What is test bias?
Different definitions represent commitments to ethical viewpoints about the way one should treat certain groups
Unqualified individualism (a testing and selection program is fair if it selects the best-suited people, regardless of group)
Quotas (selection of members from different racial and ethnic groups according to their proportions in the general population)
Qualified individualism (a compromise between unqualified individualism and quotas)

The Nature of Differences in Test Performance
One group believes the differences are biological in origin
Another believes the differences result from the influence of the social environment
Some people believe there is evidence for both genetic and environmental explanations
9
Current Controversy
-
The social environment explanation seems to be the most popular
If people accept this view, then differences in test performance might suggest that people need to escalate their efforts to wipe out inequality
Conversely, if one endorses the genetic position, then one acknowledges that little can be done to equalize performance among the different groups
