CONCEPT:

The society and culture of Pakistan comprises numerous diverse cultures and ethnic

groups. But unfortunately over the years it has been noticed that the influential media

and the development race of towards the MDGs is contributing to the recession of the

involvement of the youth in own culture, it has also contributed to the degradation of

the individual interest in own heritage and a remarkable increase in the exposure to the

outer glimmering world.

It is undoubtedly a moment of concern that the youth of Pakistan is losing interest in

own heritage, in the beauty of own sunrise, the musky smell of own soil, the shine of

own moon nights and of course the wrinkles of own people developed over the years.

It is also a pity that in the race of developing over the years we have run too fast in the

race that we left behind those who still dwell in the under developed zones, the far-

flung areas of Pakistan. We even forgot that educating them is essential as well.

Considering both the facts the Juvenile Dignitaries landed up with the project

TEHZEEB.

Tehzeeb is basically aimed at utilizing the idea of cultural revival for provision of

education to the needy suppressed future of Pakistan, the street kids.

The aims defined by behind the Tehzeeb are as follows:

REQUIREMENTS:

Tehzeeb as a project has no prerequisites except for one that is

WILLING INDIVIDUALS

As the success of the project is solely dependent upon the affection that the

individuals are willing to pay to Tehzeeb which aims at showcasing the originalculture of Pakistan and Educating the deprived lot around.

Background of the Educational system and Educational Institutes of Baluchistan

Balochistan is home to the largest number of school buildings that are falling apart. It

also has the least number of educational institutions, the lowest literacy rate among

both males and females, the lowest ranking in the Gender Parity Index (GPI) and the

smallest presence of private educational institutes in the country, according to the

recently issued National Economic Survey (NES). According to the survey, 8.6

percent out of the 10,381 educational institutions in the province are in a 'dangerous'

condition. About 24.7 percent of these need major repairs while 36.6 percent require

minor repairs. Only 30.2 percent are in satisfactory conditions. About six percent of

the schools in Balochistan do not have buildings, nine percent lack electricity, 12

percent are devoid of clean drinking water and 11 percent are without proper latrine.

According to the Economic Survey of Pakistan (2009-10) Balochistan lags behind in

terms of the literacy rate, which is 46 per cent as compared to 59 per cent in Punjab,

Page 7: Tehzeeb . a Project by JD

56 per cent Sindh and 49 per cent in Khyber Pakhtunkhwa. The Gender Parity Index

(GPI), as defined in the Economic Survey of Pakistan, is the ratio of females’

enrolment to the males’ enrolment. A GPI of more than one indicates that in

proportion to every male in the school, there is more than one female”. The GPI index

score for Balochistan is 0.35 which is lower than Punjab (0.69), Sindh (0.61) andKhyber Pakhtunkhwa (0.49).

As part of the gender divide in education, there is a vast difference in the literacy rate

between the urban and rural areas of Balochistan. These unequal divides on the basis

of gender and area suggest that a sizable portion of the population has not been given

the opportunity of obtaining education and is thus not fully active in the process of

development.

The recent phase of unrest that started with the murder of Nawab Akbar Bugti in 2006

took an ugly turn when the teachers came under attack and many were killed. These

killings had associated chain reactions. Teachers who came from other provinces

suddenly found they were unsafe and started applying for transfers. According to one

estimate more than 70 faculty members of the University of Balochistan have

submitted transfer applications. This is a huge number given that there are only 200

faculty members in all. A sudden and en masse departure of qualified faculty will

have a serious effect on the quality of education.

Besides the university, a number of colleges are now also closed. The school system

has stopped working, for even those that remain open are practically dysfunctional

because of the absence of faculty members and very low student attendance.

This is a disturbing situation that has a direct impact on Balochistan’s younger

generation. Long closures of educational institutions, the sudden departure of qualifiedfaculty, the very intolerant attitude towards other ethnic groups and a threatening

environment on campus will have a negative impact on the academic scene.

Balochistan, which is already lagging behind in terms of development, needs

innovative initiatives to cope with the educational challenges of quantity, quality and

fair distribution on the basis of gender and the rural-urban divide. Such initiatives

were launched a couple of decades ago with the help of foreign funding agencies and

had some positive outcomes for students and teachers. All of them have now,

unfortunately, come to a halt.

The local teachers and students have tremendous potential. What they need is

exposure to quality education and professional experience. It is through education that

Balochistan can realise the dream of sustainable socio-economic development that

promises enhanced political awareness and a creative means for exploring the freedom

of expression and ideas. But education that ensures such dreams can take place only

on campuses with peaceful classroom interactions, where disagreement can be shown

in an agreeable manner and where teachers are respected and considered important.

Some Facts and Figures :

The Province is Sub-Divided into 30 Districts .

Districts with lowest literacy Rates are :

  Mushakhel –  14 %

  Nasirabad – 15 %

  Kohlu – 17 %

  Jhal Magsi – 17 %

  Kharan – 19%

  Awaran – 20 %

  Killa Saifullah – 24 %

  Jafferabad – 25 %

90 percent of the Rural Females are illiterate .

Almost All districts have literacy Rates below 50 %.

Project Tehzeeb was voluntarily started from the Captial of Baluchistan , Quetta . Just

a few Km’s away from the city we targeted one of the slums by following the kids

who used to pick up waste from roads . 10 families are residing in that area and we got

22 kids both male and female and by getting voluntary donations and arranging fund

raisers we got all their kids into the nearby school, provided them with uniforms ,

books and paid the school fee of 6 months . The total cost per kid per month is 500

and it varies from area to area . Getting them into schools is not the tough part but the

problems being faced here is to sponsor them in the long term . The number of kids

are increasing day by day as people are getting to know of Tehzeeb so every singleperson here would want us to admit their kids in to schools and help them in getting

Education . As mentioned above in the long term targets we will be arranging and

working on training programs plus we are in contact with young volunteers who are

willing to teach in the primary schools for free .
