarding technical matters.

The TIC is located at the entrance of the main stands (see stadium plan).

The TIC will be open at the following times:

18 September 14:00 - 19:00

19 September 08:30 - 20:00

The TIC will be linked to all information desks set up for this event and shall be responsible

for the following:

Competition information (Start Lists, Results, etc)

Liaison points concerning technical matters between Team Delegate, Technical

Delegate, European Athletics and LOC

Urgent notices – collection and delivery of any urgent written notices to the Team

Delegations from Technical Delegate, EAA and LOC

Settlement of technical enquiries from delegations

Recovery of confiscated items at the call room

Applications for ‘national records’ (doping control and TimeTronics photo finish

prints)

Receipt of final declaration of members of relay teams

Receipt of protests from the teams

Access to the information in the teams’ pigeon boxes at the TIC will be controlled by

separate entry cards, not by the accreditation card (see point 6.4.).

Teams that were not able to attend the Technical Meeting, under extreme

circumstances, can collect their competition bibs from the hotel information desk.

7.2 Technical Meeting

The Technical Meeting will be held on Friday, 18 September at 20:00 in Atatürk Olympic

Stadium.

Each team may be represented by a maximum of two people and, if necessary, an

interpreter. It is very important that all teams are represented at the Technical Meeting.

All questions related to the Technical Meeting must be presented in writing, preferably in

English, to the TIC before 18:00 on 18 September. The Technical Meeting will be

conducted in English.

Transportation from the team hotels will be provided at 19:30 for this meeting.

7.2.1 Agenda

The preliminary agenda of the Technical Meeting includes:

7.3 Equipment

The implements provided by the LOC (see implement list, Appendix 1) are selected from

those appearing on the current IAAF approved equipment list.

Personal implements will also be allowed, providing that:

- They are readily identifiable and hold a valid IAAF certification

- They are not already on the official list

- They have been checked for compliance with IAAF Rules

- They are made available to all other athletes until the end of the event

Teams wishing to have personal implements added to the list must take the implements

to the TIC at the stadium for checking between 14:00 and 19:00 on 18 September or

between 08:30 and 10:00 on 19 September. If approved, the implements will be under

the authority of the LOC from the time of checking to the end of the event. Personal

implements will be returned only after the competition at the TIC.

Basic implements will be provided for warm up and training.

Vaulting poles will be taken from the hotels to the stadium by the LOC staff. The poles will

be kept in a locked store and will be brought to the competition site in due time by the

officials. After the competitions, the organisers will take the poles to the teams hotels.

7.4 Inspection of Competition Venue

There will be no organised tour as the presentation regarding the competition and warm

up areas will be given at the Technical Meeting.

7.5 Competition Area

Atatürk Olympic Stadium and its surroundings are shown in Appendix 4 of this document.

There are 914 seats in the stadium.

The stadium has the following competition facilities:

8 lanes

1 High Jump site

1 Pole Vault site

1 site for Long/Triple Jump

1 Shot Put Circle

1 Combined Discus/Hammer Circle

2 Javelin sites

The Warm up area has the following sites:

60m straight, 200m oval track

1 high jump sector

1 shot put sector

Athletes will have the possibility to train in the Atatürk Olympic Stadium on 18 September.

Equipment and implements necessary for training will be available at the training venue.

Officials will be present to help in the case of problems or special requirements. Drinks will

be available at the training venue. Accreditation must be handed in when borrowing

equipment, and will be returned to the athlete when the equipment is handed back in.

The Weightlifting room in the Atatürk Olympic Stadium is situated next to the athletes’

dressing rooms, and it will be open during the official training hours.

The transportation schedule for training sessions is as follows. The schedule will also be

displayed at the information desks in each hotel.

7.7.1 Training with Official Starters

This will take place at the competition venue on 18 September from 18:15 to 18:45.

8. COMPETITION REGULATIONS

8.1 Team Composition

There will be 19 men’s events and 19 events for women. Only athletes aged from 16 to

19 years on 31 December of the year of the competition may compete.

The number of foreign athletes is strictly limited to two (2) for each club team in ECCC

Track & Field Juniors. The Technical Delegate reserves the right to inspect resident cards

or passports.

Each club team shall consist of one athlete in each event, except relays.

Each athlete can take part in a maximum of three events of which at least one must be

a relay-race. The runners in 1500 m, 3000 m and 3000m steeplechase are only allowed to

participate in one of these three events.

8.2 Competition Entry Procedures

8.2.1 Final Entries

Final entries shall be made through the European Athletics Event Management System

which will be accessible at the following link: https://arena.european-athletics.org/.

Member Federations' entries manager shall use their already known individual and

personalised access.

Final entries indicating the names and individual logistical information (detailed travel

arrangements, accommodation request and rooming list) of the competitors and of the

officials must be received not later than 10 (ten) days before the competition day.

According to the regulations the deadlines for final entries are:

opening date of the online entry system: 25 August 2015, 24.00 CET

deadline for the entries: 9 September 2015, 24.00 CET

8.2.2 Final Confirmation

Team Leaders or their representatives must confirm the names of those competitors

already entered who will actually take part in the competition.

Forms for the final declaration and confirmation will be distributed to each delegation

during accreditation. The forms must be completed and returned preferably at once, but

no later than 18:00 on 18 September to the Information Desks at the hotels or to the TIC in

the stadium. Teams arriving late shall submit the final confirmations by e-mail by the same

deadline.

The start lists will be ready for collection along with the bib numbers after the Technical

Meeting.

Maximum 2 athletes per team will be allowed to compete in 100m Extra races. Entries

must be delivered during final entries as for any other event.

The final relay team and the running order must be submitted to the TIC using the

respective form not later than one hour before the published first call time of the event.

8.2.3 Withdrawal

Withdrawal of any confirmation must be indicated to the TIC at the Stadium in writing on

the official withdrawal form.

In accordance with rule 142.4 of IAAF Competition Rules, the provision of a medical

certificate, endorsed by a medical officer appointed by the Local Organising

Committee may be accepted as sufficient reason to accept that the athlete became

unable to compete after confirmations closed or after competing in an event but will be

able to compete in further events.

8.3 Scoring

The winner of each individual event and each relay in each match shall score as many

points as there are teams competing, the second will score one fewer, and so on.

Athletes or relay teams disqualified or not finishing shall not score.

If two or more athletes tie for a place in any event, the attributable points shall be

divided equally between them.

The team having the highest aggregate number of points shall be the winner of the

match, and so on.

If two or more club teams have the same aggregate number of points, the tie shall be

decided in favour of the club team having the greater number of event winners. If the tie

still remains it shall be decided in favour of the club team having the greater number of

second places, and so on.

8.4 Bib Numbers

The LOC will provide the teams with bib numbers following the Technical Meeting on 18

September.

For individual events, each competitor will receive 2 bibs. These must be pinned to the

front and back of the competition clothing. Exceptions are made for High Jumpers and

Pole Vaulters: these competitors are permitted to attach the bib only to the front or to

the back of their competition clothing. Bibs must not be cut, folded or covered in any

way.

8.5 Competition Clothing

Competitors must wear the Club’s official team clothing. The competition and the warm-

up attire of the athletes representing qualified clubs in the ECCC events may have

advertising, as permitted, under the regulations of the respective Member Federations. If

a Member Federation’s regulations differ from IAAF Advertising Regulations in regard to

clothing of athletes, Member Federation’s regulations shall prevail for the ECCC events,

on exceptional basis.

Participating clubs must provide the LOC via e-mail [email protected] with a

full set of their club team vests until the closing of the final entries and will have the

obligation to wear them throughout the competition.

All competitors must wear registered vest of the same design and colour of the club they

are representing.

8.6 Lane and Starting Order

The allocations of lanes and order of attempts in field events are decided by a draw

conducted by the EA. Each participating club is allocated a letter which determines the

allocation of lanes in accordance with the appropriate chart as Appendix 1A of the

European Athletics Regulations. Draws for men’s and women’s teams are made

separately (see Appendix 3).

8.7 Starting Heights

Initial heights and progression will be communicated to the teams at the Technical

Meeting.

9. COMPETITION PROCEDURE

9.1 Timetable

Please refer to Appendix 2 for the competition timetable.

9.2 Warming Up Before Events

Warming up will take place in the warm up area adjacent to the competition arena.

9.3 Call Room Procedures

The Call Room is located in between the warm up and competition areas. It is the

responsibility of the team managers to ensure that their athletes are aware of the last

check-in times for entry to the call room. Athletes arriving late may be excluded from

participation in the event.

The following checks will be carried out on equipment that must comply with IAAF

A detailed Call Room time table will be displayed and circulated to the teams.

9.4 Competition Preparations

9.4.1 Field Events

Each athlete is allowed a minimum of two practice trials under the supervision of the

officials, more if time allows. The athletes will be called to the practice trials in the

competition order for throwing events. Only official markers provided by the LOC will

be allowed for marking the runways.

9.4.2 Trials in Field Events

In accordance with the European Athletics Competition Regulations, all participants

in the field events (except high jump and pole vault) will be allowed four (4) trials.

9.4.2.1 Measurements

All field events will be measured by Electronic Distance Measurement (EDM)

system.

9.4.3 Track Events

Tracksuits shall be placed in baskets at the start, and these will be taken to the post-

event room for collection after the race.

9.5 Starter’s Commands

The starter’s commands will be given in English.

The starter’s command for the distances up to and including 400m and 4x400m relay are:

“On your marks” and “Set”.

For distances of 800m and over, the commands will be:

“On your marks”.

Nordic starting blocks will be used – for events up to 400m. These blocks have a false start

detection system and are linked to the false start console.

9.6 Timing

The official timing will be provided by TimeTronics and will be displayed on the official

electronic timing instrument and photo finish cameras provided by TimeTronics. For all

races of 800m or more, the elapsed time will be displayed on electronic timers located at

the end of each straight.

9.7 Leaving the stadium during the competition

An athlete may only leave the competition area when accompanied by a judge. The

intention has to be communicated to the Referee.

9.8 Leaving the stadium after the competition

After the competition, athletes leave immediately the infield through the mixed zone

where media interviews will be carried out.

9.9 Protests, Appeals

Protests are permitted and will be processed in accordance with IAAF Competition Rule

146.

In the first instance, protests must be made orally to the Referee by the athlete

himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests

concerning the result or conduct of an event shall be made within 30 minutes of the

official announcement of the result of that event (posted on the TIC information board).

Any written appeal to the Jury of Appeal must be signed by a responsible official on

behalf of the athlete and submitted to TIC within 30 minutes after the official

announcement of the decision made by the Referee.

When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If

the protest is unsuccessful, the deposit will not be returned.

The Jury’s decision will be provided in writing.

9.10 Doping Control

9.10.1 General Information

Doping control shall be conducted in accordance with IAAF Rules and Procedures under

the supervision of the European Athletics Technical Delegate. Both urine and blood

samples may be collected immediately before, and during, the Cup.

Athletes selected for doping control shall be informed by anti-doping officials. Athletes

will be required to sign a confirmation of notification. Athletes who are to be tested may

invite a team official to accompany them to the Doping Control Centre (DCC).

A selected athlete should report immediately to the DCC unless there are valid reasons

for delay. All selected athletes will be accompanied by a trained chaperone or Doping

Control Officer from the time of notification until arrival at the DCC. Athletes are

reminded that refusal to provide a sample can render them liable to disqualification and

may lead to further disciplinary action.

Athletes who are required to use prescribed medication for the treatment of a medical

condition should ensure that they have registered their medication, where necessary,

through the Therapeutic Use Exemption system prior to attending the event.

9.10.2 Selection of Athletes

The selection of athletes for control will be made on a final position and/or random basis

under the supervision of the European Athletics Technical Delegate. In addition, the

selection of further athletes may be ordered at the discretion of the European Athletics

Technical Delegate.

All athletes setting World or European records must report to the DCC to provide a

sample. Failure to provide a sample will result in the record not being ratified.

9.10.3 Additional Controls

Additional athletes, such as those achieving National Records who have not been

selected for doping control, may present themselves for testing. These athletes must

report to the TIC where they will have to complete the “Doping Control Request Form”.

They will then be escorted to the DCC.

The cost of this control is EUR 350, and will have to be paid for in cash on site by the

requesting club to the LOC.

10. Medical Services

10.1 General

The medical service is in charge of any medical assistance to the team leaders, the

competition organisation, the information personnel, the honorary guests as well as,

during the competition, to the spectators in the stadium.

In case of an emergency please contact the nearest medical aid station. Dr. Aylin

Çeçen Aksu is in charge of the medical service and can be reached on +90 532 424

4074.

10.2 Medical Services in the Hotels

For medical emergency situations an ambulance with a medical team (doctor and

paramedic) will be available on call for 24 hours a day.

10.3 Medical Care at the stadium

The stadium medical service is responsible for any problems concerning the athletes’

health. There is also a room for medical attention next to the finish line. The team doctor

has access to the medical service facilities when an athlete of his/her own team is injured

or is in need of other medical attention. There are also well equipped physiotherapy

facilities here. The stadium medical service is also responsible for first aid in the warming

up area.

There are two of first aid teams on the infield, supervised by a doctor.

10.4 Physiotherapy

A space will be reserved in the Warm-up Area for physiotherapy, where physiotherapy

tables, ice machines and ice bath will be available.

There are well equipped physiotherapy facilities in connection with the Medical Room in

the stadium. The physiotherapy rooms are equipped with massage benches and will be

open from 17 September 14:00 until 20 September 14:00. Please reserve treatments at the

TIC. The team physiotherapists and doctors may use the equipment in the physiotherapy

rooms in co-operation with the medical staff.

10.5 Insurance

The participating teams are responsible for taking out their own insurance to cover illness

or injury to any member of their team when travelling to and from European Athletics

competitions and during the event itself (European Athletics Regulation 610.12). Please

take the necessary steps to fulfil these requirements well in advance.

11. Security

Instructions given by the LOC, the security personnel and the police must be followed in

all areas, as well as during transport from one location to another.

The accreditation card must be worn at all times. If an accreditation is lost, this should be

reported immediately to any LOC information desk.

12. Social Programme, Opening & Closing Ceremonies

12.1 Welcome Dinner for Team Leaders

Welcome Dinner will follow the Technical Meeting on 18 September, and will be held in

the foyer of the Technical Meeting Room. The Team Leader and an official (a maximum

of two persons) per team are invited to attend the dinner. The guests are requested to

take the transportation at 19:30 from the hotels, which will also serve for the attendees of

the Technical Meeting.

12.2 Paid Sightseeing Tours

The LOC, in cooperation with a tourism agency, is prepared to meet any requests

regarding the sightseeing tours in the city. The tour should preferably be booked in

advance, via e-mail to [email protected] before the team travels to Istanbul,

but can also be booked at least six hours before the requested time of departure from

the hotel through the Information Desks at the hotels. The fee will be calculated

depending on the type of the vehicle, which is subject to the number of the guests. The

payment must be made in cash in Euros. Any museum visit that may require entrance fee

must be paid directly to the relevant ticket office. The transit time from the hotels to the

main attractions of the city, namely Sultanahmet district, may take up to, and more

during rush hours, one hour, and the same time to return.

12.3 Opening Ceremony

The Opening Ceremony will take place on Saturday September 19, commencing at

13:30. Two members of each team are requested to take part in the parade. Team

members taking part in the Opening Ceremony will gather at the track entry gate

adjacent to 100m start area at 13:15.

12.4 Victory Ceremonies

The victory ceremonies for the winning teams Men and Women will take place at the

competition venue, as a part of the Closing Ceremony, starting at 18:45. All teams must

be present as they will be presented commemorative trophies. The gathering will be at

18:40, at the track entry gate in the middle of the main tribune. Athletes must wear the

official team clothing for the ceremonies.

12.5 Closing Ceremony

The Closing Ceremony will take place at the competition venue immediately after the

competitions, and will include the victory ceremonies. The LOC will present

commemorative trophies to all participating teams. The Closing Ceremony includes

music and amusement infield. The dinner will be served at the hotels.

13. Departure

Teams will be asked to provide full travel details in the final entry system. Teams will also

receive a departure form, which should be completed and returned to the LOC

Information Desk in the hotel, at least 24hours before departure, especially if there are

any changes to the preliminary confirmed details.

Departure times of the shuttle buses from the hotel will be provided and displayed at the

hotel Information Desk.

All outstanding fees, charges and possible other expenses must be settled with the

cashier.
