66th ANNUAL REPORT The Northern India Regional Council (NIRC) of the Institute of Chartered Accountants of

India (ICAI) has immense pleasure in presenting its 66th Annual Report for the year ended 31st

March, 2018.

At the outset, the Regional Council welcomes and congratulates those who have joined the

profession recently after passing CA Final Examinations and also welcomes to those students who have entered in CA Course after passing CPT Examinations during the year.

The Regional Council expresses its sincere gratitude to the Members who are at the helm of

affairs and appreciates the merit holders of CA examinations of the Institute.

The Northern India Regional Council is a constituent body of the Institute of Chartered

Accountants of India. The NIRC was set up on 1st April, 1952 [then known as Delhi Regional Council and comprising the then States of Delhi, Punjab, Ajmer, Himachal Pradesh, Patiala and East Punjab

States Union] presently represents its over 57041 Chartered Accountants Members and 108764 Students spread across the States of Haryana, Himachal Pradesh, Jammu & Kashmir, NCT of Delhi,

Punjab, Union Territory of Chandigarh. Members are either in practice or holding eminent positions

in various Industries as well as in Government Organisations.

The functions of the NIRC of the ICAI are managed through the Regional Council and its various Committees. The Regional Council consists of 13 Elected Members, All Elected Central

Council Members of Northern Region and Central Council Members nominated by the Central Govt. of

India whose addresses belong to northern region. The Regional Council Headquarters is at New Delhi

(ICAI Bhawan, 4th & 5th Floors, Annexe Building, I.P. Marg, New Delhi – 110 002). The NIRC of ICAI has 24 Branches, 45 CPE Study Circles and 6 CPE Chapters and Reading Rooms-cum-Libraries spread

over the Region.

The NIRC of the ICAI plays a lead role in holding of talks, refresher courses, organizing

various seminars, workshops, lecture meetings covering diverse areas of professional interest for the benefit of the members and students. It also organizes various programmes for the benefit of the

public at large. It also organizes Regular Classes, Revisionary Classes, General Management and Communication Skills Course, Elocution & Quiz Contests, Seminars/Conferences, Mock Tests and

sports activities for the Students pursuing CA course from the region. Various cultural and social events are also organized by the NIRC of ICAI. These events are being organized across the region

on various occasions.

The NIRC of ICAI conducts its Annual Award/Prize Distribution Function on yearly basis with

a view to appreciate and encourage the services rendered by its eminent, stalwart and distinguished members and pave the way for further co-operation with various wings of the NIRC of ICAI. In the

said award function, the meritorious students of CA Course from northern region are invited for

conferring them Awards/Prizes for their outstanding and exemplary performance in the Examinations of the Institute. The Awards are also given to Branches, CPE Study Circles, CPE Chapter, Research

Group, Guest Speakers and Commendable Contribution in Activities of the profession.

The NIRC of ICAI also publishes a monthly E- Newsletter for the benefit of its members and students. In this Newsletter all information related to the Forthcoming Programmes, Activities

organized by NIRC of ICAI, Law Updates etc. and other important information related to Members

and Students are published regularly. It also includes Write Ups/Articles on various subject matters like Companies Act, IFRS, VAT, International Taxation, Transfer Pricing, Corporate Laws, Service Tax,

Income Tax, Emerging Trends in Accounting, GST, Forensic Accounting, and other allied laws. The useful and important information focused on Students of CA Course are also disseminated through

the E-Newsletter. The website of NIRC www.nirc-icai.org is being regularly updated with various

useful information, which includes the background materials of various seminars, workshops, lecture meetings for the benefit of the members and students.

The NIRC of ICAI was adjudged four times as the `Best Regional Council’ by the Institute. [in

the period of CA. Kapil Gupta – 1996-97, CA. Madhu Sudan Goyal – 2003-04, CA. Sudhir Kumar

Agarwal – 2008-09 and CA. Atul Kumar Gupta - 2010-11].

The NIRC of ICAI was adjudged two times as the `Certificate of Appreciation’ by the Institute [ in the period of CA. Radhey Shyam Bansal – 2014-15 and CA. Raj Chawla – 2015-16 ].

Besides, the audited annual accounts of the NIRC of the ICAI for the year 2017-2018, the Regional Council also takes this opportunity to cover in this Report major initiatives, important

events, statistical profile relating to members, students, details of seminars, conferences, workshops

and training progammes organized during the period upto 31st March, 2018.

1. THE NORTHERN INDIA REGIONAL COUNCIL The Elections to the 22nd Northern India Regional Council was held in December, 2015 for

electing its 13 Members for a period of 3 years (2016-17, 2017-2018, 2018-2019). The 22nd

Regional Council assumed its office on 26th February, 2016. The Composition of the NIRC of ICAI for the year 2018-19 is as under:

(i) CA DAY Celebrations

CA DAY was organised on 1st July, 2017 and following activities were conducted:-

- Flag Hosting Ceremony was organized on 1st July, 2017 in ICAI Bhawan, Vishwas Nagar,

Shahdara, Delhi for Members and Students. - Saplings were planted on 1st July, 2017 in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi for

Members and Students. - Marathon was organized on 1st July, 2017 for Members and Students.

- Blood Donation Camp was organized on 1st July, 2017 in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi for Members and Students

(ii) CPE Seminars with the Committees of ICAI:-

With the aim to enhance the capacity of the profession and wider attention towards effectively and efficiently working with the Committees of the ICAI, more and more CPE

Seminars/Conferences/Workshops were hosted by the NIRC of ICAI organized by some Committees

of ICAI namely, Committee for Cooperatives & NPO Sector of ICAI, Indirect Taxes Committee of ICAI, Committee on Corporate Laws & Corporate Governance of ICAI, Auditing & Assurance Standards

Board. A plan was finalized for growth, brand image of the profession and nation building of the

Profession.

(iii) Planning for growth in profession while maintaining quality :-

With the objective for growth in Profession while maintaining quality, the following activities

were undertaken :

- All the forthcoming programmes related to Members and Students were hosted on the website

well in advance.

- The Power Point Presentations given by the faculty in the CPE Seminars were regularly uploaded on the website to facilitate those who did not attend the Seminars.

- On-line Payment System for remittance of Fee for Seminars related to members and students.

- The details relating to Seminars/ Workshops/Conferences etc. conducted by NIRC of ICAI are uploaded immediately on the website.

- Website of NIRC of ICAI is being regularly updated for information of the members and

students.

- Important Links, Quick Links, Latest News, Useful Links with the Institute’s website,

Programmes of Branches, Programmes of CPE Study Circles, Programmes related to Members and Students, various notifications and Announcements and NIRC Newsletters have also been

hosted on the NIRC Website. The same are updated regularly for the use of Members and

Students.

(iv) Redressal of Grievances:-

To redress the grievances of the Students & Members, Assistant Secretary has been deputed.

Complaint boxes have also been installed at various places.

(v) Meetings of Team NIRC with the faculty

With the objective to provide quality education, Team NIRC organized meetings in regular

intervals with the faculty of Revisionary & Regular Classes and advanced (ACITSS) MCS. The feedback were also taken from all the faculty to understand the problems being faced by them and

the need of the hours of the students

(vi) Website of NIRC of ICAI [ www.nirc-icai.org ]

During the year, the Website of NIRC of ICAI (www.nirc-icai.org) was made more interactive

and user-friendly. All the forthcoming programmes related to Members and Students were hosted on the website well in advance. The Power Point Presentations given by the faculty in the CPE Seminars

were regularly uploaded on the website to facilitate those who didn’t attended the Seminars. Important Links, Quick Links, Latest News, Useful Links with the Institute’s website, Programmes of

Branches, Programmes of CPE Study Circles, Programmes related to Members and Students, various

notifications announcements and NIRC Newsletters were also hosted on the NIRC Website for use of Members and Students.

(vii) Post Qualification Course & Certificate Courses of ICAI at NIRC Level

The Post Qualification Course on DISA and Certificate Courses of ICAI on (i) Concurrent Audit

of Banks and (ii) Forensic Accounting & Fraud Prevention (FAFP) were being regularly hosted and all

the arrangements of organising the said courses were made by the NIRC of ICAI. Members of Delhi/New Delhi had a chance to attend these courses in Delhi instead of going to other places.

(viii) To assist Women Members

To assist women members, National Women Conference for Women Chartered Accountants was organized on 20th January, 2018 in Hotel Royal Plaza, Janpath, New Delhi on various topics of

the profession. CA. Deepa Gupta was the Conference Director.

(ix) Strengthening educational and other services to students

With the objective of strengthening educational and other services to students, various efforts

were made by the NIRC of ICAI. The attention was made to provide more facilities and to give more opportunity to share knowledge and interact among Students. More focus was given by the NIRC of

ICAI for Students related activities. The same are as under :

1 The on-line facility for remittance of fee for participation in Students Festival for CA Students

held on 13th January, 2017 was made available to CA Students. 2 Arrangements were made for augmenting facilities for students in ICAI Bhawan, Vishwas

Nagar, Shahdara, Delhi for enquiry, submission of application forms, fans were installed, sitting benches, New Chairs were installed in the auditorium of Vishwas Nagar Office and other

Reading Rooms/libraries.

3 With the aim of ambiance, welfare, recognition and growth of CA Students, Seminars on various topics in accordance with CA Syllabus alongwith special counseling programmes – How

to Face CA Examinations, Mock Tests, Lecture on Motivational Talks, School Level Debate Competition and to improve Communication Skills, CA. Students Talent Search were organized.

7. NEWSLETTER OF NORTHERN INDIA REGIONAL COUNCIL

The NIRC of ICAI publishes a monthly E-Newsletter for the benefit of its members and students complying with the instructions and the guidelines of the advisory of ICAI ensuring

uniformity and standardization as directed from time to time. The contents are approved by the

Editorial Committee of NIRC of the ICAI. Special attention/emphasis was given on the quality of

NIRC Newsletter. The Newsletter is being published on monthly basis with GST & law updates and activities of

Branches and CPE Study Circles. Encouraging research initiatives, articles on various current and contemporary issues related to profession are published regularly in the Newsletter of NIRC of ICAI.

In this newsletter all information related to the forthcoming programmes, activities organized by NIRC

of ICAI, write ups/articles on various subject matters like Companies Act, IFRS, VAT, International Taxation, Transfer Pricing, Corporate Laws, Service Tax, Income Tax, GST etc. are published. The

other important information related to Members and Students are also published regularly. The Newsletter of NIRC of ICAI is also being sent by e-mail to Members. The Newsletter is also uploaded

on the website of NIRC of ICAI.

8. REGULAR/REVISIONRY CLASSES FOR STUDENTS OF CPT/IPCC/FINAL CA

COURSES ARE BEING REGULARLY ORGANIZED

The Revisionary Classes for CPT, IPCC and Final CA Students are also conducted regularly in various centres of Delhi/New Delhi. Some new young Members were invited to act as Faculty for

these classes. Renowned and well trained faculty were also engaged for Revisionary and Regular

coaching classes of the students. It is pertinent to mention that the NIRC is organising these classes at a nominal fee as compare to the private coaching centers for the benefit of CA students and who

have come Delhi from far flung areas of the country. In these revisionary classes, the background material are also provided to the Students for their day-to-day reference and benefit. The feedback

from the students are taken and the same are reviewed by the Team NIRC and NICASA Team with a view to provide efficient and good faculty.

9. COURSE ON ADVANCED INTEGRATED COURSE ON INFORMATION AND SKILLS (AICITSS)

During the year total 68 batches (from 01.04.2017 to 31.03.2018) of GMCS MCS (15 days)

Course were conducted by the Regional Council in which 3714 students completed their GMCS MCS

successfully. The registration of the said course is made by the students through on-line.

10. MEMBERS’ LOUNGE-CUM-LIBRARY

The Regional Council has a well-stacked Library in the Income Tax Office at Central Revenue

Building, I. P. Marg, New Delhi, known as G-19 Bar Room and at G-7 Bar Room, E-1 Block, Dr. S.P.M. Civic Centre, Minto Road, Near Ramlila Ground, New Delhi for members. The books in the library

covered a wide range of various subjects including Direct Taxes, Indirect Taxes, Company Law, GST, VAT, IFRS, Companies Act etc. Several new books useful to the members were also added during

the year.

The Regional Council subscribed for all the important Journals and magazines including the

daily Newspapers etc. for the benefit of the visiting members. The facilities of computers, printers, telephones, fax, tea-coffee machine, multi mobile charger, shoe polish machine etc. have also been

extended for the benefit of the members visiting the said Bar Rooms.

11. STUDENTS’ READING ROOMS-CUM-LIBRARY & READING ROOMS

A library for CA students is in the premises of the ICAI Bhawan, 52, 53, 54, Institutional

Area, Vishwas Nagar, Shahdara, Delhi – 110 032. In addition, four reading rooms are also being run by the NIRC of ICAI. (i) F-6, 2nd Floor, Vijay Chowk, Laxmi Nagar, Delhi (ii) E-52, 53 Prashant Vihar,

Delhi – 110084 (iii) 383/10 B, East Azad Nagar, Delhi and (iv) F-6, 3rd Floor, Vijay Chowk, Laxmi Nagar, Delhi are also being used by CA Students.

12. FREE PROFESSIONAL SERVICE

The members continued to assist and render tax advisory services free of charge to small tax

payers visiting the Bar Rooms of the Regional Council at G-19, Central Revenue Building, New Delhi and G-7, Bar Room, Civic Centre, New Delhi.

13. Elections of the Northern India Chartered Accountants Students’ Association

(NICASA)

The Northern India Chartered Accountants Students’ Assoication (NICASA) is the Students’ Association of Northern India Regional Council of ICAI. The Managing Committee of the Association

consists of (i) 12 Persons elected by the members of the Association from amongst the members of the Associaton; and (ii) 3 members of the NIRC of ICAI are nominated by the NIRC of ICAI of which

one is nominated by such Regional Council to be the Chairman of the Students’ Association Managing

Committee. The Students’ Association shall, at all times, function subject to the control, supervision and direction of the Central Council of ICAI exercised through the Regional Council. It provides an

opportunity to CA Students to gain knowledge which are of great relevance in today’s changing paradigm and thus orient themselves towards pursuing their career in various subject matters of CA

Syllabus. To enhance the working skills, sharpen the communication and presentation skills and with

an intent to provide a platform for academic excellence to CA Students, certain functions are performed by the NICASA as per the Chartered Acocuntants Students’ Association Rules.

The Elections to the Managing Committee of NICASA were conducted on 23rd July, 2017 at

ICAI Bhawan, 52-53-54, Institutional Area, Vishawas Nagar, Shahdara, Near Karkardooma Courts, Delhi – 110032 to elect the 11 members of the managing committee of NICASA for the year 2017-18.

During the year, the Branch organized Certificate Course on CONCURRENT AUDIT in the month of May. The course was attended by 51 Members.

National Yoga Day Celebration:-

The Branch celebrated National Yoga Day on 21st June, 2017 at Chinmaya Asharam at Ranjit Avenue, Amritsar. In the programme Trained Yoga Instructors gave Yoga related instructions to

the Members and their Family Members.

CA DAY Celebrations:- The Branch under the instructions from Public Relation Committee of the Institute celebrated CA

DAY wherein different programmes consisting of Flag hoisting at ICAI Bahwan, Cultural

Programmes by Students, at Branch Building.

Blood Donation Camp:- The Branch organised BLOOD DONATION CAMP in association with ROTARY CLUB OF

AMRITSAR on 01ST Jan, 2018 at Railway Dispensary, Railway Station, Amritsar in which 32

members donated their blood.

Media Coverage:- The Branch from time to time had done media coverage of its important activities through

leading local news papers and local FM radio. Information regarding Commerce Wizard Test level II and 2 DAYS CA STUDENTS CONFERENCE

and Seminars were some of the events widely covered by the Local print media. Lot of

appreciation and coverage was the media on the adoption of tradition of using digital banners and presenting saplings in replacement to printed banners and bouquets during the branch

programmes as a welcome gesture in preservation of nature and ecology. Information regarding NEW EXECUTIVE COMMITTEE 2018-2019 and Seminar on union budget 2018 were some of the

events widely covered by the Local print media.

Republic Day Celebration:- The Branch celebrated Republic Day on 26th Jan, 2018 at ICAI BHAWAN,NEW AMRITSAR in

which Members, students and CC Members from Delhi were present

2 Days Conference for CA Students:-

The Branch hosted 2 days Conference for CA Students under the aegis of the Board of Studies of ICAI where in 340 students participated. The conference hosted 15 paper presenters from all

over the country who presented their Papers on different Technical Sessions. The convention

was also addressed by Motivational Speakers of repute from all over the country. CC Members

and Past President, ICAI addressed and guided the attending students on different Technical & Motivational topics.

Welcoming Newly Qualified CA:-

The Branch honoured and welcomed newly qualified CAs who passed their CA Final during November, 2017 Final Exams.

INTERACTION WITH GOVERNMENT DEPARTMENTS & DELGATES IN BRANCH

EVENTS:-

1) The Branch Executives welcomed CA Narinder Singh, IRS on his appointment as CCIT, Amritsar and discussed with him matters related to Income Tax Department functioning and

problems. He assured full co-operation. 2) The Branch Executives met Official of GST Department of Centre & the State and presented

them with publications of the Indirect Tax Committee of ICAI which was well praised by

them. They also assured for full co-operation and help in respect to the implementation of the GST Law.

3) The Branch Executives also met the Members of the ITAT, Amritsar Bench and invited them for Seminars of the Branch.

4) The Branch Executives met CIT-I & CIT-II, Amritsar and discussed with them about role of the profession in various initiatives by the Income Tax Department.

5) The Branch Executives met DCIT (TDS), Chandigarh, Mrs. Tarundeep Kaur on her visit to

Amritsar and discussed with her about various problems faced by the assesses on issues related to TDS greivances. She assured of full cooperation in resolving the same.

6) The Branch welcomed CA Sanjeev Arora, IPS, Orrissa and he addressed Members & students on the role of Profession in Public Administration.

7) CA Nilesh S.Vikamsey (Immediate Past President,ICAI) guided students on the study

techniques and importance of articleship and also apprised members on the contribution of the ICAI in nation building.

8) Sh. Sunil Dutti, MLA, Amritsar North was the Chief Guest at the Cricket Match organised by the Branch for CA Members.

9) CA Sanjay Kapoor (Director- Oriental Bank Of Commerce) shared the vision of government on

current banking crises with the members and students on a seminar conducted on Statutory Bank Audit.

Sports Competition for CA Students:-

The Branch organized Sports Competition for CA Students at Gandhi Ground, Amritsar where in

60 students participated in various games like 100 Mtr & 400 Mtr race, CHESS , CAROM, etc. The Programme was well attended by students of all levels.

Annual General Meeting:-

40th AGM of Amritsar Branch was held on 17th June 2017 at ICAI Bhawan, Bhai Gurdas Ji Nagar, G.T. Road, Amritsar. In the meeting the annual accounts of the branch were

presented and duly adopted. Branch Auditors were also appointed in the meeting for the year 2017-18.

Institute Financial Dues:-

The Branch has till date cleared all its dues pending to the Head office in the form of

ITT share, Publication dues, etc.

19. ANNUAL AWARD/PRIZE DISTRIBUTION FUNCTION

An Annual Award/Prize Distribution Function of the NIRC was held on 24th February, 2018 in the Hotel Royal Plaza, Ashoka Road, Connaught Place, New Delhi. The Chief Guest distributed the

awards to the meritorious students of CA Exams who belonged to the Northern Region. In order to

develop professional acumen and foster professional fellowship, the awards/prizes were also conferred to Branches and Award for Commendable Contribution in Activities of the Profession. The

programme was attended by near about 119 delegates belong to CA profession.

20. AUDITED ACCOUNTS

The audited accounts of Northern India Regional Council of the ICAI for the year 2017-2018

are annexed to this Report.

21. OBITUARY:

The Regional Council records with deep sense of grief on the sad demise of the members of

the Northern Region during the year 2017-18.
