Alderman Schrenk stated that she, along with Alderman Kerr and Alderman McKinnon had recently toured the Works Yard. Alderman Schrenk gave a brief description of the computer system being used at the Works Yard and how it operates, the Vacusan system, and the Newton Water Station. Alderman Schrenk thanked the Engineering Department staff for a productive tour.

G. MANAGER'S REPORT:
1. The Municipal Manager's Report under date of February 3, 1986, was considered and dealt with as follows:
Item No. R 43 - Street Lighting Extensions Project 85-43 - 64 Avenue from 192 to 195 St. Project 85-45 - 88 Avenue from 184 St. to Harvie Road (2500-002)
The Municipal Manager submitted a report from the Municipal Clerk concerning the following street lighting extensions: Project 85-43 - 64 Avenue from 192 to 195 Street and Project 85-45 - 88 Avenue from 184 Street to Harvie Road.
The Municipal Clerk was recommending that Projects 85-43 and 85-45 proceed under the Local Improvement Initiative Plan.
The Municipal Manager commented that he was concerned about the mounting cost of street lighting and also about the appropriateness of the policy and rates covering street light extensions. Consequently, staff are looking into these matters and will report on them shortly.
The Municipal Manager was recommending that the recommendation of the Municipal Clerk be approved.

The Municipal Manager submitted a report from the Municipal Clerk concerning the following street lighting extensions: Project 84-85 - 128 Street from 72 to 96 Avenues; Project 85-47 - 135A Street north of 91 Avenue; and Project 85-48 - 138 Street south of Highland Road.
The Municipal Clerk was recommending that Projects 84-85 and 85-48 proceed.
The Municipal Manager was recommending that the recommendation of the Municipal Clerk be approved.

Item No. R 45 - Use of Municipal Land in South Surrey for a Military Map and Compass March (0540-001)
The Municipal Manager submitted a letter from the Acting Commanding Officer of the 12th (Vancouver) Service Battalion requesting to use Municipal lands in South Surrey (South Surrey Wells) for the training of new recruits in the use of military map and compass navigation.
The Municipal Manager was recommending that the Canadian Forces be granted the permission requested and that the Municipal Manager be authorized to sign the appropriate form.

Item No. R 46 - Intersection of 184 St. & Hwy. 10 Retaining Wall (1785-547)
The Municipal Manager submitted a report from the Deputy Municipal Engineer concerning a purchase requisition for the construction of a concrete retaining wall at the B.C. Hydro sub-station on 184 Street south of Highway 10. This work is part of Project R 547 which is included in the 1986 Arterial Roads Budget.

The Municipal Manager commented that a decision on this construction expenditure was required before the end of January and advised Council that he had approved the expenditure. Since the budget has not been approved, the Municipal Manager was requesting a resolution authorizing this expenditure in the amount of $16,700.
The Municipal Manager was recommending that Council pass the resolution authorizing the expenditure of Capital Road Construction funds for the work described, in the amount of $16,700.

The Municipal Manager submitted a report from the Deputy Municipal Engineer concerning new weigh scales at Pattullo Bridge.
The Deputy Municipal Engineer was recommending that Surrey not pursue any further, eliminating, relocating, or altering the Ministry of Transportation and Highways proposal to include weigh scales as a part of their proposed Pattullo Bridgehead improvements.
The Municipal Manager was recommending that the information be received.

The Municipal Manager commented that the Parks and Recreation Commission and Municipal Council approved in August/September, 1985, a proposed lease with Whonnock Industries Ltd. covering a portion of Lot 44, Plan 46390, on certain specified terms. At a later date, an Alderman asked in Council if Whonnock Industries would be allowed to store logs on the water lot in front of Lot 44. That was key issue in the lease agreement. information was to bring Council up to date on this matter.

Item No. R 49 - Amendment to C-L Local Commercial Zone (5591-059)
The Municipal Manager submitted a report from the Deputy Director of Planning - Long Range & Research, and the Chief Inspector concerning an amendment to the C-L Local Commercial Zone.
The Deputy Director of Planning - Long Range & Research, and the Chief Inspector were recommending that the Definitions Section of Part 1 of Surrey Zoning By-law, 1979, No. 5942, be amended by inserting the following definition after "General Motor Vehicle Repair Shop" :
"Grocery or Convenient Store"
Means a store primarily retailing groceries, meats, fruit and vegetable products, and confectioneries, and also may include ancillary retail and service uses such as selling health and beauty products and housewares, rental of audio or video recordings, equipment and machines, selling of lottery tickets, and other sundry products and services.
The Municipal Manager was recommending that the recommendation of the Deputy Director of Planning - Long Range & Research and the Chief Inspector be approved.

Item N o . R 50 - Rezoning Application 5685-590 Hilltop Laboratory Ltd. - 12894 - 16 Avenue
The Municipal Manager submitted a report concerning Rezoning Application 5685-590, Hilltop Laboratory Ltd., at 12894 - 16 Avenue.
The Municipal Manager commented that at the January 13, 1986 Regular Council meeting, Council considered whether or not the above application should be held in abeyance pending the OCP Review in March. The Planning Committee had been advised by staff that the project must wait for the annual review of the OCP. In fact, that advice was incorrect and the property is currently designated RM in the OCP (and not urban as stated in the report to the Planning Committee). Therefore, the proposed rezoning constitutes an "Interchange among the Downtown, Town Centre, Commercial, and Multiple Residential Designations", which is exempted from the amendment consideration.
On January 13, 1986, Council passed a motion allowing this application to proceed subject to six conditions; one of those was an amendment to the OCP. as approved by Council on January 13 and will not need to wait for a March, 1986 OCP review.
Clearly, this project can proceed

The Municipal Manager submitted a report from the Deputy Planner - Long Range & Research and the Deputy Parks and Recreation Administrator concerning Rezoning Application 5685-132 for a townhouse development to be located at 12211 - 72 Avenue.

This application had been tabled on January 13, 1986, pending a solution of the park requirement.
The Deputy Planner - Long Range & Research and the Deputy Parks and Recreation Administrator were recommending:
1. That the above application be lifted from the table, and in order to adequately address the park requirements a 10-metre (33 ft.) easement within the B.C. Hydro right-of-way through the subject property be secured for purposes of public access; and
2. That Park Site 50-N-078 be reconsidered later this year in the review of the park programmes.
The Municipal Manager was recommending that the recommendations of the Deputy Planner - Long Range and Research and the Deputy Parks and Recreation Administrator be approved and that the project be referred to the Planning Committee for continued processing.

Item No. R 52 - Rezoning Application 5685-421 Marco Development Company 6561 - 184 Street (5685-421)
The Municipal Manager submitted a report concerning Rezoning Application 5685-421 - Marco Development Company at 6561 - 184 Street.
The Municipal Manager commented that at the Council-in-Committee meeting of January 20, 1986, Council asked for a subdivision layout for the area between 64 and 67 Avenue and west of 184 Street to the B.C. Hydro right-of-way that provides for urban density from 64 Avenue to approximately the mid-point of proposed Marco Development, and 112 acre from there to the south side of the existing RS subdivision, which is on the south side of 67 Avenue. These densities were generally shown on the subdivision layout proposal submitted by Marco Development and noted as Map 4 in Manager's Report C-16.
The Municipal Manager reported that McElhanney Engineering Services Ltd., for Marco Development, have submitted a new layout which meets Council's requirements in an acceptable way.
The Municipal Manager was recommending that the layout shown on Map A be approved for the subject area.

The Municipal Manager submitted a report from the Deputy Planner - Current concerning Development Permit No. 6785-570 to delete the requirement for sanitary sewer and to permit the subdivision to proceed with an alternate disposal system.

Item No. R 55 - Development Permit No. 6781-585 Nu-West Developments (6781-585)
The Municipal Manager submitted a report from the Deputy Planner - Current concerning Development Permit 6781-585.
The report indicated that the applicant does not intend to proceed with the project. Accordingly, they do not wish to renew the development permit and are requesting release of their Letter of Credit of $172,480 held as security for landscaping.
