Larry Beasley is gepensioneerd Co-Director of Planning van de Canadese stadVancouver. Hij ismet talloze onderscheidingen bekroond, waaronder de Kevin LynchPrize van hetMassachusetts Institute of Technology. Beasley is actief alsDistinguished Practice professor aan de University of British Columbia en SimonFraser University, en is Special Advisor on City Planning voor de regering van hetemiraat Abu Dhabi.

Gedurende dertig jaar heeft Larry Beasley in publieke dienst gewerkt aan de ontwikkelingvan Vancouver: een stad die wereldwijd als het voorbeeld van een open, aantrekkelijke enleefbare stad wordt gezien.

Er zijn opvallende parallellen tussen de ambities van Rotterdam en de resultaten vanVancouver: de binnenstedelijke verdichting door hoogbouw, gezinnen verleiden te blijven ofte komen, inzet op de kwaliteit van de publieke ruimte en duurzaamheid als leidendprincipe.De wijze waarop publieke en private partijen samen aan deze doelstellingen werken inVancouver is voor de Van der Leeuwkring een belangrijk motief om Larry Beasley uit tenodigen.

Tijdens zijn bezoek wordt Beasley bekend gemaakt met de Rotterdamse situatie, zowel inde stad als in de plannen. Hij wordt in gesprek gebracht met plannenmakers, bestuurders,bewoners, ontwerpers en ontwikkelaars.

De Van der Leeuwkring heeft Beasley gevraagd zijn ervaringen van 30 jaar Vancouverte verbindenmet zijn observaties en bevindingen in Rotterdam.Die vraag beantwoordt hij in zijn key-note, op de Dag van der Leeuw,Maandag 28 september in Hotel New York.

Larry Beasley in Abu Dhabi

Living firstNet als Rotterdam nu, stond Vancouver 25 jaar terug voor deopgave haar binnenstad te verlevendigen. Meer gebruik, meerdiversiteit en meer dichtheid. Met de Living First strategie is dezeambitiemeer dan ingelost. De cijfers spreken voor zich.

1986: 43.000 residents1991: 47.000 residents1996: 62.000 residents2008: 91.000 residents2021: 120.000 residents

Bijzonder aan de Living First strategie is dat het zich richt opprogramma (voorzieningen), buitenruimte-ontwerp en richtlijnenvoor het ontwerp van de bebouwing. Die zijn in samenhang metelkaar ontwikkeld. En noodzakelijkerwijs ook in samenhangtussen publieke en private partijen en ontwerpers. Ervaringen enreferenties zijn gedeeld en er zijn lessen getrokken uit eerdereprojecten. Die zijn vertaald in ontwerprichtlijnen of principes.Iedereen werkt aan hetzelfde toekomstbeeld. Het beeld vanVancouver bestaat niet zonder het achterliggende proces.

In the early 1990s, Vancouver’scity council adopted a newCentral Area Plan based on a“living first” strategy, rezoningeight million square feet fromcommercial to residential areasand turning over old railroadsalong the waterfront for housing.The strategy pushes for housingintensity, insists on housingdiversity, builds coherent ,identifiable neighborhoods, andfosters regional architecturalprinciples. Central area plannershave depended on the traditionalrelationships between the street,sidewalk, building wall, andamong buildings to make highdensities work.(Beasley, 2005)

Thema’s

Diverse stadWaar Rotterdam de concurrentie met Barendrecht enBergschenhoek voor een deel van de markt vooralsnogverliest, is Vancouver de competitie aangegaan. Doornauwkeurig in kaart te brengen welke kwaliteiten nodigzijn, en door daar vervolgens consequent aan te wer-ken. Door te bouwen aan buurten en voorzieningenwordt een aantrekkelijk woonmilieu aangeboden.De woningen zelf zijn aantrekkelijk voor een brederedoelgroep, door ontwerp op basis van marktonderzoek,ontwerpstudies en de vertaling daarvan in ontwerpre-gels. Elk project is ontwikkeld met 20% sociale sector en25% huizen voor families. Menging vindt plaats op elkeschaal.

Twelve basic principlesfor Family-housing, regarding:

- access to recreation- project size- contextual design- clear definition of private andsemiprivate space

- privacy- pedestrian routes- active open space- specified play areas- safety and supervision- community identity- unit size- interior layout

The underlying theme inVancouver’s strategy is to bringout the competitive advantagesof the urban lifestyle inpreference to a suburbanlifestyle. To truly make theresidential city a reality, the citymust succeed at the intuitivelevel of lifestyle choice. Part ofthe strategy is obvious: to try tocreate an attractive surrogate forthe single-family dwelling in thesingle-family suburb. Therowhouse-initiative typifies this.More than 600 new rowhousesginger the mix of downtownhousing, generally in projects thatalso include apartments intowers. Whether the probleminvolves children or a dog, fear ofheights, preference for a privatefront door or garage, or a need forbasement storage, therowhouses are a great solution.Many families with children, forthe first time, see the practicalchance to move back downtownbecause of this option.(Beasley, 2005)

Skyline en streetlifeLe Corbusier meets Jane Jacobs in Vancouver.Verdichting in de stad wordt georganiseerd met hoog-bouw, maar tegelijkertijd wordt op straatniveaugewerkt aan stedelijkheid. Kenmerkend resultaat quavorm zijn slanke torens op mooi geschaalde bouwblok-ken met straatwanden van drie verdiepingen.Door middel van een serie design guidelines ontstaat destad in deze vorm. Rotterdam kent een vergelijkbareaanpak op het Wijnhaveneiland, met als meest recenteontwikkeling The Red Apple.

One of the most innovativeconceptual emphases in thedesign guidelines was theongoing concern withneighbourhoods, human scale,and urbanity. As this concernevolved in detailed discussionsbetween planners, architects,and developers, a newarchitectural form emerged: thetower block with two- and three-story townhouses at street level.(Beasley, 2005)

What is also unique is that thehigh-rises are grouped arounddesignated, longer-term publicview corridors that help maintainthe relationship between thehigh-rise downtown and themountain backdrop.(Beasley, 2005)

VoorzieningenAls je de stad aantrekkelijk wil maken, moet je bouwenaan haar voorzieningen. Vancouver werkt actief aan par-ken, scholen, kinderdagverblijven, buurtvoorzieningen,bibliotheken en cultuurvoorzieningen in de buurt.Investeringen hierin komen ook van private partijenvoordat de projecten opgeleverd zijn. De stedelijke cul-turele voorzieningen worden met zorg begeleid in hungroei en ontwikkeling.

Perhaps the most transferableand therefore important lessonfor other cities in the Vancouverexperience is that thedevelopment community haslearned that certain ‘quality of lifeamenities,’ while costing more tobuild, result in an upwardspiralling of market demand andof local appreciation of suchurban environments and that,over time, the bar seems to beirreversibly raised. Creating thisclimate of social learning for thedevelopment community mustbe attributed to the institutionalchanges introduced in 1974 andbeyond (the new DevelopmentPermit Board and Urban DesignAdvisory Panel) and to sustainedcommitment of two remarkabledirectors of planning.(Sandercock, 2006)

De duurzaamheidsagenda wordt doorLarry Beasley nog veel verder getrokken in zijn werkvoor Abu Dhabi.

The new plan for Abu Dhabi Cityis driven by an environmentalprotection agenda: we call it the‘green gradient’ of protectedplaces; channelling developmentto less sensitive places;preserving the water-basedislands and the desert fingers. Itshapes development into twointensive and mixed- use focalpoints, surrounded by urbanneighborhoods and ‘eco-villages.(Beasley, Price Tags, 2007)

Vancouver is not nearly as farahead as we think on theenvironmental agenda. ForExample, little Abu Dhabi hasdevelop and is implementing amodel community for 100.000people that will be carbon neutraland sustainable on manygrounds. Can we match that kindof initiative?(Beasley, Price Tags, 2007)

Procesontwerpers en ontwikkelaars

Centraal in de werkwijze van Beasley in Vancouvermaar ook in Abu Dhabi is het organiseren van hetgesprek tussen publiek en privaat, tussen ontwerpersen ontwikkelaars. Ontwerpen, onderzoeken en onder-handelen zijn onderdelen van een gezamenlijk proces.

Here is perhaps the heart of the Vancouver story: over threedecades of public debate and slow gestation processes forofficial development plans, during which intensive designnegotiations were undertaken, a unique local planning anddesign culture has evolved in which not only public-sectorplanners but also designers working for private firms havebeen socialized into a vision for Vancouver of livability andcivility, safety and vitality, and have worked collectively togenerate the design and planning tools to create such a city.

I’m talking about becoming your own hardest advocate forquality. Not just being driven by the numbers but letting thequality set the numbers.

I’m talking about conceiving your project as much from thecontext as from the marketing program.

I’m talking about multiple expertise and consciousness.Knowing about sustainability and green building practices;knowing about social development and publicinfrastructure; knowing about zoning tools to augment yourproject.
