Thank you for attending the 5th Annual Texas Gulf Coast Energy Summit. Today’s event gathers together over 150 professionals from the Houston area to hear specially selected experts and industry stakeholders discuss topics and share knowledge related to the smart, efficient and financially sensible use of energy in existing commercial office buildings. Speakers included a recognized global commodity analyst, a former chairman of the Public Utility Commission of Texas and over a dozen others each with their own special competencies. The 2015 Gulf Coast Energy Summit is a partnership between the following Houston area organizations that desire to provide quality energy-related educational programming to their membership. This year’s keynote speakers include Dr. Peter Hartley, George and Cynthia Mitchell Professor of Economics at Rice University, and H.B. “Trip” Doggett, President and Chief Executive Officer of the Electric Reliability Council of Texas (ERCOT).

In addition to these keynote addresses, 12 unique sessions will cover the latest trends and technologies for your office building as industry professionals share case studies and experiences in lighting retrofits, chiller replacements, HVAC controls, water efficiency

H.B. “Trip” Doggett was named president and chief executive officer of the Electric Reliability Council of Texas (ERCOT), in May 2010. Prior to becoming CEO, Mr. Doggett was interim president/CEO and ERCOT’s chief operating officer since June 2008.

Mr. Doggett has 29 years of experience in the electric power industry, including seven years as an independent consultant in the ERCOT market. He chaired the Texas Nodal Transition Plan Task Force (TPTF) from 2005 to June 2008, and also served as an independent facilitator for the Texas Nodal Team, an ERCOT stakeholder team that developed the ERCOT nodal protocols. Prior to leading the market engagement and readiness team, he was involved in the stakeholder development and implementation of the zonal protocols.

Before becoming an independent consultant, Mr. Doggett worked 22 years with Duke Energy in the area of transmission substation engineering and was part of the team that launched the California ISO and PX.

Mr. Doggett is a Registered Professional Engineer and earned his bachelor’s degree in electrical engineering from the University of North Carolina at Charlotte.

KEYNOTE SPEAKERSDR. PETER HARTLEYGEORGE AND CYNTHIA MITCHELL PROFESSOR OF ECONOMICS AT RICE UNIVERSITY IN HOUSTON, TEXAS

Peter Hartley is the George and Cynthia Mitchell Professor of Economics at Rice University in Houston, Texas. He is also a Rice Scholar of the James A. Baker III Institute for Public Policy at Rice University, where he is affiliated with the Center for Energy Studies. Peter is also currently a visiting Professor at the University of Western Australia in Perth where he holds the BHP Billiton Chair in the Business of Resources. Peter has also held visiting positions at Monash University in Melbourne, Australia, the University of Melbourne, and the Australian National University. Peter is currently President of the International Association for Energy Economics and was President of the US Association for Energy Economics in 2012. Peter grew up in rural New South Wales, Australia. He completed an honors degree in mathematics in 1974, and a Masters Degree in Economics in 1977, at the Australian National University. From 1975-77, he worked for the Priorities Review Staff and the Economic Division of the Prime Minister’s Department in the Australian Government. He obtained a Ph.D. in Economics from the University of Chicago in 1980. From 1980 to 1986 he was an Assistant Professor of Economics at Princeton University. He moved to Rice University as an Associate Professor of Economics in August 1986 and was promoted to a Full Professor in 1993. He was chair of the Department of Economics at Rice from 2000 to 2005 and Academic Director of the Shell Center for Sustainability at Rice from 2007 to 2010. His research and publications have covered a number of areas of economics, but he has worked on energy economics issues for more than 30 years and over the last 15 years he has focused solely on energy economics and policy. He has also worked for public policy think tanks and as an advisor to governments and private firms on energy, electricity re-structuring, infrastructure development, and environmental issues.

717 Texas Building was the first LEED EB Platinum in Texas, and Hines BG Group Place is recertifying a Platinum LEED-Core & Shell to LEED-EBOM. LEED Platinum buildings are possible in Texas. Adam Rose (Director Property Management) Daniel Tice (General Engineering Manager), Sara Del Aguila (Property Manager) and Kathy Collins (LEED consultant) will give some insight on challenges and accomplishments to achieve Platinum level recertification at both properties. Hines Property Management Director Adam Rose said of 717 Texas, “As one of the first buildings in the world to re-certify under the LEED EB program, we have demonstrated that sustained progress in a large multi-tenant building is feasible over the long term through the attentive and collaborative efforts of the building management, tenants and ownership.” This is 717 Texas’ 3rd certification/re-certification and BG Group Place’s LEED CS to LEED-EBOM re-certification.

Greenway Plaza is a 55 acre master-planned, mixed-use development comprised of 10 office buildings containing 4.3 million square feet of prestigious Class A office space. Construction of the project began with its groundbreaking in 1967. The campus, which was completed in 1982, is divided into two Phases. Heating and cooling is provide by a centralized district energy plant which provides heated and chilled water to the complex as well as the Double-Tree Hilton Hotel, the Houston City Club and The Greenway Condominiums by way of closed-loop distribution systems. Other facilities located on site are Tony’s restaurant and the Frost Bank.

Centralized Building Automation System for campus-wide controls of critical building operations of HVAC, security access, fire and life safety systems, elevators and garage gate and access control. Tour will include Greenway engineering services center, central security dispatch, control and monitoring center and the Greenway Plaza Central Plant.

SESSION IIb Preventive Maintenance in the New Millennium Tom Easley | Former CBRE Engineering Operations Director

What is it like to be responsible for a new high efficiency building and a 30 year old building? We will consider the tasks associated with each and review why some traditional techniques may not be appropriate in all cases. Become familiar with known issues and how to address them. Learn why our standard of care has risen and how to achieve it.

SESSION IIc Successful Public-Private Partnerships in Energy Efficiency Steve Stelzer | Program Director, City of Houston Marina Badoian-Kriticos | Senior Advisor, City of Houston Gavin Dillingham | Research Scientist, Clean Energy Policy, HARC

This session will explore how together the public and private sectors are identifying and implementing a variety of strategies aimed at reducing resource consumption in existing buildings. Learn how the public and private sectors are working to make progress and influence environmental trends while collaborating to scale up ideas via programs including the Green Building Resource Center, Houston Green Office Challenge, Better Buildings Challenge, and EEB Lab Houston. The session will also discuss the soon to be created PACE financing district and how it will impact the investment environment for energy efficiency.

Building owners and consulting engineers can specify chilled water plants that are 20% to 60% more efficient than current designs. Achieving this performance requires an understanding of plant components and how they must be operated for peak efficiency. Bill Chalmers will review the issues associated with achieving high performing chiller plants.

Modern energy codes present new challenges to the methods we use to construct our building skins.
