BLUF: Il l icit trafficking networks operating IVO the Kenya/Tanzania BCPs are considered high-priority targets and assessed to be highly vulnerable. Disrupting these networks would most l ikely have

a domino effect all the way back to the localized cells actually conducting poaching operations, forcing wildlife crime networks to adjust their Tactics Techniques and Procedures (TTP) and

potentially i lluminate operations so that they become targetable through the concurrent collection and analysis. These BCPs and the areas surrounding them have long been regarded as comfort

zones for criminal gangs, dealers and smugglers to conduct criminal activity which is often overlooked by local authorities either due to corruption or lack of resources.

It has been reported that perishable

contraband is occasionally stored at suspected

refrigerated outlets / stores located within the

BCPs under the full surveillance of a converted

security detail employed by smugglers/dealers;

cases of Maasai manyatta acting as stopover

storage areas has also been confirmed.

Kilombero is an undesignated BCP used by

smugglers to evade the Laset BCP. It mostly serves

as a route to transit all kinds of contraband.

Arrest reporting from 9/9/2015 - 3/28/2017 indicated a total of 79 individuals were detained during

43 wildlife crime related arrests within the greater Amboseli Area. Analysis of the reported data revealed trophy possession (to

include ivory and other illegal wildlife products) accounted for a 51% majority of the offenses with the second most common

offense being bushmeat poaching (37%). Areas with the highest concentrations of these arrests are the eastern edge of Chyulu

Hills National Park, and Kimana/Rombo Group Ranches. Trophy Poaching was the least likely occurrence with one recorded arrest.

Analyst Comment: Analysis of the reported data suggests that the occurrences of trophy possession are more highly concentrated in the northern areas around Chyulu Hills National Park (probably due to the fact that the Nairobi–Mombasa Road (A109) is a primary route for smuggling illicit goods like ivory and pelts) while poaching based offenses are more heavily concentrated in the southern areas where Human Wildlife Conflict (to include predation and crop-raiding incidents) occurs the most.

Analyst Assessment: Reporting identifies JKIA as a common

transit hub for illegal wildlife products that likely originate

from other source countries in Africa due to the limited

number of air transit locations that service Asia from Africa.

However, these arrests have no identified links to current

poaching activities within Kenya. Additionally, the trend of

trafficking ivory in the form of bangles and trinkets aligns

with reported trends going back several years.
