Duties and responsibilities

Under the direct supervision of Country Director, in liaison and collaboration with other WFP units as appropriate, the JPO will perform the following responsibilities:

Implement the work plan for assigned area by delivering activities that maintain and develop external/government partnerships in order to maximise resources raised for the programme.

Contribute to the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analysing results, in order to maximise resources raised.

Prepare briefs on resourcing issues for Country Director, participate in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process (e-PRP), and operate as a resourcing focal point in order to ensure that concerns are adequately considered.

Participate and assist in negotiations fr contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.

Collate and analyse data for the preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.

Proactively contribute to ideas and assist in identifying fundraising opportunities to senior managers for new strategies to maintain and increase funding from new and traditional donors.

Prepare and provide regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP in the country.

Participate in and support meetings with relevant partners; prepare background papers, take notes, share meeting readouts and other key information, and support joint information programmes to increase WFP’s profile and protect its interests.

Gather inputs from WFP Ukraine staff on key programmatic and planning issues that will contribute to intergovernmental/interagency work; support WFP visibility and participation in key forums and help to ensure that WFP positions are clearly communicated and able to influence multi-stakeholder decision-making.

Advocate for the work of WFP by providing information to relevant partners on the strategy, design, relevance and impact of programmes

Share information and regular briefings with WFP staff in Ukraine on programme activities and issues of priority to WFP gathered from member states, UN agencies, NGOs, host government and other partners to foster interagency discussion and inform future activities.

Identify and monitor appropriate sources to maintain awareness of political and social trends, current activities and events of UN and other multilateral bodies/governments; conduct analysis to understand how they may impact WFP activities and programmes and provide timely information to WFP staff to inform and enable decision-making.

Guide and supervise more junior staff, acting as a point of referral and support with more complex analysis and queries.

Perform other duties as required. Expected Outcomes

Qualifications and experience

Kiev is classified as a family duty station by the United Nations. Most UN staff live downtown, in the residential areas close to the UN House (1 Klovsky Uzviz). The area offers a variety of different housing opportunities and full variety of services required for normal living. The WFP Office is located on 20 Esplanadna Street, opposite the Gulliver Shopping Mall. There are several international schools for children in Kiev. The health system is adequate and there are many pharmacies and hospitals, including private ones. Kiev has a well-developed transport system which includes a metro system, tram and trolley buses. Taxi services are also readily available. The crime rate in Kiev has increased as compared to periods prior to the conflict which broke out in 2014 but it is safe to walk in most areas, though taking necessary precautions and personal responsibilities as briefed by local UNDSS, especially with the many political rallies and demonstrations which often take place in proximity to Government buildings. There are many different shops and restaurants, as well as tourist attractions in Kiev and throughout the country.

Programme Policy Officer (Protection/Nutrition/Gender), Kigali, Rwanda The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking for a Junior Professional Officer to fill the position of Programme Policy Officer (Protection/Nutrition/Gender) in our Programme Unit, based in Kigali, Rwanda. Brief description of Programme Unit, Rwanda Country Office The position is in the the Programme Unit. Currently WFP provides food assistance in Rwanda through two projects: Country Programme 200539 (July 2013 – June 2018) and PRRO 200744 (January 2015 – December 2017). WFP’s portfolio of assistance under the Rwanda Common Country Programme 200539 focuses on enhancing national capacity to develop, design and manage nationally owned hunger solutions (component 1) and modelling innovations in food assistance (component 2) in Rwanda. WFP provides technical expertise to support the development of national capacity in the areas of food security analysis, disaster risk reduction and management, home-grown school feeding and market access for smallholder farmers through Purchase for Progress (P4P). Additionally WFP implements small-scale food assistance projects such as chronic malnutrition prevention and community resilience and asset creation to inform national hunger solutions. PRRO 200744 is designed to meet the food and nutritional needs of refugees from the Democratic Republic of Congo and Burundi and Rwandan refugees returning from the neighbouring countries. WFP provides all refugees with either a monthly in-kind or a cash-based transfer to meet their basic food requirements. The most vulnerable refugees are targeted through safety-net interventions, including preventive and curative supplementary feeding and school meals. During 2017 WFP Rwanda will be pursuing zero hunger strategic review and country strategic planning. The Country Office (CO) has made a strong commitment to gender equality and women’s empowerment (GEWE) through its CO Gender Action Plan and volunteering to participate in Gender Transformation Programme. Duties and responsibilities

Under the direct supervision of Head of Programme Unit / International Program Policy Officer, the JPO will perform the following responsibilities: Support the Nutritionist/nutrition team in providing nutritional support and guidance to the

operations/activities with a specific focus on enhancing nutritional outcomes, including coordination and conducting monitoring and evaluation, assessments and operational research;

Support the programme management in nutrition-sensitive programming, including strengthening nutrition education and social and behaviour change communication to improve knowledge, attitudes, beliefs and behaviours related to infant and young child feeding and all WFP-supported nutrition interventions in Rwanda.

Provide policy and technical support and implementation support to programmes and operational activities, with specific attention to the implementation of the country-level Gender Action Plan, the Protection of Sexual Exploitation and Abuse (PSEA) and the scale-up and strengthening of complaints and feedback mechanisms (CFMs)

Support the programme management to achieve the full integration of gender and protection in project design and implementation including choice of transfer modalities and targeting processes;

Provide support to the programme management on technical and strategic issues and contribute to strategic discussions related to protection, gender and accountability to affected populations;

Support implementation of the Country Office Gender Action Plan and Gender Transformation Programme;

Participate in and support the work and strengthen the capacities of the Country Office Gender Results Network members;

Assist in / conduct training and capacity building and provide technical guidance for WFP staff and cooperating partners;

Support CO efforts in maintaining and strengthening performance reporting and learning (documentation of lessons);

Support in developing / nurturing existing partnerships and identify opportunities for new partnerships as well as synergies and collaboration with new partners;

Undertake field visits to project areas for monitoring, support and oversight. Qualifications and experience

Advanced university degree or university degree in a related field with experience and training/courses in one or more of the following disciplines: nutrition, public health, social sciences, development studies, economics, agriculture, international affairs, business administration, education or a field relevant to international development assistance.

At least three years post graduate, progressively responsible, job related experience in nutrition, public health, food security, vulnerability analysis, development, emergency assistance, operational aspects of national bilateral or multilateral food aid or a closely related area or projects.

Excellent English writing and communication skills. Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook, Access) and

Statistical Programs (such as SPSS and STATA). General knowledge of UN system policies, rules, regulations and procedures

governing administration.

Added advantage: Relevant experience in journalism and/or reporting; experience in monitoring and evaluation of emergency operations, humanitarian and development programs; experience in working with both international NGOs (including UN Agencies) and government institutions. Familiarity with quantitative and qualitative survey techniques. Experience in the design and implementation of food aid programmes.

Competencies: Good analytical skills, resourcefulness, flexibility, initiative, maturity of judgement, tact, negotiating skills; strong team work skills; ability to communicate clearly both orally and in writing; ability to compile, maintain and analyze data, prepare reports and draw initial conclusions and recommendations, and maintain effective work relationships with counterparts, effective and timely interaction with colleagues and concerned parties internally and externally; flexibility in accepting work assignments outside normal desk description and readiness to travel extensively to project sites; ability to work effectively and tactfully with people of different national and cultural backgrounds.

Working Languages Working knowledge of English (proficiency/level C) is required. Working knowledge (proficiency/level C) of French is an added advantage. Supervision (Level/Methods of Supervision) Under the direct supervision of Head of Programme Unit / International Program Policy Officer, the incumbent will be provided with close mentoring, guidance and technical supervision. Performance planning and reviews as well as learning and development discussions will be elemental part of the supervision. Deputy Country Director will be the second-level supervisor. With the support of a comprehensive induction package and assignment of a buddy/mentor, the JPO will rapidly become a productive member of the Country Office and will for this purpose benefit from the advice and support of all Country Office teams. Training components On arrival at the duty station, the JPO will be comprehensively briefed by all Heads of Units of the Country Office. A separate, thorough briefing will also be prepared by the Programme Unit to facilitate a fast and smooth integration to the Programme Unit. During the first weeks, the JPO will familiarize him/herself with the key documents about the operations in Rwanda. The JPO will be encouraged to take advantage of numerous training opportunities including WFP online courses and external training courses using the JPO training budget. Depending on opportunities and availability of funds, he/she may participate in WFP regional workshops or seminars, as appropriate. The JPO will travel extensively throughout the geographic areas where WFP has operations IN Rwanda, first under supervision, and thereafter on his/her own. Field missions will help the JPO to become familiar with WFP field office staff, government counterparts, national authorities, cooperating partners, beneficiaries (refugees and Rwandans alike), donors and other national organizations. A short and relevant mission report should be completed by the JPO after each mission.

Learning Elements

At the end of the assignment, the JPO should:

Be familiar with WFP’s food assistance modalities including design and implementation of humanitarian and developmental assistance projects.

Have experience in setting up and implementing cash-based transfers in both emergency operations and development programs, including refugee camps and rural communities.

Have experience in working with a variety of humanitarian and development partners, such as UN agencies, international and local non-governmental organisations, community-based organisations, Government bodies and private companies (e.g. banks, telecom operators, etc.)

Be familiar with a variety of data collection and analytical techniques including statistical analysis and be able to effectively communicate findings.

Have a general understanding of WFP overall operations and activities in Rwanda and in the East and Central Africa.

Information on the Country of Assignment

Living conditions in Kigali, Rwanda (Living conditions, security, health, etc)

Kigali, Rwanda is classified as a family duty station and there are no restrictions on where to live in Kigali. Housing situation is good and Kigali boosts of several new constructions including villas, singles family homes, town homes and apartments. Basic health facilities, several international schools and various recreational activities, such as sports, cinema, restaurants, cultural centres, are available. A variety of shops and supermarkets with local and imported products as well as farmers’ markets are within easy reach. Rwanda has a reasonably good telecommunications network and internet facilities are also available. Security Situation in Rwanda is calm and there is no specific threat against the United Nations and its activities within the country. Threats in Rwanda are mainly crime and hazards related (opportunistic street robberies including theft of valuables from parked vehicles, mobile phones from hotel rooms and instances of non-violent residential break-ins, earthquakes, fire and road as well as maritime accidents). There is no movement restriction within Kigali and other urban centres but staff members visiting Rwanda are strongly encouraged to always remain vigilant and constantly inform colleagues of their whereabouts. Military and Special Police deployments are visible in Kigali and the other Provincial capitals from 1500 hrs. The last Saturday of every month has community work (Umuganda) in every settlement including the national capital hence business premises are often closed until 1300 hrs. Kigali International Airport is very well secured and there are reliable taxi services that charges a flat rate of 20 USD for all travels within Kigali regardless of the distance. Motorcycle taxis and minibuses are not recommended due to the higher exposure to road traffic accidents. Recommended Hotels in Kigali are contained in the Travel Security Information File automatically sent to staff members who apply for Security Clearance through TRIP prior to travel to Rwanda. All visiting or new staff members and consultants are requested to attend the mandatory UNDSS security briefing scheduled for every Monday, Wednesday and Friday at 1000 hrs. WFP Country Office in Rwanda started its operations from 1972. Today, WFP has its Country Office located in Kicukiro, Kigali and it has three field offices: in Huye, Karongi and Kirehe. The country team comprises of a total number of 130 staff (18 international and 113 Rwandan national) and it is led by the WFP Representative/Country Director, Mr. Jean-Pierre de Margerie.

Rwanda is a landlocked country situated in central Africa. Also known as ’the land of a thousand hills’, Rwanda has five volcanoes, twenty-three lakes and numerous rivers, some forming the source of the River Nile. The country lies 75 miles south of the equator in the Tropic of Capricorn, 880 miles ’as the crow flies’ west of the Indian Ocean and 1,250 miles east of the Atlantic Ocean - literally in the heart of Africa. Rwanda is bordered by Uganda to the north, Tanzania to the east, Burundi to the south and the democratic republic of Congo to the west.

Anyone visiting ’the land of a thousand hills’ is in for a multitude of surprises. The loveliness and variety of the landscapes in this ’green country’ is dominated to the north by volcanoes and bordered by Lake Kivu to the west. In Rwanda the great animals of the wild are protected from poachers and roam free in the vast national parks. The Volcanoes National park in the Virunga volcanic mountains with its high altitude forests, are world famous for mountain gorillas - timid and passive family oriented giants - which is teeming with wildlife both large and small, while Lake Kivu to the west offers beautiful beaches, jutting peninsulas and an archipelago of islands.

Rwanda's political and security situation remains stable, and development and economic growth continued to rise in 2012 and the first quarter of 2013. Rwanda has committed itself to development, democracy, and fighting corruption. Duties and responsibilities Under the direct supervision of the Nutrition Officer, the JPO will perform the following responsibilities:

Nutrition programming Assist Country Office in implementing a joint UN stunting prevention programme for the

reduction on stunting and scaling up. This includes the analysis of opportunities for local and regional procurement of specialized nutritious foods;

Technically advise and provide recommendations to increase effectiveness and efficiency of nutrition programming, particularly related to stunting prevention activities;

Contribute to the analysis of on-going nutrition analysis and studies, support the CO in presenting results and drafting reports;

With the support of the logistics unit and HQ food quality unit, support the CO to engage with national producers for the local production of nutrition specific products.

Capacity building • Support strengthening nutrition capacity building among WFP staff in and its partners

including Government, with a particular focus on stunting programming. M&E In close collaboration with the M&E unit, strengthen monitoring of routine data and

evaluation (including PDM) of nutrition activities; Conduct field visits to nutrition programme activities on a regular basis, monitor

programme implementation, complete programme checklist, note implementation issues;

Spearhead preparatory studies and analyses, in collaboration with the national counterparts;

Ensure effective specific reporting to donors when required. Donor relations/Resource mobilization Support the CO in preparing a presentation of NCSP activities for donors and other

resource mobilization activities for nutrition; Advocate for nutrition interventions to donors, governments and other actors, explore

possibilities and engage with new donors and support the development of nutrition proposals;

Collaborate with PI unit to visibility activities with donors and press, including press releases and meetings and field visits.

assignment BACKGROUND INFORMATION In 2015, WFP Madagascar reviewed its operations in-country with a stronger focus to support national stunting reduction strategies. To support the CO in engaging in the prevention of stunting, WFP Madagascar received a significant contribution through WFP headquarters as part as an effort to increase Nutrition capacities in Madagascar. Nutrition activities included: A demonstration model for the reduction of stunting through a Mother and Child Health and nutrition approach, jointly implemented with UNFPA. Impact and other learnings from this pilot intervention are measured through a research framework, designed jointly with and implemented by the NGO GRET. A cost of hunger analysis implemented under the leadership of the PM office. Through the study process, one of the expected outcomes is to increase awareness on the economic loss resulting from high rates of undernutrition and advocate for high level political commitment against child undernutrition A series of analysis to contribute to a better understanding of determinants of stunting, jointly led with other UN agencies and national institutions. Madagascar CO offers an opportunity for a JPO to support the Nutrition Unit consolidate the learnings from the several activities and implement an extended joint UN stunting prevention programme.

Programme Officer (Food Market Assessments) P2, Johannesburg, South Africa

Programme/VAM, Regional Bureau for Southern Africa Region The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking for a Junior Professional Officer to fill the position of Programme Officer (Food Market Assessments) with our Regional Bureau for Southern Africa in Johannesburg, South Africa. Brief description of the Regional Bureau From its base in Johannesburg, the Regional Bureau (RB) for Southern Africa supports operations in the following SADC countries (Democratic Republic of Congo, Tanzania, Mozambique, Madagascar, Swaziland, Lesotho, Namibia, Zimbabwe, Zambia, Malawi) as well as the Republic of Congo. Following the adoption of the Sustainable Development Goals (SDGs), WFP has developed a transformation organizational plan called the Integrated Road Map (IRM) to better capture and articulate the results of the SDGs especially the SDG 2 on Zero Hunger and SDG 17 on partnership. The use of cash-based transfers (CBT) and market –based assistance as part of food security programmes in WFP has increased globally from 1.9 million in 2009 to 9.6 million people in 2015, of which Sub-Saharan Africa accounts for nearly 48 percent. This trend is expected to increase exponentially over the next couple of years in Southern Africa where the operating conditions such as political stability, well developed infrastructure (market supply chains, roads, finance, mobile network, etc.) and strong regional integration, strongly favour the increased use of cash-based transfers in the region. In line with the grand bargain and the outcome of the World Humanitarian Summit -- which recommends the scale-up and the use of cash-based programming as the preferred and default method of assistance, where markets and operational contexts permit-- the scale of the use of cash will expand. Already there are donors who have adopted a “cash-first” approach for their assistance portfolio. This shift requires increased WFP capacity and understanding of food markets for its decision making to ensure that the right approach is taken. In-depth and detailed understanding of food markets is an essential requirement to determine whether markets are functional to support the expanded use of cash. The effective implementation of cash- and market-based programmes needs to be supported with a nimble market monitoring tool to determine the critical thresholds of whether markets are functioning or not. The Junior Professional Officer (JPO) will play a key role by supporting integration of market analysis into assessments, analyses and monitoring systems for decision-making that will support WFP’s local procurement efforts and smallholder programming; international procurement actions, including forward purchase; in project design and decision modules for considerations of cash based interventions and in WFP’s efforts related to Vulnerability Assessment and Mapping (VAM).

Duration of assignment: Two years Duties and responsibilities Under the direct supervision of the regional Head of VAM and in close collaboration with the Regional Procurement Officer and the Regional Advisers for Cash Based Transfers, the JPO will perform the following key responsibilities:

Assist in food security analysis with an emphasis on food marked market impacts;

Prepare a monthly, quarterly and annual regional price bulletin;

Plan, design and conduct market and trader surveys and analysis to assess food insecurity;

Assess the need for food assistance in response to changing vulnerability, particularly in response to floods, droughts, economic shocks (e.g. high food prices), and internal displacement due to conflict;

Undertake market-related field missions to support operations, emergency, recovery, rehabilitation, development and capacity building;

Be part of the team developing and validating a rapid market assessment tool for assessing and comparing market functionality;

Identify programme information needs to inform choice of transfer modalities (food, cash and vouchers); their targeting criteria, and monitoring & evaluation frameworks;

Assist with the analysis of cash/voucher-based programme interventions, including establishing systems to monitor market and programme impact of any cash/voucher-based interventions;

Assist in developing and implementing market-related capacity building tools and modules to support WFP and partner staff;

Act as VAM regional focal point on cash based transfers (CBT) issues especially pertaining market assessments and analysis;

Represent WFP in international fora such as in Regional Vulnerability Analysis Committee (RVAC) meetings and the Regional Market Working Group;

Represent VAM in the internal Regional CBT Steering Committee

Conduct/provide support on other WFP food security assessments upon request such as CFSAM, JAM, EFSA and CFSVA;

Act as WFP focal point on Urban assessments especially pertaining the market assessment and analysis component;

Upon request train government actors in market monitoring systems;

Work closely with mVAM focal point to integrate mVAM data in market monitoring and analysis.

Carry out other markets-related activities as necessary;

Perform other duties and responsibilities as assigned.

Qualifications and experience

Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: Economics, Development Economics, Agricultural Economics or other related field.

3 years post graduate, progressively responsible, job related experience in development-oriented organization

Skills in applied macro and micro economic analysis of markets, preferably in a food security context;

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking for a qualified Junior Professional Officer (JPO) to fill the position of Programme Officer to support the work on various Climate Risk management Initiatives specifically the ARC replica and other related work. This position will be based within the Climate and Disaster Risk Reduction Programme Unit (OSZIR) unit in Rome, Italy. Duration: 12 months (renewable) Duty Station: Rome, Italy Approximate travel required: up to 30 per cent Background: Climate change multiplies existing threats to food security, hunger and malnutrition. It will make natural disasters more frequent and intense, land and water more scarce and difficult to access, and increases in agricultural productivity even harder to achieve. It will disproportionally impact the most vulnerable people, the majority of whom live in fragile areas prone to climate hazards, ultimately putting hundreds of millions of people at risk. It is estimated that by 2050, the risk of hunger could increase by 20 percent, and child malnutrition is anticipated to be 20 percent higher than it would have been without a climate change scenario. WFP approaches the challenge of climate change from the point of view of its impact on hunger and under nutrition. WFP’s work on climate change and climate risk management focuses on enhancing the resilience of food insecure communities and countries, helping them adapt to more frequent and intense climatic events. About 40 percent of WFP’s operations already include activities to reduce disaster risk, build resilience and help people adapt to the effects resulting from climate change. WFP is developing and testing innovative tools and approaches to help Governments and communities to manage disaster risks in a more effective manner. One way how WFP drives pro-active risk management instead of re-active disaster response is through its support to the African Union’s African Risk Capacity (ARC), a comprehensive, integrated sovereign drought insurance solution. ARC insurance policies payout to national governments when a drought of a certain magnitude is measured using African RiskView (ARV) software which uses satellite remote sensing linked to crop models and prior levels of food insecurity. Replicating the successful ARC policy with International Organizations, especially in countries lacking financial and operational capacity to implement and scale up ARC, will increase climate risk insurance coverage in an efficient way while building additional capacity to implement national response plans. WFP is further developing, refining and testing the Replica Policies to accelerate the coverage of climate risk insurance to millions of Africans, while building the capacity of national governments to respond to large-scale climate shocks. WFP also is developing schemes at the micro level, through the R4 Rural Resilience Initiative. By combining different risk management tools, WFP improves resilience of vulnerable and food insecure communities. R4 is built on the association of 4 key components very much adapted to the context and the available tools: risk

reduction (asset creation, conservation agriculture), risk transfer (mostly index insurance), risk reserve (savings) and prudent risk taking (including credit). R4 is currently being implemented in Ethiopia, Senegal, Malawi, Zambia and Kenya and should be launched in Zimbabwe in 2017, and already insures more than 40,000 smallholder farmers. Entering in its second phase, R4 is currently revising its business model in order to scale up and expand in new countries. To do so, WFP is currently assessing the opportunity to link up with other programmes of WFP. The Climate and Disaster Risk Reduction Programme (OSZIR) in WFP HQ – located under WFP’s Policy, Programme and Innovations Division – provides guidance and support to a range of activities from household-level micro-insurance programmes to carrying out climate analyses to better understand the impact of climate risk on food security and nutrition, helping governments implement adaptation projects on the ground to manage climate risks and build resilience, as well as developing innovative climate risk management tools – programmatic and financing mechanisms. The unit also provides support to climate resilience building programming, carbon credits and fuel efficient cook stoves. Specific responsibilities and tasks: The role of the Junior Professional Officer to be hired with OSZIR is to provide support, technical advice, and in the development, refinement and implementation of WFP’s ARC replica insurance (70%) and to support the expansion of the microinsurance component of R4 (30%). S/he will support the development of the relevant pillars for a successful piloting of the ARC replica; in addition to provision of day to day support to the country offices implementing ARC replica. S/he will work in close coordination with the OSZIR team, Regional Bureau and Country Office staff, as well as external partners (including research institutes), working on climate change adaptation, climate risk management and resilience programming. Hands-on training and exposure to a range of experience will be provided to enable the JPO to undertake these functions. Specific tasks will include: Support development and roll-out of the ARC replica insurance policy and the required preparation for its

implementation in selected countries. Support the drafting and development of operational guidelines to ensure efficient start-up and

implementation of replica insurance initiative. Support country capacity assessments and capacity building requirements for WFP’s replica contingency

plans in consultation with Government counterparts and partners as required. Support the collaboration with ARC and relevant research institutes in the process of development, testing

and customization of indices (parameters) used in the drought insurance policy. Liaise with other HQ units (e.g. Legal, M&E etc.) to support the compliance checks of the insurance policies

and respond to field requests from CO/RB on ARC replica related topics. Assist to the partnership consultation process; including internally with other WFP units and externally,

through attending meetings and providing background resources. Liaise with country office (CO) and national counterparts and partners in the course of defining,

implementing and evaluating replica contingency plans. This includes participating in field missions, including national and community consultations.

Provide support and guidance to COs on reporting progress, monitoring and evaluation, including support on documenting lessons learnt and good practices.

Document and disseminate good practice and lessons learned from WFP ARC replica pilot work and other partner’s climate risk management initiatives and support communications in updating WFP website content, etc.

Draft progress reports including project outputs, field reports after missions, and briefing materials when required;

Support R4 team on: feasibility study work on R4 development, selection of partners, drafting concept notes, support to country offices (training, technical assistance), looking up for creative, innovative and scalable solutions, particularly regarding the risk transfer component.

Support the OSZIR team in the development of project proposals, this includes conducting background research (e.g. literature), conduct consultations, drafting concept notes and project proposals when needed.

OSZIR will concentrate on building the expertise of the JPO on the topics of micro and macro insurance, ARC insurance policy in consultation with ARC, contingency planning and other relevant topics, including developing guidance and training materials for workshops, and proposal development for climate finance, as related to the food security sector. It will also focus on ensuring the JPO gains practical experience and exposure to the country and community level work through field trips and country support, and engagement with other technical units. Learning Elements At the end of the one-year assignment, the JPO should have: Good knowledge of how WFP approaches food-security related climate risk management and how they

can support WFP initiatives at the policy and at the implementation level. Good understanding of replica insurance policy and the required preparation for its county level

implementation. Experience with contingency planning, country support and reporting. Experience with microinsurance and index insurance. Clear overall understanding of WFP’s global climate-related operations and activities and their essential
