BUILLINGHAY SWIMMING POOL

The Committee would like to thank all of the volunteer helpers for their time and hard work in preparing the pool for the general public and for helping throughout the season. Without you we would not have been able to complete so many projects. We look forward to seeing you next year. A special thank you goes to Mr Rob Sharpe and Mrs Joanne Clegg for bailing us out on occasions with your professional knowledge and hard work. To give the village community some idea of the maintenance necessary each we have listed the tasks below. The list is much shortened as we did not wish to take up the whole newsletter!! • The pool is emptied and

literally scrubbed by hand as the water level goes down—takes 10 to 12 hours

• Refilling takes 7 to 9 days • Hedge cutting, grass cutting

& weeding • Picnic benches repainted • Interior and exterior of the

building washed and scrubbed

COUNCIL MEETING REPORTS JUNE MEETING PRESENTATION Kathy Lote from Age Concern attended the meeting and gave a presentation informing councillors of a new scheme called First Contact. This offers help and advice for the over 60`s. The aim is to keep the elderly in their own homes for as long as possible. Leaflets giving details have been distributed at focal points around the village, including the Parish Office. Councillors expressed their support for the scheme. PUBLIC DISCUSSION A member of the public asked what the Council were doing about the occupation of the garage on Walcott Road. The Council explained they were aware of the situation but at present, the NKDC Enforcement Officer had assured them that no laws had been contravened. It was understood that a planning application was to be submitted. PLANNING • An application for the erection of an

open double fronted garage at The Old Granary, Williamsons Drove. Council had no objections.

• The Clerk had written to the builders who had removed the hedges at The Whyche but had not replaced them with fences, as promised. Councillors expressed concern regarding the distress this is causing older residents.

ALLOTMENT BUSINESS It was suggested by Cllr. Miller that when the drainage work was done, it would be a good idea to extend the piping to the other side of roadway so as to drain the other allotments which had been flooded. Cllr. Wood agreed that this would be an ideal solution to solve the flooding problems on both sets of allotments. However, when Mr. Creasey and himself drafted the drainage plans they both agreed that there would not be enough fall to drain this part of the field into the new main drain. Cllr Wood sug-gested that Mr. Maplethorpe be asked to take levels before starting the drainage work. Cllr. Miller agreed to speak to Mr Maplethorpe on this point. BURIAL BUSINESS The sub-committee had met to discuss the best method of improving the Cemetery entrance for easier access for cars and hearses. It was agreed that Cllr. Forman draw up outlines of the proposed work to be discussed by the Council at a future date. Councillors discussed the cost of the whole project as there is a donor willing to contribute towards the cost. The Clerk was asked to check the availability of any grants. WAR MEMORIAL Cllr. Richards gave details of the cost of the work on the War Memorial and asked if the Council would be prepared to pay for the

work up front until money had been raised by donations or grants. He reported that he already had donations totalling £270 and the British Legion had paid over £100 to the Council. Cllr. Davies proposed and Cllr. Forman seconded that the Council should pay any shortfall in the cost. This was carried unanimously. PARISH PLAN UPDATE Cllr. Liles reported that the plan would be completed by their July meeting. She said at their last meeting several people had shown interest in Neighbourhood Watch. POLICE MATTERS Cllr. Wood said he was concerned that the Parish Council was receiving adverse comments because it was believed that the police were not enforcing the parking restrictions. Several Billinghay residents considered the Council should put more pressure on the Community Officers to stop this illegal parking. Cllr. Wilson reported that the CPSOs had now been given powers to take the necessary action and she would raise the matter again with P.C. Daniels. Concern was again raised about the adequacy of policing in the village. Cllr. Bradwell repeated her suggestion that a public meeting should be arranged to be addressed by the Chief Constable or a Divisional Inspector. Cllr. Davies said it was imperative that the meeting be well advertised so that as many village people as possible attended. CHURCH WALL Cllr. Forman gave an update on the proposed repair of the church wall. He said that the Church Commissioners wanted full details of the work that was to be carried out. SCHOOL MATTERS Cllr. Wilson reported that the Primary School was well regarded and had received a very good Ofsted report. The Foundation Unit at the School was now being used as an exam-ple to other schools in the County. JULY MEETING PUBLIC DISCUSSION The 15 minute time limit was exceeded considerably as Councillors raised questions and concerns, with the Police Team, about the quality of policing in the village. The Police Team responded to the following issues that were raised:

• The recent spate of burglaries was

mentioned as being a concern - P.C. Daniels informed the meeting that these were being investigated by CID. Watchline is kept fully updated with all incidents in the area.

• Cllr. Liles gave details of Billinghay residents perception of their local Police Team, arising from the Parish Plan Questionnaire. The main items of concern were a desire for a more `visible` police presence and a quicker response when called. She also advised that residents were not reporting incidents as they felt that no action would be taken. P.C. Daniels stressed that they would like every incident reported, however minor.

• Cllr. Liles said she was surprised that the questionnaire had revealed a lack of knowledge as to who to report incidents to, despite regular details being published in the Newsletter.

• Cllr. Long questioned the lack of use of the cycles provided by the parish for the police. He felt that the use of these around the village, rather than driving around in a patrol car, would give residents more confidence and awareness of their presence. P.C. Daniels apologised for the lack of use and said they were being upgraded and will be brought into use.

• Concern was expressed at the regular vandalism taking place at the Village Cemetery. Especially disturbing was a problem which would have damaged the new mower if it had not been identified by the Cemetery Committee at the time.. Cllr. Wood was concerned if the problem caused upset to people with relatives and friends buried there.

• One Councillor was verbally abused when asking youths to leave when the cemetery was being closed.

• It was reported that names had been taken by the police following one recent incident there. Councillors asked the Police Team what action was likely to be taken. They could not comment at the moment as the matter was being processed by another department.

• There was considerable discussion about police availability when trying to make contact to report an incident. The answer phone was not liked by older residents. Cllr. Liles suggested automatic redirection of calls to Lincoln (from Ruskington) rather than the answer phone. The Community Police Team has mobile phones and it was suggested that these numbers could be published in the Newsletter.

• The Police Team registered their disappointment at the poor turn-out to their regular clinics which were advertised on the Notice Board and in the Newsletter. Unfortunately they

are in the afternoon when a lot of people cannot attend due to work. The older folk also have difficulty getting from the other end of the village. • It was stated that thousands of

pounds of damage had been incurred by vandalism here in the last few years. Concern was expressed by several Councillors at the apparent lack of action taken to deal with any `troublemakers’.

• P.C. Daniels explained that decisions to prosecute were not in his hands but quite often there was a refusal of witnesses to take the matter further. The view was also expressed that this was probably due to possible repercussions.

• Cllr. Bradwell asked why the Fire Station at Billinghay was not being used as a local police station as in other villages. The response was that the security was not good enough in view of the sensitive equipment that would need storage overnight. She said she would take the matter further with the people responsible, to see if she could exert pressure to upgrade the building so it was suitable.

• Cllr. Wilson thanked the Police Team for their attendance and mentioned that the Council were arranging an open meeting with Lincolnshire Police (Full details of the event to be published in the Newsletter).

PLANNING MATTERS • Applications were received for the

erection of an extension over a garage at 15 Field Road and a tim-ber Summer House at 50 Walcott Road. Councillors raised no objections to either of these.

• Planning approval has been granted for a garage at The Old Granary, Williamsons Drove.

• Cllr. Miller informed the meeting that a wire fence had now been erected between The Whyche and the new development. He understood that the planning application was based on a

• wooden fence being erected. The Clerk advised that she had spoken to NKDC Planning who cannot enforce this until the development had been completed.

PARISH PLAN Cllr. Liles reported that the final draft of the Parish Plan was complete. Gemma Dring, who has also spent many hours working on it has now forwarded the plan to the Local Service Providers along with a summary plan which will eventually be delivered to each household in the village. HIGHWAYS MATTERS Cllr. Bradwell had recently driven round the village with Rowan Smith and pointed out all the problem areas. He agreed to replace the cats eyes on Walcott Road. There had been several complaints about a overgrown hedge which was obscuring the road sign at the Walcott Road/Mill Lane junction. It was reported that this seems to be an annual nuisance as the hedge is very wide. The Clerk explained that no action can be taken until August due to nesting birds. CHURCHYARD MAINTENANCE Cllr. Forman had received quotes from Graeme Cook, a specialist in Church Architecture for the work that was neces-sary for the maintenance of the Church wall For Producing Report and Faculty Applica-tion £150 +VAT. Overseeing the Work 8% of Contract Price + VAT. In view of the specialised nature of the work and the reluctance of other architects to quote, it was agreed that these quotes be accepted. The Clerk had received a further letter from Mr. Benton, concerning the wall that fell down. He maintained that irrespective of who owned the Church wall, it was the Parish Council’s responsibility as the damage was caused by the roots of the tree which was on Church property. WAR MEMORIAL Cllr. Richards informed the meeting that donations had reached £500 towards the inscriptions. Work on the Memorial would soon start.

APOLOGY I must apologize to MRS. JANET UNDERWOOD. When I congratulated Colin and Janet in the last Newsletter on their 50 years of marriage, I reported at length on Colin’s sporting achievements, not realising that Janet was no mean tennis player in her younger days. I understand from Colin that when she paired with the late Norman `Schemer` Maplethorpe they were feared on court throughout the district. CORRESPONDENCE We have received the letter below and photos from a resident who joined the British Legion trip to the War Memorial Arboretum. What an incredible privilege to have been invited, as was everyone in the village who wanted a day out (remember the invitation in the last edition of the Billinghay Times), to join the British Legion on their trip to the War Memorial Arboretum. When we arrived there we saw that 214 RAF squadron were having a memorial unveiled. Some of us joined in the dedica-tion and as the Last Post was played, emotions were evident including present-day personnel parents. We felt the Battle of Britain flypast was ours too; perhaps the pilots recognised us as we waved!

The 150 acres of walks and memorials was so interesting and fulfilling, and a couple of us visited the Burma Star memorial which was of particular interest to us personally, as our fathers had been involved with that action. But the main memorial was incredibly large, and so full of names placed there for the fallen since the end of the Second World War that one couldn’t help wondering ‘why?’ I came away with a heavy heart for all those who were being remembered; awe at the size and its fantastic upkeep; a wish to someday return and with a huge thank you to the Billinghay British Legion for organising the trip.

TO ALL RESIDENTS OF BILLINGHAY & DISTRICT It has been four months since we moved into the Coach & Horses and we would to thank everyone who has visited the pub for making us very welcome. PARISH PLAN UPDATE Not long to go now! At the time of writing, the document is still awaiting its fi-nal ok before going to print. There have been a lot of hours and effort go into this project for the village, and a lot of people involved have come up trumps with talents they didn’t pre-viously acknowledge. Lou is a wizard with the computer, and if it had been left to me I would still be dusting my abacus to add it all together, never mind the collating and percentages and graphs he has endlessly produced. I didn’t know how fast I can type (still only use two fingers on each hand) and neither did I know three years ago that I would go on to be a Parish Councillor, a task that fills the remainder of my spare time! Many of you reading this will have hidden talents too, and I do hope that you will get involved in the Action Plan that has evolved from the plan. We always need new faces and as this phase nears the end, and be replaced by Action Plan Groups, we hope you will come along and join us. The next issue of the Billinghay Times will have the details of meetings and gatherings, so please give thought to attending. We all have favourite themes and topics, and its only if we get involved that we see the fruits. It’s only by being involved that we get our voice heard and action taken.

The Centre has been very busy over the summer weeks with lots of new activities for the children to enjoy; Pot-Painting, Creation Station creative activities and weekly Family Work-shops which have complimented our regular programme. There have also been some exciting new additions which will continue once term time recommences, please see below for the updated timetable. On 14th August over 50 parents and children also enjoyed a wonderful day out at Rand Farm where they were able to enjoy getting up close to a large variety of animals, taking in a tractor ride plus lots of fun picnicking in the play park. The Citizen Advice Drop-In Sessions continue to be popular and a further Health Trainer Drop-In is taking place on Wednesday 16th September with more dates to follow. New regular additions to our programme include:

• Debutots - a multi-sensory blend of storytelling, puppets, bubbles and movement to music which helps develop early language and play experiences.

• Yoga Bugs - in which traditional yoga postures are woven together into exciting adventures, helping children with relaxation and visualisation techniques to improve children’s concentration, capture their imagination and improve confidence.

• Go Dance Mini Movers – a fun filled exercise and dance session.

1ST BILLINGHAY RAINBOWS

On Wednesday 10th June we held our annual fund raising coffee evening, as usual we had a raffle and various stalls. The eve-ning ended with all the rainbows dressing up as Princesses for a Princess fashion parade (which all the girls really enjoyed). They then sang for all the parents, grand-parents and friends who had come along to support us. We raised £170 of which we donated £50 to the Billinghay Swimming Pool (we like to make a donation each year to a children’s charity and thought it would be nice to keep it in the village this year. BILLINGHAY VILLAGE HALL We the Committee would just like to tell you a little about YOUR Village Hall. Did you know you had one? It is a lovely hall with stage, kitchen and bar area, with doors to open onto the Playing Fields and Children’s Play Area. It can be hired for all kinds of functions such as parties & receptions, we do have a music licence. ALL THIS FOR JUST £10 PER HOUR YOUR Village Hall is charity run. We are at the moment a small committee who meet once a month to try and identify and arrange all kinds of fund raising activities. This is necessary because, as with all other places, we do have electricity, field cutting, maintenance and general upkeep of the building to pay for. Our AGM will be on Monday 14th September at 7.30pm at the Hall. We really would love your support , to bring new ideas for fund raising. Please make an effort to come to this meeting and, if you would like to join us on the Committee you would be more than welcome. We would be most grateful for your help. Teaky’s Sports Column BOWLS A full contingent of bowlers played in the Howseman Triples Competition. Having watched the last two hours of this competition, it reminded me of the great days bowling we had in the past at Billinghay, when bowlers came from all over the district to compete in these games.

After some excellent bowling the Chapel Hill trio, Mike Carr, Sue Carr and R (Plonk) Brown beat Pete Synan, Mick Allen and Jason Synan in the final. The club are doing very well in two of their leagues: lying second in both the Sleaford & District League and also the Woodhall Afternoon League. Future Competitions Sunday 6th September Open Pairs with sponsored prizes of £60 for the winners and £40 for the runners –up Contact Heather Duffy on 01526 861447 I have been asked to remind bowlers and non-bowlers about the weekly roll ups which take place every Monday afternoon between 2pm & 4 pm. Woods are provided for any newcomers and there is no obligation to join the club. Good news for members of Sleaford & District Indoor Bowls Club as there is now free parking for the first three hours in the car park adjacent to the Club. Warning: If any one is lucky enough to celebrate their Golden Wedding, I must warn them not to play an important game of bowls the following day. I have been informed that a certain local “gentleman” who did this very thing, suffered a rather embarrassing defeat. I am, of course, too much of a gentleman to divulge the score.

MOTOR CYCLING NEWS On the 18th July, members of the local Hells Angels Motorcycle Club held their Custom Bike Show in the Coach and Horses field. Several hundred people had travelled from all over the country to admire the motorcycles, meet old friends and listen to the live music which was

provided by no less than four different bands and played throughout the day. A raffle was held with prizes donated by the owners of the numerous trade stands and local businesses. A total of £500 was raised and donated to the maintenance and upkeep of Billinghay Swimming Pool. The Club wish to thank everyone who came and supported what turned out to be a very enjoyable day. On Friday 31st July there was another fantastic display of bikes, as several hundred parked on the public house car park. This was when the Wolds Bikers held their Annual Charity Bike Night in the Coach and Horses Field. This is the first time they have held this event at this venue. They have followed Richard and Sandie, the new hosts at the Coach and Horses who have always supported the Wolds Bikers. A steady stream of visitors enjoyed the BBQ fayre, the trade stands and the show bike area. The weather held for everyone to enjoy music provided by `Gin House` and it wasn’t long before the dance floor was rocking well into the night. With many bikers camping on site, a beer or two could be enjoyed. British Superbike Riders BEN WILSON and BRUCE WILSON were on hand to sign autographs, chat to the crowd and hand over the donation to L.I.V.E.S.

TENNIS Billinghay Tennis Club have only two games left of their Summer season in the Boston Mixed Doubles League. These are both at home against Horncastle and Spilsby and are looking like evenly matched games. At present our league position is not certain but a report of our season’s

performance will appear in the next Newsletter. The Club have had two of their regular ladies players missing this year in Sally

Maplethorpe and June Martin but hopefully they will be fit for next season. This years team members are Michael Brommell, Chloe Brommell, Jess Dring, Sue Dring, Charlie Maplethorpe, Gerald Audis, Chris Rogers and Rachel Scott. GOLF Two important golf tournaments have been played at South Kyme Golf Club, during the past two months. The Senior Open Competition was won by Club President Barry Wilson, Captain John Twells, Alan Wells and Barry Skinner. This is an achievement for our village as three of

this quartet are Billinghay residents. `The Billinghay Golf Day` was held recently at South Kyme Golf Club. This event has been run annually for the past 24 years, the last 19 at its present venue. It is played as a nine hole Texas Scramble in the morning and an eighteen hole Stapleford competition in the afternoon. It was a very tight finish with special guest Ray Clemence, the ex England goalkeeper, tying with Reg Wood , of North Kyme on 42 points. However, Ray was awarded the C.F.D. Shield as he had the best score on the final nine holes. The Charles Robinson Cup was presented to Robert Page as the best 16 plus handicap golfer with a score of 36 points.

FOOTBALL At the Annual General Meeting of Billinghay Football Club, all members of the Committee were happy to carry on with the exception of Chris Warren who stepped down as Vice-Chairman. All thanked Chris for his contribution to the Club over the past years. Abby Brison was then

unanimously voted into the post., and takes over as of now. All existing managers were willing to continue in their roles with Sam Miller helping Stephen Scott with the First Team. The pre-season friendlies have begun and although the first team have lost 5--2 and 5--0, to Boston Town Reserves and Sleaford Town respectively, on both occasions they gave very creditable performances against teams in much higher grades of football. The Reserves have also been in action, having played the Under 18 team twice and coming out on top on both occasions. The youngsters have been training hard ready for their quest next season, so its good luck to all of them in the months to come. Players of all standards are welcome to come along, just make yourself known to Terry Edwards on 01526 860169. If you don`t contact us how do we know you are there!!! We are always looking for committee members so if anyone is interested in joining us please ring on the same number.

SQUIRREL HUNTING UPDATE After only having limited success at getting rid of squirrels from his garage loft the GENTLEMAN from Meadow Way decided to hand the task over to his wife. It is a well known fact that the female of our species are a little `craftier`

than the male and it was not long before the lady learnt that if you spray around your property with Pure Peppermint Oil it will rid you of the pest. I understand at present it has solved the problem. If this does not work I have another solution, although it is far more expensive, BUY A WESTIE DOG. Ellie barks at every bird, bumble bee or fly that flies over our garden but none of them dare land. It has been known for a cat or a squirrel to look over the fence but they soon turn back in terror when they see this fierce barking dog. I believe our dog suffers from `small man syndrome` as I am certain in her mind she believes she is a German Shepherd.

LOST AND FOUND COLUMN Found by Post Lady along Walcott Road - 1 Pair of Ladies Tights. Found in Cemetery by an `Old Timer` (now on the road to recovery)- 1 Pair of Ladies Tights. As these were found around the same time, one can only conclude that these young la-dies must have discarded these articles of clothing during the very hot spell at the end of May. We must warn the owners of these by quoting the old saying,` NE`ER CAST A CLOUT TILL MAY BE OUT.` Please note that there will not be any Cinderella glass slipper type fitting to determine ownership Finally, the little ginger bunny who was found at the side of Walcott Road on the 14th Au-gust had a lovely funeral.

STRICTLY DANCING Local girl Roxanne Coupland recently travelled to Dudley in the West Midlands to compete in a Cheer Competition with Nicola Holloway’s Dance Team from Ruskington. Nicola entered four teams in the competition and had excellent results, all four teams coming first in their groups. Roxanne is a team member of POWER ELITE, a group of eight girls, all aged nine and under. They per-formed an excellent routine on the day, giving them a well deserved FIRST PLACE. She also competed in the Solo Round for aged 7 and under and finished in an outstanding SECOND PLACE. A good day was had by all.

BILLINGHAY & DISTRICT TWINNING ASSOCIATION The Annual General Meeting was attended by the usual suspects and it was a little disappointing that no new members attended. We would remind members and any interested non-members that: 1. The next Open Meeting is on Thursday, 17th September, 2009 in

the Community Rooms commencing at 7.30pm 2. Payment is now due for the next instalment on the Bonus Ball. If

you have not yet paid, please let Lou Hird have the money as soon as possible.

We have been told our recent French visitors were so impressed by the Scarecrow Competitions that they saw in Tetford and South Kyme that

they are now arranging a similar one in Ballon. Thank you to both villages for putting on such a good display. Hopefully we might get some photographs of the event.
