avenue, between One Ihundred and Twenty-third and One hundred and "Twenty-fifth streets. The avenue is full of holes, dusty on windy days and muddy on rainy days. The residents of the locality hate 1ccn c'niplaining fror a Is slip time, some have moved away and others are threatening to move. 1Ir. \V. C. Andrews, President of the New York Steam Company, owns three houses Ott these blocks and cannot afford to lose his tenants for reasons as above described. The taxes are very high and lie can only make both ends meet when the houses are occupied fully. 'Tenants cannot be kept when the street is in such a condition that they caneot keep the windows open on pleasant clays nor cross the avenue on stormy ones.

Kindly see to it that this terrible condition of affairs is remedied at once and have the street repaired and, if necessary, asphalted.

corner of Twenty-third street and Sixth avenue, and standing on that corner without a permit from the city.

I occupy a part of that corner building as a florist, paying $1 30 rent a month, and such a stand is not only detrimental to my business but is a direct violation of the law. I hope you will give this complaint your immediate attention and remove it, for I have put in a large stock for Easter, and if he is there then he will ruin my entire Easter trade.

of :Manhattan call the attention of the Board of Police to a fact that we believe to be a clear viola-tion of the law exits on the southeast corner of 'Twenty-third street and Sixth avenue, where the proprietor of a trunk and leather store keeps a flower-stand on the sidewalk without permit, extending beyond stoop-line in such a manner that it appears to be a part of flower store in the basement, the owner of which pays a rental of 5150 per month, and is entirely shut off from doing business.

The consent above mentioned shall be accompanied by the oath or affirmation, in writing, of each of the persons signing the same, that he is a house-holder or freeholder in The City of New York,and is worth the amount of the security required for the completion of this contract, over and above all his debts of every nature, and over and above his liabilities as bail, surety or otherwise, and that he has offeredhimself as a surety in good faith, and with the intention to execute the bond required by law. The adequacy and sufft. ciency of the security offered is to be approved by the Comptroller of'1'he City of New York before the award is made and prior to the signing of the contract.

No estimate xeiill be considered unless accompanied by either a certified check upon one of the banks of the City of Aezu York, drawn to the order of the Co oJ,troller, or money to the amount of five /er centum oft/ze amount of security required. Such check or money must not be inclosed to the sealed envelope containing the estimate, but must be handed to the officer or clerk of the Department who has charge of tile estimate-box, and no estimate can be deposited in said box until such check or money has been examined by said officer or clerk and found to be correct, All such deposits, except that of the successful bidder, will be returned to the persons making the same within three days alter the contract is awarded, If the successful bidder shall refuse or neglect, within five days alter notice that the contract has been awarded to him, to execute the sane, the amount of the deposit made by him shall be lorleited to and retained by The City of New York as liquidated damages for such neglect or refusal ; but ,f he shall execute the contract within the time aforesaid the amount of his deposit will be returned to him. Should the person or persons to whom the contract

may be awarded neglect or refuse to accept the contract within five days after written notice that the same has been awarded to his or their bid or proposal, or if he or they accept but do not execute the contract and give the proper security, he or they shall be considered as having abandoned it, and as in default to the Corpora-tiun, and the contract will be readvertised and relet as provided by law.
