Complex Engineering Services is pleased to submit this proposal for the design

documentation of Shamsa Children Village heating system, at Kabul Afghanistan.

COMPLEX ENGINEERING SERVICES understands the mission-critical nature of the

design and construction of the projects. Our ongoing projects throughout the region

translate into a unique ability to staff and supervise this project. We know how to move

people, equipment, and materials into the region based on over 6 years of experience

working alongside the different donors who are implementing projects in Afghanistan,

we have worked with USAID,UNOPS, PRTs, RCCs and US-ARMY CORPS OF

ENGINEERING.

We feel the best approach to successfully execute this project is to self-perform the work.

As such, through our performance on previous projects of similar size and complexity,

we have clearly demonstrated the ability to meet project budget, schedule, and quality

constraints.

COMPLEX ENGINEERING SERVICES has been designing educational, health, and

military facilities since 2006 and we have completed 12 design projects throughout

Afghanistan which had different structural system like concrete frame, steel structure,

CMU buildings, K-span buildings, 3D panel system buildings and road network and

bridges. In most of these projects that we have worked were the military compounds

throughout Afghanistan which consist of asphalt road, concrete road, footpath, helipad,

cargo handling area and airports, so COMPLEX ENGINEERING SERVICES has the

ability to easily come along with the best design of this project and is intimately familiar

with the standards of ministry of public work of Afghanistan, USAID PRTs etc.

requirements to successfully complete every component of these projects having already

delivered over $800,000.00 worth of educational, health and military Facilities

throughout the country. The key factor of (C.E.S) is that we have our own design team

in our main office in Kabul and self-perform the projects, we have 15 afghan design

professional engineer who have degree of licensed, masters in engineering and now

they are currently working in our projects in north-east of Afghanistan in our projects

which are 90% completed, so we are very keen to start working with Al-Jisr Charity as

this is very easy for us to come along with this kind of project because we have already

designed projects of the same complexity and size, so this is going to be very easy for us

as we have already close to the area.

Our design staff are equipped with most recent design software and update design code

of the time like AutoCAD 2012, AutoCAD Civil 3D, SAP2000, ETABS, SAFE, HAP,

RAM, STAD-PRO.

projects that best demonstrate our experience performing on projects similar in size and

scope to this project. Our execution strategy builds on our successful performance to

date for our client on numerous facilities.

COMPLEX ENGINEERING SERVICES have a long term capacity building policy, and

currently four to five trainees are being trained in our company by our design team, so

that they can be the future design engineer of Afghanistan.

Shamsa Children Village

1. Shamsa Children Village:

More than three decades of civil war in Afghanistan has left behind thousands

of children homeless that most of them are living in very bad situation on the streets.

There are many children who experience physical and mental abuse daily and most of

them under the age of 14. More than 30 per cent of children of primary school age are

working on the streets in Afghanistan and are often their family's sole breadwinners.

That means that millions of children are not going to school.

Child labor is also rampant, with many impoverished families selling their kids into

forced labor sexual exploitation, and early marriage. Some of the children, who can be

as young as 3 years old are overworked and are suffer from malnutrition and disease.

The lack Shelter is another big problem for the children in Afghanistan as the number

of the children are increasing day by day, so there is a sever need to provide them with

appropriate shelter for them to live in. Complex Engineering Services in close

coordination with Al-Jisr Charity will provide the design of heating system for the

existing buildings as well as the design of new building according to the international

codes and standards.

2. Design Personnel capabilities

Our large CES Kabul design office is led by Mr. Norrullah. He manages our staff in

the creation and adaptation of the project designs. His staff of engineers analyzes

local site conditions and the material and equipment we intend to procure. With

their previous and current expertise, having successfully designed numerous

facilities, the successful design of any

project is certain.

His design team is well versed in the

requirements and specifications

required by the International

Standards. Design submittals are

reviewed by our QC design section

against TO requirements. After

submission, we then incorporate any

changes from the client by answering

the clients’ comments. Our design capability is unmatched and has experience with

all major systems required to include airfields, pre-engineered buildings, CMU

buildings, temporary facilities, and 3-D shot-crete buildings. We have also

designed and installed all utilities production and distribution systems to include

wastewater treatment, water production, and high/low voltage power plants.

We have successfully completed over $300,000.00 design-build projects for USACE

in the last 5 years. We have the right in-house staff, subs to perform almost any

potential challenge this project would present us in the city.

In our review of our Design-Build capabilities for each type of project, we will show

how this team successfully completely similar type of your Campus project.

We have the right engineering staff to perform most of the tasks expected under this

project.

2.1 Architectural

We have successfully completed for all clients almost every type of building. We

designed and built barracks, DFACs, headquarter buildings, fire stations,

classrooms, toilets, aircraft hangars, maintenance shops, clinics, and many other

types of buildings. Our architects designed over 3 million square foot of buildings

for USACE and other client like USAID, GOA etc.

2.2 Structural

We have designed every type of structural system. We designed k-Spans,

Pre-engineered buildings (PEB), CMU, Truss system, 3-D Building system, concrete

structures, and even local clay brick structures.

2.3 Electrical and Mechanical Work

All buildings electromechanical design-build is being done in house. When we first

worked in Afghanistan 7 years ago, we could not find good electromechanical

design-build teams to come to Afghanistan. We had to establish our own to ensure

we meet tough client

2.4 Water and Sewage Systems

Our design of two ANA garrisons projects, illustrated our flexibility and capability

in water and sewage systems. In Farah and Nimroz we designed new water sources

(wells) with water networks to serve 2000 and 4000 personnel, respectively. Design

in Nimroz was challenging due to the variant terrain, however we were able to

maintain water pressure and flow throughout the system.

For sewage systems, the two garrisons differ; Farah has simple aeration lagoons for

treatment of waste water to serve the 2000 personnel. This simple construction

helped us complete the sewage system for project timeliness and is ideal for the

customer due to the hot climate of Farah province. Nimroz has been designed

differently; using an advanced packaged waste water system, which although is a

long lead item, will be beneficial due to the sites restricted area availability. The

difference in the two garrisons, demonstrates our capability and knowledge to apply

the right solution for the right project.

We use modern design software like EPAnet to analyze water network as we did on

ISAF KIA network and KMTC water network. EPAnet enabled us to model the

water system, test various scenarios, especially with the KIA fire water network and

overcome pitfalls before they occur when the water is critically needed. We were

able to size the various pumps, for pressure, flow, and size, valves, and even pipe

diameters. Our continued use of the right tools, water software and water

specifications, for design and construction proves us technically capable to address

any obstacles to deliver water and sewage networks.

2.5 Civil Work

Civil project to highlight our capability is the Shinari Erosion control retaining wall.

This project was constructed in order to divert an active drainage wadi around a

border post constructed in a drainage basin. We designed this project utilizing local

techniques with modern design philosophies. We incorporated local rock wall

construction with specialized gabion construction. The attached photo highlights

this critical project in an extremely remote area.

3. Technical Approach:

As per our company past performance and our staff experience in the design

field we have handled from small to large scale projects as you can see in our project

list, so this proves that we have created a system and management how to carry out

jobs and take responsibility to prevent any inconsistency during the design

management of the project. In order to work through a project complex engineering

services has got one design department one design QC department and one

submittal department. Each of these departments is being managed by our

professional and experienced managers working with us a long time. In design

department we have five sub departments like architecture department, structure

department, civil department, mechanical department and electrical department.

For team organization of each of these departments please refer to the team

structure as well as for QC department we have assign one experienced engineer for

every design department to check the design submittal before submitting it to the

client. And also for submittal department we have two individuals for printing and

preparing the submittal package and handing over to the client. Beside these

complex engineering services has a long term relationship with the survey team who

are working under the name free land Surveying & Engineering Co, and they have

provided us the different kinds of survey data for most of our project even they can

provide the survey data in most remote and dangerous areas of Afghanistan as well

as for geotechnical report we have considered GSMTL/Geo Scientific Material

Testing Laboratories, this company is also one of our customer and they are working

with us for a long time which is also one of the approved geotechnical company by

the US-ARMY CORPS OF ENGINEERS.

If we are awarded this project after the clearing of contract document with the client

we will take on hand the following tasks;

3.1 Topography Survey:

The first task in this project is to conduct a topographic survey of the project

site. These data consist of points inside the project which shows the easting,

northing, elevation and description of the points.

Using professional surveyor staff and utilizing professional survey equipment,

including GPS, Total Station and automatic/digital levels, we will conduct a full

topographical survey, develop primary survey controls and establish a control

points’ network along the project site based on National Datum benchmark to be

used. We will develop and set out the Preliminary alignment and verify whether it

suits actual field conditions. The alignment will be modified where necessary to give

the best possible grade to suit the existing terrain conditions, and minimize the

amount of cut and fill.

A traverse survey shall be carried out to determine X, Y coordinates. The elevations

(Z value) of the control points shall also be determined with reference to the existing

National Datum.

The permanent control points shall be concreted and center shall be a stainless steel

pin with 12 mm diameter. Each control points will be marked with its reference

number, date of construction, elevation and coordinates. These points will be

established at ground level in suitable ground conditions in location where they

shall not be disturbed by construction works and shall be maintained throughout

the contract period.

3.2 Geotechnical Survey:

Gathering site specific geotechnical information necessary to design and

construct the foundation and drainage structures on this project.

As previously mentioned GSMTL/Geo Scientific Material Testing Laboratories is a

company which is cooperating with us in different projects, so after the topography

survey we will send our team of geotechnical engineers to conduct the required tests

and samples. The following task will be carried out by the geotechnical engineers:

Existing geotechnical (e.g., surface and subsurface) conditions,

Subsurface exploration logs, location of exploration points, foundations

selected, soil bearing capacity, pavement design criteria (e.g., CBR values, K

Values), ground water levels, and road embankment and pavement

construction recommendations.

Materials (e.g., concrete cement, asphalt and aggregates).

Slope and rock stability evaluation, protection measures.

After carrying out the geotechnical investigation a geotechnical report will be

prepared and will be submitted to the client for approval.

3.3 Design Criteria:

The design criteria, standard and parameter for this project will be based on

international building code (IBC), American concrete institution (ACI), American

society of civil engineer (ASCE), international mechanical code (IMC), international

plumbing code (IPC) and Ministry of Public Works (MPW) Standards.

3.4 Design Software:

Using the recent version of (ASHRE, CARRIER HAP, ETABS, SAFE, SAP2000), for

design calculation and AutoCAD 2012 for drafting of drawings will be utilized in this

project.

4. Design development process:

Upon approval of topography survey and geotechnical report our design

engineer will start working the design of project. The design analysis will contain all

explanatory material giving the design rational for any design decisions which

would not be obvious to an engineer review the final drawings and specifications.

The design analysis contains the criteria for and the history of the project design,

including criteria furnished by the engineer, letters, codes and references.

Design phase review comments and actions assigned to the designer will be included

with each submission package. Specific requirement for the design analysis, listed

by submittal phase are contain hereinafter.

4.1 Design calculation:

The design calculation report shall be provided with each submission of the

package. The report will contain structural calculation of road pavement, hydraulic

calculation of culvert, bridge and road site ditches, structural calculation of bridge.

The report will be organized and presented in a clean and legible format

incorporating a title page index for each volume. A table of contents, which shall be

an index of the indices, shall be furnished when there is more than one volume. The

source of loading condition, supplementary sketches, graphs, formulae, and

references shall be identified.

4.2 Design Submittals:

35% design submittal requirement:

After the completion of the geotechnical report topography survey, we will develop a

preliminary site plan, so our 10% design submittal will be consisting of the following

items:

5- Architectural plans

65% design submittal requirements including incorporating of 10% submittal comments

1- Revised geotechnical report as per client comments at, scope of work, code and

standards.
