  • Welcoming AddressThe International Institute of Welding (IIW)

    IIW was formed in 1948 to be the global body in the science and application of joining technology provid-ing networking and knowledge exchange. It currently consists of 54 member countries including Bulgaria, Romania, Serbia and other countries in the South East European Region, including Greece and Turkey. These countries have also formed the South East European Network (SEENET) to work together for mutual ben-efits and improving the quality of life in the region. IIW has many Technical Commissions and other Work-ing Groups that provide a valuable exchange of infor-mation and assist global development through welding and allied process technology. IIW International Congresses are actively supported by the IIW Board of Directors Working Group on Regional Activities and Liaison with Developing Countries. This group has the goal to “Promote IIW and its member countries in various regions of the world to the mutual benefit of all”.

    Congress ObjectivesThis IIW International Congress aims to bring together people from a wide range of industry, research and academic backgrounds to provide an environment for discussion of modern trends and current advances in the ever-increasing and demanding field of materials weld-ing and joining in pipelines, attendant pressure equip-ment and structures, and inspection and testing as used in the total product life cycle of practically every pipe-line improving our quality of life.The specific objectives of holding the IIW International Congress in the South East European Region are: • To identify the needs of the countries in the region and produce IIW supported programs to help meet those needs, particularly through the efforts of the host coun-try and others in the region; • To form Regional Groupings of IIW consisting of representatives of the regional countries that could then provide input to the main IIW CommissionsThe IIW International Congress will particularly fo-cus on the common needs of the South East European Region and will facilitate the sharing and discussion of issues and challenges, and the creation of co-operative plans for future development particularly in the pipeline energy sectors.

    On behalf of the Organizing Committees we are honoured to kindly invite you to take part in the 2nd South East European IIW International Congress 2010, which will be held during the period 21-24 October 2010 in the city of Sofia, Bulgaria. This IIW Interna-tional Congress is supported by the IIW Commissions V, XI and XI-E. Our region is a territory, which will be crossed by a network of trans-national pipelines. This is the rea-son for the IIW to recommend the three local organiza-tions, namely the Bulgarian Welding Society, the Roma-nian Welding Society and the Society for Advancement of Welding in Serbia, to organize this IIW International Congress in 2010. Very soon, South East Europe will definitely become a significant market for welding techniques, technologies, materials and services. In this context, we shall be glad to welcome you in Sofia and give a chance to everybody to exchange ideas, share experience and establish new business contacts. We do hope you will have a chance to get first-hand information contacting famous regional and world scientists and industrial spe-cialists about innovations in the implementation of new welding processes like: hybrid-laser pipeline arc weld-ing, STT process and others, quality assurance of the manufacturing processes, development of new materials and modern training of welding personnel following the harmonized IIW/EWF system.     Official name: Republic of Bulgaria; Official language: Bulgarian Territory: 110,910 km2; Population: 7,606,551 Ethnic groups: 83.9% Bulgarians, 9.4% Turkish and 6.7% other groups

    Bulgaria was established in 681 by the Proto-Bulgarians in un-ion with the native Slavs. Since then it has not been changed for 1300 years. Both the First and the Second Bulgarian empires func-tioned as Slavonic Europe’s political and cultural centre during the Middle Ages, exerting considerable literary and cultural influence over the Orthodox Slavonic world. In the year of 885, King Boris the First, established the Preslav school in the capital Preslav. By setting up and adopting the Cyrillic alphabet it became offi-cial for reading and writing in many countries in Eastern Europe.

    Bulgaria is a tourist destination with warm sea, Alpine snow-capped mountains, fer-tile meadows and valleys in which all wheat cultures, grapes, vegetables, fruits, and to-bacco are cultivated. In the Valley of the Roses the best sorts of oil-bearing roses are cultivated and the best rose oil produced.

    Most of the Bulgarian territory is covered by mountains. The Balkan Mountains di-vide Bulgaria to the south and north and Rila Mountain’s Musala peak with its 2995 m is the highest mountain peak in the Balkans. Bulgaria is fourth best in the world regarding number of thermal

    springs. The geographic position of Bulgaria and its climate make the autumn in Bulgaria sunny, mild and pleasant.On the territory of Bulgaria, artefacts from the most ancient civilization in Europe are kept and maintained. The Varna treasure from V BC is the world’s oldest processed gold and it is a message from the most ancient European civilization.

    From the growth of the Thracian countries from IV-III BC, numerous Thra-cian tombs and sanctuaries in the Valley of the Kings have been left. The singer Orpheus and the gladiator Spartacus were Ancient Thracians. Today Bulgaria has nine UNESCO World Heritage Sites – the early medieval rock relief Madara Rider, two Thracian tombs (in Sveshtari and Kazanlak), the Boyana Church, the Rila Monastery and the Rock-hewn Churches of Ivanovo, Pirin Na-tional Park and Sreburna Nature Reserve, as well as the ancient city of Nesebar.

    Sofia is situated in the Sofia Plain, surrounded by the Balkan Mountains Range to the north, the Lozen Mountain to the south-east, the Mountain Vitosha to the south and the Lyulin Mountain to the southwest. During the 8th century before Christ, ancient Thracians settled in this region. The first name of Sofia, Ser-dica, was given to the city by this Thracian tribe, called Serdi. The reason why this land was chosen as a settlement was the presence of warm mineral waters. During a later time period the city carried the Sla-vonic name Sredets, meaning middle or centre. Since 1018, Bulgaria was under Byzantine rule and the city was called “Triaditza”, meaning “between the mountains”. After Bulgaria regained its independence, the city was included within its borders and got the name “Sofia” after the church “St. Sofia”, which still exists in the centre. In 1878, Sofia was liberated from Ottoman rule and in 1879 was proclaimed capital of Bulgaria.

    St. Alexander Nevski Cathedral and Memorial Church

    The belfry of the church rises to a height of 50.52 meters. The pointed golden cross of the church is noticed from far away. Im-mediately next to the cathedral is the church “St. Sofia”, which gave the city its name. On the square around the cathedral, there is a monument of the Unknown Soldier with its eternal flame and an open market with antique goods. Close to St. Alexander Nevski Cathedral and Memorial Church is the Russian Church of Saint Nikolai. In this area the Bulgarian Academy of Science and the Na-tional Assembly are located as well.     Call for papersScientists from all over the world are kindly invited to present results from their investigations in the section and poster sessions.Companies, working in the field of welding produc-tion, technologies, materials and services are also invited to present practical results in accordance with the Congress topics at the section sessions and workshop meetings in the form of firm presenta-tions.The papers must be prepared in accordance with the IIW document, RD-308r2. The official language of the 2nd South East Euro-pean IIW International Congress is English. Papers abstracts should be maximum 350 (but not less than 200) words. Additional information (au-thors’ names, occupation, e-mail address and up to 10 key words) shall also be included. The abstract together with the Author’s Response Form A has to be sent to the Organizing Committee not later than April 30. 2010.     ProceedingsThe IIW International Congress Proceedings will contain the plenary, sectional, poster papers and workshop business presentations. The registration fee includes a CD with all papers and the Proceed-ings.

  • Social programOPENING CEREMONYParticipants and guests of the Congress and accompa-nying persons are invited on 21st October, Thursday, at 09:00 to take part in the opening of the Congress. It will be carried out in Hall “Sofia” of Kempinski Hotel Zografski Sofia. Greetings are expected from the Organizational repre-sentatives of the Government of the Republic of Bul-garia, who are members of the Honorary Committee. At the beginning of the ceremony the Organizational Committee will say “Welcome” with short musical moment. The traditional Jaeger Lecture will be deliv-ered by Prof. Kamen Vesselinov, rector of the Techni-cal University of Sofia and member of the Honorary Committee.

The Rila Monastery is located at 1147 meters altitude in Rila Mountain. It was founded in the 30th year of the X century at the place of the Old Anchoress in Rila Mountain. It is the biggest and the most respected Bulgarian monastery. It is a complex of cultural, dwelling and farming buildings of about 8800 m2. It has a unique architecture. Outside, the monastery it looks like a fortress. There is also its own library which is very rich in literary material. The museum has a unique work of art, called the Cross of Rafail. It is made of a whole piece of wood (sizes: 81-43 cm). It is in the list of UNESCO.
