The following petition to open Nelson avenue, from Kemp place to Boscobel avenue, was presented, and, on motion, was referred to the Commissioner of Street Improvements ofthe Twenty. third and Twenty-fourth Wards for his report thereon. To the Honorable Board of Street Opening of the City of New York The undersigned, property-owners along the line of proposed Nelson avenue, in the Twenty- third and Twenty-fourth Wards of the City of New York, do respectfully petition that the said Nel- son avenue be laid out from Kemp place to Boscobel avenue, and that proceedings be authorized by you to be taken without delay, for the purpose of the acquiring by the City of the `-itle to lands necessary for the opening of said Nelson avenue from Kemp place to Boscobel avenue. Hon. THOMAS F. GILROY, Mayor, Chairman, Board of Street Opening and 1m5revement DEAR SIR—I beg to submit proposed resolutions to your Honorable Board for the opening of the following avenues and street in the Twenty-third Ward. ist. Brook avenue, from Webster avenue to Wendover avenue. 2d. East One Hundred and Fifty-sixth street, from Railroad avenue, East, to Elton avenue, and from St. Ann's avenue to Prospect avenue. 3d. Prospect avenue, from Westchester avenue to Boston road. 4th. Stebbins avenue, from Dawson street to Boston road. I submit also, a form of resolution for the discontinuance of the proceedings for opening East One Hundred and Fifty-sixth street, from Third avenue to Prospect avenue. , The opening of Brook avenue is one of-extreme importance to that district. The reason for discontinuing the proceeding for opening East One Hundred and Fifty-sixth street, from Third avenue to Prospect avenue, is because the said street is legally opened from Third avenue to St. Ann's avenue, and the new ,proceeding will include all the unopened portion between Railroad avenue, East, and Prospect avenue. Respectfully, LOUIS F. HAFFEN, Commissioner. Whereupon the Commissioner of Street Improvements ofthe Twenty-third and Twenty-fourth Wards offered the following resolutions : Resolved, That the Counsel to the Corporation he and he is hereby requested to discontinue the proceeding, ordered May 26, 1893, for the opening of East One Hundred and Fifty-sixth street, from Third avenue to Prospect avenue, in the Twenty-third Ward ; this Board being of the opinion that the public interest requires such discontinuance. Which was adopted by the following vote : Affirmative—The Mayor, the Comptroller, the Deputy Commissioner of Public Works, the President of the Board of Aldermen and the Commissioner of Street Improvements of the Twenty- third and Twenty fourth N ards-5. Resolved, That the Board of Street Opening and Improvement, deeming it for the public interest so to do, hereby respectfully requests the Counsel to the Corporation to take the necessary proceedings, in the name of the Mayor, Aldermen and Commonalty of the City of New York, to acquire title, wherever the same has not been heretofore acquired, for the use of the public, to the lands required for the opening of East One Hundred and fifty-sixth street, from Railroad avenue, East, to Elton avenue, and from St. Ann's avenue to Prospect avenue, in the Twenty-third Ward of said city, and hereby determines that the entire cost and expense of said proceedings shall be assessed upon the property deemed to be benefited thereby. The length of East One Hundred and Fifty-sixth street, from Railroad avenue, East, to Elten avenue, and from St. Ann's avenue to Prospect avenue, is, 3,410 feet. Which was adopted by the following vote.: Affirmative—The Mayor, the Comptroller, the Deputy Commissioner of Public Works, the President of the Board of Aldermen and the Commissioner of Street Improvements of the Twenty- third and Twenty-fourth Wards-5. The Board of Street Opening and Improvement met at the Mayor's office on Friday, August 4, 1893, at II o'clock A. M., pursuant to notice.

DEAR SIR—I beg to submit proposed resolutions to your Honorable Board for the opening of the following avenues and street in the Twenty-third Ward.

ist. Brook avenue, from Webster avenue to Wendover avenue. 2d. East One Hundred and Fifty-sixth street, from Railroad avenue, East, to Elton avenue, and

from St. Ann's avenue to Prospect avenue. 3d. Prospect avenue, from Westchester avenue to Boston road. 4th. Stebbins avenue, from Dawson street to Boston road. I submit also, a form of resolution for the discontinuance of the proceedings for opening East

One Hundred and Fifty-sixth street, from Third avenue to Prospect avenue. , The opening of Brook avenue is one of-extreme importance to that district. The reason for discontinuing the proceeding for opening East One Hundred and Fifty-sixth

street, from Third avenue to Prospect avenue, is because the said street is legally opened from Third avenue to St. Ann's avenue, and the new ,proceeding will include all the unopened portion between Railroad avenue, East, and Prospect avenue.

Whereupon the Commissioner of Street Improvements ofthe Twenty-third and Twenty-fourth Wards offered the following resolutions :

Resolved, That the Counsel to the Corporation he and he is hereby requested to discontinue the proceeding, ordered May 26, 1893, for the opening of East One Hundred and Fifty-sixth street, from Third avenue to Prospect avenue, in the Twenty-third Ward ; this Board being of the opinion that the public interest requires such discontinuance.

Which was adopted by the following vote : Affirmative—The Mayor, the Comptroller, the Deputy Commissioner of Public Works, the

President of the Board of Aldermen and the Commissioner of Street Improvements of the Twenty-third and Twenty fourth N ards-5.

Resolved, That the Board of Street Opening and Improvement, deeming it for the public interest so to do, hereby respectfully requests the Counsel to the Corporation to take the necessary proceedings, in the name of the Mayor, Aldermen and Commonalty of the City of New York, to acquire title, wherever the same has not been heretofore acquired, for the use of the public, to the lands required for the opening of East One Hundred and fifty-sixth street, from Railroad avenue, East, to Elton avenue, and from St. Ann's avenue to Prospect avenue, in the Twenty-third Ward of said city, and hereby determines that the entire cost and expense of said proceedings shall be assessed upon the property deemed to be benefited thereby.

The length of East One Hundred and Fifty-sixth street, from Railroad avenue, East, to Elten avenue, and from St. Ann's avenue to Prospect avenue, is, 3,410 feet.

Which was adopted by the following vote.: Affirmative—The Mayor, the Comptroller, the Deputy Commissioner of Public Works, the

President of the Board of Aldermen and the Commissioner of Street Improvements of the Twenty-third and Twenty-fourth Wards-5.

Resolved, That the Board of Street Opening and Improvement, deeming it for the public interest so to do, hereby respectfully requests the Counsel to the Corporation to take the necessary proceedings, in the name of the Mayor, Aldermen and Commona)Ly of the City of New York, to acquire title, wherever the same has not been heretofore acquired, for the use of the public, to the lands required for the opening of Brook avenue, from East One Hundred and Sixty-fifth street and Webster avenue to Wendover avenue, in the Twenty-third Ward of said city, and hereby deter-mines that the entire cost and expense of said proceedings shall be assessed upon the property deemed to be benefited thereby.

The length of Brook avenue, from East One Hundred and Sixty- firth street and Webster avenue to Wendover avenue, is 4,507 feet.

Which was adopted by the following vote: Affirmative—The Mayor, the Comptroller, the Deputy Commissioner of Public Works, the

President of the Board of Aldermen, and the Commissioner of Street Improvements of the Twenty-third and Twenty-fourth Wards-5.

PUBLIC NOTICE IS 'HEREBY GIVEN THAT, pursuant to the provisions of chapter 269 of the

Laws of 1892 (known as the Street Cleaning Law), the Commissioner of Street Cleaning will remove or cause to be removed all unharnessed trucks, carts, wagons and vehicles of apy description found in any public street or place between the hours of seven o'clock in the morning and six o'clock in the evening on any day of the week except Sundays and legal holidays, and also all unharnessed trucks, carts, wagons and vehicles of any description found upon an public street or place between the hours of six o'clock ID the evening and seven o'clock in the morning, or on Sundays and legal holidays, unless the owner of such truck, cart, wagon or other vehicle shall have obtained from the Mayor a permit for the occupancy of that por. tion of such street or place on which It shall be found,

and shall have given notice of the issue of said permit to the Commissioner of Street Cleaning.

The necessary permits can be obtained, free of charge, by applying to the Mayor's Marshal at his office in the City Hall.

PROPOSALS FOR ESTIMATES FOR REGULAT-ING AND GRADING FORT WASHINGTON RIDGE ROAD, FROM ELEVENTH AVENUE BOULEVARD AND ONE HUNDRED AND FIFTY-NINTH STREET TO KINGSBRIDGE ROAD.

In pursuance to chapter 114, Laws of 1892.

SEALED ESTIMATES FOR THE ABOVE work, indorsed with the above title, also with the

name of the person or persons making the same, and the date of presentation, will be received at the office of the Commissioners of the Fort Washington Ridge Road, until rz o'clock s:., of September is, 1893, at which place and hour the estimate will be publicly opened by the Commissioners and read, and the award of the contract, if awarded, will be made to the lowest bidder, with adequate security, as soon thereafter as practicable. The person or persons to whom the contract may be awarded will be required to attend at this office with the sureties offered by him or them, and execute the contract within five days from the date of the service of a notice to that effect ; and it case of failure or neglect so to do, he or they will be considered as having aban-doned it, and as in default to the Corporation ; and thereupon tht work will be readvertised and relet, and so on until the contract be accepted and executed. The work to commence at such time as the Commissioners of the Fort Washington Ridge Road may designate.

Bidders are required to state in their estimates under oath, their names and places of residence ; the names of all persons interested with them therein ; and if no other person be so interested, they shall distinctly state the fact ; also, that it is made without any con- nection with any other person making any bid or estimate for the same work, and that it is in all respects fair, and without collusion or fraud ; and also, that no member of the Common Council, head of a department, chief of a bureau deputy thereof, or clerk therein, or other officer o? the Corporation, is directly or indirectly interested therein, or in the supplies or work to which it relates, or in any portion of the profits thereof. 'The bid or estimate must be verified by the oath, in writing, of the party making the same, that the several matters stated therein are in all respects true. Where more than one person is interested, it is requisite that the verification be made and subscribed by all parties interested.

Each estimate shall be accompanied by the con-sent, in writing, of two householders or freeholders of the City of New York, with their respective places of business or residence, to the effect that if the contract be awarded to the person making the estimate, they will, on its being so awarded, become bound as his sureties for its faithful performance ; and that if he shall omit or refuse to execute the same, they will pay to the Corporation of the City of New York any difference between the sum to which he would be entitled on its completion and that which the said Corporation may be obliged to pay to the person to whom the contract may be awarded at any subsequent letting ; the amount in each case to be calculated upon the estimated amount of the work, by which the bids are tested. The consent above mentioned shall be accompanied by the oath or affirmation, in writing, of each of the persons signing the same, that he is a house-holder or freeholder in the City of New York, and is worth the amount of the security required for the com-pletion of the contract, and stated in these proposals, over and above all his debts of every nature, and over and above his liabilities as bail, surety and otherwise; that he has offered himself as a surety in good faith and with an intention to execute the bond required by law. The adequacy and sufficiency of the security offered will be determined by the Comptroller of the City of New York.

The Surveyor's estimate of the nature and extent of the work to be done and materials to be furnished is as follows

7,077 cubic yards of earth excavation. 8,000 cubic yards of rock excavation. 3,000 cubic yards of embankment to furnish. I,gyz cubic yards of dry masonry. N. B.—As the above-mentioned quantities, though

stated with as much accuracy as is possible in advance, are approximate only, bidders are required to submit their estimate upon the following express conditions, which shall apply to and become part of every estimate received.

1st. Bidders must satisfy themselves, by personal examination of the location of the proposed work and by such other means as they may choose, as to the accuracy of the foregoing estimate, and shall not, at any time after the submission of an estimate, dispute or complain of such statement, nor assert that there was any mistmderstandieg in regard to the depth of the ex-cavation to be made, or the nature or amount of the work to be done.

2d Bidders will be required to complete the entire work to the satisfaction of the Commissioners and in substantial accordance with the specifications hereto annexed and the plans therein referred to. No extra compensation, beyond the amount payable for the several classes of work before enumerated which shall be actually performed, at the prices therefor to be speci-fied by the lowest bidder, shall be due or payable for the entire work.

No estimate will be received or considered unless accompanied by either a certified check upon one of the State or National banks of the City of New York, drawn to the order of the Comptroller, or money, to the amount of one thousand dollars. Such check or money must not be inclosed in the sealed envel-ope containing the estimate, but must be handed to the Chairman of the Commission, and no estimate can be received until such check or money has been examined

Bidders will state in their estimates the PRICE for excavating earth, per cubic yard ; the price for excavat-ing rock, per cubic yard ; the price for embankment, per cubic yard ; the price for dry masonry, per cubic yard ; they will also state the time required for the completion of the whole work, which will be tested at the rate of THREE DOLLARS AND FIFTY CENTS per day ; it being understood that the time so bid refers to the aggregate time of such Inspectors as may be ap. pointed upon the work, bn days specified as working days, according to the terms of the annexed agreement, and not to single consecutive days ; and that the dam-ages specified is the contract will be exacted for each and every day that the said aggregate time of the In-spectors who maybe employed on the work may exceed the time stipulated for the completion of the whole work.

The following allowance will be made to the Con-tractor for Inspectors' time where the amount of work returned on the completion of the contract exceeds the amount estimated in the specifications ; one day for every 25 cubic yards of Rock Excavation over and above the amount estimated ; one day for every 5o cubic yards of Earth Excavation over and above the amount estimated.

Bidders are required to write out the amount of their bids, in addition to inserting the same in figures. • Bidders are particularly cautioned that a provision in

the contract authorizes the sum of TWENTY-FIVE CENTS per linear foot of the work done under this agreement to be retained out of the contract moneys, as security for keeping the whole work, when com-pleted, in good order for a period of six months from the date of its acceptance by the Commissioners of the Fort Washington Ridge Road, which shall be finally accepted upon the completion of the work, not includ-ing In the computation of the said period the months of December, January, February and March.

PROPOSALS FOR ESTIMATES FOR LAYING Rock Asphalt Driveways and Artificial Stone

Sidewalks for the New Reception Hospitals and Boiler. house, at the foot pf East Sixteenth street and the East river, City and County of New York, will be received by the Commissioners of the Health Department, at their office, No. 300 Mott street, until i o'clock P. M, of the ,2d day of August, 1893, at which time and place they will be publicly opened and read by said Commis-sioners.

Any person making an estimate for the above work shall furnish the same in a sealed envelope to the head of said Health Department, indorsed Estimate for laying Rock Asphalt Driveways and Artificial Stone Sidewalks for the New Reception Hospitals and Boiler-house at the foot of East Sixteenth street and the East river, City and County of New York," and also with the name of the person or persons presenting the same and the date of its presentation.

Any bidder for this contract must be known to be en-gaged in and well prepared for the business, and must have satisfactory testimonials to that effect; and the person or persons to whom the contract may be awarded will be required to give security for the performance of the contract by his or their bond, with two sufficient sureties, each in the penal sum of f T,Soo.

Bidders are required to submit their estimates upon the following express conditions, which shall apply to and become a part of every estimate received :

1st. Bidders must satisfy themselves by personal examination of the location of the proposed work, and by such other means as they may prefer, as to the accuracy of the estimate, and shall not, at any time after the submission of an estimate, dispute or complain of the statement of quantities, nor assert that there was any misunderstanding in regard to the nature or amount of the work to be done.

2d. Bidders will be required to complete the entire work to the satisfaction of the Health Department and in substantial accordance with the specifi-cations of the contract and the plan therein referred to. No extra compensation, beyond the amount payable for the work before mentioned, which shall be actually performed, at the prices therefor, to be specified by the lowest bidder, shall be due or pay-able for the entire work.

Bidders will state in their estimates a price for the whole of the work to be done in conformity with the approved form of ,contract and the specifications therein set forth, by which price the bids Will be tested. This price is to cover all expenses of every kind in-volved in or incidental to the fulfillment of t17e con-tract, including any claim that may arise through delay, from any cause, in the performing of the work there. under.

Bidders will distinctly write out, both in words and in figures, the amount of their estimates for doing this work.

The person or persons to whom the contract may be awarded will be required to attend at this office, with the sureties offered by him or them, and execute the contract within five days from the date of the service of a notice to that effect ; and in case of failure , neglect so to do, he or they will be considered as havng abandoned it, and as in default to the Corporation ; and the contract will be readvertised and relet, and so on, until it be accepted and executed.

Philomena Marasso, aged 43 years; 5 feet high ; brown eyes and hair. Had on when admitted light calico skirt, black dotted apron, plaid waist, shoes.

At Almshouse, Blackwell's Island-Catharine Bol-ton, aged 70 years; 5 feet 4 inches high. Had on when admitted check overskirt, black overskirt, muslin chemise, duck vest, white stockings, green velvet bonnet, striped waist.

TN PURSUANCE OF SECTION 916 OF THE 1 "New York City Consolidation Act of t88z," as amended, the Comptroller of the City of New York hereby gives public notice of the confirmation by the Supreme Court of the assessment for opening and acquiring title to the following avenue, to wit:

NOTICE OF ASSESSMENT FOR OPENING STREETS AND AVENUES.

IN PURSUANCE OF SECTION 9x6 OF THE " New York City Consolidation Act of r88z," as

amended, the Comptroller of the City of New York hereby gives public notice of the confirmation by the Supreme Court of the assessment for opening and acquiring title to the following street, to wit :

AUTHORITY FOR TRUST INVESTMENTS.

Attention is called to the provisions of an act passed by the Legislature March 14, x889, authorising execu-

tors, administrators, guardians and trustees, and others holding trust funds to invest such funds in the stocks or bonds of the City of New York.

CONDITIONS,

Section 146 of the New York City Consolidation Act of r88z provides that " the Comptroller, with the approval of the Commissioners of the Sinking Fund, shall determine what, if any, part of said proposals shall be accepted, and upon the payment Into the City Treasury of the amounts due by the persons whose bids are accepted, respectively, certificates therefor shall be issued to them as authorized by law" ; and pro-vided also, " that no proposals for bonds or stocks shall be accepted for less than the par value of the same."

Those persons whose bids are accepted will be required to deposit with the City Chamberlain the amount of stock awarded to them at its par value, together with the premium thereon, within three days after notice of such acceptance.

The proposals should be inclosed in a sealed envelope, indorsed " School-house Bonds " of the Corporation of the City of New York, and each proposal should also be inclosed in a second envelope, addressed to the Comptroller of the City of New York.

In the matter of the application of the Board of Street Opening and Iraprovement of the City of New York, for and on behalf of the Mayor, Aldermen and Com-monalty of the City of New York, relative to acquiring title, wherever the same has not been heretofore acquired, to CROMWELL AVENUE (although not yet named by proper authority), from Jerome avenue to Inwood avenue, in the Twenty-third Ward of the City of New York, as the same has been heretofore laid out and designated as a first-class street or road by the Department of Public Parks.

PURSUANT TO THE STATUTES IN SUCH cases made and provided, notice is hereby given

that an application will be made to the Supreme Court of the State of New York, at a Special Term of said Court, to be held at Chambers thereof, in the County Court-house in the City of New York, on Friday, the I 7th day of August, 1893, at the opening of the Court on that day, or as soon thereafter as counsel can be heard thereon, for the appointment of Commissioners of Esti-mate and Assessment in the above-entitled matter. NOTICE IS HEREBY GIVEN THAT WE, THE undersigned, have been appointed, by an order of

the Supreme Court, duly made and entered in the above-entitled matter, Commissioners of Estimate and Assessment, for the purpose of making a just and equitable estimate and assessment of the loss and damage, if any, overand above the benefit and advan- tage, or of the benefit and advantage, if any, over and above the loss and damage, as the case may be, to the respective owners, lessees, parties and persons respectively entitled unto or interested in the lands, tenements, hereditaments and premises required for the purpose by and in consequence of the opening of that certain street or avenue, known and designated as Fifty-fourth street, extending from Tenth avenue to the bulkhead-line of the Hudson river, in the Twenty' second Ward of the City of New York, and the acquisi-tion of title by the City to the land included within the lines of such street or avenue, as the same was laid out by the Board of Street Opening and Improvement of the City of New York and shown and delineated on cer-tain maps made by the said Board of Street Opening and Improvement under authority of chapter zgo of the Laws of 18yr, chapter 872 of the Laws of 1672, chapter 335 of the Laws of 1873, chapter 410 of the laws of 1882, chapter t7 of the Laws of x884, chapter 183 ofthe Laws of 1885 and chapter4o6 ofthe Laws of x888, and filed in the office of the Department of Public Works on the a,st day of November, ,888, and in the office of the Counsel to the Corporation on the zoth day of November, x888, and more particularly set forth and described in the petition ofthe Board of Street Opening and Improvement and in the order appointing us Commissioners, which said petition and order are now on file in the office of the Clerk of the City and County of New York ; and for the purpose also of making a just and equitable estimate and assessment of the value of the benefit and advantage of such street or avenue, so to be opened, to the respective owners, lessees, parties and persons respectively entitled unto or interested in the respective lands, tenements, hereditaments and premises not required for the purpose of opening said street or avenue, but deemed by us to be benefited thereby, and for the purpose of executing the trusts and duties imposed upon us as such Commissioners by title 5 of chapter r6 of chapter 410 of the Laws of r8^a, entitled "An act to consolidate into one act and to declare the special and local laws affecting public interests in the City of New York," passed July r, r88a, and by such acts or parts of acts as relate to or prescribe our duties as such Commissioners, passed subsequent thereto or amendatory thereof,

TE, THE UNDERSIGNED COMMISSIONERS of Estimate and Assessment in the above-

entitled matter, hereby give notice to all persons inter-ested in this proceeding and to the owner or owners occupant or occupants, of all houses and lots and improved and unimproved lands affected thereby, and to all others whom it may concern, to wit:
