1. Call to Order

Mayor Driscoll welcomed those in attendance and called the meeting to order at 1:00 p.m.

2. a) O Canada b) Introduction of New Employee Erin Tosh took place. c) Acceptance of an Addendum RESOLUTION 2018-13-01 Moved: Councillor Woodham Seconded: Councillor Ottens THAT the Township of Mapleton Council waive the notice requirement for today’s council meeting to allow an addendum under the heading of Staff Reports (Item 11.8, Drainage Report). CARRIED RESOLUTION 2018-13-02 Moved: Councillor Ottens Seconded: Councillor Woodham WHEREAS Mayor Driscoll has declared a pecuniary interest in Item 11.8 i) and Item 12.6 of the June 26, 2018 Council Agenda; AND WHEREAS By-law Number 2015-033 being a by-law to provide rules governing the proceeding of the Council and Committees of the Township of Mapleton, Section 3.1 provides for the appointment of Mayor Pro-temp in the event the Head of Council is absent; NOW THEREFORE BE RESOLVED THAT Councillor Ottens be appointed Mayor Pro-temp in the absence of Mayor Neil Driscoll during Item 11.8 i) and Item 12.6 of the June 26, 2018 Council Agenda. CARRIED

3. Declaration of Pecuniary Interest

Mayor Driscoll declared a potential pecuniary interest on Item 11.8 (Drainage Report) and Item 12.6 (By-law Number 2018-052) for the following reason: I am the landowner making the application.

RESOLUTION 2018-13-05 Moved: Councillor Ottens Seconded: Councillor Woodham THAT County of Wellington Land Division Consent File No. B56/18, Part Lot 1, Concession 8 (Peel), 7982 Eighth Line, John Deen be received; AND FURTHER THAT Township of Mapleton Council supports the submitted application with the following conditions: • Satisfy all the requirements of the local municipality, financial and otherwise

(new lot creation, parkland fees are applicable) • Safe Driveway access can be provided to the satisfaction of the Township and

County • Taxes Paid in Full • Zoning Compliance (retained lands rezoned to prohibit residential use) • Zoning Compliance (removal of the barn/accessory buildings or by rezoning) • Municipal Drain Reapportionment or Mutual Agreement (if necessary) • Copy of deposited Reference Plan • Other applicable comments – ie nutrient management strategy CARRIED Council supports the applicant’s requested acreage severance. Staff are to advise the Land Division Committee via the municipal comments being prepared by the Clerk.

Burnside & Associates Limited. CARRIED

Re: Wastewater Re-Rating to 900m³/day Construction Pre-Approval

RESOLUTION 2018-09-13 Moved: Councillor Ottens Seconded: Councillor Craven THAT Township of Mapleton Council receive Report PW2018-16 dated June 26, 2018 regarding Wastewater Capacity Rerating to 900m3/day Construction Pre-approval; AND THAT Council authorize staff to issue the construction tender to construct the required physical plant to accommodate the capacity rerating as designed by EXP Consulting Engineers. CARRIED

ii) Public Works Report PW2018-19

Re: Award of Tender for Replacement of Culvert BR0001630

RESOLUTION 2018-09-14 Moved: Councillor Craven Seconded: Councillor Ottens THAT The Township of Mapleton Council receive Public Works Report PW2018-19 dated June 26, 2018 regarding the Award of Tender 2018-012 for the Replacement of Culvert BR0001630; AND THAT Council authorize staff to award Tender 2018-012 to Roubos Farm Service Ltd., in the amount of $182,564.40 plus H.S.T., for the Replacement of Culvert BR0001630. AND THAT Council authorize the Mayor and Clerk to execute the tender agreement with Roubos Farm Service Ltd, and to consider the associated signatory bylaw. AND FURTHER THAT Council draw the required funds from the approved 2018 capital budget. CARRIED

iii) Public Works Report PW2018-21

Roadside Mower attachment purchase

RESOLUTION 2018-09-15 Moved: Councillor Ottens Seconded: Councillor Craven THAT Township of Mapleton Council receives Public Works Report PW2018-21 dated June 26, 2018 regarding the purchase of a Roadside Mower attachment; AND FURTHER THAT the Council authorize staff to issue a Purchase Order to ESM Farm Equipment Ltd in the amount of $23,750.00 Plus HST, for the purchase of a new Roadside Mower attachment. CARRIED

iv) Public Works Report PW2018-23

Re: Maryborough Community Centre Phase 2 Renovations Update #2

RESOLUTION 2018-09-16 Moved: Councillor Craven Seconded: Councillor Ottens THAT Township of Mapleton Council receive Public Works Report PW2018-23 dated June 26, 2018 regarding the Maryborough Community Centre Renovation Project (MCCRP) Phase 2 update #2 for information. CARRIED

RESOLUTION 2018-13-17 Moved: Councillor Craven Seconded: Councillor Woodham THAT Township of Mapleton Council receive Drainage Report DR2018-01 dated June 26, 2018 regarding application for Tile Loan – form 6; AND FURTHER THAT Township of Mapleton council approve the Application for Tile Loan – form 6 for property located at West Part Lot 13, Concession 10, former Township of Maryborough in the amount of $34,900 provided that funds are available from the Province. 2. Package – Master Design Plan Revisited – 2018, Appendix 1 and 2 Chris Grose thanked the group for the 50/50 Funding. She advised the committee that they were at this meeting to get “approval in principal” for the report before the committee. Their group would like to align their goals/projects with the Township priorities. Each project will also be brought to the Parks and Recreation Committee for review and discussion. They want to have all three groups work together.

• Signage Jason Jack commended the ladies on the work they have done. Committee asked about present population in this area of the Township. It was estimated at 400 people or roughly 115 households in Alma.

Jim Grose advised that Public Works will be providing some trail grooming later this week. This would include work at the ball diamonds. Wallace Cummings Park and the Hall are owned by the Township of Mapleton. The Optimist Club runs the hall. Disc Golf Chris Grose advised the committee that Disc Golf is one of the projects they would like to address sooner than later Disc Golf is more commonly known to some as Frisbee Golf. A handout was provided to show how this sport was set up in the park a few years ago. There are several different types of frisbees used. Nine (9) baskets are already owned by the Optimist Club. They would like to set up a disc course to have the park used more often. However, the course will have to be maintained. It was felt that the course would need to be cut and the surrounding area could be left rough – similar to a golf course. They would like the Township to review and consider the possibility of this type of use in the park. Funding will be required for maintenance in the future. There is no agreement with any caretaker at the present time. This extra maintenance would need to be addressed. Jim Grose will speak with Mr. Glen Lichty. Jim Grose suggested that leaving some grass un-cut would lead to problems with pest control. He suggested to alternate grass height to control this situation. Discussion about dimensions of the course. They are very open to alternate layouts for the course. Jim Debok has offered to keep the discs at his home and anyone can check them out. The committee was in favor of this project. Chris Grose to keep in touch with Jim Grose regarding the progress with this project. Signage When can the group expect to see signage in the park and signage guiding people to the park? They would like to see signs at each end of the park. It was suggested same signage throughout the town would be ideal. This is also a council issue.

Swings Amanda Reid asked if we only used approved vendors. Manny advised that the Township would source out the proper vendors to ensure risk management features were met. We would involve the optimist group in these decisions. Amanda Reid to speak with Jim Grose regarding this issue moving forward. Wanda to ensure that a Delegation Request be sent to Chris Grose to attend the next council meeting. Jason questioned if these plans fall into place with the Master Plan. Can we add this report information into the existing Master Plan?

8.1 Pickleball Lines in Glen Allen A brief update on the proposed pickleball lines on the tennis court in Glen Allen was provided. Tennis court may be repaired by the end of the week. Once the repairs are done the lines can be completed.

8.2 50/50 Funding for 2019 Sam Mattina, Director of Public Works spoke to the group regarding the process that will occur this year and the timing. Mid July – Advertisement and letters to go out September 10, 2018 - Deadline for submission September/October – staff to assess applications October 15, 2018 – submissions will be brought to the PRC for their review and comments. Take it to council for their recommendation as soon as possible after the October 2018 meeting.

8.3 Master Plan Jim Grose and Luke Rogerson have reviewed the Master Plan. Jim provided the committee with an update of the status of all items in the Executive Summary. It was suggested that a report to council to reflect the items accomplished in the Master Plan by the Parks and Recreation Committee would be appropriate.

8.4 ATV By-law Signage for new ATV by-law will be going up soon.

8.5 Calendars in Parks

It was noted that the calendars listing events are no longer present in the parks. Wanda to speak with Luke about a calendar in each park with events listed.

8.6 Signage

Signage has been identified in several different areas. Committee felt that the Economic Development Committee should look at this issue.

8.7 Ball diamond scoreboard Sam explained that we need to procure the work, however, we cannot pay up front. The Township already has installed piping that can be used for this project. Contractor’s quote may be adjusted to take this into account. Jim Grose to confirm this. Jim Grose will also review all pricing submitted to ensure all components of the work are covered. Dave Ellison to contact the Township Clerk to ensure all funds (less the amount of approved 50/50 Funding) to be paid to Township. Once confirmed and funds received a purchase order will be issued and work can begin. Dave Ellison advised that Gertie Ottens is their treasurer.

8.8 50/50 Funding

The Township will pay for projects (rather than the community group) because we can recover the HST. The Township will re-write the policy and procedure to ensure that these projects flow properly and HST is recovered.

Once the quote is approved funds will need to be transferred from the community group and the Township can move forward.

DISCUSSION: The 3-year average of fees collected by the Building Department for the month of June is $65,826.39 therefore the current month is just below the 3-year average. Year to date numbers range from $146,164.56 to $238,249.18 over the past 3 years and the average of fees collected to date from 2015-2017 is $ $201,342.44. The current year to date is above the 3-year range and above the 3-year average.

CONSULTATION: None.

FINANCIAL IMPLICATIONS:

As this report is primarily for permit activity, financial implications are not addressed at

this time.

BACKGROUND: On November 2016 the application to County of Wellington 2016 Business Retention and Expansion Municipal Implementation fund was submitted by Economic Development Coordinator Jaclyn Dingwall. The application was for the amount of $25, 000.00 to be used for the reconstruction of the website. The application was approved and process to reconstruct the website began. Esolutions was granted the tenor and since then we have been working diligently on project completion until December 2017. The 2016 final reporting had not yet been completed due to the length of the assignment and the transition of the position. As of November 2017 the new website was launched. Minor issues have been resolved and training on how to update the website is complete. 2016 Year County BR+E Implementation Fund

In 2015 the County of Wellington, together with the seven municipalities, aim to complete 160 business interviews. While 2014 focused on Wellington’s four key sectors, 2015 interviews include foreign owned employers and those in Wellington’s downtowns. The BR+E Local Implementation Fund provides the municipalities the opportunity to access funding for the direct execution of BR+E activities to enhance the local economy.

C O U N T Y B R + E I M P L E M E N TAT I O N F U N D

OBJECTIVE

The County of Wellington BR+E Municipal Implementation Fund provides funding for projects that enhance the local economy. The Economic Development Committee of Council makes all funding decisions based on priorities identified in the individual municipal BR+E reports. Recognizing that the communities in the seven municipalities are distinct in economic assets and markets, the Fund provides flexibility with projects ensuring that overall, the project is in concert with developing a competitive economy. Direct grant funding is available for each municipality to a maximum of $25,000 to support BR+E implementation initiatives in the areas of:

Downtown revitalization (incentive based assistance for remediation work)

Business incubation

Workforce training/Business support workshops

Regional marketing and promotion (print or video)

Newcomer attraction

Youth engagement

Employment attraction

Investment attraction

Strategic economic planning/Project feasibility studies

GUIDELINES

Regardless of the number of requests per municipality, a total amount of $25,000 per municipality will be considered.

All grants will be assessed in terms of the consideration for local BR+E suitability AND how the project fits with overall County BR+E objectives.

Funds are not required to be matched by the municipality.

Funds may not be rolled over for use beyond December 31.

Grants will be assessed in terms of cost effectiveness; contribution to the economic viability of the community; partnership, financial leverage and long term impact.

The budget submitted should be for the total project and should identify all sources of funding including other grants, self-generated revenue, contributions, etc.

Applicants must be willing to present to County Council on completion of the project, detailing successes.

Application packages are available through the County Economic Development office.

APPLICATION REVIEW

The Economic Development office will, on a revolving basis, collect and review all applications for eligibility/completeness of information.

The County Economic Development Committee will review the applications and is the final granting authority.

The Economic Development office will notify all applicants of the Committee’s decisions.

OBLIGATIONS UPON RECEIVING A GRANT

Successful applicants must provide a final report on the project no later than 90 days following completion of the project. Final reporting requirements are listed on page 4.

Grant recipients must acknowledge the County contribution to the project in all related public information, printed material and media coverage. The Municipal logo is available through the Economic Development office.

DISTRIBUTION OF FUNDS

Funds will be distributed to successful applicants upon the signing of a Letter of Agreement stating that the applicant will comply with the obligations as listed above.

Improve mobile customer service (Customer Service) The Mapleton website needs to be designed in a clean and simple format focusing on the ease of navigation and content and functionality driven by the needs of the end users – residents, businesses, investors and visitors. The current website has good content – however, the intent is to provide that information in a more user-friendly and accessible manner through the use of many of these new technological developments. It is a portal that allows residents, businesses, and visitors to connect with local government and is one of the most powerful tools to engage our residents and businesses to keep them informed.

July 2018 Programs and Events 519 638 1000 or 1 866 446 4546 Heat Related Illnesses Older adults are at greater risk of heat related illnesses as they do not adjust as well as young people to sudden changes in temperature. You may have a chronic medical condition that changes normal body responses to heat and may also take prescription medicines that affect the body’s ability to control its temperature or sweat. Please check in on your neighbours during the hot weather; let’s take care of each other! To reduce the risk, please take the following precautions; •wear loose fitting, lightweight clothing •listen to the weather forecast and prepare for extreme heat by turning on air conditioning or shutting blinds and drapes to keep your home as cool as possible. • take cool baths or showers to reduce your body temperature •drink plenty of fluids; water is best. Avoid alcohol and drinks with caffeine •ask your doctor, if you take medications that can affect your ability to stay hydrated and dissipate heat. •take it easy during the hottest parts of the day. Try to schedule exercise or physical labor for cooler parts of the day, such as early morning or evening. •get acclimated. Limit time spent working or exercising in heat until you're conditioned to it. People who are not used to hot weather are especially susceptible to heat-related illness. Seek medical care immediately if you have, or someone you know has, symptoms of heat-related illness like muscle cramps, headaches, nausea or vomiting. 3) Clifford United Church, Friday, July 20th 12 p.m. “Ten Warning Signs of Dementia” Join Robin Smart from the Alzheimer Society as she discusses the ten warning signs. Robin will also be showing a short film of people living with the disease and coping strategies that help them to continue to live full and meaningful lives.

4) Harriston United Church, NEW Location, Wednesday, July 25th @12 p.m. “Toe Tapping Favourites” Join Tonia-Joy Skipper as she provides musical entertainment. Tonia-Joy will have a selection of songs that you can choose from so you will hear your personal picks! An enjoyable way to spend an afternoon with friends.

5) Arthur United Church, Thursday, July 26th 12 p. m. “It’s About Time” Musical entertainment provided by

Maryanne Holst, she plays and sings all your favourite tunes. Sing along or tap your toes a fun and upbeat hour of classic tunes to warm your day. Arthur United Church Women cater this luncheon for $6.00 per person

ONTARIO ENERGY BOARD NOTICE

TO CUSTOMERS OF UNION GAS LIMITED

Union Gas Limited has applied to dispose of certain account balances and for approval of the amount of its earnings that it must share with customers.

Union Gas Limited has applied to the Ontario Energy Board for approval to dispose of amounts recorded in certain 2017 deferral and variance accounts and for approval of the amount of its 2017 earnings that it must share with customers. If its application is approved, Union Gas Limited says that it would have the following impact on typical customers over the six month period from January 1, 2019 to June 30, 2019:

For residential customers in Southern Ontario, a charge of $6.87

For residential customers in North East Ontario, a charge of $6.36

For residential customers in North West Ontario, a refund of $13.72

Other customers, including businesses, may also be affected.

THE ONTARIO ENERGY BOARD IS HOLDING A PUBLIC HEARING The Ontario Energy Board (OEB) will hold a public hearing to consider the application filed by Union Gas. We will

question Union Gas on the case. We will also hear questions and arguments from individual customers and from groups

that represent the customers of Union Gas. At the end of this hearing, the OEB will decide whether the amounts and the

charges or credits requested in the application will be approved.

The OEB is an independent and impartial public agency. We make decisions that serve the public interest. Our goal is to

promote a financially viable and efficient energy sector that provides you with reliable energy services at a reasonable

cost.

BE INFORMED AND HAVE YOUR SAY You have the right to information regarding this application and to be involved in the process.

• You can review the application filed by Union Gas on the OEB’s website now.

• You can file a letter with your comments, which will be considered during the hearing.

• You can become an active participant (called an intervenor). Apply by July 16, 2018 or the hearing will go ahead without you and you will not receive any further notice of the proceeding.

• At the end of the process, you can review the OEB’s decision and its reasons on our website.

There are two types of OEB hearings – oral and written. The OEB will determine at a later date whether to proceed by way of a written or oral hearing. If you think an oral hearing is needed, you can write to the OEB to explain why by July 16, 2018.

PRIVACY If you write a letter of comment, your name and the content of your letter will be put on the public record and the OEB website. However, your personal telephone number, home address and e-mail address will be removed. If you are a business, all your information will remain public. If you apply to become an intervenor, all information will be public.

THE CORPORATION OF THE TOWNSHIP OF MAPLETON

BY-LAW NUMBER 2018-056 Being a by-law to confirm all actions and proceedings of the Council of the Corporation of the Township of Mapleton

WHEREAS Section 5 of the Municipal Act, S.O. 2001 c. 25 (hereinafter called “the Act”)

provides that the powers of a Municipal Corporation shall be exercised by its Council;

AND WHEREAS Section 5(3) of the Act states, a municipal power, including a

municipality’s capacity, rights, powers and privileges under section 9, shall be exercised

by by-law, unless the municipality is specifically authorized to do otherwise;

NOW THEREFORE the Council of the Corporation of the Township of Mapleton enacts

as follows:

1. All actions and proceedings of the Council of the Corporation of the Township of

Mapleton taken at its meetings held on Tuesday, July 10, 2018, except those taken

specifically by By-law and those required by law to be done by Resolution only are

hereby sanctioned, confirmed and adopted as though they were set out herein.

2. The Mayor, or in his absence, the Presiding Officer and the Clerk, or in his/her

absence, the Deputy Clerk, are hereby authorized and directed to do all things

necessary to give effect to the foregoing.

3. The Mayor, or in his absence, the Presiding Officer and the Clerk, or in his/her

absence, the Deputy Clerk, are hereby authorized and directed to execute all

documents required by law to be executed by them as may be necessary in order

to implement the foregoing and the Clerk, or in his/her absence, the Deputy Clerk,

is hereby authorized and directed to affix the seal of the Corporation to any such

documents.

READ a first, second and third time on Tuesday, July 10, 2018.
