1. Mission Statement Objective

The objective of the Brant Revolver and Rifle Club Inc. will be the encouragement of organized competitive and recreational shooting with the view toward a better knowledge of the safe handling, and the proper care of firearms, as well as marksmanship among our members.

It will be our further object and purpose to forward the development of those characteristics of honesty, good fellowship, self-discipline, team play and self-reliance, which are the essentials of good sportsmanship.

2. Code of conduct for Members and Guests

It is the policy of The Brant Revolver and Rifle Club Inc. that all members and guests must at all time conduct themselves, according to the following Code of Conduct.

In every way members and guests must conduct themselves with the highest degree of credibility and decorum so as not to bring into disrepute by word or actions The Brant Revolver and Rifle Club Inc.

Members and guests must not be disrespectful of, cause discriminating behaviour toward, use derogatory remarks about or verbal, physical, sexual harassment or abuse of, any competitor, Range Official, participant, spectator, Club Directors and Officers of the Club or other persons.

Act in an unsportsman like manner inconsistent with the spirit of fair play and responsible conduct.

Fail to respect the property of others, whether personal or public.

Engage in any destructive behaviour resulting in damage to the Club and Range equipment or other private or public property.

Willfully aiding or abetting, or conspiring with others to engage in any conduct or actions that compromise the safety and viability of the Club.

Fail to fulfill any and all financial responsibilities associated with membership in Club activities.

Fail to follow lawful and appropriate orders given by the Directors, Range Officers or Officers of the Club.

Under no circumstances may any individual enter the Club under the following conditions; if they are under the influence of alcohol or drugs, suffering from a mental condition, or are on medication for a mental disorder, and especially if they are under a court order prohibiting them from owning or using firearms.

Under no circumstances may any pictures, representations of persons, groups, logos etc. be used as a target on The Range.

Under No circumstances are videos or photographs to be taken in the Range area of the Club by members or guests/visitors.

Under no circumstances are firearms to be taken from their cases and handled in the lounge area.

All members and guests must present a neat and clean appearance at all times. At no time may controversial clothing be worn at the Club.

All infractions of the Club Rules and Regulations, Safety Procedures and Code of Conduct must be reported to The Directors or Officers of the Club.

The laws and statues of Canada must be obeyed at all times especially those governing the ownership and use of firearms.

Acknowledge that the Rules, Regulations, and Code of Conduct of The Brant Revolver and Rifle Club Inc. are an integral part of being a member or guest of and participating in the activities of the Bant Revolver and Rifle Club Inc..

4. Range Hours of Operation and Use

The Range is open for use from 9:00 am to 10:00 pm Monday through to Sunday.

All shooting must stop at 10:00 p.m. Monday through to Sunday.

Scheduled Hours of Use (Shooting Disciplines):

Monday Rifle Match/Sporting 06:00 pm-10:00 pm

Tuesday 1st and 3rd Tuesday of the month ISU Bullseye Match 06:00 pm-10:00 pm

Thursday IPSC Practice (drills only) 06:00 pm - 10:00pm

Friday IPSC Friday Match 06:00 pm-10:00 pm

The times between 9:00 a.m. and 6:00 p.m. And any day that no scheduled events are taking place Monday to Sunday are Unscheduled and open for members to use.

When special events and matches are held at the club, notification of the event will be posted.

5. General Club Information

The Brant Revolver and Rifle Club Inc. is a nonprofit organization incorporated and registered in the province of Ontario, Canada.

The Club is run by a 7-member Board of Directors, elected each year at the Annual General Meeting, and six Officers of the Club appointed by the Board of Directors.

The Board of Directors meets on a regular basis and governs the operations and all of the financial affairs of the Club. The Boards of Directors meetings are not open to the general membership.

The Board of Directors has the sole responsibility to set membership dues,

all other fees, to review, and set, all Safety Rules, Regulations and Codes of Conduct, as well as approve all repairs and maintenance done to the Clubs property.

The Board must approve the type of firearms, ammunition, targets and activities at the Club in order to meet the requirements of our license to operate the range.

The Annual General Meeting will be held each year on the first Saturday in October. A reminder will be posted in the Club and notification will be sent out by the middle of September.

The privileges and benefits of a membership in The Brant Revolver and Rifle Club Inc. are limited solely to the person in whose name the membership is granted. Each member is entitled to one vote only on any matter presented by The Board of Directors at any General Meeting, and must be cast by that member.

6. General Regulations on Firearms, Ammunition, Targets and Use of the Range

The Board of Directors of the Club must approve the type of firearms, ammunition, targets and activities at the Club to meet the requirements of our licence to operate the range.

6.1 Use of the Range

It is strongly advised that Individual members shoot with another responsible person present.

However, Individual Members can come to the Club and shoot on their own. Those members that avail themselves of this option must ensure that they do so in a safe and responsible manner. All safety and other regulations of the Club must be followed without exception.

All persons that enter the Range area of the Club must wear appropriate EYE and EAR PROTECTION.

All guests/visitors that enter the Range area of the Club must fill out both sides of the waiver form.

Under no circumstances may any pictures, representations of persons, groups, logos etc. be used as a target on the Range.

Under No circumstances are videos or photographs to be taken in the Range area of the Club by members or guests/visitors.

All shooting must be done from the shooting ports. The only exception will be for IPSC practice and matches supervised by a current approved Range Officer.

Any member going forward of the firing ports to place targets or clean up must ensure that the green safety light is on and that all other persons are behind the yellow safety line. All Range Safety Rules must be strictly followed at all times.

The use of a holster can only be used by a member that is qualified to use one. They can shoot only from the centre shooting ports and can shoot only a maximum of two targets from that one port with no lateral movement.

The Club will allow IPSC, IDPA and other Safety Training Courses to be held at the Club.

These Training Safety Courses will be subject to all the Rules and Regulations of the Club. The executive will have the final say on the number of rounds and the participants that will take part in the course.

Junior Members 12 to 17years old can use firearms at the Club only under the direct and immediate supervision of a licenced adult. This means that the licenced person must be close enough to the young person to be able to take any action necessary to prevent the minor from doing anything with the firearm that is unsafe or against the law.

Junior members can bring a guest to the Club but the guest is not allowed to handle or shoot any firearm.

6.2 Firearms

No Firearms are to be handled in the lounge area of the Club.

All Firearms used at the Range must be approved by the Chief Range Officer, a Director or the Safety Officer

The Use of a shotgun is not allowed at this Club unless authorized by the Club Executive and under the supervision of the Chief Range Officer or those appointed by him. The shotgun can only be used in the centre bay of the Range and on approved targets.

All rifles used on the Range can only use .22 caliber rimfire cartridges or handgun caliber cartridges. If you are not sure ask.

Only those members who hold the proper licence may use prohibited handguns at the Club. No other prohibited firearms are allowed.

6.3 Ammunition

All ammunition must be suitable for indoor use. Ammunition must be limited to below 1800 feet per second and nothing larger than .45 calibre bullets.

The member must be aware of the type and power of the ammunition that they are using. If the member is unsure, it is their responsibility to ask the judgment of the Chief Range Officer, a Director or the Safety Officer and they will determine whether the member can use the ammunition on the range.

Under no circumstances can copper coated steel core or steel jacketed bullets (Bi-Metal) be used at the Club. If you are not sure of your type of ammunition ask.

The number of rounds of ammunition loaded must conform to the format of shooting that the member is engaged in and must meet the requirements set under the Clubs licence.

6.4 Targets

All targets used on the Range must be approved by the Chief Range Officer, a Director or the Safety Officer of the Club.

No target can be placed closer than the 8 metre line as marked on the side wall of the Range.

Steel targets can only be used under the supervision of the Chief Range Officer or in a sanctioned match.

IPSC targets are only to be used by the IPSC section for matches and practice night

The use of explosive targets or tannerite is not an approved target for use at the Club and any member using such targets will have their membership Terminated.

The Board of Directors will review the above policy on an ongoing basis, to ensure that all Safety, Club Rules and compliance with current legislation are followed.

7. Information for Members

Membership Rates will be posted at the Club.

The Executive will review the membership dues every year and make any changes known to the members before the General Meeting in October. (NSF cheques, banking fees will be charged back to the member).

The annual General Meeting will be held each year on the first Saturday in October at the Clubs premises.

The Board of Directors has the final decision regarding the acceptance or rejection of an individual's membership application to join the Club.

All dues and fees must be paid before a member can vote in a General Meeting or be elected to any office.

It is the responsibility of each member to ensure that his or her personal information and Authorization to Transport are current and up-to-date.

The new member is virtually a lost soul in any organization. Members are encouraged to make new members as comfortable and welcome as possible in their new surroundings and try to encourage the new shooter's interest and progress. Why not start by getting to know each other's names?

Membership Types and Description

INDIVIDUAL - Is a member who pays the full posted fee. They are also the principle if there are family or junior members.

FAMILY - Is a spouse or significant other. Those 18 years old and over even though living in the family residence will be considered as an Individual for membership in the Club and will pay the full membership fee.

JUNIOR - Is younger than 18 years old. The fee charged the junior member is to cover the cost of insuring them while attending the Club. The parent or legal guardian must sign the application form for the junior member to join the Club

8. NEW MEMBERS

The policy for acceptance of prospective members to The Brant Revolver and Rifle Club Inc. has the following restrictions:

A prospective member must be in possession of the one of the following:

Possession Only Firearms License*Possession/Acquisition Firearms License*

The prospective member must be a resident of the Brantford area as defined by the Board of Directors or are moving to the Brantford region.

Is someone who is new to the shooting sports.

If possible will be sponsored by a Club member.

A prospective member will submit an application form to the Club and upon review by the Board may be granted the option of beginning the process (Introductory Course) to become a probationary member.

The Board of Directors has the final decision regarding the acceptance or rejection of an individual's membership application to join the Club.

All Members of The Brant Revolver and Rifle Club Inc. must have their Authorization to Transport through The Brant Revolver and Rifle Club Inc. And The Brant Revolver and Rifle Club Inc. must be listed as their primary club with all applicable agencies.

The applicant will be required to complete the following:

! Be instructed in the safe use of firearms, proper range procedure, basic marksmanship, and the Club Rules and Regulations and Code of Conduct.

!

At the completion of the above requirements of the Introductory Course the Board will review each membership application and recommend or reject the applicant.

If accepted a probationary membership of 6-months will be granted.

They may also purchase an entry key and if they own a restricted firearm the Club will apply for an Authorization to Transport. No new member will transport a restricted firearm (handgun or rifle) to or from the Club without a valid Authorization to Transport.

The new member should be made aware of the fact that during the probationary period their conduct at the Club will determine whether they will be granted a full membership in the Club.

Complete a number of supervised shooting sessions at the Club.

Once the probationary membership is granted the new member will pay the full dues based on when they have completed the Introductory Course and the supervised shooting sessions.

9. Authorization to Transport*

It should also be noted by the membership that the Authorization to Transport expires with your Firearms License (PAL). Once you have received your new PAL and have it in your possession it is your responsibility to inform the Club in order to obtain a new Authorization to Transport.

No member will transport a handgun or other restricted firearm to or from the Club without a valid Authorization to Transport Permit.

An Authorization to Transport Permit is issued though the Club only after a person has completed their Introductory Course.

Members are required to attend the Club as per CFO's policy to retain their ATT.

All Members of The Brant Revolver and Rifle Club Inc. must have their Authorization to Transport through The Brant Revolver and Rifle Club Inc.

The Brant Revolver and Rifle Club Inc. must be listed as the primary club with all applicable agencies.

The CFO has changed the terms and conditions on the Authorization to Transport. All new ATT's now allow the holder to only transport their firearm to the Club listed on the permit. This also allows someone who has an ATT through one club to transport their firearms to any club they are a current member of. Otherwise they must obtain from all other shooting clubs an invitation to the host club. If transporting your firearm to a club by invitation you are required to have written proof of the invitation to the host club and must be able to provide proof if asked by the CFO or the police.

The renewal of the Authorization to Transport Permit is the sole responsibility of each and every Club member. The Executive is not there to remind you to renew your permit.

It is your responsibility to find out if your permit has arrived at the Club and to make arrangements to pick it up.

10. Infractions and Disciplinary Measures

It is the responsibility of every member to report any infraction of the Safety Rules, Regulations and the Code of Conduct to the Officers of the Club.

Any member, whose conduct is detrimental to the interest of the Club, or who violates the Regulations of the Club, may have his or her privileges temporarily suspended by any Officer of the Club.

Members observed doing inappropriate actions, damaging Club property, using unauthorized targets or engaging in actions not applicable to the type of shooting they are engaged in will receive a warning letter and a copy will be kept on file of the incident.

Any repetition of the incident will result in suspension of privileges for a specified period of time determined by the Board of Directors. The Board of Directors may if they feel the member will not comply with the Regulation's remove the member from the Club.

If any member witnesses an incident and then fails to report, the incident to an Officer of the Club will be considered as guilty of the infraction as the person that caused it. The member could then be subject to disciplinary sanctions.

Any member that fails to ensure their guest/visitor has filled out both sides of the waiver and has checked that the information is correct will be held responsible. The member will face disciplinary action.

The Board of Directors has the responsibility to terminate an individual's membership for cause at any time.

11. Sign In Policy

In a clear legible manner, all Members, Visitors and Guests must sign in.

Members must enter their Membership Number in the sign in ledger.

If they bring a guest, they must print guests and how many beside the Members Number in the ledger.

All guests/visitors must fill out the waiver form (see appendixes) on both side and the member must sign their membership number on the form in the place provided. The form then is put into the lock box on the sign-in table.

The member is to insure that the form is filled out correctly on both sides. This is not an option. If any guest/visitor does not fill out or refuses to fill out the waiver they will not be allowed to enter the Range.

The waiver must be filled out every time a guest/visitor enters the Club.

If this policy is not followed by the member they will be held responsible and can face disciplinary action up to and including expulsion from the Club.

12. Guests and Visitors

Members are encouraged to bring visitors and guests to see the facilities. You the member are solely responsible for all of your guest's actions while they are at the Club and are responsible to ensure that they conduct themselves in accordance with all the Safety Rules and the Code of Conduct. You must accompany the guests/visitor at all times.

If a member brings a guest they must print guests and how many beside the members number in the ledger.

All guests and visitors must fill out and complete both sides of the waiver form each and every time they come to the Club located by the sign in book. The member is required to check the form and insure all parts are filled out including the space for the members name or number. This is not an option on the part of the guest/visitor or the member. If this policy is not followed the member will be held responsible and can face disciplinary action up to and including expulsion from the Club.

The guest must not unduly occupy a range station while members are waiting to shoot. The member takes priority over any guest or visitor.

Guests can shoot only from the middle set of ports. No target can be closer than 8 meters. All targets must be approved paper targets.

Under no circumstances are guest/visitors or members allowed to handle any firearm in the lounge area of the Club.

Guests may be brought to the Club for up to three visits per year where they will be allowed to use firearms under the direct supervision of the member. If the member brings in more than one guest all of them must remain behind the yellow line while the member directly supervises the one that is using the firearm.

13. Controlled Access Entry System

The Club has in place a Controlled Access Entry System. This system controls the access times of Members to the Club through a coded key.

Access times and conditions will be determined exclusively by the Board of Directors and are subject to regular review.

Use of the key does not relieve the Member of the obligation to sign the sign in ledger. If a Member does not sign in (or refuses to sign in) they will not be allowed to participate at the Club. This also applies to all Visitors and Guests that come to the Club.

The member is responsible for how their entry key is used. No member may give their key to another person especially a non member of the Club. If they do, they will be expelled from the Club.

Every Member of the Club, if they want, a key will pay $40.00 for a key. Replacement keys are available at a cost of $20.00 in case of loss.

New Members will have to complete the Introductory Course before they can apply to get an entry key. The key will be issued upon payment of the fee.

14. Video Monitoring

The Club has in place a 24-hour video monitoring system to record the activities that take place on the premises. The Board of Directors reserves the right to randomly access the system whenever they deem necessary for the safety of the membership or club property.

The fee is non refundable.

15. Use of Club for Other Purposes

Unfortunately due to the Club insurance and other regulations it is not possible for the Club to allow the premises to be use by outside groups or organization.

16. Rules and Regulations

Range Officers

Will see that all persons in the Range adhere to the Safety Regulations, Code of Conduct and that the current rules for each shooting discipline are followed.

Any Range Officer, at his/her discretion may order a person from the Club premises if he deems that person's conduct detrimental to the safety of , others, or the property of the Club.

Will open the range for shooting purposes, and will see that ammunition and equipment is put away, lights out and doors locked at the end of each shooting session.

If no Range Officer is present, each and every member who enters the Club premises will be held responsible for ensuring that the Club is in good order and secure at the end of their shooting session.

During unscheduled hours a Range Officer must be appointed by mutual consent of all members present. This person shall be deemed to have the powers of a regular Range Officer.

17. RANGE SAFETY REGULATIONS

No Firearm is to be handled in the lounge area.

Any ruling by the Chief Range Officer or those appointed by him is final.

The Chief Range Officer must approve all Firearms, used in the Club.

All persons must wear appropriate EYE and EAR PROTECTION in the shooting area.

The green safety light must be turned on he Range is open and no shooting is taking place. No one may be forward of the yellow firing line or at the shooting ports when the green safety light is on.

The red safety light must be on at all times shooting is taking place and under no circumstances is to be downrange.

Each Individual member of the Club can within the Rules and Regulations of the Club shoot on their own (see the Club's Policy on Use of the Range). All shooting must be done from the shooting ports.

Everyone who enters the Club must Sign-In and any guests/visitors must fill out both sides of the waiver form and put it in the lock box. Anyone that refuses will not be allowed to participate in club shooting events.

Any accident that requires medical attention must be reported to the Board of Directors as soon as possible.

The only exception will be for sanctioned matches and training courses held at the Club.

All Firearms brought into the Club must be put into or removed from their carrying cases in one of the following ways: No Firearm may be handled in the lounge area.

·The cased firearm is taken to the designated Safety Zone. There, the firearm is removed from its carrying case, rendered safe and then carried unloaded and completely clear of ammunition to the firing line. If the shooter intends to use the Safety Zone to case his or her firearm, when finished shooting, then the firearm must be unloaded and completely clear of ammunition, before it is carried from the firing line to the Safety Zone, to be put in its case. No Ammunition is allowed in the Safety Zone.

·The cased firearm is taken to the shooting position at the firing line. Facing downrange, the firearm is then removed from its carrying case, rendered safe by opening the action and placing the firearm on the shooting position bench, with the barrel pointing downrange. When the shooter is finished shooting, they must clear their firearm, render it safe, and then, put the firearm in its case before leaving the shooting position with the firearm.

Any firearm that requires maintenance will be taken to the designated Safety Zone.

Do not handle any firearm other than your own without permission.

Do not handle, point or look over the sights of any firearm unless you open it and make sure that it is unloaded. Do not look hurriedly and decide that it is unloaded. LOOK ONCE, then LOOK AGAIN and MAKE SURE. REGARD EVERY FIREARM AS LOADED.

Under no circumstances may any pictures, representations of persons, groups, logos etc. be used as a target on the Range.

No target may be closer than 8 metres to all shooting ports. Shooting can only be from a single shooting port lane.

Do not load your firearm unless you are at the firing line and facing the targets.

NEVER put your finger on the trigger unless you are ready to shoot.

Firearms must always be pointed in a safe direction.

If your firearm misfires, keep the muzzle pointed at the target while you count to ten, as it could have a delayed discharge and cause an accident. Then remove the defective cartridge and place in the defective ammunition can. If for any reason you leave the firing line, you must unload your firearm, open the action, leave it open, and place the firearm down on the bench with the barrel pointing down range before leaving the firing line.

Do not speak to or disturb any shooter until he or she has completed their target. Of course, range commands and coaching are exceptions.

Do not carry your firearm LOADED to and from the Club. Firearms must be transported in accordance with current legislation.

Put rifles in the stands with the breech open when not in use.

The firearm is loaded only on the command of the Range Officer or when the firearm is in use on the Range during practice.

Always keep the firearm in its container and in a secure place when not in use on the firing line.

Steel targets cannot be used unless supervised by a Range Officer and must be placed at the backstop.

Any member or guest of a member whose conduct is detrimental to the interest of the Club or who violates the Safety Regulations of the Club may have his or her privileges temporarily suspended by any Officer of the Club.

Remember the �Vital Four� Rules of Firearms Safety

Regard every firearm as loaded.

Always assume that a firearm is loaded until you have personally checked it.Regard any firearm as a potential hazard even though you see a person handling it safely.

Control the Muzzle direction at all times.

Continually identify the safest muzzle direction and keep your firearm pointed that way.Only point a firearm at a practice or sport target that you intend to shoot.The muzzle of a firearm should not be pointed toward you or any other person.

Keep your finger off the trigger except when firing.

Resist the temptation to put your finger on the trigger when you pick up or hold a firearm.Accidental discharges will far more likely occur if your finger is on the trigger.

Open the action and check that there is no ammunition in the firearm.

Every time you handle a firearm, for any reason, check to see that both chamber and magazine are empty.Pass or accept only open and unloaded firearms. This

is an important habit to develop.

Acknowledgement of Risk Agreement

All Guest/Visitors to the Club must fill out both sides of the

Waiver form (Acknowledgement of Risk Agreement) and put

it in the lock box.

The Member who brought the guest to the Club must

ensure that the form is filled out properly and must sign their

name or put their membership number on the appropriate

line.

This is not an option.

Members will be held responsible if this policy is not followed

and can face disciplinary action up to and including

expulsion from the Club.

Visitors that accompany a competitor to the Club during a

match must also fill out the Waiver. And on the Member

Name/Number line must put the Name of the match

(example: IPSC Level I Match).

The risks include, but are not limited to: being shot by or shooting myself or others; partial or total loss of eyesight or hearing; inhalation or other harmful contact with lead or other contaminants; and being struck by flying or falling objects.

As a lawful consideration for being permitted by the BRRC to enter on to the RANGE, to use RANGE facilities or equipment and to engage in or observe shooting and other activities at the RANGE, as a Member I agree as follows:

I expressly agree to accept and assume any and all responsibility, liability and risks of my guests and myself on the Range and in using the Range facilities or equipment and in engaging in or observing shooting and other activities at the Range.

I agree to release and discharge the BRRC, its officers, agent, instructors and directors from any and all claims, demands, damage suits, actions or causes of action which I and my guests may, can or shall have by reason of any illness, personal injury, death or accident incurred or suffered by said persons attendance at or participation in the Club

I have read and understand the above Agreement; I also agree to abide by all club rules and regulations, and to ensure that my Guests do so as well.
