BOD Meeting – January 14, 2017
3 Minute Speech by the Candidates for the March Election
The following candidates running for the March Election of the Board of Directors
gave a 3 minute speech; in order: Belinda Adams, Matt Albright, Rudy Head,
Jesse Crocker, Michael Thompson, and Tom DiGiovanni. Not present were
Harold White and David McGunigal.
BOD Meeting:
Meeting was called to order by Howard Kimbrell, the Pledge of Allegiance was held,
and JoAnn Henderson led our prayer.
Roll Call: Rudy Head, Patricia Boyette, Howard Kimbrell, Nancy Absher, Richard Childers, Joe
Salmons, Mike Bales absent due to death in family.
Regular Meeting Minutes: Rudy Head made a motion to
accept and suspend the reading of the minutes 12/10/2016
BOD meeting. Nancy Absher seconded.
Motion passed 6-0-0
Executive Meeting Minutes: Nancy Absher made a
motion to accept and suspend the reading of the
12/10/2016 Executive Session meeting minutes.
Joe Salmons seconded. Motion passed 6-0-0.

December Financial Report-Patricia Boyette made a motion to accept the December Fi-
nancial Report. Richard Childers seconded. Motion passed 4-0-2. Nancy Absher and Joe
Salmons abstained
Consent Vote Minutes: Per the Badin Shores Resort By-Laws Article IV, Section 8 a con-
sent vote was taken by the Board of Directors via e-mail on January 12, 2017. A motion
was made by Rudy Head seconded by Patricia Boyette to make a motion for a consent vote
to allow the BOD to release the Executive Session Meeting Minutes for 2016 to our yearly
auditor. Motion passed 7-0-0.
Maintenance Report: Ray Tart
Water Infrastructure project still scheduled to start in approximately 2 weeks.
The project will start in Phase I at the bottom of the hill at Clubhouse Ext.
New Propane Company charging us $1.69/Gal saving us almost $2.00/Gal.
Employees helping Events Committee with putting up lights for the Christmas Trail
New heaters in pool bathrooms
Working on boiler units for hot water
Trees trimmed at the Coast Guard Station and LED light changed at No Charge
Working on leaf pick up after some repair work to equipment
Snow removal-the Park tried out a new blade for the tractor. Cleaned the main roads
in the park in one day. The BOD looking into purchasing
3 bad leaks that ran the water usage up to 80,000 Gals./day. Each leak was caused
by campers and pipes breaking. Homeowners. PLEASE REMEMBER TO CUT
OFF WATER TO CAMPERS.

ITEMS TO MENTION
There will be rule changes effective January 1, 2017 per any change made
during 2016 by the BOD.
Committee Reports:
Appeals- 0 appeals this month
Beach- First Meeting to be Sunday the 15th at 2:00 at the beach
Building Guidelines- Working at evaluation of guidelines
Election- Meeting was 1:00 that afternoon
Emergency Plan- Meeting 1/21 at 10:00 AM
Events- Meeting today at after Town Hall Meeting. January 28th is Soup
Dinner and Bingo. NEED HELP THIS YEAR WITH EVENTS. IF YOU
ARE INTERESTED IN HEADING AN EVENT FOR THE YEAR
PLEASE CONTACT THE EVENTS COMMITTEE.
Finance- Not active at this time
Playground- Please get with Richard Childers for ideas on budget
Pool Committee- Ordered 13 tables and 15 umbrellas to complete the fur-
niture project for the pool. Rudy Head to work on ordering the new pool
bands for the new season. Joe Salmons to post about availability of old
pool bands if any homeowners are interested in them for school or church
projects.
Restaurant-Repairs on freezer door were approved by Ray Tart since it was
under his spending limit.
Security- Nothing new to report at this time.
Water/Sewer- There was a meeting that day at 11:00 AM concerning the
new pump station.

Boardwalk- repairs beginning on boardwalk, walkway and structure
Boat Slip- There was a meeting this day at 2:00
CG Auxiliary- No report
Chapel- No new report
Dance Cub- Re up Party the second Saturday of March.
Old Business- None
New Business
Reserve Study <=$5k-In the absence of Mike Bales, Patricia Boyette gave a brief explanation
of companies that would come into a HOA and evaluate income, capital improvements, reserve
and capital funds and give report to the BOD to help establish guidelines in setting assessments,
where to invest in capital improvements etc. The BOD is into looking at more research.
Pool Rules- Revise III.G.17.h &j remove turning in wrist bands-A motion was made by Joe
Salmons, seconded by Rudy Head to approve new Pool Rules that homeowners will not have to
turn over old bands to receive their new bands for the year. Motion passed 6-0-0
Purchase of new Tractor Blade- Joe Salmons made a motion to purchase the new tractor blade
used in snow removal for $1200.00 plus tax, Rudy Head seconded. Motion passed 6-0-0. The
BOD waived the 3 bid process due to price research done by Ray Tart and a few BOD members.
Motion for Executive Session- A motion was made by Rudy Head for Executive Session at
2:30 following the 2:00 Town Meeting, if necessary. Nancy Absher seconded. Motion passed 6-
0-0
ITEMS TO MENTION: There will be a Handy Sanitation meeting with the BOD at 11:00
AM. Homeowners are invited to attend.

Meeting with Handy Sanitation at 11:00 AM in which homeowners were allowed to attend. The meeting covered a presentation by Handy as to the location of a new pump station to replace pump station#3 on Cardinal and an easement to allow for laying a 6” pipe up Cardinal instead of the 4” pipe. The actual construction would
take approximately 180 days.
TOWN HALL MEETING JANUARY 14TH 2:00 pm
Lisa Hayes- Lot 914-Based on several comments on FB, Lisa asked if the BOD is actually dropping
the idea of steps at the end of the boardwalk. Patricia Boyette recapped the December meeting is
which the BOD decided to drop the issue at this time due to cost concerns.
Chris McCallum-Lot 242- Gave report of what happened concerning an altercation between his son
Chase and Troy Butler. Police were called but no reports were filed at the time. There were several
witnesses in the truck that could testify that Troy Butler slapped Chase McCallum in the altercation.
There was also an altercation between Troy Butler and the guard on duty. Chris McCallum also
stated that this was not the first time that there was an altercation between Troy Butler and his son
Chase. Several homeowners spoke up at the meeting concerning this situation. After a very
lengthy discussion it was ended. Mr. McCallum was informed that the BOD would discuss it and
report back to him as to the disposition of this situation.
Abbie Lookabill, Lot 355-Asked for action by the BOD in reference to a tenant that broke into her
house and took the keys to her car and then returned them. Abbie had filed charges against the ten-
ant and there was a disposition in court. Abbie stated that she was nervous about going into her
house now at night because of the situation.

Monthly Security Report
December, 2016
I can’t believe that this year has gone by so fast. The good thing is I think it has been a
really good year. There were really no major problems in the park and the smaller
problems were handled very well. I haven’t received any serious complaints on my crew
which makes me happy and from talking with homeowners in the park they seem to be happy
with our service. We have a couple of new part-time people and the first thing I tell them is
try to do the best job you can and above all be Nice. I am pretty happy with most of my crew
right now so we will be working hard the next several months getting ready for May.
The golf cart is back and running good. Except for the exhaust fumes it is so much better
than it has ever been. I am going to talk to Charlotte Office and see if we can’t get on a
regular monthly service check. I am also going to get my people keep a daily log on it so we
can keep up with any problems that may come.
Unauthorized items in the dumpster is still a problem. Even though the cameras are work-
ing it is hard to read license tags and cart numbers on some of these violators, especially
when they do it at night. I put a sign on the compactor itself asking them to not put large
cardboard boxes in the compactor and the do it anyway. I have ask my people to try to watch
more closely and if we see someone putting unauthorized stuff in the compactor maybe we
could run up there before they leave.
I don’t have the number of tickets written this year because we didn’t start counting them
until so late in the year. But from 8/20/16 to today there were:
Illegal parking 9 tickets
Day Slip violations 6 tickets
Unlicensed driver 1 ticket
Illegal use of bar code 1 ticket
Vandalism and reckless driving 1 ticket each
Also during most of this time roving had stopped and the golf cart was out of service.
Over all this has been a really good and we are looking forward to a better year in 2017.

Winterize
It is the time of year when you will not be visiting the Park. Please remember to winterize your
unit on you final visit. This is a simple procedure; Turn off your outside water, turn on your
faucets inside your home, until no more water comes out.
Turn off your faucets. (This is very important). A few Homeowners blow out the lines,
or add antifreeze which is good just make sure your water is turned off. Letting your water drip,
is NOT a way of winterizing and is a $100.00 fine which is strictly enforced. If your pipes
freeze, your cost in damages could be much higher. Please winterize!
Emergency Situations
If you have an emergency, please dial 911 first. Tell them you are in Badin Shores Resort,
give them your street address. (Not your lot number.) Please be specific with your 911
Address as we have streets that sound similar; Clubhouse Drive, Clubhouse Drive Extension,
Badin View Road, Badin Lake Circle, Cardinal Drive, Cardinal Drive North and Cardinal
Drive South. Then call the guardhouse, tell them that you have Emergency personnel coming
in. Having someone meet the Emergency personnel at the gate to escort them to your lot can
save time. You want emergency personnel to find you as fast as possible, please make it easier
for them. MAKE SURE YOUR 911 NUMBERS ARE VISIBLE !

Park Rules, Regulations & Information;
Page 11&12 X. Past Due Accounts
A. Homeowner association assessments are due on the first day of each quarter.
1. It is the homeowner’s responsibility to notify the office immediately if you have
not received your coupon book before your assessments are due.
2. If full payment of assessments is not received by the end of the quarter, a late fee of
$20.00 will be assessed on the first day of the following quarter.
3. If full payment of assessments is still outstanding by the fifteenth day (15th) of the
following quarter:
a. The account will be turned over to our attorney for collections. Once turned over
to the attorney, all payments, must be handled through the attorney, not the of-
fice, with no exceptions.
b. A block will be placed on the account at the bank and no payments will be ac-
cepted through the normal drop box process.
c. The Association will not grant any building permits to a homeowner with an
outstanding balance.
d. If full payment of assessments is still outstanding by the twenty-eighth (28th)
day of the following quarter, the following actions will be taken against a home-
owner:
i. Homeowner’s privilege to rent park amenities will be suspended.
ii. Bar codes will be deactivated such that entrance privileges will be limited.
iii. Guest privileges will be limited. No guest, including the privileged list, will be
allowed into the park unless accompanied by the homeowner.
iv. Your current quarter assessments are also due at this time and need to be paid
prior to the end of the current quarter to avoid further late fees, attorney fees,
penalties, etc.
e. If full payment of assessments is still outstanding by the twenty-eighth (28th)
day of the following quarter, a hearing will be scheduled to determine if the
following actions will be taken against a homeowner:
i. Water will be locked off. A one hundred dollar ($100.00) service fee will be
charged to unlock the water which must be paid prior to the association
restoring this service to the homeowner.
