INTRODUCTION
1. A workshop entitled ''The contribution of Structured Landing Points(PDA) to
realize the artisanal fisheries full potential”, was held from 4 to 7 April 2017 in
Tangier (Morocco)
2. The following participated in this meeting:
- The delegates of Member States: Angola, Benin, Cameroon, Congo, Cote d'Ivoire,
Gabon, Gambia, Guinea Bissau, Guinea, Equatorial Guinea, Liberia, Morocco,
Nigeria, the Democratic Republic of the Congo, Sao Tome and Principe, Senegal,
Sierra Leone, Togo.
- FAO/GFCM and AU/IBAR
- Sub regional organizations FCWC and COREP
- Representatives of the civil society: WADAF, CAOPA and RAFEP
- As well as the Fisheries Agency of Japan and the Moroccan International Co-
operation Agency (AMCI).

OPENING CEREMONY
3. In the meeting Opening, Mr. Jean Pierre AFFOLABY on behalf of Mr. Kobenan Kouassi ADJOUMANI, Minister of Animal Resources and Fisheries of the Republic
of the Côte d’Ivoire and President of ATLAFCO, has welcomed all the participants.
4. He stressed the importance of this meeting and congratulated ATLAFCO for this
initiative in favor of the development of the artisanal fisheries which plays
an important socio-economic role for the Member States economies.
He then declared the proceedings of this workshop open.
5. Taking the floor, Mr. Bouchta AICHANE, Director of Fisheries and Aquaculture
after wishing on behalf of the Moroccan Minister of Agriculture, Maritime Fisheries,
Rural Development and Waters and Forests a welcome to ATLAFCO member
countries representatives, as well as to the distinguished guests participating in this
workshop.
6. He then stressed that Morocco, through the Department of the Marine Fisheries has
deployed considerable efforts to organize, develop and structure the artisanal fisheries
sector and to give it the place it deserves within the country economic link, including
through the promotion of fisheries research, the establishment of fisheries
management plans, the immersion of artificial reefs, the elimination of driftnets ,the
upgrade and the organization of the artisanal fisheries, the promotion of aquaculture
and the upgrade of the legal arsenal.
7. In his turn Mr Anozi Obina of the AU-IBAR thanked ATLAFCO for the invitation
that was addressed to IBAR of the African Union to associate it in this meeting which
deals with an important segment for the development of the fisheries sector in
Africa.
8. Mr. Abdelouahed BENABBOU, the Executive Secretary of ATLAFCO thanked the
Moroccan authorities through Mr. Aziz AKHANNOUCH, Minister of Agriculture
and Fisheries of Morocco, for his constant support to ATLAFCO and its permanent
commitment in favor of fisheries cooperation in Africa.
9. He recalled that this workshop is part of ATLAFCO 2017 action plan framework and
aims to be a contribution to the realization of the full potential of the artisanal fisheries
in the region, through the PDA successful experience and the South-South cooperation
approach.
10. He then evoked that the purpose of this meeting is to organize an information forum
and views exchanges among the participants on the various issues relating to the
artisanal fisheries promotion through the achievement of basic infrastructure offering
basic facilities and constituting micro-poles of local development.
11. He thanked Côte d’Ivoire for its marked presidency of ATLAFCO, the OFCF for its
support and guidance, and the sub regional organizations for their cooperation.
12. The conduct of the workshop has been assigned to Dr. Amadou TALL.

13. The agenda has been discussed and adopted unanimously (ANNEX II).
PROCEEDINGS OF THE WORK
14. The work took place in plenary and the meeting has followed various presentations
that revolve around the following axis:
- The artisanal fisheries sustainable development in the world and in Africa
- The Status of artisanal fisheries in ATLAFCO member countries
- The artisanal fisheries development through the realization of PDAs
- The South-South Cooperation, an appropriate framework for the artisanal fisheries
development.

15. Finally, a round table discussion about the following points has been organized:
- Contribution of the artisanal fisheries in the food security and populations
nutrition ;
- Incentives and administrative facilities for the implementation of accompanying
projects;
- Role of professional artisanal fisheries organizations for better involvement in
management;
- Marketing and trade policy for artisanal fisheries products;
- Valorization of artisanal fisheries catches;
- Artisanal fisheries and other sector activities coexistence ;
- Strengthening the regional cooperation for the sustainable artisanal fisheries
development;
- The artisanal fisheries development Strategies in the region;
RESULTS
16. The presentations and discussions have allowed the meeting to:
- To confirm the socio-economic importance of the artisanal fisheries in the States of
the region, particularly in terms of contribution to GDP, job creation, poverty
alleviation and population food security.
- To recognize the essential role of the landing infrastructures (PDA, FV…) in the
working conditions improvement, the fisheries management, the fisheries products
valorization, the strengthening of fish trade, the actor’s professionalization and the
formalization of the connected activities;
- To raise the relevance of South-South cooperation in favor of artisanal fishing
development of the;
- To agree on the essential role of the fisheries organizations cooperation (AU-IBAR,
ATLAFCO, SRFC, FCWC and COREP…) in the artisanal fisheries promotion in
Africa.
17. The recommendations
At the end of the meeting, the participants formulated the recommendations contained
in ANNEX III.
18. The present report was adopted unanimously.

Permettez-moi avant toute chose, de souhaiter, au nom de Son Excellence
Monsieur ADJOUMANI KOUASSI KOBENAN, Ministre des Ressources
Animales et Halieutiques de la République de Côte d’Ivoire, Président en exercice
de la COMHAFAT, la cordiale bienvenue à tous les participants à cet important
atelier.
Je tiens également à remercier à travers Monsieur Aziz AKHANNOUCH,
Ministre de l’Agriculture et de la Pêche Maritime du Royaume du Maroc, les
Autorités marocaines pour les facilités qui nous ont été accordées pour la tenue
de cette rencontre.
Votre présence parmi nous témoigne de l’importance du thème qui nous
rassemble, à savoir le rôle des points de débarquement aménagés et leur
contribution dans le développement de la pêche artisanale.
Je voudrais à cet effet, rendre un vibrant hommage à la FAO, à l’Union Africaine
pour les efforts qu’elles n’ont cessé de déployer pendant de longues années, en
vue de promouvoir un développement durable de la pêche artisanale, de hisser
son rang et de renforcer sa contribution à la réduction de la pauvreté, à la
sécurité alimentaire et nutritionnelle et au développement socioéconomique.
Mesdames et Messieurs,
La pêche artisanale dans le continent africain représente plus de 60% de la
production et la quasi-totalité de ses prises sont destinées à la consommation
humaine. Elle fournit des emplois et procure des revenus significatifs pour les
communautés de pêcheurs. Environ 200 millions d’africains dépendent du poisson
comme source de protéines dont la majeure partie est fournie par des pêcheurs
artisanaux alors que les femmes de la région jouent un rôle essentiel dans ce
segment de la pêche notamment dans la transformation du poisson.
De fait, en raison de ces différents atouts, la pêche artisanale dans les pays
d’Afrique en général et de la COMHAFAT en particulier a acquis une importance
capitale et un poids économique majeur à tel point que l’Union Africaine l’a hissé
au rang d’arène prioritaire du Cadre politique et de la Stratégie de réforme de la
pêche et de l’aquaculture, adopté en juin 2014.
D’autres engagements et initiatives adoptés au niveau panafricain et mondiale
(FAO, Nations Unies) sont venus consacrer cette priorité et cette importance
accordées à la pêche artisanale dans la satisfaction des besoins nutritionnels et
dans l’amélioration des conditions de vie des communautés de pêcheurs
artisanaux.
Toutefois, cette reconnaissance de la contribution de la pêche artisanale au
développement ne doit pas occulter les difficultés et les obstacles dont souffre
ce segment en termes de structures d’organisation insuffisantes, d’accès limité
et difficile au financement bancaire et aux marchés et de services sociaux
dérisoires (santé, éducation etc…). En plus de saper les efforts de gestion
durable des pêcheries artisanales, ces goulots d’étranglement rendent le
segment de la pêche artisanale plus marginalisé et plus vulnérable et ne lui
permettent pas de jouer le rôle qui est le sien dans la sécurité alimentaire des
communautés côtières les plus démunies.
Pour libérer le potentiel de la pêche artisanale africaine en général et celle des
pays de la COMHAFAT en particulier, plusieurs solutions ont été proposées et
testées sur le terrain. Parmi elles, l’expérience marocaine des points de
débarquement aménagés ou PDA, qui consiste en la réalisation de structures
d’accueil à terre (halle au poisson, fabrique de glace, atelier de réparation, dépôt
de matériel de pêche etc…) de dimension réduite, qui apportent donc des
services liés au débarquement des captures par les artisans pêcheurs.
L’idée de réaliser des PDA procède d’une vision partagée de pouvoir améliorer les
conditions de vie et de travail des populations concernées et de leurs familles,
faire bénéficier ces populations de la considération qui leur est due, par une
prise en compte de leurs préoccupations dans les politiques nationales et
régionales de développement, défendre leurs intérêts via les organisations
professionnelles, mettre en réseau les acteurs de la filière pêche artisanale et
de mobiliser l’expertise nationale et internationale.
Mesdames et Messieurs,
Fort de cette expérience et convaincu des avantages de la coopération Sud-Sud,
le Maroc a initié avec des pays de la région COMHAFAT, la réalisation de
quelques projets de PDA en réponse aux difficultés que connait la pêche
artisanale, en dépit de son importance socioéconomique.
L’objet de notre réflexion aujourd’hui est de mieux cerner ce concept et ses
composantes techniques, de même que les préalables et les mesures
d’accompagnement nécessaires, pour une meilleure implantation dans d’autres
pays africains, dans le cadre d’un partenariat agissant et solidaire entre les
Etats de la région.
Il s’agit également de savoir comment faire pour que cette expertise marocaine,
elle-même, fruit d’un transfert de savoir-faire acquis à la faveur des projets de
villages de pêche (VDP) initiés dans le cadre de la coopération bilatérale avec le
Japon, peut être mise à contribution pour libérer le potentiel de la pêche
artisanale africaine et lui apporter plus de visibilité, de reconnaissance et de
développement durable.
C’est à ce titre et dans une perspective de renforcement d’une coopération Sud-
Sud plus agissante et plus efficace que la COMHAFAT organise aujourd’hui cette
rencontre, qui consacre la volonté de nos Etats de se joindre aux efforts de la
communauté internationale et de conjuguer les efforts en vue de réaliser le plein
potentiel de la pêche artisanale dans la région.
Notre atelier s’articulera autour de trois thématiques générales traitant de :
- Le développement durable de la pêche artisanale en Afrique,
- Le développement de la pêche artisanale à travers la réalisation des PDA,
- La coopération sud-sud, un cadre idoine pour le développement de la pêche
artisanale.
- Une table ronde sera consacrée aux stratégies et actions pour la réforme
de la pêche artisanale.
- Formulation de conclusions et recommandations.
Je souhaite pleins succès à nos travaux et un agréable séjour à Tanger.

Distingués Invités ;
Mesdames et Messieurs
C’est pour moi un réel plaisir de souhaiter au nom de Madame la Secrétaire
Générale du Département de la Pêche maritime du Royaume du Maroc la
bienvenue aux représentants des pays membres de la Conférence Ministérielle
sur la Coopération Halieutique entre les Etats Africains Riverains de l’Océan
Atlantique, COMHAFAT, ainsi qu’aux distingués invités aux travaux de cet
atelier sur le thème « La contribution des points de débarquement aménagés à la
réalisation du plein potentiel de la pêche artisanale ».
En effet, le segment de pêche artisanale génère en Afrique quelque 3.5 millions
d’emplois dont la moitié est des femmes, ces dernières jouent un rôle clé dans
les activités qui viennent après la capture, dans la transformation et la
commercialisation du poisson.
Toutefois, l’insuffisance, voire même l’inexistence des infrastructures d’accueil
et de service, couplées à la précarité des conditions de vie des marins pêcheurs
artisans constituent un handicap devant l’épanouissement du secteur important
de la pêche artisanale en Afrique.
Ce contexte, fragile et qui devrait être préoccupant, appelle des actions
d’envergure pour que les communautés vivant de la pêche artisanale puissent
accéder aux commodités minimales permettant leur mise à niveau sociale,
l’amélioration de leur environnement et de leurs conditions de vie et de travail.
Mesdames et Messieurs,
C’est dans cet esprit et en vue de donner au secteur artisanal la place qu’il
mérite dans le maillon économique national des pays membre de la Conférence
Ministérielle sur la Coopération Halieutique entre les Etats Africains Riverains
de l’Océan Atlantique, COMHAFAT, voir tous les pays d’Afrique, que cet atelier
est organisé en vue de permettre aux participants de mettre en exergue et
d’identifier les contraintes rencontrées pour le développement du secteur de la
pêche artisanale chacun dans son pays.
Mesdames et Messieurs,
Le Maroc, à travers le Département de la pêche maritime a déployé beaucoup
d’efforts pour organiser, développer et structurer le secteur de la pêche
artisanale et lui donner la place qu’il mérite dans le maillon économique du pays.
Et permettez-moi, Mesdames et Messieurs, de citer quelques réalisations
entrepris par le Royaume dans ce cadre notamment :
- la promotion de la recherche scientifique halieutique qui est une condition
sinequanon à toute politique de gestion durable du secteur de la pêche
maritime ;
- la mise en place des plans d’aménagement des pêcheries : Aujourd’hui, 94%
des espèces que recèlent les eaux marocaines sont actuellement gérées
par le biais de plans d’aménagement afin de préserver les ressources
halieutiques nationales et garantir leur durabilité. ;
- la création d’Aires Marines Protégées à des fins de pêche,. A ce jour, 3
AMPS ont été créées dont 1 une Méditerranée.
- Par la mise en mer de Récifs Artificiels : Le Maroc a mis en place une
stratégie de développement des récifs artificiels dans la bande littorale
pour une préservation des ressources, une exploitation durable, une
meilleure valorisation des potentiels générés et la protection des zones
réservée à la pêche artisanale du chalutage illicite et abusif ;
- Par l’élimination des Filets Maillants Dérivants : Ce programme qui a pris
fin en 2014 a permis l’irradiation de cette technique de pêche au niveau
national.
- Par la mise à niveau de la Pêcherie Artisanale : Le programme intitulée
IBHAR a permis la mise à niveau de la flotte artisanale en vue d’améliorer
les conditions de sécurité, d’habitabilité et de travail des marins pêcheurs
à bord, de préservation de la qualité et de manutention des produits. A ce
jour, 931 barques artisanales ont bénéficié de ce programme pour une
subvention qui s’élève à 5 294 868.2 DH.
- Par l’organisation de la Pêcherie Artisanale : Dans ce sens, un Plan National
d’Aménagement du Littoral a été élaboré pour la construction de Points de
Débarquement Aménagés et de Villages de Pêche ;
- Par la gestion de la pêcherie artisanale : Un programme de réa
immatriculation de la flotte artisanale a permis d’identifier, de recenser
et de régulariser toutes les unités actives qui sont en bonne état de
navigabilité. De même, un système d’identification par radiofréquence
« RFID » de la flotte artisanale est en cours de mise en place.
- Par la promotion de l’aquaculture : Le plan Halieutis fait de ce secteur un
chantier stratégique et table sur une production de 200.000 tonnes de
produits de la mer d’ici 2020. Dans ce sens, le développement de plusieurs
plans d’aménagement régionaux ont été mis en place et un cadre juridique
structurant ce secteur est en phase d’approbation.
- Par la mise à niveau de l’arsenal juridique : Plusieurs lois et décrets ont été
publiés dans le cadre de la mise en œuvre de la stratégie Halieutis tels la
loi contre la lutte de la pêche INN, loi relative de l’interdiction des FMDs.
Je suis persuadé que cet atelier sera l’occasion pour vous d’entamer une
réflexion approfondie sur les moyens à mettre en œuvre pour organiser,
encadrer, développer et structurer ce segment de pêche artisanale dans le
contexte de la bonne gouvernance et dans l’esprit des directives internationales
pour garantir une pêche artisanale durable.
Pour clore cette intervention, je me fais un devoir d’adresser mes vifs
remerciements à tous ceux qui ont rendu possible l’organisation de cet atelier.

RECOMMENDATIONS
A. Highlighting the importance of the fisheries sector in the economic growth, the
creation of jobs, the food and nutritional security in Africa;
B. Reaffirming the significant contribution of the African artisanal fisheries to the
reduction of poverty, the food and nutritional security and its socio-economic benefits,
particularly in favor of the communities of fishermen;
C. Referring to the guiding principles set out by the Voluntary Guidelines aimed to
ensure the artisanal fisheries sustainability ;
D. Taking into account of the Pan-African Fisheries and Aquaculture Policy framework
and Reform Strategy relating to the development of the artisanal fisheries axis;
E. Referring to the declaration of Malabo in June 2014, reaffirming the determination of
the African States to ensure through a public thoughtful and targeted support in favor
of all categories of populations including women, the young, and the other socially
disadvantaged groups, to participate directly in and benefit from growth and
transformation opportunities to improve their lives and livelihoods;
F. Considering the need to maximize the artisanal fisheries socio-economic potential
benefits in the pursuit of the objectives relating to the creation of a conducive
environment and favorable for that the fisheries sector contributes to the equitable,
social and economic development in Africa;
G. Recognizing the essential role of landing infrastructures in the improvement of
working conditions, the management of fisheries, the valorization of the fisheries, the
strengthening of the fish trade, the actors professionalization and the formalization of
the related activities;
H. Conscious of the need to:
- Develop the value chain in the artisanal fisheries
- Improve the artisanal fisheries communities working conditions
- Improve the hygiene, the quality and traceability of the artisanal fisheries
products proposed to national, regional and international markets
- Strengthen inter/intra-regional fish trade, on the different regional
corridors identified through Africa;
I. Confirming the decisive role of these structures in the artisanal fisheries potential
improvement, in offering basic services and in constituting of local micro poles
development;
J. Greeting the Moroccan experience in to the realization of the host structures of the
artisanal fisheries products landings : the structured landing points (PDA) or fishing
village (FV) ;
K. Considering that the duplication of this experience in other countries of ATLAFCO
zone is a South-South cooperation successful model in favor of the artisanal fisheries
development ;
L. Recognizing the importance to ensure the participation and joint accession of all
actors whose roles and responsibilities in the conduct of such projects are
complementary;
M. Encouraging any initiative aiming the artisanal fisheries development in the region;
THE PARTICIPANTS RECOMMEND:
1. To develop a regional artisanal fisheries strategy taking into account the principles
and recommendations advocated in the relevant international instruments;
2. To list the landing infrastructures in the artisanal fisheries development national
strategies implementation;
3. To increase the investments for the infrastructures realization and the new artisanal
fisheries;
4. To associate all non-State actors concerned, particularly professional organizations
and women in the process of landing infrastructures realization (from the definition
of needs to the completion of the project);
5. To promote and facilitate the transfer of the infrastructures landing management to
the professional organizations ;
6. To strengthen the managerial capacity and advocacy of the artisanal fisheries sector
women and professional organizations
7. To give priority to South-South cooperation (bilateral and regional) in the regional
management of shared fisheries resources and the ecosystems in the artisanal
fisheries in general and in the achievement of the host structures of this segment ;
8. To promote the exchange of experts, the sharing of information and the transfer of
technology and know-how in the design and implementation of the artisanal
fisheries products landing infrastructures, to the level of African States;
9. To facilitate the mobilization, coordination and the intervention of the artisanal
fisheries development partners, including for the landing infrastructures realization;
10. To support the Member States in the requests and projects formulation, the search
for partners and financing of the artisanal fisheries activities support;
11. To identify a mechanism in order to strengthen the cooperation between the
different institutions operating for a fisheries cooperation in the region, particularly
between the AU-IBAR, ATLAFCO, SRFC, FCWC and COREP, including the
landing points and the dissemination of the artisanal fisheries good practices.
