Holiday Lakes Property Owners Association Membership Meeting September 12, 2013
The meeting was called to order at 6:30pm. Directors in attendance were Aaron Carmean, Sean White, Jane Webster, Joel Buurma, and Joe Wiles. There were 15 members signed in for attendance. The minutes from the August 8th, 2013 membership meeting were read and approved.
President’s Report- Aaron Carmean
Holiday Lakes continues to put liens on properties with large unpaid balanc-es. We will again be putting names in the beacon for those with delinquent accounts. This has proved to bring some accounts current.
Big Bass- We recently had a company come in and assess what is needed in aerators for Big Bass and Mirror Lake. The estimate we were given was near $8700 for a new system. Our current lines are failing, and the pump we have is too small. We are looking into other quotes.
Vice President’s Report – Sean White
A rule change has been made to allow authorized vehicles on designated green areas. This will enable vehicles such as golf carts to travel on our paths. A new bridge has been built between Lake Holiday Lane and Twinbay Trail, as part of our path to connect the lake. We will install approximately 25ft of hard pavement near Lake Holiday Lane to test its durability over the winter.
As advised by our attorney and insurance company, we will no longer have a building inspector. We will now be abiding to a zoning system in order to protect our liability. Our rules have been adjusted in such way that inspec-tions will no longer occur but instead require plan approval and site re-view. Our fee schedule has been adjusted accordingly. Members will still need to apply for a permit and submit site plans. We will be checking set backs on site, as well as assuring all deed restrictions are being followed in such submitted site plans. Holiday Lakes cannot enforce the state of Ohio’s

Building Code. We recommend that members contract an independent building inspector.
Secretary’s Report – Jane Webster
Planning is already in the works for next year’s lakefest. Our theme will be 50 years of memories, golden anniversary. Starting in January we will start asking for members to submit memories of the fun they have had here in the past years. Any band suggestions are welcome.
Our craft show will be held on November 9th. With weather permitting we may be able to set up a few vendors outside. In October don’t miss our pan-cake breakfast. September 24th will be a social potluck at the lodge.
Treasurer’s Report – Joel Buurma
Income for the month came in at $35,000. We are looking about the same as we did last year if not better. Our expenses regarding wages continue to be under, although we now have a second maintenance person. We have spent approximately $20,000 out of the road account on resealing our park-ing lot, and the chipping and tarring of our roads. A seeder/aerator was pur-chased for $6000 to be used on the dam. Overall the budget is tracking very well. We currently have $217,000 in the general checking account. In De-cember we will look at paying off the dam loan.
Conservation Committee - Members wishing to goose hunt must obtain a hunting license and stamp, along with completing registration at the lodge office. This is required even if you are hunting on your own property.
Mid October we will be doing some fish stocking. Perch will be purchased as soon as they come available to us.
Ski Club- Our Ski Club has been a great community outreach for kids. They are learning to ski, along with raising money to support their group by fund-raising through produce sales. The club has recently purchased a portable slalom ski course.
A member expressed concerns with a boater pulling three tubes and not using caution while the course was set up.
![Page 16: THE BEACON - Andy's Web Toolsandyswebtools.com/uploads/3132/October_2013_newsletter.pdf · THE BEACON A Publication of the Holiday Lakes Property Owners Association OCTOBER 2013 April](https://reader033.vdocument.in/reader033/viewer/2022042010/5e71c1460758d36c68237b82/html5/thumbnails/16.jpg)
16
The board stated that the use of the course was a trial run, and in the fu-ture it can possibly be set up at scheduled times.
Director’s Report - Joe Wiles
Harvest Fest/Octoberfast 5K/Kids Fun Run/Halloween Party at East Beach- This will hopefully turn into an annual event. We have combined our kids Halloween Party with a 5k and all around Harvest Fest. The kids will do a fun run where candy will be given to them. Adults can participate in our 5k for the cost of $20, or $15 if they are donating a bag of candy. Anyone pre registering will get a long sleeve Octoberfast 5k tee shirt. Members can bring a covered dish to share and enjoy an evening of fall fun. We will have hayrides, a campfire, and the Ohio State game on a big screen.
New Business
Next year we plan on trading in our zero turn mowers for a 2nd Stei-ner. The zero turn tends to get stuck frequently, where our Steiner handles very well.
Our membership meetings are required to be held quarterly. Beginning next year we would like to hold quarterly meetings instead of the current monthly meeting schedule. Additional meeting could be called if neces-sary. Notification would be published in our newsletters.
Treva of lot #15, Jack of lot #717, & Kay of lot#444- Explained how they are against having our meetings so far apart, due to the issues that could arise.
Jack of lot#717- Made suggestion that the board adapt a practice of having 3 meetings before any rule change is made. The first for suggestion, the second for community input, and the third for vote.
Harry of lot#575- Asked if it would be possible to temporarily put a rule into effect for 90 days.
Richard of lot#665- Mentioned that the board could have the membership vote in favor of having a mandatory 3 meetings before any rule change.
![Page 17: THE BEACON - Andy's Web Toolsandyswebtools.com/uploads/3132/October_2013_newsletter.pdf · THE BEACON A Publication of the Holiday Lakes Property Owners Association OCTOBER 2013 April](https://reader033.vdocument.in/reader033/viewer/2022042010/5e71c1460758d36c68237b82/html5/thumbnails/17.jpg)
17
After further discussion the board advised that they have only modified the rules to meet the current needs of our lake. They will take all suggestions into consideration.
Donna of lot#717- Explained how not having monthly meetings during our busy summer months would be devastating to our community due to the closed communication regarding safety on our beaches.
Arlene of lot#490-Asked if the board is receiving remuneration for serv-ing. The directors informed that they are able to be exempt from paying dues; however they have chosen to pay them.
The directors stated that they meet at least every two weeks to resolve is-sues that arise.
Richard of lot#665- Talked to the board about finding a solution to getting neighbor-ing properties cleaned up, to assure fair housing value for his self and others. He also informed the board of gas that was being stolen at the marina.
Sean advised that clean up letters have gone out, but the best way to enforce issues of this nature is to strengthen our deed restrictions. We will start writing new deed restrictions through our attorney this winter. A door to door campaign will be need-ed to obtain enough votes. Volunteers will be needed. Our lake is divided into 5 neighborhoods, which means some may get the deed restrictions approved and others may not.
There was a discussion about security. A committee for safety is being formed.
Jim of lot#1268- Asked if water would be back on at the marina in time for boat pull out. Joe advised that the water would be back on soon, it was off due to a leak.
John of lot#322- Due to ODNR visiting our lake he brought to attention the amount of kayak’s around the lake that do not have O H stickers on them. It was further discussed that paddle boards are no longer required to have O H stickers.
Barb of lot#912- Made suggestion that new maintenance persons be pub-lished in the Beacon. The board noted that Zach Steinmetz is our new em-ployee.
Adjournment The meeting was adjourned at 8:00pm.

Sympathy With Deepest
We are saddened by the loss of Joe Ziss, a long time member of Holi-
day Lakes. He was a Family Man, Business Man, Army Veteran,
Community Volunteer, former HL Director, and friend to many. He
passed away in September with his family at his side. To Joe, his
family and friends meant the world to him, and he would always be
there to help them in any way he could. He and his wife Marlene
gave their time to Mercy Hospital Foundation, Lake Fest, and of
course bringing smiles to many as Christmas Santa . He helped form
the Men’s Club as an opportunity for HL men to socialize and provide
assistance to HL programs. He will be missed.
Our most sincere condolences
go out to the Ziss Family
