    The NSWC-Crane begins work on the Close Quarter Battle Receiver(CQBR), a Colt "Commando"-sized, upper receiver fitted with a KAC

    M4 RAS. These are intended for use on M4A1 carbine lowers.

    Diemaco's C8A1-SFW (Special Forces Weapon) beats out the HKG36 and SIG SG551 for a British Special Forces contract worth $5million. The weapon receives the designation L119A1.

    With Canadian Forces' C7A1 rifles facing an impending "Inspectionand Repair as Necessary" program (IRAN), the Director of LandResources (DLR-5) and the Directorate Soldier Systems ProgramManagement (DSSPM-5) begin to formulate a mid-life improvement

    package. The proposed changes for the "C7A2" include a C8-stylecollapsible buttstock, a modular rail system, and colored polymer

    furniture (anything other than black).

    Denmark awards a $38 million contract for an additional 34,000

    Diemaco rifles and carbines for the Army and Home Guard.

    After five years, Ishapore has only been able to deliver 269,612INSAS rifles out of a 528,000 rifle order, and 5,778 INSAS LMG outof an order of 37,600.

    January: TACOM awards Colt a $2,836,412 contract option for5,413 M4 with improved buttstocks.

    TACOM awards $1,380,525 and $1,715,576 contract modificationsto Colt for M4 carbines. The first is for FMS.

    NSWC-Crane completes testing of 5.56mm Winchester Rangerfrangible ammunition for the USMC.

    The British MOD issues a solicitation for a PDW with a projectedorder of 15,000 units. The goal is for a weapon less than 500mm inlength, with a loaded weight of no more than 3 kg, and the ability todefeat CRISAT (20 layers of Kevlar and a 1.6mm titanium trauma

    plate) protected targets out to a range of 150 meters.

    TACOM awards KAC a $30,922.80 contract option for the productionof 120 M4 RAS.

    Aberdeen's RD&A office issues a sources sought announcement foran adapter that will couple military Night Vision Monocular (NVM)

    systems (AN/PVS-14 or 983S) to day optical systems such as riflescopes. The NVM must be attached through the adapter/coupler tothe day optics without any modifications to the day optics.

    A British Army report is leaked listing a variety of shortcomings inBritish military equipment during their deployment to Kosovo.

    Among the criticisms is that some units had to swap out non-functioning L85A1 and L86A1 rifles for other weapons fromnondeployed units. At least one unit dumps the L86A1 altogether.

    February: TACOM awards FNMI a $1,011,381 contract option forthe manufacture of 5,082 M16A1 Modification Kits.

    TACOM deallocates $39,984 in a contract modification to Colt for theM4 carbine.

    TACOM awards a $56,200 contract modification to FNMI for 20M249. These are for FMS to Colombia.

    TACOM conducts a market survey and analysis for 5.56mm ShortRange Training Ammunition (SRTA) for use with the M16A2, M4, and

    M249. The cartridges must be totally lead-free, with toxic-free beingdesirable. The ammunition must function without any ancillary

    devices or modifications to either the weapon or the belt/link. Inaddition, it must present no unusual risks or hazards to the user,allowing the training effect within 25 meters to be identical to thatcurrently obtained with service ammunition. The 5.56mm SRTAmust also have a trajectory match and round to round dispersioncomparable to the service ammunition out to 25 meters and amaximum range of no greater than 250 meters.

    TACOM issues a sole-source solicitation to FNMI for a minimum of500 M249.

    TACOM issues a solicitation for 2,615 M16A1 Modification Kits. Thekits will be used to upgrade existing M16A1 to the current M16A2standard. The solicitation is limited to Colt, FNMI, and Saco.

    NSWC-Crane issues and then cancels a solicitation to ITI for 5,000LIR-38 Rail interface brackets to mount night vision devices to theM16A2/M203 combo.

    TACOM awards Center Industries a $1,983,240 contract for theproduction of 252,000 M16 thirty round magazines.

    Aberdeen's RD&A office issues a sources sought announcement for avariable-powered red-dot scope, with a magnification range from aslow as 1 to as high as 9 power magnification.

    Marine Corps Systems Command issues a sources soughtannouncement for a Rifle Combat Optic (RCO) for use with the

    M16A4. The RCO's magnification may be between 1.25x and 4x, andideally be a variable power optic. The RCO must weigh no more than32 ounces, and ideally be 21 ounces or less.

    The Netherlands purchases 2,000 ELCAN EX48 Day Sights for usewith their Diemaco C7A1 LSW.

    TACOM awards a $10,553 delivery order to LMT for 100 M203A1modification kits. These are for FMS to Colombia.

    The Canadian military awards a $2.9 million contract to Diemaco for2,145 M203A1 grenade launchers. (It should not be confused with

    the US grenade launcher of the same designation.)

    Summer: 128 AN/PSQ-14 Grenade Launcher Day/Night SightModules (GLD/NSM) are evaluated by NSW for inclusion in SOPMODkit. The test samples are later forwarded to the US Army for theirown testing as part of their SEP requirements for the M203E2 MWO.

    July: TACOM awards Colt a $400,408 contract option for 699 M4A1with improved buttstocks. These are intended for delivery to the USNavy and INS. Later, TACOM swaps an order for 3,240 M4 to anequal number of M4A1 with improved buttocks and heavy barrels.

    These are intended for USSOCOM.

    The US Army's Squad Designated Marksman rifle program isapproved as a SEP. Proposed by the USAIC, the rifle's designparallels those for the SOPMOD SPR.

    TACOM-ARDEC issues a sources sought announcement forenhancements to the M4 Carbine that will provide measurableimprovements in accuracy against individual targets out to 600meters. Specific areas of interest include, but are not limited to:barrels (heavy, fluted, floating), match triggers, magnified optics

    with range estimation, 5.56 mm ammunition, muzzle devices,bipods, buttstocks and cheek pieces. This information is beingrequested in support of the Designated Marksman portion of theInterim Brigade Combat Team.

    TACOM-ARDEC announces a System Technical Support (STS)requirement to increase the barrel life of the M249.

    TACOM-ARDEC, on behalf of PM-Small Arms, issues a solicitation forthe development of 5.56mm lead-free, short range ammunition. Theprimary objective is to develop a 5.56mm training cartridge withlead-free components (primer and projectile), with a maximumrange of 250 meters (10 percent of the maximum range of theM855); that has a trajectory match and round to round dispersioncomparable to the service ammunition to 25 meters, and providesfull functional capability when fired in the M16/M249 family ofweapons without any ancillary equipment or weapon modifications.

    The Office of Naval Research (ONR) awards a $2,226,176 contract

    to Amtech, Inc. for the development of polymer case 5.56x45mmcartridges.

    NSWC-Crane, on behalf of USSOCOM, issues a market survey forcommercial 5.56mm subsonic cartridges. The 5.56mm subsoniccartridge is required to function reliably in the M4A1 Carbine with asuppressor (Threshold), or without a suppressor (Objective).

    Olin's Henry J. Halverson and Anthony F. Valdez receiveUS Patent#6,085,661 titled "Small Caliber Non-toxic Penetrator Projectile."

    After criticism of the weapon's performance in Kosovo, the BritishArmy's Director of Infantry recommends the immediate replacementof the L86A1 LSW with a new LMG. Further criticism is leveled whenit is reported that at least two British paratroopers were unable toreturn hostile fire in Sierra Leone due to jammed safety catches ontheir SA80.

    TACOM awards a $30,720.96 contract option to KAC for 144 M203Quick Release Brackets. The brackets are intended for delivery tothe USMC.

    NSWC-Crane, on behalf of USSOCOM, issues a Commercial Area

    Announcement (CAA) to solicit research proposals regarding futureSOPMOD kit accessories. Items are divided into SOPMOD Block 2and SOPMOD Block 3 system objectives. Block 2 items are to befielded to forces within the next 1 to 4 years, while SOPMOD Block 3items will be fielded in 5 to 10 years. However, the fielding of Block3 items may be accelerated based on project success and theavailability of funds. General goals of both Block 2 and Block 3include high user acceptance (operational suitability), no batteries(objective) or standard batteries (threshold), light weight, highdurability, compactness and miniaturization, snag resistant

Any potential contracts may span up to seven years andinvolve the procurement of up to 50,000 units.

    C-More's Ira M. Kay files a patent application for external design ofthe LSS.

    NSWC-Crane, on behalf of USSOCOM, issues a RFI for commercial40mm grenade launchers capable of attachment to the M4/M16.

    standard carbine, and sniper applications. Sought are improvementsin materials, manufacturing process, high endurance coatings, andother unknown technologies that yield extended performance andlonger suppressor life to a threshold of 15,000 rounds with anobjective of 30,000 rounds under various firing schedules. A standard carbine muzzle brake/suppressorfor general purpose use on 14-15 inch barreled carbines equal to orbetter than the current QDSS; 3.) A high-accuracy muzzlebrake/suppressor for precision fire applications, which increasesaccuracy without notable shift of impact when attached/detached;4.)     both. The ECOS will combine those capabilities in a single versatile,multi-function day optic with an illuminated reticule for limited nightuse. This can be accomplished by battery power or other method,but must function in complete darkness as well as in bright light thatmay make low power illumination difficult for the operator toacquire. It is desired that the ECOS also incorporate removable Anti-Reflection Devices (ARD) and threat Laser Protection Devices (LPD)to protect the shooter, and electro-optic systems from threat laserdamage and laser optical detection.

    Two variants of the ECOS are sought. The first type, ECOS-C, will beoptimized for use on the M4A1. The ECOS-C will provide CQBcapability, utilizing the illuminated reticule on unity or near-unity

    power (1x) as a reflex-type sight and will also provide magnificationfor enhanced target acquisition/identification at medium ranges. TheECOS-C must have magnification capability from 1x at the lowestsetting to 3-4x at the highest setting. It is desired that a small dot inthe center of the field of view is the only portion of the reticuleilluminated. The second variant of the ECOS will be optimized for

    long-range target engagement in conjunction with the SpecialPurpose Receiver (SPR). ECOS-SPR will provide limited CQBcapability by utilizing the illuminated reticule on near-unity power(1x-2x) as a reflex-type sight, and will also provide increasedmagnification for enhanced target acquisition, identification, andengagement at long ranges. ECOS-SPR must have magnificationcapability from 1x-2x at the lowest setting to 6-8x at the highestsetting. It is desired that the ECOS-SPR optic incorporate a ballisticcam setting indicator that the operator can view through the scope.

    The third RFI is for Night Vision Image Intensifier Modules (I2M),which will mount forward of and integrate with current and futureoptics. The I2M is sought to allow the operator to utilize night visionwithout removing the day optic, thus providing a constant reticule.

    An objective device would be a small, modular, unity power (1x),clip-on device, in which the day sight serves as the eyepiece to thenight sight.

    The fourth RFI is for the Sensor Fusion Module (SFM), which willmount forward of and integrate with current and future optics.Intended to replace the AN/PVS-17, the SFM will incorporate and

    combine fused color image intensification, thermal sensingtechnologies, and video image transmission, without requiring the

    removal of the day optic.

    The fifth RFI is for the Integrated Pointer-Illuminator Module (IPIM).The IPIM will combine and improve upon the current capabilitiesrepresented by the AN/PEQ-5 Visible Laser, AN/PEQ-2 IR PointerIlluminator, and VLI. It is desired that the IPIM incorporate the IR

    pointer/illuminator in the main module and a modular visible lightpointer/illuminator that can be detached and mounted separately onthe MIL-STD-1913 rail. The modular visible light component, being anormally high-power consumption application, should be capable of

    operation on its own integral power supply or through the IPIM mainmodule. It is also desired that the IPIM include an ergonomicforward pistol grip that allows for simple, intuitive switching betweenvisible and infrared modes.

    The sixth RFI is for a 40mm Grenade Launcher Ballistic Sight(GLBS). The GLBS sub-system should include advanced, automaticranging, day/night fire control. The primary objective of thisrequirement is first-round (objective), second-round (threshold)effective fire of existing 40mm grenades. A further secondaryobjective of this effort is to establish forward-compatibility withenvisioned future 40x46mm munitions that repackage and integratecapabilities leveraged from the 40x53mm Advanced LightweightGrenade Launcher (ALGL). This would combine a new, robustindividual grenade launcher (IGL) with an airburst capability,

    providing increased lethality/bursting radius through pre-fragmented, programmable high explosive warheads.

    TACOM's M16 MWS Sling Adapter Kit contract with Bestwork

    Industries for the Blind Inc. is increased in value by another$15,992.94. This is in part due to a change in price and theincorporation of an Engineering Change Proposal (ECP).

    CECOM PM-Mines, Countermine, and Demolition (PM-MCD) issues asole-source solicitation to SAA International, LTD for 7,765Launched Grapnel Hooks (LGH) Bullet Trap and 3,882 LaunchedGrapnel Hook Training Bags. The LGH Trap is launched withstandard 5.56mm service weapons (M16 rifle) using ball or blankammunition. The LGH consists of a rifle-deployed grapnel that istethered to the launch area with a retrieval line. The grapnel has arange of about 100 meters. When the grapnel is pulled back to thelaunch area, the grapnel's tines snag the tripwires of tripwire fuzedanti-personnel (AP) landmines, thereby activating the mine a safedistance from the operator. The soldier is then able to advancealong a lane free of tripwires. Unit of issue is two LGH per infantrysquad, scout section, and engineer squad. Delivery will be toindividual Army Reserve National Guard (ARNG) infantry, scout, andengineer units.

    Summer: The British Army conducts In-Service Reliability Trials(ISRT) with production-standard L85A2 IW and L86A2 LSW in

    Alaska, Brunei and Kuwait. During each trial, IWs fired 31,500rounds in 210 "battlefield missions" devised by the School ofInfantry, and the LSWs fired 96,000 rounds in 100 missions. Eachrifle was required to fire 50 rounds in eight minutes and 40 seconds,and each LSW fired 960 rounds in 36 minutes. Reliability targetswere set at 95 percent for the IW and 70 percent for the LSW,although during the ISRT the latter averaged 90 percent reliability.Comparing the SA80A1 with the production SA80A2 in differentconditions, the Mean Rounds Between Failure (MRBF) rates for theIW are:

    Congress is notified of the government's intent to sell 1,160,000rounds of M196 Tracer to Ecuador as Excess Defense Articles for the

    price of $162,400.

    Congress is notified of the government's intent to make a FMS toEgypt, which includes among other items 12 M16A2.

    Phase I of the USMC's AR/SAW trials begins with the receipt of threeoff-the-shelf AR candidates: the Colt CAR, HK MG36, and theUltimax 100. Eight separate tests are designed to assess theaccuracy of the three AR candidates and the SAW in variousoperational situations. The main focus of these tests is to determineif the AR were more accurate than the SAW in various attitudes,ranges, and conditions. According to the raw data, the accuracy of

    the AR is better than the M249 in every test; however, thedifferences are statistically insignificant. On average, the 48shooters prefer the weapons in the following order: Ultimax 100, HKMG36, Colt CAR, and M249. The observers find this surprising, sincethe Colt is the most accurate entry. However, the M249 and Colt areviewed as too heavy. More troubling, the Colt suffers multiplenegligent discharges from Marines who keep confusing the manualof arms for the open bolt CAR with that of the closed bolt M16A2.Despite their higher ranking, the remaining candidates also haveflaws. The HK MG36 fails to stay on target in burst fire, and users of

    the Ultimax cannot achieve a proper cheek weld on the stock andsee the sights at the same time.

    At the end of Phase I, a Universal Needs Statement (UNS) is draftedand submitted through 1st MarDiv. The UNS requests that the M249be replaced with an true AR, although not any of the weaponstested. The desired weapon will fire 5.56mm ball ammunition, usethe M16A2's 30-round magazine, possess a selector lever thatproceeds from safe to automatic to semiautomatic (in that order),weigh less than 12 pounds loaded, employ sights equal to theM16A2, use clip-on bipods, and have a rate of fire falling within 450to 600 rounds per minute.

    Phase II of the USMC's AR/SAW trials includes testing of thereorganized squads and platoons during a 3-week urban warfaretraining block at Camp Pendleton MOUT facility. The most successfularrangement is the squad with a dedicated M249 fire team. The ARare found to be more adaptable to CQB use than the M249.

    were not available for a standard M4A1 magwell. KAC, LMT, andRobinson Armament are among the companies asked to participate.

    November: NSWC-Crane awards a $739,800 delivery order to FNMIfor Mk 46 Mod 0.

    USSOCOM, via NSWC-Crane, makes contract awards for the SPR-V.Out of four proposal received, contracts worth up to $700,000 eachare known to be awarded to ZDF Import/Export, Inc. (Robinson
