Committee Minutes 3rd October 2012 Present: Rob Harrison (Chair) Luke Hayward (Treasure) Shelagh Murphy (Secretary) Edie Koehler (Membership) Lee Fullwood (Maintenance) Saffron Gardenchild (P&I) Keith Underhill (Chair GM) Lorraine Burke (Mosscare) Laura Vilela (representing petition from children resident in HfC) Apologies: Janine James 1. Mosscare Report. Lorraine provided data showing a continual increase in rent arrears since July 2012. Current arrears are £24,877.86 or 9.61%. Rent arrears have not been this high since December 2010, the lowest recorded is 7.45% in 2011. The top ten rent arrears have increased by an additional £536.48 to £12,120.82 in September. The committee is concerned by this trend and would like to look more closely at the reasons behind this and possible solutions ie get a bigger picture of tenancy problems. Mosscare have 3 home visits to make and we are awaiting a court date for one 'immediate possession' order due to non payment of rent and apparent abandoned flat. Two additional tenants have stopped paying. Only four of the top ten arrears are making agreed payments. Committee proposed that one member meet with Mosscare to discuss some of the issues and be allowed access to confidential data. Agreed. Shelagh to meet with Mosscare next week. 2. Kids Space Laura attended the committee with a petition signed by 18 members and residents. The petition is on behalf of the children and requests 'the conversion of the old bin cupboard into a space for the kids. We are not asking you to do lots of work for us, because we will undertake all jobs e.g. painting, roofing etc We have come up with this plan because we have been banned from the Ledge. The bin cupboard is a safe solution. We are open to suggestions and are willing to come to the next General Meeting to discuss this'. Laura made a presentation of the case and answered questions. When asked about location she stated that they did not want adults to be able to just walk through their space, so the middle of the open area was not suitable. The presentation was given a warm reception with Fi, Jo and James mentioned as possible designers to work on ideas. The committee suggested that we could contribute funds if a properly designed safe proposal was submitted and costed. Agreed. 3. Birley Fields. Meeting on the 4th October with McAlpine site manager, Manchester Met and Manchester City Council. Luke reported some confusion regarding this meeting. he had not been aware of it but had seemingly replaced Katherine Bird as our representative. Shelagh agreed to make contact Katherine that evening and with site manager in the morning and attend. Proposal with regard meeting with residents is on GM agenda as a separate item. 4. Binstore. Sarah, Work for Change, had requested a discussion with committee members re use of the binstore near the lift on ground floor foyer. Rob declared an interest in this proposal as Chair of WfC Rob presented a proposal installing a biomass boiler in the front entrance bin store. In exchange WfC will vacate the current boiler room on the first floor by the lift. It has pipework running through but it could have some shelves added for

storage. WfC would also offer an annual rent for the extra space as they state that the store is a shared space on the lease plans. Sarah estimates that we would be losing 10 sqm space if we deduct 5sqm for the boiler room/cupboard offered in exchange. £513 per year is offered by WfC for the loss of binstore. Do we want a biomass boiler burning wood pellets on our premises? Do we want to give up the resource of the binstore. The committee agreed that more detailed information should be circulated and that the GM is the place for further discussion. 5. Proposal for Changes to Secondary Rules. After consultation with membership group and session after the September GM Keith has put forward his proposed changes. Shelagh objected to the deletion of 1.3 The membership is committed to co-operative principals,defined in the co-operatives's fully mutual rules, statement of ethical principles and the 6 co-operative principles. Agreed. Committee voted 4 to 1 to support all changes to secondary Hrules as proposed by Keith, including deletion of 1.3. 6. Invite to Cath Keane to meeting on 16th October 2012. Keith informed the committee that the GM wanted a meeting in addition to the GM meeting but on the same evening. Therefore Cath Keane will be invited to attend a meeting in the Yard Theatre at 7.15pm on 16th October 2012. Agreed. Luke to action and confirm. 7. GM motion from AOB item on 18th September 2012. The committee examined the proposals and issues raised. Lee spoke to some of the problems encountered by maintenance group, especially with the intercom system. Maintenance Group to take action as requested, especially with regard to emergency access and details and location of all flats in the building. Agreed 8. Homes for Change Treasury Management Plan September 2012. Rob submitted a paper outlining our current position, our cash requirements and proposal to transfer £200,000 into a 12 month fixed term account. This leaves £150,000 available at 14 days notice for emergencies and unforeseen contingencies. This will earn us £5,500 annually in interest which will help the overall stability of the business plan. We will review the treasury management plan annually at the end of each financial year. Agreed. 9. Confederation of Co-operative Housing .Accreditation Framework for Housing Cooperatives. Shelagh had circulated the CCH framework to all committee members for their consideration. The framework, with or without accreditation, is useful for all members and especially committee members with a managing role within the Coop. Most committee members did not recall receiving the document but will consider it and paper versions can be printed. 10. Secure cupboard in the office. Luke reported the cupboard is no longer secure and will need repairing or replacing. Agreed. Lee to action. 11.Visits. Rob reported that two coach load of visitors will be making an appearance

during the 3 day event in Manchester 1st to 3rd November. Ten thousand visitors are expected in a frenzy of international cooperative activities throughout the city. As a city centre housing cooperative we are on someones list of places to visit. 12. Meeting room booked by Rob for 31st october 2012 at day rate of £25. Agreed. 13. Anne Crosby. Guinness to be contacted re government monies to be made available for insulation, to explore if money could be directed to insulation for buildings without loft space. Agreed Closed Session. Membership. Transfer request discussed, Membership support the transfer on health grounds but maintenance have to first inspect both flats. Lee to action. Agreed. Membership submitted a two page document outlining consideration of a request to rehouse a coop member. Their decision is to allow him 4 months to find alternative accommodation and to be treated as all other members applying for housing. The tenancy will end in February 2013 and not June 2013 as requested. Agreed Tenant made a Safe Guarding request, maintenance have concluded that electric heating is not suitable therefore re connection to a gas supply will be organised after meter is relocated to the outside wall. buildings. Rob Harrison is taking action to try to change this policy. MMU after a brief discussion it was agreed that we would have a special meeting with representatives from MMU the council and MCalpine on the same day as a general meeting. A proposal to hold a special meeting on another day which local residents could attend was rejected with only 1 vote in favour. It was announced that a finance meeting was held on the 12th 5) Committee report Ratification The report was PASSED with 2 abstentions. 6) Election of GM Chairperson Chantelle Scott took the chair Keith Underhill was elected unanimously and resumed the chair 7) Next Meeting Tuesday 16th October 2012 Agenda deadline is 2nd October (The committee is on the third not the second as indicated in the Big Yeller) 8) AOB. It was agreed that the following items should be dealt with by Maintenance/Security as appropriate i) To look at he feasibility and cost of extra doors tot he streets fro the disabled access flats ii) the fixing/replacement of the intercoms iii) Signage in the building iv) Exits to have press release buttons v) Access for emergency services This was agreed unanimously 10) Closed Session: None The meeting finished at 19:22

Amendments to standing orders This General Meeting resolves to amend the standing orders as follows. In section 1.1 of the Secondary rules delete 'four' Insert 'six' also delete "Attendance records

will be looked at every 6 months by the Membership Group" Delete section 1.2 and Insert 1.2 Membership Group may vote to suspend the attendance requirement of membership according to the leave of absence policy. A leave of absence can be granted in the following circumstances: i) ill health (mental or physical), hospitalisation or stress related conditions; ii) exceptional work or study commitments; iii) family commitments e.g. pregnancy, caring for family or partners, adoption or new born children, etc.; iv) short break from Co-op duties following a sustained period of Co-op work; v )bereavement; -vi) other exceptional circumstances. Delete section 1.3 Section 2. Prospective members in 2.1 i) delete "definition of housing need" and insert "policy" Delete 2.1 ii) and insert "2.1 ii) Go to at least two general meetings in the 6 month period before the meeting at which their membership is to be voted on. returning officer if the GM chairperson is unable to do so. If the GM chairperson and the Deputy GM Chairperson are not able to chair the meeting or conduct an election a temporary chair/returning officer shall be elected by the GM for that period. Candidates at the meeting must provide an answer to any questions put to them by the returning officer on behalf of the electorate.

Work for Change would like to install a biomass boiler, which would burn wood pellets instead of gas. The boiler would burn wood pellets to create heat for the existing radiator system in the workspace. The wood pellets would be stored in a tank next to the boiler and blown into the boiler so the process is all automatic. The proposed boiler is a BioWin 600 60kw boiler. This had been sized after detailed calculations of the heat required in the workspace. Atmostherm have fitted 7 of these boilers in other locations. The pellets are supplied by tanker which would pump the pellets through a fixing in the outside wall into the storage tank. We have asked for a security fitting to make sure this cannot be opened other than by delivery drivers. To heat the workspace will require about four deliveries a year. This boiler qualifies for RHI (Renewable Heat Initiative) Grant. The income from this will make the boiler cheaper than running a gas boiler. This is good for the workspace tenants, including Homes for Change, as it keeps costs down when gas prices are rising sharply. The boiler is expected to last 20-25 years. Using a biomass boiler will reduce the carbon emissions from Work for Change by just around 40 tonnes CO2 a year (because wood is part of the short term carbon cycle it isn’t counted for carbon emissions; we will use pellets from sustainably managed forests). The problem is the boiler + fuel store won’t fit in the current boiler room on the first floor. Work for Change would like to ask Homes for Change if it could take over use of the front entrance bin store, which is currently a shared space on the lease plans. In exchange, Homes for Change could have the current boiler room (on the first floor by the lift). There will be some pipework running through this, but WfC would be happy to shelve out this space to improve it’s storage use if that would be helpful. WfC would also like to offer either an annual rent for the extra space. The bin store is 15.4 sqm; the boiler room is 5.25 sqm. At WfC rents, HfC would be losing space worth £513 a year, so WfC would like to offer an annual payment of £513 to HfC (or take it off your office rent if that’s easier). There would still be enough space in the bin store for WfC to put the orange bin sacks in (in the space under the stairs which is not required for the boiler) so the rubbish would be kept off the street until bin collection day.

WORKSHOP: Hulme Social Media Workshop, Wednesday 17th October, 3-5pm, free. Social Media Surgery is here to listen to what organisations like you, community organisations, want to achieve by using social media in your workplace. WORKSHOP: Say It Loud History Seminars, Tuesdays 9th, 16th & 23rd October, 7-8.30pm, £2 per person. This seminar programme aims to explore Manchester’s history of Black organisations and debate the role of local history itself. It also includes a special ‘Black Panther’ film and discussion event.

WORKSHOP: Tell It Like It Is – Interactive Lecture, Thursdays 25th October, 8th, 15th, 22nd & 29th November and 6th December, 7-8.30pm, £2. A series of Interactive lectures which examine several contemporary issues including ‘The Numbers: Statistics and Black communities’, ‘Black vs. Urban: the role of language”, “The Attack on Rap” and “Race, Media and Representation”. The series includes the premiere of ‘Shades’ – a specially commissioned film by local artist Hafsah Naib.

WORKSHOP: Trunktastic Elephant Making Workshop with No Nonsense Theatre Company, Saturday 13th October, 10.30am-12.30pm, suitable for ages 7-11, £3 for workshop (or £6 child ticket for Sunday's performance of Emperor’s New Clothes & workshop combined). Roll up, roll up! Join in No Nonsense Theatre's trunktastic workshops! Have a go at making a simple elephant puppet that will be yours to take away and share. Manchester Museum will also be down with their treasure box of mysterious artefacts! If you've pootled around The Manchester Museum you’ll no doubt stumble across Maharaja, now a skeleton, once an elephant at Belle Vue Zoo, and who once walked to Manchester from Scotland (not on his own; he had a keeper for company!). The Museum will be sharing the story of Maharaja along with some of his remains to give you inspiration!

WORKSHOP: Company Class (with Company Chameleon), Monday 15th and Tuesday 16th October, 10-11.30am, free. Company Chameleon will be working in the Z-arts dance studio in October and December, and will be offering the opportunity for dance professionals and graduates to engage in Company Class. Sessions will focus upon body conditioning, contemporary technique and floor-based movement systems, and will be taught by either Co-Artistic Directors Anthony Missen and Kevin Edward Turner or Company members.

WORKSHOP: Handspring Puppet Workshop with Handspring Puppet Theatre Company, Monday 15th October, 2-6pm. Suitable for professional puppeteers, artists in the performing arts and students in further and higher education. Experience Handspring Puppet Theatre Company's approach to puppeteering where puppets are brought to life without hiding the actors operating them. This workshop will be led by Al Nedjari - an experienced professional puppeteer and performer who has worked with Handspring Puppet Theatre Company in the UK on 'War Horse' and 'Or You Could Kiss Me' at the National Theatre.

WORKSHOP: Capoeira Angola – Roda, Thursday 27th October, 10.30am-4pm, £5 / £2 for under 16s. Once a month the Capoeira Group will hold a Roda – a sharing between students and guest teachers with activities for both children and adults.

WORKSHOP: Elephants in the Room! Half Term with No Nonsense, Monday 29th October - Friday 2nd November, 10am-12pm each day, ages 7-11, free! Join No Nonsense Theatre Company for shadow puppet play as you discover elephants on the floor, on the walls and on the ceiling! Create your own shadow puppets, paint and create their environments and explore soundscapes and music from elephant lands far, far away...

WORKSHOP: Improvisation Music Workshop, Thursday 1st November, 7.30-9pm, free - donations welcome! Sessions focusing on the art of improvised music presented by local improvising promoters and collectives - The Noise Upstairs and Tubers Music. Through a series of scenarios, games, exercises and discussions, they will get deeper into improvised music than is possible at their regular nights. The aim being to enhance improvisational skills and music as a whole,

by pushing ourselves outside of existing comfort zones. You don’t need to be an expert on your instrument, all you need is an interest in exploring sounds and listening!

WORKSHOP: Clay OK – Ceramics Workshop, Saturday 3rd November, 11.30am-12.30pm, suitable for ages 7+, £5. Come and learn the basics of making ceramic artworks and sculptures, then grab a ball of clay and have a go yourself! Themes will include wild animals, 3D rooms and clay portraits! Your clay creations will be fired in a kiln between sessions so you can take them home to impress your friends and family!

EVENT: Z-Arts Youth Showcase, Thursday 1st November, 7-8.30pm, free. Z-arts is hosting a monthly performance night to showcase youth talent from Z-arts and beyond! With programmed performances and open mic slots, these evenings of free entertainment are a great platform for young artists and musicians. If you would like to perform just turn up at 7pm and claim your slot! Performance slots open to ages 10-18. Alternatively just turn up to our wonderful cafe bar and sit back ready to watch!

EVENT: Barry Hutchison – Invisible Fiends with Manchester Literature Festival, Wednesday 10th October, 1-3pm, £3 per person, suitable for ages 8-13. Did you have an invisible friend when you were younger? Do you still? Do you wonder what happens to them when you forget about them? Well it's nothing good, that's for sure! Barry Hutchison, writer of the extremely popular Invisible Fiends series, will tell you all about the terrifying side of your helpful and loving invisible so-called friend.

EVENT: Inspector Norse – a public dress rehearsal, Friday 12th October, 7.30pm - £5 per person (but free for knitting volunteers!). A self-assembly Swedish crime thriller. It is bitter mid-winter. Ex-pop-star recluse Freya looks out of her log cabin at a rural winter scene. She smiles and turns back to her meatballs. But who is the stranger Nordic walking across the frozen wastes? In a fur hat. With a chisel. Days later a man is found dead in a barn nearby with a bizarre message carved on his forehead. Enter Inspector Sandra Larsson in her authentic, rustic knitwear. With her own personal life unravelling before our eyes, it is up to her to follow the pattern of a mystery with many holes. EVENT: Emergency 2012 presented by Word of Warning during The Manchester Weekender, 6-10pm, free. Manchester's 13th annual marathon of the bizarre, the beautiful and the bold returns; popping up in 3 venues during The Manchester Weekender - BLANKSPACE, Castlefield Gallery, Z-arts - Emergency features 40 free pieces of live work. EVENT: Emperor’s New Clothes with No Nonsense Theatre Company, Sunday 14th October, performance at 1.30pm, (puppet-making workshop on Saturday 13th October), suitable for ages 4+, £6 full price / £4 concessions for performance only & £6 child ticket for performance & workshop combined (see details of workshop above). A madcap adventure as two cheeky chaps trick the Emperor into thinking he is wearing a divine set of new clothes. An adventurous take on a children’s classic, with Hans Christian Andersen’s tale of one very vain (and foolish) Emperor brought to life via beautiful puppetry, shadow work and a mysterious new invention. Plus, keep an eye out for the elephant in the room.

EVENT: The Dragon Who Hates Poetry, Saturday 20th October, 2pm, £2 adults / children free. “There is no dragon scarier in any Earthly Place. His face looks like his bottom and his bottom like his face...” Dommy B (aka Nuyorican Poetry Cafe / UK Superheroes of Slam winner, Dominic Berry) presents a work-in-progress performance of his debut show for children and families. Fast-paced, funny and full of audience participation, Dommy B needs your help to bring this fearful dragon's reign to an end!

EVENT: Z-Arts Youth Showcase, Thursday 1st November, 7-8.30pm, free. Performance slots open to ages 10-18. Z-arts is hosting a monthly performance night to showcase youth talent from Z-arts and beyond! With programmed performances and open mic slots, these evenings of free entertainment are a great platform for young artists and musicians. EVENT: Word of Warning double bill from Ollie Smith + Richard DeDomenici, Friday 2nd November, 7.30-10pm. Part of Word of Warning's Performance Collection Autumn/Winter 2012. A wannabe Kurt Cobain meets the thinking man's Ashton Kutcher. 27 - Ollie Smith. Real rockstars die aged 27. Ollie Smith is 26. He is not a rockstar. Yet. Sitting somewhere between a grubby gig, a fanatic lecture and a Jonestown-esque cult meeting, 27 is a darkly humorous show that stirs up the myths surrounding the notorious 27 Club: a group of legendary musicians who all died at just 27 years of age. Popaganda - Richard DeDomenici. Sit back and relax to the dulcet tones of Richard DeDomenici’s songs that aren’t real, facts that are funny, and jokes that don’t rhyme, in his new show Popaganda. A jetlagged litterpicker of the world’s cultural landfill, watch DeDomenici throw western civilisation at the wall, caution to the wind, and see what sticks. Like a can of tomato soup Popaganda is condensed, easily digestible, and likely to stain.

EVENT: Gameshow with Company Chameleon, Saturday 3rd November, 7.30pm, £8 /£5 concessions. Company Chameleon’s new work ‘Gameshow’ focuses on desire, seduction and manipulation. Anthony Missen and Kevin Edward Turner invite you to watch and pass judgment, as the contestant tests his luck against the big man J.O.Z. the personification of excess itself. A show packed full of fearless dancing, spoken word and film. With prizes, power, money, fame, celebrity and a cult following up for grabs, or at the very least a limited edition J.O.Z shirt. Missen and Turner ask what needs to be sacrificed in order to win big.

EVENT: Sticks & Stones Presented by Polka Theatre, Tuesday 6th November, 7.30pm, recommended for ages 9-13, £7 / £4. August 2011. Riots are spreading. It’s summer, it’s hot and the entire country is holding its breath... As events fly out of control, a group of friends is caught in the middle.
