Item 4.07 considered at the February, 2014, meeting of this Committee related to a
Development Application (DA/603/2013) re the childcare centre at 203 Darley Road,
Randwick. At the meeting Mr Lehmann (RCC) advised the Committee that he would
take the information tabled at the meeting and refer it to the absent voting members
of the Traffic Committee (Police and RMS). He further advised that the opinions of
these representatives would be sought regarding the existing recommendations and /
or the suggestion to extend the duration of the existing “pizzeria parking”, around the
corner in Darley Road.
The Police and RMS representatives met with Mr Lehmann on-site on 11 March, 2014,
and agreed that the parking controls within Market Street should remain unchanged.
However, they considered that they would have no objection to the development
proposal provided that, in order to better accommodate pick up / drop off , the
existing 'P15 min, 2pm - 10pm, Seven Days' parking restriction outside the pizza place
at 205 Darley Road be converted to a 'P15 min, 8am-9:30am, 2pm - 10pm, Seven
Days' parking restriction.
If this development application were to be approved by the Council the above parking
changes would be brought back to the Committee for formal consideration.

Mr Lehmann informed the Committee that the Council has, at this time, refused this
application.

At this time the Chair will ask those present at the meeting to nominate those items

The Recommendations on all other items, not so nominated, will be considered as
being endorsed by the Committee.
4.01 BARKER STREET / KARA STREET, RANDWICK (C) Linemarking – “Keep Clear” on Roadway

A request has been received asking for Keep Clear markings to be installed on Barker
Street at Kara Street, Randwick. It has been suggested that motorists travelling east
along Barker Street, wishing to turn into Kara Street regularly have a lengthy wait
until there’s a break in queued westbound traffic to make the turn.
Given that the subject intersection is some 200 metres east of the Barker Street /
Avoca Street signals (from where queuing commences) and given that the frequency
of obstruction for motorists turning right, into Kara Street, is likely to be low, it is
possible that this request would not be supported. However, in the lead up to the
Traffic Committee meeting observational surveys in AM peak period are being
undertaken and will be reported upon at the meeting.
Mr Lehmann informed the Committee that onsite observations over a number of days
had indicated that the frequency of occurrences, whereby queued traffic blocks
motorists wishing to turn right, was low. It would seem that once or twice, each
morning peak period, such obstructions occurred; but were quickly cleared.
The Committee agreed that in consideration of the minimal delays to traffic no
linemarking be installed.
Traffic Committee Recommendation:
That
1. no Keep Clear road markings be installed at the Barker Street / Kara Street,
Randwick, intersection; and
2. the applicant be informed of the reasons for this decision.

4.02 DANGAR STREET, RANDWICK (C) Signage Parking – No Stopping; Linemarking - Centrelines

Following pedestrian and vehicle safety concerns raised by local residents, an on-site
meeting was arranged at the intersection, of Dangar Street and White Street,
Randwick.
Much discussion ensued about the recent crashes which have occurred at the
intersection, the safety of pedestrians in the area (especially in consideration of the
very popular local playground) and sightlines being obstructed by parked vehicles.
The actions detailed in the recommendations below were proposed to be put to the
Committee for consideration.
Traffic Committee Recommendation:
That:
1. 10 metre lengths of double separation lines be installed in Dangar Street on
each approach to the White Street intersection;
2. 10 metre lengths of double separation lines be installed in Dangar Street on
each approach to the Govett Street intersection;
3. all of the statutory intersection No Stopping parking prohibitions be signposted
at both the Dangar / White Streets and Dangar / Govett Streets intersections;
4. a No Parking control be imposed across the pram ramp which is located on the
western side of Dangar Street, some 20 metres south of the Govett Street
intersection, and
5. traffic counts be undertaken in this area so that the timings of any regular
speeding incidences may be forwarded to the local Highway Patrol for their
consideration.
4.03 DINE LANE, RANDWICK (C) Signage Parking - No Parking

parking arrangement in Dine Lane, Randwick was adjusted as follows:

4.04 DONCASTER AVENUE, KENSINGTON (C) Signage Parking - Mobility Impaired Person’s Parking Space (MIPPS)

At the September 2013 Randwick Traffic Committee item 4.03 recommended:
That, the following parking arrangements be installed for a six month period in order
to provide time for the applicant to make the necessary adjustments to the carport
support and/or internal garden in order to allow easier access:
1. A Mobility Impaired Person’s Parking Space (MIPPS) be installed on the eastern
side of Doncaster Avenue, immediately south of the driveway at no. 140 Doncaster Avenue, Kensington; and
2. The 1P, 8am-6pm, Mon-Sat, Permit Holders Excepted, Area KN2 zone to the
south of the proposed MIPPS be extended southerly by 8.8m to the northern edge of the driveway at no.150 Doncaster Avenue, Kensington.
In accordance with the above recommendation, the six month period having passed, it
is proposed to remove the MIPPS outside 140 Doncaster Avenue and reinstate the
previous parking restrictions.
The daughter of the mobility permit holder residing at 150 Doncaster Avenue has
advised us that no adjustments have been made to the property in order to allow
easier access.
Traffic Committee Recommendation:
That, in accordance with the recommendation of the September 2013 Randwick Traffic
Committee (item 4.03) Mobility Impaired Person’s Parking Space (MIPPS) installed on
the eastern side of Doncaster Avenue, immediately south of the driveway at no. 140
Doncaster Avenue, Kensington be removed and the 1P, 8am-6pm, Mon-Sat, Permit
Holders Excepted, Area KN2 zone be reinstated as before.
4.05 HOOPER LANE, RANDWICK (C) Signage - Parking, No Parking

Several residents have contacted Council’s Integrated Transport department to
request the installation of No Parking restrictions on the western side of Hooper
Lane, as vehicles parked in the unrestricted sections obstruct access to their garages
and often block the lane.

4.06 NORBAR LANE, KINGSFORD (C) Signage Parking – No Parking

A local resident has contacted Randwick City Council to bring attention to existing
parking restrictions in Norbar Lane, Kingsford. The current restrictions prohibit parking
in areas of the lane free of resident garages, and some missing No Parking signs are
resulting in vehicular parking which causes difficulty for residents to access the
laneway from their garage.
To address this issue, it is proposed that the existing parking restrictions along the
northern side of Norbar Lane be changed to allow for sufficient maneuverability of
vehicles accessing the resident garages, and allow vehicle parking where applicable.

4.07 OBERON STREET, RANDWICK (C) Road Safety - Intersection

The Council has received request from a member of the community to investigate the
installation of traffic devices to address the road safety at the intersection of Perouse
Road and Oberon Street, Randwick.
The crash history at this intersection has been investigated and analysed. Only one
crash was recorded in the 5 year period between July 2008 and June 2012. Oberon
Street meets with Perouse Road in an oblique angle possibly compromising to a degree
sight lines for eastbound motorists on Oberon Street.
Therefore, it is proposed the sign posted priority control at the intersection of Oberon
Street, with Perouse Road, be altered from the current Give Way control to a Stop
control with appropriate line marking.
Traffic Supervisor, Sgt Withers, informed the Committee that he had inspected this
location and strongly supported the recommendation.
Traffic Committee Recommendation:
The signposted priority control at the intersection of Oberon Street, with Perouse
Road, be altered from the current Give Way control to a STOP control with appropriate
line marking.
4.08 HARVEY STREET, LITTLE BAY (M) Signage Parking – Works Zone
(D02055271-DP) (AD)
The Council has received an application for the installation of a 43m Works Zone to be
located on the southern side of Harvey Street along the frontage of 33 Harvey Street
in order to facilitate construction works at the property.
The Works Zone is required for approximately twelve months.
The section of road is currently unrestricted.
Traffic Committee Recommendation:
That a 43m long Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be
installed on the southern side of Harvey Street, Little Bay, along the entire frontage of
33 Harvey Street, in accordance with the standard Works Zone conditions, as detailed
in Item 7.01 of these papers.

4.09 MACQUARIE STREET, CHIFLEY (M) Road Safety – Intersection

Council has been contacted from a resident of Hastings Avenue in regards to the safety
at the intersection of Hastings Avenue and Macquarie Street. It has been advised that
motorists turn left into Hastings Street from Macquarie Street at speed, which is
making egress from driveways difficult.
The kerb radius on the eastern side of the intersection is generous to allow buses
operating 392, X92 and school services to turn left from the bus stop (positioned just
before the intersection) without encroaching into the opposing travel lanes in
Macquarie Street and Hastings Avenue. Any adjustments to the radius would restrict
bus access, so it is therefore proposed to install a painted island to reduce the effective
radius to minimise the turning speed of vehicles whilst maintaining access for buses.
To ensure compliance with Road Rule 139, the painted island will be solid without any
boundary/border lines, as depicted below.
Traffic Committee Recommendation:
That a solid painted island be marked on the corner of the intersection of Hastings
Avenue and Macquarie Street, Chifley.

4.10 MALABAR ROAD, MAROUBRA (M) Signage Parking - No Parking

Following ongoing community concerns regarding road safety in the section of Malabar
Road between Beauchamp Road and the cul-de-sac, a resident survey was undertaken
to ascertain community sentiment towards removing parking to improve vehicle
sightlines and resident access.
The Traffic Committee previously considered this matter in February 2013 (item 4.21).
However, since that time further representations have been made requesting this
matter be reviewed. A resident survey was subsequently undertaken in March 2014 to
determine the resident’s views on the removal of parking, with the option given for
removing parking on either the western or eastern side of the road. The results of the
survey are shown below;

The survey shows that the majority of respondents are in favour of a parking control
on the eastern side. Noting the concerns raised in the previous report that parking
removal may encourage higher travel speeds in the road, it is therefore proposed to
prohibit parking on the eastern side of the road between the shared path and the
driveway of no. 687 (shown below). This section is the curved alignment where travel
speeds are typically lower, and is the minimum length to meet the resident’s visibility
concerns while not inducing higher travel speeds.

4.11 MITCHELL STREET, CHIFLEY (M) Linemarking – Give Way lines
(D01932747-SR) (AD)
A resident has requested a review of the linemarking on Mitchell Street, between
Burke and Eyre Streets. Currently there are 60⁰ angle parking bays line marked along
the north-east side of the road. Council is proposing lane separation line marking,
connecting the existing double barrier linemarking near the roundabout to the
pedestrian crossing near Eyre Street. It is expected that line marking will define the
travel lanes in Mitchell Street better.
In addition, it is proposed to provide Give Way linemarkings at the intersection of Eyre
and Mitchell Streets to help improve traffic guidance near the pedestrian crossing.
Traffic Committee Recommendation:
That:
1. the double centrelines (BB) and the broken centrelines (S1) as detailed in the
diagram attached be installed on Mitchell Street, Chifley, between Burke and
Eyre Streets;
2. in addition to the lines mentioned in (1) above a 15 metre length of double
centerline (BB) be installed on each approach to the Mitchell Street pedestrian
crossing (with a 3 metre gap being provided opposite Eyre Street); and
3. Give Way linemarking and signage be installed on Eyre Street, Chifley, at the
intersection of Eyre and Mitchell Streets, as shown in the diagram below.

4.12 MOVERLY ROAD, MAROUBRA (M) Pedestrian – Marked Foot (Zebra) Crossing

A review of the existing school crossing in Moverly Road, adjacent to the French School
has been requested to ascertain if the reduced warrant for a pedestrian crossing can
be achieved.
Traffic and pedestrian counts have been undertaken to determine respective
pedestrian and vehicle volumes. The results of the counts are listed below:

The result show that the RMS reduced warrant for a pedestrian crossing (RMS
Supplement to AS1742 (Part 10), Section 6.3 (iii)) can be achieved.
It is proposed to remove the existing school crossing and construct a raised threshold
pedestrian crossing to the required RMS requirements. A concept plan showing the
raised threshold pedestrian crossing will be tabled at the meeting.
Representatives of the International French School, Lycee Condorcet attended the
meeting, raised questions and presented their views on the proposal.
Traffic Committee Recommendation:
That the existing school crossing in Moverly Road be replaced with a raised threshold
pedestrian crossing, following approval by the RMS of the detailed construction plan.
4.13 MOVERLY ROAD, SOUTH COOGEE (M) Signage Parking – No Stopping

As part of the development approval issued by the Land and Environment Court for a
child care centre at 158 Moverly Road (DA/585/2012), it has been conditioned that a
No Stopping control be signposted on the northern side of Moverly Road extending 20
metres past each of the side boundaries of the property.
To better match in with the existing controls, it is proposed to extend the restriction
from the north eastern boundary to the driveway entrance to the car park for the
cemetery.
The existing line marking controls (barrier lines) prohibits parking within this section of
Moverly Road, so no legal parking will be removed.
Traffic Committee Recommendation:
That a No Stopping control be signposted on the northern side of Moverly Road, from
the driveway access of no.154 Moverly Road, South Coogee, to the car park entrance
to the cemetery, in accordance with the Land and Environment Court’s
recommendations for DA/585/2012.

6.01 LIGHT RAIL IMPLICATIONS (C) Other - Other
Councillor Greg Moore (West Ward) asked about the processes likely to be
implemented with regard to any traffic and/or parking changes arising from the Light
Rail proposals.
Mr Lehmann advised the Committee that he would prepare a Traffic Committee item
detailing the likely processes required to be put into place with regard to the Light Rail
project.

7. Schedule of Conditions
The following standard conditions may be referenced within these papers.
7.01 WORKS ZONES
That:
a. The applicant be informed that if they intend to use traffic controllers for
activities associated with the Works Zone, such activities must comply with
a formal Traffic Control Plan (to be held on site following preparation by
person/s with the appropriate RMS authorisation) and that any traffic
controllers utilised must have current appropriate accreditation from RMS;
b. The Council be given authority to replace the Works Zone with a No
Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or
ii. add significantly to traffic congestion in this area
iii. allow access/egress to/from the site which creates
safety concerns or traffic flow delays, or iv. does not ensure that the Council fees payable for this
private use of the public road are met,
with the zone being reinstalled once the issue of concern is
properly addressed;
c. The Council Rangers enforce the restriction; and
d. Authority be given to the Council to remove the Works Zone and reinstate
the previous restrictions, when the applicant advises that it is no longer
required.
