COMPLIANCE TO THE TECHNICAL SPECIFICATION REQUIRMENT OF CATERPILLAR MODEL TH514 TELEHANDLER OFFERED TO ETHIOPIA SHIPPING & LOGESTICS SERVICES INTERPRISEPART I. GENERAL REQUIREMENT

Technical SpecificationStatement of Compliance

1. General

The intent of the specification attached herewith is to provide a general description of the equipment to be purchased. The equipment bid upon shall be new, unused, current model of production, which is substantially the same as the model in successful use for not less than one year or 2000 hours.

We offer 1(one) unit of Caterpillar Model TH514 Telehandler which is diesel engine driven and has lifting capacity of 4999kg at 500mm load center with a lifting height of 13700mm.

The offered Telehandler is current standard model in production. It will be constructed, assembled and equipped as per Caterpillar current manufacturing practices.

The offered model has been in successful use for many years all over the world and has proven performance.

2.Manufacturing Requirements

2.1 Material

Material used shall be free from defects, which would adversely affect the performance and maintainability of individual components or of the overall assembly.

2.2 Construction

The unit and its components and accessories shall be designed and constructed to facilitate field maintenance. All adjustments and replaceable accessories shall be readily accessible.

Additional or better features which are not specifically mentioned in this specification but which are a part of the manufacturers standard and/or optional commercial product shall be included in the unit being furnished.The materials of all parts, attachments, accessories and components of the offered unit is manufactured and assembled in accordance with current Caterpillar engineering, and are free from defect.

The offered unit, its components & accessories are designed and constructed to facilitate field maintenance .All adjustments & replaceable accessories are readily accessible.

Additional or better features which are not specifically mentioned in this specification but which are a part of a manufacturers standard parts are included in the unit to be furnished.

3.Service Requirements

The equipment to be supplied will be used on Port services and container terminal in Ethiopia where:

Climate varies from humid tropics to arid desert

Temperatures vary from 00C to 550C

Altitudes vary from sea level to 2500 meters above sea level.

The equipment shall be of extra heavy duty and tropical type capable enough to render trouble free service under extremely sever operation condition where low grade of fuel is generally be used, sand/dust will be thickly blown up, and uneven, bumpy and loose, gravel road surface are predominant.

The offered Caterpillar model TH514 Telehandler can be used for diversified loading and unloading Port services and container terminal in Ethiopia where :-

The offered Telehandler is extra heavy duty and tropical type, capable enough to render trouble free service under extremely sever operation condition in demanding applications where low grade of fuel is generally used, sand/dust are thickly blow up and uneven, bumpy and loose, gravel road surface are predominant.

3 Proven Performance

The equipment shall be undergone extensive field testing to fully ensure its dynamic strength

Extensive field testing shall be carried out to ensure the function and operational reliability.

Excellent proven performance and productivity in a very repetitive loading and unloading task for continuous hour operation daily and excellent proven efficiency and durability with minimum downtime for long years in a fast growing port business.

Excellent proven performance of the major systems: power train, hydraulic system, steering system, braking system and cooling system.

ESLSE shall consider the previous performance of the offer make/model with the world (including ESLSE). The offered Caterpillar model TH514 Telehandler is current model of productions which has been in successful use all over the world including Ethiopia and have a proven performance in different application including port services. The Telehandler will be delivered fully assembled, tested and ready for immediate use.

The offered Caterpillar model TH514 Telehandler has excellent proven performance of their major systems: power train, hydraulic system, steer system, braking system and cooling system.

We have attached also Quality Certificate of Caterpillar Telehandler.

ESLSE reserves the right to consider the previous performance of the offered make/model in Ethiopia (including ESLSE).

5.Acceptance Test

5.1 Factory Test

To be carried out at the seller premises. The purchaser or its representatives shall have the right to inspect and/or to test the goods to test the goods to confirm their conformity to the contract specifications at the factory.

5.2 Pre-Delivery Service

The manufacturer/supplier shall undertake inspection and servicing the unit, including washing, greasing, lubrication, adjustment and calibration (if any) at his costs (parts, materials, labor etc) to DPSEs satisfaction before formal acceptance of the unit at final destination.

NB: The factory test and commissioning test reports shall be submitted to the buyers address within 7 days after the test.Our representative and your authorized person can inspect the lift truck at your premises.

We will be pleased to arrange inspection at the manufacturing plant for your experts if we are the successful bidder, However, their travel, boarding houses and lodging expenses shall be covered by yourself.

We will undertake inspection and servicing of the units free of charge at our premises in Addis Ababa before delivery of the Telehandler. This including washing, greasing, lubrication, adjustment and calibration (if any) at our costs (parts, material, labour etc.) to ESLSE Satisfaction before formal acceptance of the unit at final destination.

The factory test and commissioning test reports will be submitted to the ESLSE address within 7 days after the test.

6.After Sales Service Facility

DPSE shall consider supplier having a known dealership and local agent locally in Ethiopia.

Lubricant analysis (S.O.S) laboratory that enables identification of problems in the main components of machines before failure.

Vehicles with radio communication for field services.

Training centre

We also have highly qualified, well-trained technical personnel having long years of hands on experience on maintaining and servicing the offered machine. We provide maintenance service on site or at our central workshop as deemed necessary. Periodic preventive maintenance services can also be provided on contract basis.

We would like also to bring to your attention that Ries Engineering S.Co (RESCO) stocks different sized Cat XT hoses in bulk and has set up hose service facility to provide hose assembly services to its customers for hoses up to 2 diameter. When customers have a hose failure problem it makes a new hose for them by re-fitting the reusable couplings from the old hose or new couplings. You are welcome to make use of this facility for any machine you have at any time. This facility is certified for supplying contamination free dependable hoses.

7.Warrantya) The bidder/supplier guarantees that all materials, parts, components, accessories and attachments that he unit bid upon have been manufactured and assembled are of high quality and good workmanship. The bidder/supplier also guarantees to replace at his cost (all costs plus transportation and all labor charges up to the worksite and or the final destination) any part or component that may break or fail by reason of inferior or defective material and/or workmanship within the warranty period.

b) The warranty period shall be 12 months or 2000 working hours from date of formal acceptance.

c) Specify extra (additional) warranty period for the engine and other drives.a)We guarantee that all items, parts and components of the offered Telehandler is brand new, unused and of the most recent models/version and recent manufactured, incorporate current Caterpillar improvements in design and materials, are of high quality and use state of the art workmanship. We also guarantee to repair or replace at our cost(DDP cost plus transportation and all labour charges up to the worksite and or final destination) any part or component that may break or fail to function under normal service conditions specified in your tender due to defective or poor workmanship within the warranty period.

b)The warranty period is within a period 12 months from the date of delivery at final destinations irrespective of machine operation hours.

c) The warranty period is the same for engine and other drives as what is stated above for the Telehandler.

8.Defect Liability Period

a) If there is a defect on the machine, a written notice will be given to the supplier or their agent/dealer.

b)The bidder/supplier shall undertake to rectify faults of under warranty upon notification by ESLSE within a maximum of 30 calendar days from date of notification or such occurrences by the concerned body of ESLSE. Failure to do so will result in remedial action being undertaken by ESLSE at the risk and expense of the bidder/supplier.

c) ESLSE reserves the right to further claim for down time costs if with strainer faults are not rectified within a specified time above.

a)Noted and accepted.

b) Upon receipt of notification regarding claims that qualify for coverage under warranty, we will correct, repair or replace within 30 calendar days from date of notification by the concerned body of Ethiopian Shipping and Logistics Service Enterprise, except in case of force majeure, to repair or replace the defective parts or components.

c) We will rectify warranty defects within specified time above, except in case of force majeure. Other responsibilities or compensation for direct or indirect damages are not included.

9.Maintenance Service and Inspection during Defect Liability Period

2. Towards the end of defect liability periodWe provide maintenance service and inspection of any part or component that may break or fail by reasons of inferior or defective material and/or workmanship within the warranty period after six months and towards the end of defect liability period.

10.Training

Technical training shall be provided locally at the expense of the supplier as follows:

In operation of the unit bid to the purchasers employee at least five operators per unit

In repair and maintenance of unit bid to the buyers staff at least five technical person

The supplier may propose short training program for ESLSE senior personnel (engineer) for duration of at least ten working days at the manufacturers training center and/or for pre shipment inspection.

NB Specify the period, scope and detail content of the training to be provided separately for the above mentioned buyers personnel.We will provide familiarization training free of charge to your five operators on how to operate the Telehandler and use of the operation manual and to your five mechanics how to service and maintain the Telehandler at our premises in Addis Ababa before delivery of the Telehandler.

We have attached details of familiarization training for your further reference.

11.Supply Requirements

11.1.Manuals

One copy of each maintenance manual, operators manual, workshop/repair manual and spare parts catalogue shall be supplied with each unit.

One additional copy from each manual for the total order quantity

All manuals shall be supplied in hard copy

Manuals and catalogues shall cover the equipment/vehicle and all its components, attachments and accessories thereof

11.2.Tools

11.2.1 Standard Tools

A set of essential tools (which include appropriate lubrication gun, hydraulic jack and wrench) shall be provided in a lockable toolbox with each unit.

11.2.2 Special Tools

List of special tools shall be provided with separate price.

11.2.3 Fire Extinguisher

One each multipurpose, proper size fire extinguisher shall be furnished with each machine.

As per the buyers choice

Items considered vital by the manufacturer/bidder for safe, effective and efficient function of the equipment shall be quoted optionally as part of the bid. One copies of the following manual will be supplied with each machine

Additional one set of each of the above manuals quoted optionally for your decision.

All manuals will be supplied in hard copy.

The manuals and catalogues cover the equipment and all its components, attachments and accessories thereof.

One set of standard tool kit including grease gun, hydraulic jack and filter wrench will be provided. The list of such tools is attached herewith for your reference.

No special tools is required the standard tool kit is sufficient to maintain the Telehandler.

One piece of appropriate type and size fire extinguisher will be furnished with the machine.

The offered Telehandler will be painted with Caterpillar standard Yellow color.

12 Recommended Spare Parts List

The bidder must furnish itemized and individually priced suggested list of recommended spare parts for the equipment to be supplied for the first 4000 hrs of operation, or to the value of 15% of order, with prices valid for a period of one year.Itemized and individually priced list of recommended spare parts as per the tender requirement is attached herewith for your consideration and decision.

The price of these recommended spare parts will be valid for one year as of tender opening date.

17 Basic Information

All bidders are expected to provide their statement of compliances and clause-by-clause commentary for all parameters and any data at the right side provided column required by the specification.Detailed clause-by clause commentary to the specification requirements and details of the offer is given for each section as per the tender requirement.

18 Compliance to Requirement

Bidders are expected to offer equipment from their product range that closely meets the technical specification. However, bids which do not comply, to the fundamental requirements described in the technical specifications may be rejected as non responsive. Bids with higher performance and/or better features than specified may be considered in bid evaluation even where such preference has not been specified.

Evaluation shall be made as per the pre set method. II TECHNICAL REQUIREMENT


1.Scope

It is the intent of these specifications to describe a diesel engine driven, high reach rough terrain telescopic forklift (telehandler), capable of lifting not less than 1.3 ton at its maximum reach of 40ft at 600mm load center. The equipment is used for multipurpose jobs including but not limited to unstaffing or/and stripping 20ft, 40ft ISO containers in port and terminal sectors.We offer 1(one) unit Caterpillar Model TH514 Telehandler which is diesel engine driven high reach rough terrain and has rated load capacity of 4990kg. The Telehandler has lifting capacity of 1600 kg at maximum reach 9225 mm at load center 500mm when load stabilizers down.

The offered Caterpillar Telehandler can be used for diversified loading and unloading 20ft, 40ft ISO container in Port services.

3.Engine

3.1.General

The diesel engine shall perform smoothly and efficiently under all conditions of operation described above and shall develop the rated horse power when operating on commercial diesel fuel of locally available with a sulphur content of 1% and cetane number of 45.

The Caterpillar model C4.4 DITAAC diesel engine is four-stroke cycle, water-cooled, diesel driven, turbocharged and after cooled. It has 4 inline cylinders which are equipped with wet type cylinder sleeves/liners.

The Caterpillar C4.4DITAAC engine delivers 101HP, ISO1585 Gross power, at fly wheel at 1400 RPM.

Torque output: 410NM.

Full forced feed type by gear driven oil pump. The oil is clarified by means of a replaceable full flow oil fitter. Oil cooler incorporated in the system. The oil pump is strain protected. Oil sump is steel guarded. The engine is equipped with heavy duty, two stage, dry-type radial seal air cleaner. Fitted with cyclone type Fitted with automatic dust evacuator.

Fitted with dust indicator with restriction gauge/indicator The cooling system is tropicalized, closed, pressurized pump forced type.

The cooling system equipped with an efficient tropicalized type thermostat.

All the cooling system heat exchangers are independent of one another i.e. the removal of the engine cooler (for repair) doesnt affect the hydraulic oil cooler.

The cooling system is tropicalized, and suitable to permit continuous full load operation of the engine without boiling of the coolant at a temperature of 500.

The radiator is tropicalized heavy duty type and properly mounted and equipped with core protection grill.

The upper & Low channels/ tanks as well as the core are made from brass and are easily repairable type. The radiator is equipped with altitude or pressure compensator. Direct driven from the engine.

Cooling fan is driven by belt and guarded.

The fuel tank is properly ventilated, protected both internally & externally from corrosion and under side is guarded.

The offered TH514 Telehandler has 150liters refill capacity which is adequate enough to operate the Telehandler for more than 8hrs operation under average load.

The tank is made from hard corrosion resistance polyethylene non metallic tank.

Tank filler contains strainer.

The cap is lockable type.

The fuel injection pump of Cat C4.4 DITAAC engine is totally enclosed, pressurized type injection pump, mechanically driven and equipped with the necessary regulatory and controlling attachment.

Fuel system is equipped with spin on type filter and water separator of adequate capacity.

A water separator is installed in fuel system to retain rust, metal chips & dirt particles.

4.Transmission

Limited slip differential fitted in the front axle as standard for added traction. The unit is equipped front stabilizer system to provide an increased stability and load carrying capacity. A permanent full time 4 wheel drives equipped with durable planetary axles.

10.Hydraulic System

10.1 Filtration System

The hose shall consist of a seamless weather and oil resistant synthetic rubber tube with hydraulic hose fittings at either end.

The offered Caterpillar model TH514 Telehandler is mounted with IT Coupler allowing the operator to quickly change of complex work tools. All controls, including auxiliary hydraulics controls for hydraulic work tools are controlled by the joystick to any attachment requiring hydraulic supply for operation. Part I. General Requirement1.General

We offer 1(one) unit of Caterpillar Model TH514 Telehandler which is diesel engine driven and has lifting capacity of 4990kg at 500mm load center with a lifting height of 13700mm.

The offered Telehandler is current standard model in production. It will be constructed, assembled and equipped as per Caterpillar current manufacturing practices.

The offered model has been in successful use for many years all over the world including Ethiopia and has proven performance.

This including washing, greasing, lubrication, adjustment and calibration (if any) at our costs (parts, material, labour etc.) to ESLSE Satisfaction before formal acceptance of the unit at final destination.

The factory test and commissioning test reports will be submitted to the ESLSE address within 7 days after the test.
