Wendy Morton-Huddleston is a
Principal in Grant Thornton’s Public Sector
practice with over 17 years of experience.
As a Financial Management Advisory,
Brand and Solution Leader, Wendy advises
Public Sector clients on financial
management transformation, strategic
planning and enterprise risk management.
Wendy is the current President of the
Association of Government Accountants
(AGA) Washington, DC Chapter and an
executive sponsor for the Women at Grant Thornton and Allies
Business Resource Group (BRG) where she promotes the mission of
recruitment, retention and advancement of women into leadership
positions.
Wendy is a Certified Government Financial Manager (CGFM) and
Project Management Professional (PMP). Wendy holds a B.S. in
Finance - Norfolk State University, MBA in Management, M.S in
Finance – University of Maryland and an Executive Leadership
Certificate from Cornell University. Wendy is a member of the American
Institute of Certified Public Accountants, National Association for
Female Executives, and the Project Management Institute.

JENNY MENNA is a Senior Vice
President and Cybersecurity Partnership
Executive at U.S. Bank. She leads
collaboration initiatives with industry and
government to advance the cybersecurity
posture of U.S. Bank, and the financial
sector as a whole.
Prior to joining U.S. Bank, Jenny held a
variety of executive leadership positions
in the Department of Homeland Security
component responsible for securing
federal civilian, state and local
government and critical infrastructure
networks, as well as for coordinating
cyber incident response. She received
awards for her work under both the Bush
and Obama Administrations, and the
inaugural Excellence Award from the Multi
-State Information Sharing and Analysis
Center for her leadership in advancing
state and local government cybersecurity.
Jenny earned her Bachelors and Masters
degrees from the University of Chicago.
She is a Certified Information Security
Manager (CISM).
HEATHER NESS is a Director in
KPMG’s State & Local Customer and
Operations practice with more than 15
years of management advisory and
business experience. Her commercial
experience primarily focuses in the
telecommunications and financial
banking industries.
Heather has also done significant work
with several State and Local
Governments, including the District of
Columbia. In addition to her client service
responsibilities, she actively participates
in recruiting efforts and is recognized for
being an outstanding national instructor,
people management leader, and mentor.
Prior to joining KPMG, Heather worked for
both AT&T Wireless and Nextel Partners,
Inc. She served as liaison for two wireless
acquisitions, including managing the
brand and operational launch of twenty-
four AT&T Wireless markets.
Heather was recently elected to serve on
the Executive Board of the Government
Financial Officers Association –
Washington Metro Area (GFOA-WMA).

Conference. Three years ago when we introduced the idea of
hosting a women’s conference, we had no idea how well it
would be received. Three years later, we are increasingly
surprised by the outpouring of support and appreciation for
what this forum offers.

than 200 of your peers in the fields of government and finance,
and provides exposure to new ideas and best practices of
everyday issues.

UZMA MALIK-DORMAN is the
managing partner of SB & Company,
LLC’s Washington, D.C. office, where her
responsibilities include strategic planning,
recruiting and staff retention, training and
development, mentoring and coaching,
practice development, client service, and
quality control.
A certified public accountant with more
than 20 years in the industry, Uzma
advocates for and mentors young women
entering the profession. In addition,
Uzma is a champion for diversity and
inclusion in the workforce, as well as
being an advocate for workplace
flexibility.
A member of the American Institute of
Certified Public Accountants, Board of
Directors of the Government Finance
Officers Association – Washington
Metropolitan Area, Chair of the Greater
Washington Society of Certified Public
Accountants’ Employee Benefit Plan
Section, Uzma has also served on the
Board of Directors of the Ben’s Chili Bowl
Foundation, Youth Power Center, U Street
Theatre Foundation, and the Fingerprints
Child Development Center.
Uzma is a graduate of Towson University.
EVA LIGGINS is the Director of
Customer Service Administration for the
District Columbia Office of Tax and
Revenue. She is responsible for overall
management of the agency’s multi-
channel contact center. She began her
employment with the agency in December
2011.
Ms. Liggins has 32 years of customer
service management experience in the
private and public sectors. Prior to her
current position she was the director of
311 Dallas where she managed the 311
Call Center, Water Customer Service,
Dispatch Operations and the Courts and
Detention Services Call Center.
Prior to joining the City of Dallas, she was
Director of Customer Service at DC Water
where she oversaw customer service and
information systems, credit and
collections, billing, and meter and field
services.
Eva earned a Bachelor’s Degree in
Psychology from Hampton University, and
is a graduate of the Executive Leadership
Institute of the National Forum for Black
Public Administrators.

Ventris C. Gibson is the District of
Columbia’s Director of the Department of
Human Resources. She is responsible for
providing leadership for the development,
execution, and management of the District’s
human resources program that serves
35,500 employees and 650,000 residents.
Prior to her service with the District, Ms.
Gibson, a United States Navy veteran, served
as the Associate Deputy Assistant Secretary
for Human Resources for the U.S. Department of Health and Human
Services.
Ms. Gibson also served as the Assistant Administrator for Human
Resources for the Federal Aviation Administration; the Deputy
Assistant Secretary for Human Resource Management for the
Department of Veterans Affairs (VA), and its first Deputy Assistant
Secretary for Resolution Management. She was the VA's highest-
ranking woman veteran, directing the human resources management
and civil rights programs affecting its 230,000 employees.
Ms. Gibson is the recipient of numerous awards and commendations.
She has received the Exceptional and Meritorious Service Awards, FAA
Manager Association’s Leadership Award, National Hispanic Coalition’s
President’s Award, and the Northern New Jersey Metropolitan Area's
prestigious "Woman of the Year" award.
A graduate of the Federal Executive Institute, Executive Technique, and
the Aspen Institute, Ms. Gibson also earned her Bachelor’s degree
from the University of Maryland, University College.
