Preamble Agricultural Universities in India have a great scope to

contribute to the human resource development in agricultural sector, whereby imparting skill and knowledge transformation, to help in the holistic improvement in the human livelihoods. Thus agricultural education and extension play a vital role in strengthening Indian economy both through production and productivity, and also education and research.

Indian Council of Agricultural Research (ICAR) is the apex body for coordinating, guiding and managing research and education in agriculture including horticulture, fisheries and animal husbandry in the entire country. ICAR Institutes along with State Agricultural Universities constitute the National Agricultural Research System (NARS). ICAR provides support to the Agricultural Universities through Development Grant, All India Coordinated Research Projects and Krishi Vigyan Kendras on continuous basis. Agricultural research and education being state subject, state -wise differences in terms of service conditions of teaching and non-teaching staff, focus of state government on agriculture could easily be discerned which results into differential output of the universities. Target of agricultural growth fixed by the Govt. of India is not possible to be achieved without co-operation of the State Governments.

Indian Council of Agricultural Research (ICAR) has only mentoring and facilitating role. The execution of ICAR policy and programmes depends to a great extent on the support of State Government. In the era of globalization, when Indian universities are forming linkages with overseas universities and pressure on SAUs to deliver results, bureaucratic hurdles must be removed through policy support of the State Government. In this backdrop

the 38th IAUA Vice-Chancellors’ Conference has been organized on the theme “Centre – State Relationship in Agricultural Universities” on December 18-20, 2013 at Birsa Agricultural University, Ranchi with the objective to find ways and means to strengthen the relationship between the Centre and State for enabling the Agricultural Universities to contribute meaningfully to the cause of national food and household livelihood security.

About IAUA Indian Agricultural Universities Association (IAUA) is a

registered society. All the Agricultural Universities in the country including four deemed universities of ICAR (IARI, New Delhi, IVRI, Izatnagar, NDRI, Karnal and CIFE, Mumbai) and one Central Agricultural University are its members. Promoting agricultural research, education and extension in the universities and states and thereby rural development in the country are the main objectives of the association. Vice-chancellors of all the Agricultural Universities constitute its ‘General Body’. The association holds a convention once every year.

About BAU, Ranchi Birsa Agricultural University, Ranchi, named after noted

freedom fighter and social reformer Bhagwan Birsa Munda, was carved out of Rajendra Agricultural University (RAU), Pusa, Samastipur (Bihar) in 1981 to specifically address the farming needs, problems and priorities of the farming communities of Jharkhand. BAU, Ranchi presently has four colleges. Ranchi Agricultural College, being the oldest one was set up is 1955. The College of Veterinary Sciences & Animal Husbandry came into existence in 1962 while the college of Forestry, the first ever forestry college of India was founded in 1979. With the

objective of promoting teaching and research in frontier area of biotechnology, the University set up one College of Biotechnology in 1999. Through its teaching, research and extension education activities at university headquarter, 16 KVKs and three ZRSs, the university has been striving hard to ensure food, nutrition and environmental security in Jharkhand. Besides these, eight new colleges/institutes – three for Agriculture, one each for Horticulture, Agricultural Engineering, Fisheries, Veterinary Science & A.H. and Dairy Technology in Public Sector are on anvil.

About Ranchi, Jharkhand The 28th State of the Indian Union came into existence by

the Bihar Reorganization Act on November 15, 2000- the birth anniversary of the legendary Bhagwan Birsa Munda. Jharkhand is famous for its rich minerals. The State has rich cultural heritage with 32 tribes and 18 languages and dialects. Ranchi, once the summer capital of combined Bihar, is capital of new born state, Jharkhand. Line of cancer touches its boundary. The high altitude (625 meter MSL) of the city makes the summer pleasant. City is well connected by road, rail and air. There are a number of waterfalls around the city which remain flooded with tourists. Amongst the places of religious importance. The famous Chhinnamastika Temple (One of the Shaktipithas) is situated at a distance of 70 km from Ranchi.

Weather The weather of Ranchi during third week of December

remains cold with average minimum and maximum temperature being 70c and 230c. Warm clothing will be required.

Venue The venue of the Conference will be Birsa Agricultural

University, Kanke, Ranchi-834006, Jharkhand located at about 12

k.m. from Ranchi railway station and 18 k.m. from Ranchi airport.

Accommodation Good accommodation has been arranged for the participants.

Accommodation to the Vice-Chancellors and invited guests will be provided free of cost in the university guest houses and hotels.

Cultural Programme A cultural programme depicting the rich Indian culture will

be arranged for the participants and their accompanying spouses/guests.
