KEY POINTS FROM GHANA’S INDUSTRIAL POLICY1. Plant, Machinery and Equipment
To ensure the adoption of modern technology
and the deployment of state-of-the-art plant and machinery in industry.
The deployment of modern technology is essential
in determining the competitiveness of industry. In
Ghana most industrial plants and machinery are
aged and obsolete making manufacturing
operations inefficient
Government will facilitate the setting up of
Capital Goods Production Units and
manufacture of specialized niche engineering
sub-units and intermediates.
Government will encourage the deployment
of state-of-the-art plant and machinery in
industry.
Government will encourage financial
institutions to support the re-tooling of local
industries.

➢ Policy Prescription
11
KEY POINTS FROM GHANA’S INDUSTRIAL POLICY2. Industrial Manpower Development and Training
To ensure the availability of the
requisite technical manpower for
specialized areas on a sustainable basis.
The lack of adequately trained manpower for
specialized areas such as Oil and Gas
Production and Capital Goods Manufacture is a
constraint to the growth of these sectors. The
availability of such personnel in these key
sectors is an essential pre-requisite for industrial
development
1. Government will develop programmes to
support the training of technical manpower in
the specialized areas.
2. Government will establish facilities for the
requisite manpower development and training
on a sustainable basis.
3. Government will provide incentives for
investments in the development of training
facilities for specialized areas of industry.

➢ Policy Prescription

Government Strategy for Industrialisation
The One District One Factory Initiative – 1D1F
The current government under the able leadership of H.E. Nana Addo Dankwa Akufo-
Addo seeks to undertake massive industrialisation campaign across the country, which
will equip and empower communities to utilise their local resources in manufacturing
products that are in high demand both locally and internationally. This will allow the
country to reap the well known rewards of industrialisation, such as gains in efficiency
in every facet of life in our society, increase in agricultural and manufacturing output, a
reduction in the reliance on imports and increase in the production of consumer goods
and food availability.

FOCUS ON TRANSEFEREABLE SKILLS
The oil and gas sector is a very skilled industry and the skills here are of the highest
standards
Skills in this sector also have cross industry applicability.
Competency-based skills in oil and gas operations can also be applied in industries such as:
➢General Construction
➢Downstream energy and electricity
➢Water and Sanitation
➢Communications
➢Mechanical and Automobile
industry
➢Process and instrumentation

PATH TO INDUSTRY SKILL DEVELOPMENT
20
EFFECTS OF THE PROGRAMME
Revenue generation
Creation of Giant
companies
Cost reduction
Cost reduction • Expatriates represent a significant cost to the
Government in terms of taxable income. An increase in
the number of Ghanaian workers will increase the
potential for revenue generation through taxes
• By enhancing the capacity of national institutions, the
cost of vocational and technical skills training will be
significantly reduced as a result of the elimination of
the need for workers to go abroad to be trained
Revenue generation• Strengthening government institutions will attract
other nations within the sub region to seek training in
Ghana
• Increased income tax generation which can be
channeled into developing other sectors
Giant companies• Building the capacity of small and medium enterprises
will allow them to be effective competitors again
international oil companies. Additionally, in the long
run through capacity strengthening, the formation of
giant companies will become more common
21
RATIONALE & GOALS
Ensure that Ghanaians are adequately trained to access gainful
employment in the Oil and Gas industry and other related industries
Development of local capacity in the identified aspects of the oil and gas
value chain through skills and expertise transfer of technology and know-
how
Ensure that skills developed have cross-industry applicability
Ensure the AOGC becomes the foundation for a development of a
national skill database for all industries with Ghanaians trained to
international standards and certifications in all trades
Provide and run training programs for indigenous businesses to develop
and build a Ghanaian supplier base that can meet the needs of industry in
the future

growth is:
