For DRAFT AIR EMISSION PERMIT NO. 15700015‐012
This technical support document (TSD) is intended for all parties interested in the draft permit and to meet the requirements that have been set forth by the federal and state regulations (40 CFR § 70.7(a)(5) and Minn. R. 7007.0850, subp. 1). The purpose of this document is to provide the legal and factual justification for each applicable requirement or policy decision considered in the preliminary determination to issue the draft permit. 1. Contact: Ron Koller 651‐345‐8005 1.2 Facility Description Federal‐Mogul Corporation Powertrain Systems (Federal‐Mogul) owns and operates a foundry in Lake City, Minnesota. The facility consists of separate gray iron and aluminum foundry operations, supporting machine operations, and natural gas‐fired boilers. The raw materials consist entirely of refined and scrap metals, and scrap generated from in‐house machining operations and various materials for mold making. The gray iron foundry is dedicated to making sleeves, rather than pistons.
Federal‐Mogul operates the gray iron foundry with six induction furnaces with a combined rated capacity of 21.41 tons of metal melted per hour. Other equipment at the facility includes a seven‐ton holding furnace for storing molten gray iron, a high pressure pouring and cooling line rated at 125 molds per hour, sand muller, sand silos and three centrifugal casting lines. In addition, for the aluminum foundry, the facility operates the central melting furnace, holding furnaces, and casting and heat treating ovens.
The main sources of air emissions are Particulate Matter (PM), PM less than 10 microns (PM10) and Nitrogen Oxides (NOX). The facility operates under an individual State permit and is an area source under National Emission Standards for Hazardous Air Pollutants (40 CFR pt. 63).
1.3 Description of the Activities Allowed by this Permit Action This permit action is for two Major Amendments and an Administrative Amendment. One major amendment (DQ 4517) will add an emergency generator (EU192) to the facility with its own associated stack (SV053). The engine will run on diesel fuel, not have control equipment and be used for emergency use only.

The second major amendment (DQ 4622) will re‐route emissions from machining lathes (EU052‐055, 079‐081) to the baghouse CE016 (SV039). These lathes were previously controlled by baghouse CE015 (SV030). No permit limits will be revised by this change and thus, no previously modeled parameters will be affected. In addition, EU050 and EU051 (Casting Cutting Stations 1‐4 and 1‐5) and EU077 and EU078 (Casting Cutting Station 2‐4 and 2‐5) will be removed.
The administrative amendment is for a 120‐day extension on the SV041 performance test for PM2.5. The extension moved the due date to on or before November 13, 2010. The test was conducted November 9‐11, 2010. The most recent test for PM, PM10, PM2.5 and opacity at SV041 was conducted February 24, 2011.
Additional changes to the permit include removing requirements for tasks that have been completed, and updating Title I conditions to reflect the fact the facility operates under a State individual permit. Since the facility is no longer a Pt. 70 permit, all citations referencing CAM no longer are applicable. As CAM no longer applies, GP010 will be removed from the permit and associated items from GP010 will be moved to GP002 (fabric filters, non‐CAM). Collection and capture efficiencies at GP002 will be combined into overall control efficiency limits. The requirements at GP004 were combined into GP002 and GP004 was removed. The previous permit contained a schedule of compliance (Table C) to certify hoods at the facility. This schedule ran from 2009 to 2011, so these requirements can also be removed. The general provisions from 40 CFR pt. 63, subp. A that are applicable to 40 CFR pt. 63, subp. ZZZZZ have been added to GP013. The general provisions applicable to 40 CFR pt. 63, subp. ZZZZZZ have been added to GP014.

2. Regulatory and/or Statutory Basis New Source Review Federal‐Mogul is one of 28 source categories listed in the Prevention of Significant Deterioration (PSD) rules that are classified as major sources, if the potential‐to‐emit (PTE) is equal to or greater than 100 tons per year (tpy) of any single regulated pollutant. Title I Condition limits were established in 2000 before the facility became a major source. PTE was revised during permit action ‐011 resulting in all regulated pollutants being below 100 tpy; therefore the facility is a non‐major source under New Source Review (40 CFR § 52.21). This permit action does not change the facility status under NSR. Part 70 Permit Program The limited PTE of all Pt. 70 regulated pollutants are below the 100 tpy threshold; therefore the facility is a non‐major source under the Pt. 70 program. Existing limits in the permit to avoid major source and modification under 40 CFR § 52.21 were updated to also avoid classification as major source under 40 CFR § 70.2. New Source Performance Standards (NSPS) The proposed emergency engine (EU192) is subject to New Source Performance Standard subp. IIII: Stationary Compression Ignition (CI) Internal Combustion Engines (ICE). National Emission Standards for Hazardous Air Pollutants (NESHAP) The proposed emergency engine (EU192) is subject to NESHAP subp. ZZZZ: Stationary Reciprocating Internal Combustion Engines (RICE). Compliance Assurance Monitoring (CAM) This is an individual State permit so CAM does not apply to the facility. All CAM citations effective from permit no. 15700015‐010 that were no longer applicable as of the issuance date of permit no. 15700015‐011 were removed from the permit in this permit action (‐012). Environmental Review & Air Emissions Risk Analysis (AERA) An Environmental Assessment Worksheet (EAW) is not required for this permit action, and the Permittee is not required to perform an AERA. Minnesota State Rules Portions of the facility are subject to the following Minnesota Standards of Performance:

Technical Information Federal‐Mogul will install an emergency generator (EU192) with its own stack (SV053) and no associated control equipment. The engine will run on diesel fuel and be used for emergency purposes only. The engine will be subject to New Source Performance Standards (NSPS) for Stationary Compression Ignition (CI) Internal Combustion Engines (ICE), State Performance Standards for Stationary ICE and National Emission Standards for Hazardous Air Pollutants (NESHAP) for Stationary Reciprocating Internal Combustion Engines (RICE). The emergency engine will comply with the applicable NESHAP standard by demonstrating compliance with the applicable NSPS requirements. The engine’s rated capacity is 530 hp and is model year 2013 which qualifies it as a Tier 3 engine per Table 1 of 40 CFR Section 89.112(a).
The administrative amendment application included with this permit action was for a 120‐day extension on the performance test for PM2.5 on SV041 (CE018). The extension moved the test due date from July 16, to November 13, 2010. The most recent performance test for SV041 was conducted February 24, 2011. Other performance test dates, frequencies and future test dates for SV030, SV039, SV041 and SV045 are shown below in Table 5. Performance test dates in the permit have been updated to the frequencies and due dates shown below. Test frequency plan requirements for initial PM2.5 tests were removed. The performance tests below included verification of PM2.5 emission rates. With this permit action, PM2.5 limits will be added to the permit at the SV levels listed in Table 6 giving a 10 % buffer above the verified results from the PM2.5 tests.

A notification of compliance for NESHAP subp. ZZZZZZ was received July 9, 2009. The applicable requirements for this NESHAP were placed in the permit during the last amendment (‐011). The compliance trigger date (June 27, 2011) requirement will be removed during this permit action.
Federal‐Mogul is also re‐routing seven machining lathes (EU052‐055, 079‐081) from CE015 (SV030) to CE016 (SV039). Permit limits at SV030 and SV039 will not be affected by this change and there are no changes to any previously modeled parameters in permit Appendix D.

Requirements and citations at the Total Facility level of the permit were updated to current MPCA practice. Federal‐Mogul’s permit type went from Federal Pt. 70/Major for NSR in permit action ‐010 to an individual State in permit action ‐011. Title I conditions in the permit to avoid major source status and modification under 40 CFR Section 52.21 and Minn. R. 7007.3000 are being updated to include limits to avoid major source status under 40 CFR Section 70.2 and Minn. R. 7007.0200 in the citations. None of the permit limits are being changed. Also Title I conditions to avoid only a major modification under 40 CFR Section 52.21 and Minn. R. 7007.3000 will now avoid major status under 40 CFR Sections 52.21 and 70.2. None of these permit limits are being changed either.
Federal‐Mogul first became a major source under 40 CFR Sections 52.21 and 70.2 and initially took limits to avoid a major modification under the federal Prevention of Significant Deterioration (PSD) program and thus, avoid the need to conduct a Best Available Control Technology (BACT) analysis with that permit action. (See discussion in permit 15700015‐002 TSD) The facility production limit established in PER002 of 121,680 tpy was reduced to 65,000 tpy in PER008 in order to show compliance with National Ambient Air Quality Standards for PM10.
Also, as part of becoming a State permit and no longer being a major source under 40 CFR Section 70.2 the Compliance Assurance Monitoring (CAM) requirements from 40 CFR pt. 64 are no longer applicable. All citations referencing CAM (i.e., 40 CFR pt. 64) were removed from the permit. Since CAM no longer applies to this facility, GP010 will be removed from the permit and associated items under GP010 will be moved to GP002 (non‐CAM fabric filters). The previous permit contained capture and collection efficiencies for fabric filters in GP002 and 010. This permit will combine the two efficiencies into an overall control efficiency for each fabric filter by multiplying the capture and collection efficiencies. (i.e., control efficiency = capture efficiency * collection efficiency) The resultant control efficiencies for GP002 are shown below in Table 6.
The permit contained a schedule of compliance in Table C to certify the hoods at the facility. This hood certification was to run for three years from 2009 to 2011. Since this has been completed, the associated permit requirements are being removed.
3.1 Calculations of Potential to Emit and Emissions Increase Analysis Potential‐to‐emit (PTE) calculations for the emergency generator are included in Attachment 2 to this TSD. PTE for greenhouse gases (GHG) were provided with the application for permit ‐011 and included again with the application for permit ‐012. As GHGs were not regulated pollutants at the time of permit ‐011 issuance the PTE data was not entered in the facility description at that time. All PTE for GHG (including CO2, CH4, N2O and CO2e) will be entered into the facility description with permit ‐012 and reflect the global warming potentials as revised in the November 29, 2013 Federal Register. 3.2 Dispersion Modeling Federal‐Mogul’s permit contains the following language triggering the need for modeling.
For changes that require a minor, moderate, or major permit amendment and affect any modeled parameter or emission rate documented in Appendix D, a Remodeling Submittal requirement is triggered.
Federal‐Mogul was in contact with MPCA staff via email correspondence and phone conversations and determined that modeling would not be required for the following reasons:
The proposed generator does not affect the original modeled parameters or emission rates.

Emergency generators, per MPCA modeling guidelines, do not normally require modeling. EU192 will operate under Best Management Practices (BMPs) for emergency generators.
3.3 Monitoring In accordance with the Clean Air Act, it is the responsibility of the owner or operator of a facility to have sufficient knowledge of the facility to certify that the facility is in compliance with all applicable requirements. In evaluating the monitoring included in the permit, the MPCA considered the following:
the likelihood of the facility violating the applicable requirements; whether add‐on controls are necessary to meet the emission limits; the variability of emissions over time; the type of monitoring, process, maintenance, or control equipment data already available for
the emission unit; the technical and economic feasibility of possible periodic monitoring methods; and the kind of monitoring found on similar units elsewhere.
The table below summarizes the monitoring requirements associated with this amendment.

Monitoring based on MN Performance Standard for Control Equipment is adequate to have a reasonable assurance of compliance (daily, periodic inspections and corrective actions). All situations warranting corrective actions are deviations. The Permittee shall report the deviations in the semiannual deviations report.

These are listed in Appendix B to the permit. Space heaters that previously qualified as insignificant activities under Minn. R. 7007.1300, subp. 3.A will now qualify under Minn. R. 7007.1300, subp. 3.I.

The permit is required to include periodic monitoring for all emissions units, including insignificant activities, per EPA guidance. The insignificant activities at this Facility are only subject to general applicable requirements. Using the criteria outlined earlier in this TSD, the following table documents the justification why no additional periodic monitoring is necessary for the insignificant activities affected by this modification.

For these space heaters, based on the fuels used and EPA published emissions factors, it is highly unlikely that it could violate the applicable requirement. In addition, these types of units are typically operated and vented inside a building, so testing for PM or opacity is not feasible.
3.5 Permit Organization In general, the permit meets the MPCA Delta Guidance for ordering and grouping of requirements. One area where this permit deviates slightly from Delta guidance is in the use of appendices. While appendices are fully enforceable parts of the permit, in general, any requirement that the MPCA thinks should be electronically tracked (e.g., limits, submittals, etc.), should be in Table A or B of the permit. The main reason is that the appendices are word processing sections and are not part of the electronic tracking system. Violation of the appendices can be enforced, but the computer system will not automatically generate the necessary enforcement notices or documents. Staff must generate these.
Another area that deviates from the guidance is in the use of groups where the requirements in the group apply to the members of the group individually. This was done in order to shorten the permit and where no testing or tracking specific to a unit is in the permit (thereby reducing the likelihood that there where will be further unit‐specific requirements later). 3.6 Comments Received to be completed after public notice and EPA review Public Notice Period: ‐ EPA 30‐day Review Period: ‐ Comments were received from the public during the public notice period. Attachment 3 to this TSD contains the MPCA’s assessment of Application and Additional Points used to determine the permit application fee for this permit action as required by Minn. R. 7002.0019. The permit action includes three permit applications, of which all were received after the effective date of the rule (July 1, 2009). Additional points include reviews of applicable NSPS subp. IIII (10 pts.) and NESHAP subp. ZZZZ (10 pts.). 5. Conclusion Based on the information provided by Federal‐Mogul Corp Powertrain Systems, the MPCA has reasonable assurance that the proposed operation of the emission facility, as described in the Air Emission Permit No. 15700015‐012 and this TSD, will not cause or contribute to a violation of applicable federal regulations and Minnesota Rules.
