The Annual General Meeting of the Division

was held on Tuesday January 25, 2011 at the

Crow’s Nest Officers Club. The meeting was

attended by sixteen Members.

The Divisional Master and the Treasurer

tabled their Reports. Right up to this meeting

the Division had 45 Members, 6 Associate

Members and 3 Cadet Members. At this

The Divisional Council met in the office of

Capt. Chris Hearn at the Centre for Marine

Simulation, MI. At the meeting the

programme for this year (2011) was

discussed and agreed to.

February 22, 2011

The regular monthly meeting of the Division

took place at the Crow’s Nest Officers’ Club.

The speaker was Capt. A. Patterson, the

Deputy Divisional Master, who is a member

of the Proposed Military Museum

Committee here in Newfoundland and

Labrador. The meeting was attended by

some members of the Canadian Institute of

Marine Engineers; Mr. Gary Green,

President of the Crow’s Nest and Capt. J. J.

Strong, Vice President, Eastern Canada,

Merchant Navy Veterans Association.

The President and CEO of Virtual Marine

Technology is Captain Anthony Patterson

who is the current Deputy Divisional Master

of NL Division and was the Past Divisional

Master.

Virtual Marine Technology was started by

Mr. Randy Billard (President) in 2004. There

were no employees until May 2005. Capt.

Patterson joined VMT in July 2007 and

became President and CEO. VMT officially

transferred the lifeboat training simulator

“SurvivalQuest” to the Marine Institute on

Friday February 25, 2011. The simulator was

developed by VMT. You may take a look at

Regular monthly meeting took place at the

Crow’s Nest. Capt. Glenn Fiander gave a

very interesting and an in depth presentation

on Dynamic Positioning Operator

Qualifications. Presently DP is not officially

regulated but Amendments to STCW is to

come into effect in January 2012. The

Company of Master Mariners of Canada,

lead by the NL Division in making

contributions towards this.

Engineers NL Branch and, is an instructor at

the Marine Institute. The topic of the evening

was “Implementation of Marpol NOx and

SOx limits” which is an important subject to

all mariners. He touched on many aspects of

this and the measurements.

The CMMC NL Divisional Council met at

1800 hrs at the Crow’s Nest Officers Club.

At 1900 hrs the regular monthly meeting was

called to order. The guest speaker was

Lieutenant (Navy) Salah Ben Rahuma who

has firsthand experience in the Anti-Piracy

operations in the Arabian Gulf. The topic of

course was Anti-Piracy. Lt. Rahuma gave a

great presentation on the topic and his

experiences. He was assigned to the HMCS

Fredericton as the Above Water Warfare

Officer.

At the meeting, in addition to our members,

there were members of the Crow’s Nest,

Canadian Institute of Marine Engineers,

Canadian Coast Guard and other guests.

inducted to the 2011 Junior Achievement

Newfoundland and Labrador Business Hall

of Fame.

Business Hall of Fame recognizes

entrepreneurs who have made a significant

contribution to the growth and development

of enterprise in the Province and at the same

time are role models for youth. Capt. Hynes

is a long standing member of this Division.

The International Federation of Shipmasters’

Association held its Annual General

Assembly on June 9th

and 10th

at Halifax,

Nova Scotia. The Company of Master

Mariners of Canada invited them to hold the

Assembly in Halifax. This took place

following the Company of Master Mariners

of Canada 2011 Conference, June 6, 7 and 8.

Maritime professionals through Education

and Training”. Capt. Parsons presentation

June 25, 2011

Mayday Newfoundland and Labrador

A public rally organized by several groups in

opposition to the closure of the St. John’s

Marine Rescue Centre took place today.

Provincial politicians, Municipal leaders and

various group representatives spoke at the

rally.

Music for the rally was provided by the

famous local band, Shanneyganock. It was

reported that more than 2000 people attended

the water front rally. Here are a few pictures:

The last meeting before the summer was

held today at the historic Crow’s Nest

Officers Club. The social gathering was

called Pre-Arctic Cocktail Party. At this

time of the year a lot of people are already in

the Arctic. The Division invited those who

are involved in the Arctic Operations. In

addition various interested groups were

invited to attend the function. Captain Chris

Hearn, the Divisional Master welcomed all

and said a few words after which the Deputy

Divisional Master Capt. Anthony Patterson

August 29, 2011

Today marked the Fourteenth Anniversary of

the unveiling of Merchant Navy Memorial –

Merchant Navy Veteran’s Day.

A short ceremony was held in front of the

Marine Institute where the Memorial is

erected. This Memorial lists 333

Newfoundland Merchant Navy Personnel

who lost their lives, as well as the ships that

were sunk in the area.

The NL Divisional Council met at the Centre

for Marine Simulation at the Marine

Institute. Council firmed up the Programme

for the remainder of the year 2011 and made

tentative agenda for the coming year 2012.

The Division holds Annual General Meeting

in January of each year. At this meeting a

tentative programme is drawn for the year.

September 27, 2011

NL Division’s monthly meeting took place

at the Crow’s Nest Officers Club. The guest

speaker was Mr. Richard Hall who is the

Chairperson and CEO of Transportation

Appeal Tribunal of Canada. He was

appointed to this position in November 2009

for a four year term.

Mr. Hall has a degree in Laws from

University of Victoria. He also has an Arts

degree with honours and a master of science

from the University of Western Ontario.

The meeting was attended by NL Division

members, members of the Canadian Institute

of Marine Engineers, NL branch and some

guests.

The presentation was most interesting and

educational. Among the members of the

TATC include one of NL members and a

member from the Engineers. Here are some

with the graduating, final year Nautical

Science students, at the request of the

students. The meeting took place at the

Centre for Marine Simulation at the Marine

Institute. The students are getting ready to

write their final technical paper and wanted

some help, direction and guidance. Here is a

CMMC National AGM

The Company of Master Mariners of Canada

National Annual General Meeting took place

in Ottawa. The CMMC has eight divisions

namely: Vancouver Island, Vancouver, Great

Lakes, Capital (Ottawa), Montreal, Fundy,

Maritimes and Newfoundland and Labrador.

The AGM took place September 30 through

October 2, 2011. At this meeting a new

National Master was elected, Captain John

McCann of Fundy Division. Other National

Officers are: Capt. M. Hubbard (Deputy

Master), Capt. Chris Hearn (Assistant

Master), Capt. R. Wallace (Secretary) and

Capt. J. Gallagher (Treasurer). Capt. Jim

Parsons represented Newfoundland Labrador

Division at the Annual General Meeting.

At this meeting the Treasurer recommended

to maintain the annual dues as is and was

agreed. The Treasurer stated that today’s

E-Technology helps keep expenses down.

Captain R. B. (Ratch) Wallace

WALLACE, Captain R. B. (Ratch) – Passed

away unexpectedly October 16th

, 2011 while

aboard the M/V Canadian Empress on the St.

Lawrence River at dockside in Coteau

Landing Que. A cremation has taken place.

Captain Wallace a man of great character

and professionalism will be greatly missed

by his Family and all those who served with

him in the marine industry, here in Kingston,

Muskoka, Toronto Harbour and the Great

Lakes. Two years ago he retired as a Vice

President from B.C.Ferries. With a long

marine career including 12 years in total

with St. Lawrence Cruise Lines he touched

the lives of all those around him and died

doing what he truly loved. A donation in his

specific honour can be made to the Marine

Museum of the Great Lakes at Kingston.

They can be processed through St. Lawrence

Cruise Lines 10685279.

Capt. Wallace was the Company of Master

Mariners of Canada, National Master from

1999 – 2001. Capt. Wallace held the position

of CMMC National Secretary from 2008 to

his passing away.

The monthly meeting of NL Division was

held at the Crow’s Nest at 1900 hrs. The

guest speaker was Dr. Philip John who is

currently the Fleet Manager of Coastal

Shipping Ltd. which operates a fleet of 6

product tankers. Before this he was Fleet

Port Arthur, Texas, USA. Besides his Chief

Engineer Certification he has a degree in

Marine Engineering, a Master’s Degree in

Business Administration and a Master of

Science Degree in Maritime Management

from the Main Maritime Academy in

Castine, Maine, USA. He receives his

doctorate from the University of New

Brunswick, Fredericton, NB. His Ph.D.

dissertation was on “Places of Refuge for

Ships in Eastern Canada” and this was his

topic for the evening. He also has won a

national award for “Gallantry at Sea”.

Before the adjournment of the meeting the

Divisional Master welcomed a new member

and Cadet Membership Certificates were

presented to two new Cadet members. The

new Cadet Members are Ms Samantha

The executive council of the Division met at

CMS especially to discuss the intended 2012

Nautical Competition. The Divisional Master

hopes to have a progress report for the

monthly meeting this month.

November 10, 2011

Remembrance Day Ceremony was held in

front of the Marine Institute at 1200 hrs. As

usual the NL Division took part in this.

November 14, 2011

The Canadian Institute of Marine Engineers

(CIMarE) NL Branch invited the Company

of Master Mariners of Canada NL Division

to attend one of their meetings. At this

meeting Mr. James B. Dempsey, a member

of the Board of Wooden Boat Museum of

NL gave a presentation on wooden boat

building. Mr. Frank French, the Chairman of

the Board also was present. The Museum

started 10 years ago by the Winterton Boat

Building and Community Museum. Now it is

called the Wooden Boat Museum of

Newfoundland and Labrador.

Military Museum status in St. John’s. The

CMMC NL Division was invited to take part

in the planning of the Military Museum as

this Museum has a very big component of

the Merchant Marine.

The last general meeting of the Division, for

2011 took place at the Crow’s Nest. The

meeting was well attended. The main topic

was the upcoming Nautical Competition.

and third year nautical science students at the

Marine Institute of Memorial University of

Newfoundland and Labrador. Members and

guests are invited to attend the Christmas

Dinner of the Division in December 2011.

December 8, 2011

The Division was invited to one of the

Canadian Institute of Marine Engineers’

meeting at the Crow’s Nest. The guest

speaker was Mr. Colin Clarke of the Lloyd’s

Register. He is the Business Development

Manager for Atlantic Canada. Mr. Clarke is

stationed in Halifax. He described the role

and current challenges of LR, then spoke of

the Delegated Ship Inspection Program

(DSIP) whereby Classification Societies

perform inspections previously conducted by

Transport Canada. He also spoke of the

Safety Management System (SMS) and LR’s

involvement, particularly the changes

created by TC’s decision to require even

smaller vessels to adopt SMS.

December 17, 2011

The Christmas Dinner of the Division was

held in The Gypsy Tea Room on Water

Street. The dinner was well attended and all

enjoyed the evening and of course the

dinner.

Our Treasurer Capt. McNeill’s mother (Glo

McNeill) 82 years of age just recently had

won a Canada wide contest on the “Recipe

to Riches” TV programme. Glo McNeill’s

item was “Glo’s Luscious Lemon Pudding”.

Glo’s husband Jerry McNeill never had any

doubt whatsoever that his loving wife would

win the contest. And she did win. Now the

product can be purchased in any of the

President’s Choice Supper Markets.

Each couple at this dinner was given a pack,

nicely done in a bag as a gift. Here are some

A short history of The Company of

Master Mariners of Canada

In the United Kingdom the idea for a Guild

or a Company for Shipmasters surfaced at an

annual shipmasters’ dinner held in

Liverpool, England on march 2, 1921. Some

years after on June 25, 1926 The Company

of Master Mariners was formed. In March

1928 His Royal Highness, The Prince of

Wales, became the first Master and in June

(1928) His Majesty King George V

bestowed the title of “Honourable” upon the

Company and it became The Honourable

Company of Master Mariners. In 1930 His

Majesty granted to it its Royal Charter.

In 1965 a dozen or so members of The

Honourable Company of Master Mariners

living in Vancouver, British Columbia under

took to start a branch in Canada.

Apparently at that time London advised this

group to start their own company in Canada.

Captain (Commander) G. O. Baugh, O.B.E.,

Exc., R.D. a member of The Honourable

Company of Master Mariners took that

advice and started to work on it.

Initially the group was going to register as

“The Company of Master Mariners of

British Columbia”. Ottawa had no

objection to this however Ottawa advised

them to change the name to “The Company

of Master Mariners of Canada”.

Ottawa advised that they cannot use the

words “The Court of the Company” but

they could use “Board of Directors”, and it

was registered as a Corporation. At that time

8 applicants were named in the Letters

Patent. They are: Gerald Ormsby Baugh,

James Pettigrew Brown, Allan Norman

Cabot, Eduardo Peter de Cunha, John

Norman Hetherington, Wray Goodrick

Howard, Glen McDonald and Norman Perrin

Smith. The Charter by Letters Patent was

dated May 11, 1967. It provided that the

Head Office of the Company will be situated

in The City of Vancouver, British Columbia.

In 1969 the first Annual General meeting

was held.

Capt. Baugh became the first President and

his wife Jean Baugh the first Secretary. In

September 1973 Capt. Cabot became the

President. In July 1974 the Head Office was

moved from Capt. Baugh’s home to

Vancouver Mission to seamen building.

About this time there was a group by the

name of Canadian Institute of Master

Mariners (CIMM) in Montreal. This group

applied to Ottawa for Letters Patent. This

was denied since the “Master Mariner”

was designated for the Vancouver, BC

group. Capt. Cabot initiated negotiations

with CIMM and in February 1975 an

agreement was reached whereby CIMM

accepted the name “The Company of

Master Mariners of Canada”. December

9, 1975 the following Divisions were

formed: Ottawa-Hull, Montreal and Great

Lakes. At this time Vancouver also became

a Division of The Company. New Divisions

were formed in 1977 namely: Vancouver

Island Division (Jan.1, 1977), Maritimes

Division (Jan.11, 1977), and

Newfoundland Division (June 21, 1977).

Capt. Cabot held the position of National

Master until the end of 1977.

Presently we have the following divisions:

(1) Vancouver, (2) Vancouver Island, (3)

Ottawa (Capital), (4) Montreal, (5) Great

Lakes, (6) Fundy, (7) Maritimes and (8)

Newfoundland.

An introduction to International

Federation of Shipmasters Association

IFSMA was formed in 1974 when eight

European Associations of Shipmasters

decided to unite their members from across

the world in a single professional

coordinated body. This non profit apolitical

organisation dedicates itself solely to the

interests of the serving shipmasters, more

than 11,000 of whom make up this

federation. They come from about 60

countries, either through their national

associations or as individual members.

IFSMA exists to uphold international

standards of professional competence for

seafarers. The federation’s policy is to

endure safe operational practices, to prevent

human injury, protect the marine

environment and ensure the safety of life and

property at sea.

Its headquarters is in London, close to IMO.

IFSMA gained Consultative Status as a

nongovernmental organisation at IMO in

1975, which enables it to represent the

unfiltered views of its members and protect

their interests in an unfettered way. A

Secretary General and a team of active or

former shipmasters represent IFSMA at IMO

and help the federation to function

effectively there. These agents of IFSMA

attend the four main IMO committees,

namely the Maritime Safety Committee, the

Maritime Environmental Protection

Committee, the Legal Committee and the

facilitation Committee. This team is also

active in the nine sub committees of IMO,

the organisation’s working and drafting

groups, council meetings and assemblies.

IFSMA is a very strong body, as you can

see, of Shipmasters’ organisations. IFSMA

keeps in touch with Master Mariners’

organisations all over the world, even if they

are not members of IFSMA. Member

Associations are, for example: The Council

of American Master Mariners Inc., The

Master Mariners Society of Pakistan, The

Company of Master Mariners of India,

Nautilus International, Japan Captains’

of Australia, The Company of Master

Mariners of Canada and others.

IFSMA has organised an insurance scheme

to help cover members in case any member

is charged with criminalization etc.

IFSMA is continuously engaged in

improving STCW and the training of

seafarers. IFSMA attends IMO Committees

and Sub-Committees and actively

participates in the Working Groups at IMO.

Captain Clayton Van Welter

At age 15 his strong love for sea made him

join the Sea Cadets. During his school years

he was involved in sailboat racing.

When he graduated from High School he

was not sure as to what direction he would

like to go. He applied to many institutions,

from Genetic engineering at Western

University to navigation at Georgian

College. He was accepted by all. Georgian

College closed for navigation students some

weeks before classes. As a result he joined

the Marine Institute to study Navigation

which was his passion.

Clayton received his High School Diploma

in 2001 at Newmarket High School,

Newmarket, Ontario. He obtained diploma

of Technology in Nautical Science in 2006 at

the Marine Institute. At this graduation he

received Marine Institute Bronze Medallion

for his achievement of highest grade in

nautical science programme. He also was

awarded the Governor General’s Academic

Award for achieving the highest grade from

a Canadian College.

During Clayton’s Marine Institute years he

sailed mostly in the Great Lakes with the

Canada Steamship Lines. Shortly after

graduation from the Marine Institute he was

hired by the Royal Caribbean International

as a Second Officer aboard the cruise ship

the Explorer of the Seas. He also sailed as

Second Officer aboard the cruise ship

Freedom of the Seas.

Clayton was promoted to First Officer and

sailed onboard the Sovereign of the Seas,

Enchantment of the Seas and explorer of the

Seas. He was then promoted to Chief Officer

and sailed on the Oasis of the Seas.

Later this year (2011) he was moved to the

Royal Caribbean Head Office in Miami,

Florida. The CMMC NL Division would like

to wish him a great, exciting and a fantastic

future with the Royal Caribbean. Here are a
