The Canadian Meat Council will be holding a Technical Symposium on Animal Care and Handling at the Sheraton Gateway, Toronto Airport, September 30 - October 1, 2010. The symposium will address the best practices for the treatment of animals during transport and at slaughter. Several respected speakers from Europe, the United States and Brazil will highlight initiatives in animal welfare currently used in those countries in the production of pork, beef, ovine and poultry. CANADIAN MEAT COUNCIL PRESIDENT

At the annual general meeting on Thursday, May 6, 2010 Mr. Brian Read was elected as the new President of the Canadian Meat Council. Brian is the Vice-President Non-Fed Sales and Government Relations for XL Foods Inc. in Edmonton. A 38-year veteran of the meat industry with considerable experience in the plant production of beef, pork and poultry, this is Brian’s third term as CMC President. His first term was in 2003, followed by a second in 2004 and now a third in 2010. As one of our most active directors on the board for the past 13 years, Brian has served on the beef and technical committees and as Vice-President in both 2001 and 2002. He began his career with the former Kitchener Packers and then moved on Schneider’s. He went on to work in sales and marketing, procurement and quality assurance with Levinoff-Colbex where he was appointed general manager in 2002. Since late 2009, Brian Read has been working for XL Foods Inc. as their Vice-President Non-Fed Sales and Government Relations.

ANNUAL GENERAL MEETING

2010 Budget The 2010 Canadian Meat Council budget was passed by the members. The membership fee structure is as follows: Regular Member Meat packers and processors operating plants registered under the Canada Meat Inspection Act and Regulations or an equivalent federal legislation of a foreign government recognized by Canada. The annual membership fee is based on a formula involving the number of all employees in a company, including production, administration, sales, etc. Annual fees are $34 per employee. The minimum is $3,570 if there are fewer than 106 employees. The maximum annual fee is $94,000. Regular member fees are invoiced quarterly around the start of each quarter. Associate Member A firm supplying goods and services to the regular members such as ingredients, casings, packaging, equipment, trading services, sanitation supplies, consultants and financial institutions. The associate member annual fee is $3,570 per firm, invoiced quarterly around the start of each quarter.

ANNUAL CONFERENCE

The 2010 Annual Conference was held at the Fairmont Empress Hotel in Victoria, B.C. Despite recent challenges faced by the industry, attendance at the conference was high and participants were very satisfied with their conference experience. The support of conference sponsors was vital to the success of the conference. Conference sponsors are listed on the following pages. In addition, meats were donated by the following companies: Donald’s Fine Foods; Freybe Gourmet Foods and XL Foods Inc. The conference’s Product Tasting Reception boasted four exhibitors: Beef Information Centre, Griffith Laboratories Limited, Freybe Gourmet Foods/Gridpath Solutions Inc., and Viscofan Canada. We plan to continue to grow this popular event in future years, and encourage all members to participate! Award Recipients Honourary Member Honourary membership recognition was presented to Bill Mulock for his significant contributions to the Canadian meat processing industry. As President and CEO of Tasty Chip Steak Products and an active member of the Canadian Meat Council Board of Directors for many years—including two terms as CMC President, Bill is highly deserving of the Honourary Member recognition. President’s Award The President’s Award is presented to an individual for outstanding service to, and support of, the Canadian Meat Council. The 2010 recipient was Jack Pemberton, Chairman of the Board of Pemberton & Associates Inc. Jack joined the Pemberton family business after the war ended in 1945 and since then, his leadership and investment in new technologies, together with his unwaivering support for his employees has allowed Pemberton & Associates Inc. to become a resource for Canadian food processors far beyond the meat industry.

Scholarship Recipients CMSA/Percy Gitelman Memorial Scholarship The recipient of this scholarship was Alain Doyen, a PhD student at the Université Laval. His current research is in the area of Food Sciences, and concerns the production of natural antimicrobial protein molecules using electro dialysis and the replacement of synthetic food additives in meat products. This scholarship comes with a $3,000 cheque, with equal contributions from the Canadian Meat Science Association, Newly Weds Foods Co., and the Canadian Meat Council Associate Members. Canadian Meat Council Associate Members Scholarship This scholarship was awarded to Eric Pouliot. He is currently enrolled in the PhD Program in the Department of Animal Science, Université Laval. His research focuses on optimizing the tenderness of lamb meat using postmortem events and processes. He was awarded a $3,000 cheque from the Canadian Meat Council Associate Members. 2011 Annual Conference Next year’s Annual Conference, the Canadian Meat Council’s 91st, will be held May 4-6, 2011 in Halifax, Nova Scotia at the Halifax Marriott Harbourfront Hotel. GOVERNMENT RELATIONS House of Commons Committee Business Your Canadian Meat Council staff attended several meetings of the House of Commons Standing Committee on International Trade that focused on the Canada Columbia Free Trade Agreement and the Canada EU Free Trade Agreement. In addition we attended as observers the June 10, 2010 House of Commons Standing Committee on Health meeting in Ottawa where representatives from Health Canada and the Public Health Agency of Canada were witnesses. They provided updates on the implementation of the recommendations of the Weatherill Report of the 2008 Listeriosis Outbreak. It is important that your Canadian Meat Council staff be present at these meetings. Not only does it provide an opportunity to chat briefly with Members of Parliament before and after the meetings, but it offers the opportunity to observe the dynamics of the meetings and better understand the motives of the various political parties that are present. We believe that it also sends a message to the Members of Parliament on the Committees and to the witnesses there that the Canadian Meat Council cares enough about them and the issue to take the time required to be physically present at the meeting. It takes a long time to build the trust of the Committee members and to be known by them and the Canadian Meat Council has been doing this now for several years. We are continually monitoring the schedule of events for the upcoming House of Commons and Senate meetings. Jacques Pomerleau, Executive Director of Canada Pork International appeared as a witness on the afternoon of Thursday, June 17, 2010. His testimony follows: Mister Chairman, Honourable Members of Parliament, Canada Pork International is the export market development agency of the Canadian pork industry. It is a joint initiative of the Canadian Pork Council and of the Canadian Meat Council.

Its membership includes the national and provincial associations of hog producers as well as federally registered pork packing establishments and trading companies. It should be noted than more than 50 % of the pork produced in Canada is being exported. Canada is the world’s third largest pork exporter, accounting for 20% of world pork trade. In 2009, Canadian pork exports to over 100 countries amounted to more than 1 million tonnes, worth $2.6 billion. Our industry is quite proud of the fact that it has been able to achieve an effective market diversification. While more than a decade ago the U.S. market accounted for more than 75% of our total exports, it is now just 32% and it now ranks second in value behind Japan. An essential factor for our success has been the opening of new market opportunities, whether through the Uruguay Round, which introduced us to new markets such as South Korea and the Philippines, or regional trade agreements, including the one with Mexico. We are thankful for being given today the opportunity to express our views on a proposed agreement between Canada and the European Union. As I mentioned earlier, Canada holds around 20% of the total world’s pork trade in spite of the fact that in practice our products have yet to gain meaningful access into the European Union, the world’s second largest pork market. For that reason, Canada Pork International and its members are strongly in support of the Government of Canada concluding a free trade agreement with the European Union. Our organization has identified the European Union as one of its highest priorities in its recently completed strategic plan. Our interest in penetrating the European Union market has greatly increased in recent years. This is due as much to interest in Canadian pork being expressed by meat importers in Italy, the United Kingdom and several other EU member countries. Although it is difficult to quantify the exact potential of that market at this time, we estimate that if the conditions are right the EU could easily become one of our top ten markets, if not one of the top five. There are three areas of specific interest to our industry that need to be included in the negotiations:

1. EU Pork Import Regime 2. EU Pork Import Requirements 3. EU Pork Export Subsidies

Of primary concern is the EU pork import regime. Following the conclusion of the Uruguay Round, the EU was very creative in its efforts to minimizing foreign pork access by amalgamating all meats, instead of providing a minimum access for each. As a result, EU pork Tariff Rate Quotas represent roughly one third of 1% of the total EU pork consumption. In comparison, pork imports represent more than 20% of total Canadian pork consumption and are three times larger than total EU imports, for a population of 500 million. Still, EU current Tariff Rate Quotas and their administration are very complex and not conducive to sustained trade. In-quota tariffs are also very high. Canada should be in a good position to negotiate a significant Canada-only tariff-free TRQ with simplified administrative procedures in its allocation. Several Western European countries were significant markets for Canadian pork at one time or another over the years until the EEC adopted a series of technical measures, particularly the Third Country Meat Directive that eventually excluded Canadian pork. Our major markets at the time were the UK, France and the Netherlands. The same measures applied against our products when significant markets in Central Europe such as Poland, Hungary and Romania joined the European Union and as a result we lost those markets. Although the Canada-EU Veterinary Equivalency Agreement has substantially made it easier for some Canadian pork plants to become EU-approved, there are still more negotiations required to make it a true equivalency agreement. Plants that wish to meet the EU standards under that agreement still have in order to comply to incur significant expenses and implement strict protocols. At this time, only two Canadian pork plants are EU-approved with more considering it. But better access and less constraining plant registration requirements would definitely convince most Canadian plants to seek an EU registration. EU pork export subsidies have been restored and can apply to all markets. Canada should insist that it should at least not be used for shipments to Canada. It is worth noting that all the issues we have with the European Union have been well documented over the years by the Government of Canada. We wish to be closely involved in the negotiations like we have been in the latest FTA negotiations with other countries of interest to us.

Just to take one more minute of the Committee’s time, we wish to bring to your attention that the European Union and the Republic of Korea have signed a free trade agreement. We expect this development will revive interest in the United States to implement the deal they completed with South Korea two years ago. South Korea is Canada’s fourth largest market for pork exports and our sales are on track to exceed $125 million this year. All the Korean agents of the Canadian exporters are unanimous in saying that there are very good opportunities developing for a wide range of products, but mostly for value-added products such as chilled pork. It happens that Canada’s two principal competitors on the South Korean pork market are the European Union and the United States, and Canada has a very significant interest in not being left behind. Our South Korean contacts made it very clear that without an agreement with South Korea, the Canadian pork industry will be almost out of that market within two years. Therefore, we urge the Committee to support efforts to resume the negotiations shortly and finalize a Canada-South Korea free trade agreement as early as possible. There is no doubt in our mind that not concluding an FTA with South Korea would more than negate any gain we could make in successfully concluding one with the EU. Both are important. Thank you for your time today, and I look forward to answering any question you may have.

Parliament now in Summer Recess On Thursday evening June 17, 2010, the members of the House of Commons voted to recess Parliament for the summer. The House of Commons is adjourned until Monday, September 20, 2010. We here at the Canadian Meat Council will be around all summer!

Meeting with Minister Ritz On Friday June 7, 2010, the Board of Directors of the Canadian Meat Council met with Minister Ritz at our Annual Conference in Victoria, BC. We began with a quick overview of the Canadian Meat Industry. We then asked Minister Ritz what he thinks are the priority items for his Department of Agriculture over the next year.

We then reminded Minister Ritz that in October of 2008 our Board of Directors declared both food safety and animal handling and welfare as “non-competitive issues”. Therefore we openly share best practices for the benefit of the entire industry. We presented Minister Ritz with a summary of results from the survey results of industry actions since the release of the Listeria investigative report. We thanked him for the opportunity to comment on the Canadian Food Inspection Agency’s Cost Recovery Policy and Framework document that was posted on the Agency website on April 1, 2010. We have been working on the User Fee Group and we encourage the fee review to begin as soon as possible. We thanked Minister Ritz for moving forward with the amendments to Meat Inspection Regulation 92 (packaging registration requirement) and updated him on the status of regulatory change and our efforts with opposition MPs. We also thanked Minister Ritz for the announcements in Budget 2010. An additional $10 million was allocated to the very successful Slaughter Improvement Program; $25 million was targeted to cattle processing plants that handle cattle over 30 months of age. Two of our directors who worked for companies that were recipients of funds from that Program explained to the Minister what those interest-free loans were being used for in their specific operations. Finally we thanked Minister Ritz for the creation of the new Agriculture Market Access Secretariat at Agriculture and Agri-Food Canada. And, we greatly appreciated all the efforts Minister Ritz has personally made in travelling to various countries and regaining access for Canadian meat products over the past several months. We advised him that we are very supportive of the Agriculture Market Access Secretariat having both the authority and responsibility to be the lead on priority access markets for Canadian agricultural products.

REGULATORY AFFAIRS UPDATE

Meat Cuts Manual The Canadian Food Inspection Agency’s enforcement of their Meat Cuts Manual continues to be an issue for many in the meat industry. The manual does not reflect many popular meat cuts that are commonly used in the United States and are included in manuals such as the North American Meat Processors’ Meat Buyers Guide. In addition, meat nomenclature is not regulated in the United States. This puts Canada at a clear disadvantage. The Canadian Meat Council sent a letter to the Minister of Agriculture requesting that the Meat Cuts Manual be deregulated, and that the Canadian meat industry be permitted to use meat cuts commonly used in international markets. Renewable Fuels Environment Canada published a proposed Renewable Fuels Regulations in Canada Gazette I on April 20, 1010. These proposed regulations aim to increase the minimum levels of ethanol in fuels. As our members are well aware, increasing the use of feedstock for fuel could have an important effect on feed pricing. This relationship is not appropriately addressed in the Regulatory Impact Analysis Statement included along with the proposed regulations. The Canadian Meat Council submitted comments to Environment Canada to this effect, and proposed that the definition of renewable fuel feedstock be amended to remove all items that compete with animal and human food. Colombia – Canada Free Trade Agreement Canada’s free-trade agreement with Colombia passed on June 17 in the House of Commons, and passed through the Senate on June 21. Colombia is Canada’s fourth-largest trading partner in South America and is seeing a wave of interest from foreign investors in the past year, particularly in the mining and oil-and-gas industries. The Harper government says the deal will strengthen demand for Canadian exports such as grain, beef and pork, and comes as many indicators show Colombia has made improvements in its human-rights record.

FSEP Manual Following consulting with industry, the Canadian Food Inspection Agency released its revised FSEP manual in early June. The full document is available online, at the following link: http://www.inspection.gc.ca/english/fssa/polstrat/haccp/haccpe.shtml. Industry timeline for implementation of changes will be April 1, 2011 with the exception of the following sections which will be due for implementation on July 1, 2010: • Section 2.2.1 - Establishment senior management commitment (letter of commitment) • Section 2.2.5 - HACCP system performance reporting FSEP workshops will be held in the fall to train the industry on the changes to the manual.

PORK COMMITTEE

Annual Meeting – May 5, 2010 The pork committee met on May 5, 2010 in Victoria. The following points were discussed during the meeting: John Ross, Agriculture Canada, reported on the activities of the Pork Value

Chain Roundtable. Following the letter from the Canadian Coalition for Farm Animals regarding

castration of piglets, the Canadian Pork Council sent a letter to the retail associations. There have been very few questions from retailers, and the issue of boar taint seems to be well understood.

Animal practices on the farm are getting more attention from customers, particularly on issues such as gestation stalls for sows and cages for layer hens. Efforts should be made to educate customers on farming practices.

Bill Ballantyne, the Canadian Meat Council director for the Canadian Swine Health Board, provided an overview of the Board’s activities and in particular that of the Biosecurity Advisory Committee.

A document outlining the proposed traceability regulations for swine, produced by Jeff Clark of the Canadian Pork Council, was distributed. Highlights of proposed regulatory changes include a requirement that time of arrival and license plate be reported. This is already being done in Quebec.

Conference Call – June 21, 2010 The pork committee met by conference call on June 21, 2010. The primary focus of the call was to review the proposed traceability regulations, expected to be published in the fall in Canada Gazette I with a 30-day comment period. The pork committee identified some issues with the proposed regulations, such as the requirement for ear tags for hogs imported for direct slaughter; error thresholds with load counts; and recording of license plates. The Canadian Pork Council is accepting comments on the regulations until the end of July 2010. Members who have additional comments, or have not yet received the document summarizing the proposed regulatory changes, should contact [email protected] for this information. Import of live hogs The Canadian Food Inspection Agency released their revised Risk Assessment on the Importation of Slaughter Swine from the United States in March 2010, a review that had been requested by the Canadian Meat Council. There is an interest in simplifying the hog import process, as the processing industry already operates under capacity and could see the supply of live hogs in Canada decrease significantly in the near future. The current import process is quite cumbersome and expensive due to the presence of pseudorabies and Brucellosis in some wild swine populations in the United States. A letter was sent to Dr. Brian Evans, Executive Vice President and Chief Veterinary Officer with the Canadian Food Inspection Agency, with the Canadian Meat Council comments on the risk assessment. We hope to work with the Agency to improve the import process for hogs from the United States.

BEEF COMMITTEE

Annual Meeting – May 5, 2010 The Canadian Meat Council’s Beef Committee held their annual meeting on May 5, 2010 in Victoria. During the meeting: A brief presentation was given by Brenna Grant of CANFAX on the issue of

expansion of the items captured under the Boxed Beef Pricing report. The Beef Committee has since agreed to submit pricing reports using the expanded data.

Dave Kasko updated the group on the status of the computer camera grading system. It was noted that the camera system works well for marbling and lean yield, but does not determine bone ossification and colour.

A discussion was held on Meat Inspection Regulation 94. It was recommended by the Beef Committee that the Establishment number be incorporated on each and every piece vacuum packed in a plastic shrink wrap container.

Meeting with the Canadian Food Inspection Agency – June 16, 2010 Members of the beef committee held a meeting on June 16, 2010 with the Canadian Food Inspection Agency and Health Canada to review beef policy issues. Issues reviewed included the E. coli O157:H7 policy (Annex O), head meat harvesting, the FSIS audit, and specified risk materials. As a result of the meeting, working groups will be struck to review certain aspects of the E. coli policy, such as verification procedures, as well as head meat harvesting. The Canadian Food Inspection Agency also discussed the likelihood of a 2010 FSIS audit of Canadian establishments. While FSIS has not indicated that an audit will be taking place, industry and government are encouraged to be prepared for an audit prior to the end of September 2010.

Enhanced Feed Ban Beef members continue to work with government to find ways to reduce costs associated with the enhanced feed ban. In the March 2010 budget, the government announced funding of up to $75 million for the beef industry, including $25 million to support companies processing over thirty month cattle, and $50 million for research and innovation, through the Slaughter Improvement Program and the Agricultural Flexibility Fund. Funding details and application forms are expected to be made available to industry by the end of June 2010. Next Meeting At the May meeting, it was agreed that the Beef Committee should schedule an additional in-person meeting per year. The next meeting of the committee is tentatively scheduled for September 15, 2010 in Ottawa.

FOOD AID DAY The Canadian Meat Council participated in the 2010 Food Aid Day in Ottawa on June 4, 2010. The Food Aid program is run by the Ottawa Food Bank, and uses money raised through the program to purchase local cull cattle and distribute the beef to Ottawa families in need. Over $102,000 was raised at the 2010 event. The Canadian Meat Council donated the 700 lbs of hamburger meat served at the barbeque, valued at over $1,400. Other participating associations included the Canadian Cattlemen’s Association.

Technical Committee Meeting A Canadian Meat Council Technical Committee Meeting was held on May 5, 2010 in Victoria, British Columbia as part of the Annual General Meeting. The meeting was well attended by 34 regular and associate members. Important issues discussed included an update of Listeria policies, the High Pressure Processing system (HPP), the Compliance Verification System (CVS) and the Food Safety Enhancement Program (FSEP) manual. Dr. Merv Baker submitted the comments of the Listeria Working Group on Health Canada’s draft proposed policy on Listeria monocytogenes on May 3, 2010. Members continue to be concerned by the drastic differences between policies in the U.S. and in Canada. Committee members expressed some disappointment with the presentations made during Health Canada’s March 30th HPP workshop, put on jointly with the Canadian Meat Council. Some studies showed negative results though they had no applicability to the industry. A discussion was held on how CVS might be improved. Committee members suggested reducing the length of time CFIA takes to close corrective action requests (CAR), providing better CVS training to inspectors and improving communication between CFIA inspectors and plant staff. Other items such as the relevance of the Meat Cuts Manual, the industry response to the inclusion of mustard as an allergen and the sodium reduction working group were discussed during the session.

FSEP/CVS Workshops The Canadian Meat Council will be working with the Canadian Food Inspection Agency, the Canadian Poultry and Egg Processors Council, the Further Poultry Processors Association of Canada, and the North American Meat Processors Association to host a series of industry days reviewing the new Food Safety Enhancement Program manual and the Compliance Verification System. The workshops will be held across Canada in September and October 2010. Workshop dates and registration details will be available by the end of July.
