The Correlation Between Assessment Center Results and Career Progression in State-Owned Enterprises: A Case Study of PT. Telekomunikasi Indonesia, Tbk Justi Ariesthiawati, General Manager – Assessment Operation, PT. Telekomunikasi Indonesia, Tbk

PT. TELEKOMUNIKASI INDONESIA, Tbk (TELKOM) is a pioneer for applying method of

assessment center in Indonesia. Assessment Center Indonesia, as a unit that has the

responsibility of conducting assessment center programs, was established on 10 November

1990. Recently, it has assessed more than 20,000 participants for various job targets, ranging

from the first level to the C-level management. This total includes employees of Telkom and

Telkom’s subsidiaries, as well as employees form institutions, private companies and State

Owned-Enterprises.

In TELKOM, by considering the validity of the method of assessment, this result is not the sole

consideration in making decisions relating to the management of human resources. In general,

assessment center results in TELKOM can be used especially for development programs, some

of them become consideration in promotion decisions.

In the context of talent management, the results of assessment center are combined with other

important data, such as performances appraisal, the value of competence on the current

position, Telkom Value and collaboration. The combination of these data is called Talent Cluster.

Treatment to the employee is determined by which cluster does the employee belong in.

Recommendations from the assessment center consisted of three category: Ready Now, Ready

with Development, and Ready with Sustained-Development.

The “Ready Now” recommendation is given to candidates who have no areas for development or

for maximum 20% of competencies belong in weakness category (to be developed). Ready with

Development is given to candidates who have 21 - 50% of competencies to be developed. The

“Not Ready at This Time” or “Need for Improvement” is given to candidates who have more than

50% competencies to be developed. So in term of career progression, TELKOM believes that

basically everyone has opportunity to occupy a higher position than his/her current position even

the result of his/her assessment center is “Need for Improvement”.

Using the result of assessment center from 2004 until 2016, this study aims to measure the

correlation between assessment center result and the career progression in TELKOM.

Manage the delivery of assessment program for TELKOM and its subsidiaries (TELKOM Group), and also for another companies / institutions

Manage the development of method, tools, simulations of assessment.

Manage the selection process for new employees in TELKOM and its subsidiaries (TELKOM Group)
