Probably a more little-known example of this is a small furniture store that was passed from one family to another over the decades. The accompanying photograph is of the Belvidere Furniture Company store in the early 1950s, which was located for years at 112 E. Lincoln Ave. It’s probably better known under a different name, the Cutler Furniture Company. Dwight P. Cutler purchased the Chandler Bros. Furniture Company sometime in the 1910s. He operated the business under his own name for many years, and his son, Rupert W. Cutler, also became associated with the family business. The elder Cutler was known in the Rockford area as a prominent business and civic leader. He graduated from the Chicago Manual Trading School before returning to Rockford in 1890. He owned and operated the first automobile agency in Rockford, selling Oldsmobile models. Cutler was one of the first people in Rockford to own an automobile. He sold the auto agency in 1910 to enter into the real estate business in downstate Benton. He returned to Rockford a few years later and purchased the furniture business. Cutler was the chairman of the board of deacons of the Rockford Second Congregational Church. The Cutler name had been well established in town prior to its rebranding. The Cutlers became well known for publishing weekly newsletters on local events and news for readers to cut out and send to servicemen. Their goal was to keep those serving the country updated on what was going on in their hometown. The store operated for years under its original name before announcing in 1951 that it would be reopening under the Belvidere Furniture Company name. The Cutlers had owned another store under their name in Rockford, which was sold to the Hanley Furniture Company that same year. Rupert W. Cutler and store manager E.J. Mill saw this move as an improvement because the Belvidere establishment was now an individual store. They said this gave them more freedom to buy for their Belvidere customers’ needs only. An August 1951 ad in the local paper featured the “world-famous Simmons Beautyrest mattress” for $69.50, allowing customers to pay an $11 delivery fee and then going on a $1 a week payment plan. This gives an idea of how different things were in the 1950s. Cutler often advertised sales like this in the paper. The store advertised a farewell sale in the local paper in November 1953, featuring sofa pillows, double dresser and bed sets, wrought iron smokers and more. Just a few weeks later, the return of the Cutler Furniture Company name was announced. Rupert Cutler would be staying in business after all and merely returning to the old store’s name. However, the store’s revival ended up being short- lived, as it was sold a year later to Harley Clanin and his son, William. The furniture store once owned and operated by father and son for decades had been passed on to another father and son. Harley Clanin was a businessman, known for owning and operating a dry goods store and a liquor store in town for many years. He, too, worked as a real estate salesman for several years as well. He served as chairman of the Belvidere Chamber of Commerce at one point and also chairman of the Selective Service System Board in Belvidere for a few years following World War II. William Clanin, who went on to serve as chairman of the Boone County Board, eventually sold the Clanin’s furniture business in 1977 and it beccame The Stylehouse. At that point, the business’s location had moved to a three- story building on South State Street. Clanin helped found the Rock Valley Metropolitan Council and served on its board for many years. Upon the store’s closing, Clanin was interviewed by the old Belvidere Daily Republican. He said that owning a shop in town definitely had an advantage. “People are able to get personal attention they’re entitled to – that’s what they like,” said Clanin at the time. “We don’t have all the services of a shopping center, but for the services we have, local merchants do an excellent job.” Clanin’s words ring true for many to this day. Like a lot of small family businesses in Belvidere right now, the Clanins’ and the Cutlers’ stores were focused on giving personal attention to a smaller community. That can still be felt when walking into a small shop in Belvidere today. Finance Committee Discusses 2016 Audit By Bailey Appelhans The Boone County Board’s Finance, Taxation and Salaries Committee met Tuesday night to discuss their 2016 audit. Anthony Cervini, a representative from Sikich, the firm that conducts the county’s audits, attended the meeting to go over information presented in the 2016 audit. The audit is a seven-month process that takes place between November and May. “Our goal as auditors is to be able to issue an opinion on the fairness and the presentation of the financial statements in accordance with generally accepted accounting principles,” Cervini said at the meeting. “As part of that audit process, we’re trying to issue that report and provide reasonable assurance on the fair presentation of the financial statements there.” Cervini has been with Sikich since 2005 and is a certified public accountant responsible for providing services to governmental clients. He serves on the Government Finance Officers Association Special Review Committee and the Illinois CPA Society Government Report Review Committee. The three-part auditing process includes a November planning meeting, preliminary fieldwork conducted in December, and final fieldwork happening in February and March. As part of the process, the firm interviews staff and issues questionnaires to members of the county board to identify areas of risk or concern. They also look at records that include bank reconciliations, invoices and much more. The audits are composed based on two different sets of standards: the Generally Accepted Auditing Standards, or GAAS, and the General Accepted Government Auditing Standards, or GAGAS. Auditors use GAGAS standards, which are also known as Yellow Book Standards, when reviewing federal, state, and local government programs. “We’re pleased to report that we expect to issue an unmodified opinion, which is the highest level of assurance that we as auditors can provide to the county,” Cervini told the committee. According to the American Institute of Certified Public Accountants, an unmodified opinion is issued when the auditor concludes that financial statements are presented fairly and in accordance with the applicable financial reporting framework. The firm also compiled a list of deficiencies in their audit report. These include needs for more segregation of duties among staff, added controls, and better and more formal documentation. The committee emphasized that control issues would most likely always be present in an audit report due to the inability to provide more staff. In addition, Cervini noted that even with a good system of controls in place for financing, there could still be mistakes or issues. “You’re never going to have a perfect system of internal controls,” said Cervini. “You can have all the internal controls in the world, but you can’t take away the human element.” He does believe, however, that there are actions the county can take from a documentation standpoint that doesn’t relate to the amount of staff they must employ. He also emphasized that he believed that a segregation of duties when it came to finances and their documentation would likely provide more accurate reporting. The committee also noted that at the end of the day, they’re really relying on honest people to record finances truthfully. Members said that a system of checks and balances in each department was in place, but reliance on an honest staff was really key. Among other business, the committee discussed a vacant IT position that will aid with technology issues among different departments of the government. They hope to create a more centralized IT staff in the process. They also discussed plans for starting to draft a 2018 fiscal year budget that include starting to list the cost and necessity of different departments’ functions.

A Family Furniture BusinessBy Bailey AppelhansBelvidere has been home to many small, family-owned

businesses over the years. Probably a more little-known example of this is a small furniture store that was passed from one family to another over the decades.

The accompanying photograph is of the Belvidere Furniture Company store in the early 1950s, which was located for years at 112 E. Lincoln Ave. It’s probably better known under a different name, the Cutler Furniture Company.

Dwight P. Cutler purchased the Chandler Bros. Furniture Company sometime in the 1910s. He operated the business under his own name for many years, and his son, Rupert W. Cutler, also became associated with the family business.

The elder Cutler was known in the Rockford area as a prominent business and civic leader. He graduated from the Chicago Manual Trading School before returning to Rockford in 1890. He owned and operated the first automobile agency in Rockford, selling Oldsmobile models. Cutler was one of the first people in Rockford to own an automobile. He sold the auto agency in 1910 to enter into the real estate business in downstate Benton. He returned to Rockford a few years later and purchased the furniture business. Cutler was the chairman of the board of deacons of the Rockford Second Congregational Church.

The Cutler name had been well established in town prior to its rebranding. The Cutlers became well known for publishing weekly newsletters on local events and news for readers to cut out and send to servicemen. Their goal was to keep those serving the country updated on what was going on in their hometown.

The store operated for years under its original name before announcing in 1951 that it would be reopening under the Belvidere Furniture Company name. The Cutlers had owned another store under their name in Rockford, which was sold to the Hanley Furniture Company that same year. Rupert W. Cutler and store manager E.J. Finance Committee Discusses 2016 AuditBy Bailey Appelhans

The Boone County Board’s Finance, Taxation and Salaries Committee met Tuesday night to discuss their 2016 audit.

Anthony Cervini, a representative from Sikich, the firm that conducts the county’s audits, attended the meeting to go over information presented in the 2016 audit. The audit is a seven-month process that takes place between November and May.

“Our goal as auditors is to be able to issue an opinion on the fairness and the presentation of the financial statements in accordance with generally accepted accounting principles,” Cervini said at the meeting. “As part of that audit process, we’re trying to issue that report and provide reasonable assurance on the fair presentation of the financial statements there.”

Cervini has been with Sikich since 2005 and is a certified public accountant responsible for providing services to governmental clients. He serves on the Government Finance Officers Association Special Review Committee and the Illinois CPA Society Government Report Review Committee.

Saturday Night MassacreWas Landmark of Watergate by Tom Emery

Critics of the Trump administration have compared the President’s actions, including the dismissal of FBI Director James Comey, to the “Saturday Night Massacre” of the Watergate scandal. Pundits may debate the comparison, but the massacre remains a hallmark of the two years of Watergate.

In one of the defining moments of the saga, President Nixon demanded the firing of special prosecutor Archibald Cox on Saturday evening, Oct. 20, 1973. The demand came in response to Cox’s subpoena of Nixon’s taped Oval Office conversations.

Attorney General Elliott Richardson refused to comply with Nixon’s order that Saturday evening, and resigned in protest. Nixon then ordered the deputy attorney general, William Ruckelshaus, to carry out the firing, but he also refused and resigned.

Finally, Robert Bork, who was third in line at the Justice Department as solicitor general, adhered to Nixon’s demand, and Cox was dismissed. Public sentiment turned and calls for Nixon’s impeachment intensified from the episode, which the press dubbed “The Saturday Night Massacre.”

“It was the culmination of all the drama that had built up from the scandal,” said Duquesne University law dean Ken Gormley, an acclaimed Cox biographer. “It was evident that there would be a showdown, and it was clear that Nixon was going to test the outer boundaries of the law to defy Cox.”

Questions surrounding the botched Watergate burglary of June 17, 1972 led to a Senate investigation the next March. A series of resignations followed on April 30, including top Nixon aides H.R. Haldeman and John Erlichman and Attorney General Richard Kleindienst. Richardson, who had been appointed Secretary of Defense in January 1973, replaced Kleindienst.

Senate hearings began on May 17 and two days later Cox, a respected Harvard law professor, was appointed as special prosecutor. Cox’s position was defined as “career reserved,” under the authority of the Attorney General and protected from dismissal unless “for cause.”

Named solicitor general in the Kennedy administration, Cox came from a long line of distinguished public servants. He was a great-grandson of William Evarts, who, ironically, defended President Andrew Johnson during the first impeachment of a chief executive in 1868.

“Cox was careful, conscious, and principled, and was an independent thinker, like Evarts was,” said Gormley. “His goal was not to bring down Nixon, or advance himself. He wanted to apply the rule of law.”

On July 16, former Nixon aide Alexander Butterfield

stunned the nation with Senate testimony that Nixon had installed a recording system in the Oval Office. Cox and the Senate Committee requested the tapes, only to be rebuffed by Nixon, who claimed executive privilege.

Cox and the committee then subpoenaed the tapes. Nixon ordered the subpoena dropped, but Cox refused. The matter was turned over to the Supreme Court.

Nixon offered a compromise on Friday, Oct. 19, 1973 by which Sen. John Stennis (D-Miss.) would independently review the many hours of tapes and present a finding to Cox’s office. The choice of Stennis, an elderly man with a hearing problem who was recovering from a January shooting, raised eyebrows. Cox refused this “Stennis Compromise” and held a press conference the next afternoon to address his position.

“There just happened to be fewer football games on television than normal that day, and more people watched the press conference,” said Gormley. “They saw Cox’s forceful conviction and integrity on display, and people connected with that.”

Shortly after the press conference, Richardson received a call from Nixon chief of staff Alexander Haig, relaying the President’s order that Cox be fired. Richardson met with Nixon, refused, and offered his resignation. The order then passed to Ruckelshaus, who also refused to dismiss Cox and resigned.

Finally, Bork acted on Nixon’s demand. FBI agents were then ordered to seal the offices of Richardson, Ruckelshaus, and Cox. The White House announced the events at 8:30 that evening as the nation looked on in amazement.

NBC News anchor John Chancellor grimly reported “what may be the most serious Constitutional crisis” in American history. The press later nicknamed the affair “The Saturday Night Massacre,” and the public erupted over the spectacle.

Congress introduced several resolutions for Nixon’s impeachment, and Cox became a sympathetic figure. Some 450,000 mailgrams and telegrams were received at the Capitol and White House in the coming days, many supporting Cox’s integrity and demanding the President’s impeachment.

“I can’t tell you how many people I’ve talked to in their fifties, sixties, and seventies who can tell you where they were, and what they were doing, when they heard the news of the massacre,” remarked Gormley.

Nixon never recovered from the massacre and resigned on Aug. 9, 1974 in the face of certain impeachment. “After Cox was fired, the outcome was somewhat inevitable,” said Gormley. “The Supreme Court then demanded that Nixon turn over the tapes, which contained damning information that showed he was involved in the Watergate cover-up. There was no room for political maneuvering, and it was increasingly clear that Nixon was going out either by impeachment or resignation.”

By comparison, one contemporary declared that Cox “became a permanent American hero.” He eventually returned to Harvard, continued his distinguished career, and died in 2004.

“Cox was an incredible public servant, and uniquely suited for that crisis,” concluded Gormley. “He spent his whole life admiring the American system of laws, and his role in Watergate was not about his own career. Cox was standing up for our institution of government.”

For almost two years, we’ve heard a litany of excuses for why Illinois does not have a state budget

Rauner is holding the budget hostage for his extreme agenda!

Bipartisan gridlock!The governor got in the way!Democrats in particular say they’re waiting for the

governor and other Republicans to step up to the plate. But here’s the thing: If Democrats really want a state budget, they can pass one.

This whole narrative about needing bipartisan agreement to “end the impasse”… it’s all a sham.

The great irony of the budget “grand bargain” is that Illinois has never needed a bargain to begin with. One party controls the General Assembly.

So if we’re going to discuss why there is not a state budget and point fingers, let’s at least be honest. Bargaining is what happens when one party needs something from another, and when neither can act in isolation. That’s not the situation in Illinois.

During most of Illinois’ faux “budget impasse,” Democrats could have single-handedly passed and implemented whatever state spending plan they wanted.

In July 2015, when Illinois became the Land-of-No-Budget, Democrats had supermajorities in both chambers of the General Assembly.

This means that if they passed a budget and Gov. Bruce Rauner vetoed it, Democrats could have implemented it anyway by overriding his decision

They sent a budget Rauner’s way in 2015, and the

governor nixed most of it because it spent billions of dollars more than the state would collect in revenue. But after the veto, the Democrats didn’t do anything.

Well, I should rephrase: They didn’t do anything to advance their vision for how the state should spend money.

Instead, they threatened a government shutdown and tweeted to express their #outrage.

Meanwhile, the state’s backlog of bills soared. The state continued spending money because of court orders and continuing appropriations — and not just the money it took in; it spent billions and billions of dollars more. The Illinois comptroller estimates that even without an official state budget, 90 percent of state spending is happening anyway

Today, Democrats remain in the supermajority in the Illinois Senate. House Democrats lost their supermajority back in January, but don’t think Speaker Michael Madigan‘s caucus isn’t still powerful; House Democrats are only four votes shy of being able to override a governor’s veto.

So all of this raises the question: If the Democrats have so much power in the statehouse, why do they act so helpless?

Easy. They don’t believe enough in their own ideas to actually put their names on them. And they absolutely do not want to be held accountable for the consequences

In seeking Republicans’ support, they’re not trying to share credit for the good — they’re spreading blame for the bad.

The lynchpin of the recent “grand bargain” budget proposal was a massive tax increase. It paid lip service to popular ideas such as a property tax freeze and pension reform. But at its core, this plan would take billions of dollars from taxpayers to prop up the same old broken state government we have today.

The “negotiations” over this budget package were not about how much money the state can save taxpayers.

The talks were about protecting politicians from tough votes. Which and how many Republicans would shield Democrats, and vice versa.

The Democrats refuse to own another income tax increase. And they’re too beholden to special interests and the dysfunctional system we call state government to make actual, dramatic changes for the better.

So when you see the irate tweets by Illinois Democrats blaming Rauner,for the lack of budget, understand what they’re really mad about

Wednesday morning, Boone County leaders met for a get-acquainted meeting aimed at revising the Boone County Comprehensive Land Use Plan, which was adopted by the county in 1999. Although the plan has served the county well, a lot has

changed in the past 18 years. County officials and planners believe that it is time for an updated version. We agree. Because of the tightness of the budget, officials believe that the plan can and should be developed in-house with assistance from the Rockford Metropolitan Agency for Planning (RMAP). The spirit of the meeting was one of cooperation. There

was a general consensus that it was time to update the plan and everyone seems willing to help. A time frame of 12-18 months to complete the plan was proposed.Poplar Grove Village President Owen Costanza observed

that his younger constituents generally name high-speed internet, interesting places to eat and townhouses at the top of their wish list. Richard Gadke, while waiting for jury

duty, compared notes with perspective jurors and found that he was the only one who worked in Boone County, the others being commuters to different jurisdictions. Gadke noted the need to create good jobs in Boone County. Indeed, the residents of Boone County have many hopes,

dreams, aspirations and desires for their community. This is a good time for all of us to make our thoughts known to our village, city and county officials. While there will be meetings to inform the public as the plan evolves, it will make the job much easier when the wishes of county residents are known and heard.This newspaper intends to follow the planning process

closely and keep the public informed as the process proceeds. We believe this is an important issue. We are in a time of disruptive technological changes, which makes finding good solutions even more challenging. The decisions we make today will affect Boone County over

the long term. We think the county is off to a good start.

Janesville: An American Story By Amy Goldstein Hardcover. 351pp. Simon and Schuster $27.00

W hen General Motors announced on June 3, 2008 that, after 80 year of production, it was closing its Janesville plant, the news was an

economic earthquake. Many couldn’t believe the bad news until GM finally announced years later that the status of the plant had been updated from “standby” to “permanently closed.”

Janesville, Wisconsin was always a pleasant place with a strong middle class. There was a strong sense of community and a mantra of cooperation between union and management.

Thousands of workers were employed at well-paying jobs with good benefits at GM. Thousands more were employed by Lear Seating and other GM suppliers, who also closed their plants when General Motors closed. The successor to Parker Pen finally ceased the last of its Janesville operations at the same time.

Amy Goldstein tells us the story of what happens to a community when its economic underpinnings have been shattered. She introduces community and union leaders, as well as rank-and-file, laid-off workers and their families. We learn of their struggles to cope and move forward. It is symbolic of the post-middle-class society that is evolving throughout the country.

The book is rich in detail. Goldstein does an excellent job of telling us how General Motors and Parker Pen came to be in Janesville, and how the community grew and prospered through the 20th Century.

We meet those who worked hard and struggled to help displaced workers: Bob Borremans, the executive director of the Southwest Wisconsin Workforce Development Board; Sharon Kennedy, the vice president of learning at Blackhawk Technical College; and Deri Wahlert, a social studies teacher who created the Parker Closet, a resource started by high school teachers to provide clothing and other supplies for high school students and their families. We also meet high school honor students working at Culver’s and other jobs to help with the family grocery bill.

The book reflects some of the lingering bitterness in the community. She tells of Congressman Paul Ryan and his initial concern over the closings. She notes that he was happy to be the keynote speaker at a Forward Janesville gala, but points out that he never once accepted Borremans’ frequent invitations to visit the Rock County Job Center. She introduces banker Mary Wilmer and billionaire widow Dianne Hendricks and their Rock County 5.0 recovery plan. Then she points out Hendricks’ multi-million dollar contributions to anti-labor candidates. She tells of us the “Janesville Gypsies,” workers who have either relocated to or commute weekly to distant GM facilities in Indiana and elsewhere. The goal is to reach 30 years seniority, when they can retire with a pension.

In the end, Goldstein describes the once tightly-unified community as evolving into two Janesvilles. One prosperous, relatively unscathed. The other struggling to make a living on wages nowhere approximating their former pay. It is a heartbreaking, poignant account.

Amy Goldstein is a staff writer for The Washington Post, where she has won a Pulitzer Prize. This is Amy Goldstein’s first book. It is amazingly well researched and accurate. She has immersed herself in Janesville and has told a compelling story.

For those in Belvidere, it’s a tale that will hit home. In addition to our familiarity with Janesville, we share much of the same dependency on the automotive industry. It should not be hard to imagine the loss and suffering that has been experienced just north of the state line.

This year, as in years past, your tap water met all USEPA and IEPA drinking water health standards. This report is intended to provide you with important information about your drinking water and the efforts made by the Village of Capron Water Department to provide safe drinking water. This report will not be mailed to each home, but is available by request from Village Hall 250 W. Main Street (815-569-2351).Source of Drinking Water:The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-

occurring minerals and, in some cases, radioactive material, and can pickup substances resulting from the presence of animals or from human activity.• Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.• Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.• Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses.• Organic chemical contaminants, including synthetic and volatile organic chemicals, which are a by-product of industrial processes and petroleum production, and can also, come from gas stations, urban storm runoff,

and septic systems.• Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities.Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More

information about contaminants and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline at (800) 426-4791.In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants

in bottled water which must provide the same protection for public health.Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone

organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers USEPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the USEPA’s Safe Drinking Water Hotline (800-426-4791).

The source water assessment for our supply has been completed by the Illinois EPA. Source Water Assessment:• The source of drinking water used by Capron IL is Ground Water• Active Well #1 (11311) 115 S. 4TH Street 231 gpm line shaft well• Active Well #2 (01110) 205 ½ E. North Street 593 gpm line shaft wellBased on information obtained in a Well Site Survey published in 1990 by the Illinois EPA, several potential sources are located within 1,000 feet of the wells. The Illinois EPA has determined that the Capron Community

Water Supply’s source water is not susceptible to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydro geologic data on the wells. Furthermore, in anticipation of the U.S. EPA’s proposed Ground Water Rule, the Illinois EPA has determined that the Capron Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process: the community’s wells are properly constructed with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community’s wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.
