c.2. NOAH LEE – STARLIGHT FOUNDATION RECOGNITION

Noah Lee, student from St. Theresa Catholic School in Whitby was recognized for his work on designing the Starlight bear for 2016. The Starlight Children’s Foundation approached Noah to design the bear because of his courage, strength and positive attitude, along with an opportunity to raise awareness about the disease. Noah’s family shared his story about living with Pompe disease, a rare genetic disorder that affects muscle growth. g.1 KINDERGARTEN PROGRAM AND COMMUNICATION OF LEARNING Teaching and Learning staff presented the Revised Kindergarten Curriculum and Addendum to Growing Success that now includes the Kindergarten program. Presenters Maria Ormiston, Operations Coordinator, Program Services and Jane Ryan, Program Consultant noted that Kindergarten Educators will be implementing the new provincial Communication of Learning for parents in the February report card cycle. They indicated that this identifies each child's key learning, growth in learning and next steps in learning along the four frames of the Kindergarten curriculum: Belonging and Contributing; Self-Regulation and Well-Being; Demonstrating Literacy and Mathematics Behaviours; and Problem Solving and Innovating.

g.2 WHITBY STUDY UPDATE

Superintendent of Education, John Mullins, presented an update on the Whitby Catholic Secondary Schools Study. Superintendent Mullins advised that the mandate of the study was to explore the various options (programs, accommodation adjustments and/or service delivery models) to address accommodations issues; provide a comprehensive outline of the pros and cons associated with each possible option; and make recommendations to the Board. Superintendent Mullins noted that at the Working Committee meeting of December 9, 2016, where all options were thoroughly examined and draft recommendations will be brought to the Board. Superintendent Mullins also shared a summary and overview of the draft recommendations to be brought to the Board of Trustees.

g.3 CHIEF FINANCIAL OFFICER OVERVIEW

Chief Financial Officer, Ryan Putnam presented the Annual Financial Overview outlining the Board’s current financial position, enrolment and utilization of schools, provincial outlook, revised estimates, budget framework and next steps.

l.4.3 DIRECTOR’S VERBAL REPORT The Director thanked all who attended the Celebration of the Eucharist at our Inaugural Board Meeting and extended her congratulations to Chair John Rinella and Vice-Chair Kathleen LeFort for accepting leadership positions. She thanked outgoing Chair Theresa Corless and Vice-Chair Janice Oldman for their leadership and collaboration during their term. Director O’Brien noted that in keeping with the Board’s mission, vision, Catholic values and strategic priorities, the Board has made great strides in the implementation of the Discovery 2020 Strategic Plan and thanked staff and Trustees. The Director advised that throughout her school visits to each school in the Board, she had the opportunity to see many school communities participate in the spirit of giving through prayers, liturgies, donations to families in need, and other charitable acts. Director O’Brien asked that we keep in prayer, those who may be facing challenges at this time and extended her blessings and best wishes to all members of our community for a joyous Christmas and Happy New Year.

l.5. CHAIR’S REPORT l.5.1 CHAIR’S VERBAL REPORT Chair Rinella thanked fellow Trustees for supporting him in the role of Chair of the Board; and congratulate Vice-Chair LeFort on her new role. He noted that he look forward to making further advancements in Catholic education for all constituents. Chair Rinella also extended his thanks to staff and Trustees for the great work that took place this past year: celebrating our faith with system activities such as our Year of Witness, Year of Community and Catholic Education Week celebrations; the launch of our Board and school websites, and mobile app – advancing communications for school communities, families, the Board and our partners; the transformation from libraries to 21st century learning commons at multiple schools; the development and roll-out of the Board’s Long-Term Accommodation Plan; the naming of the Pope Francis Centre, led by our 2015-2016 student senators; the re-dedication ceremonies for our school namesakes in recognition of the canonization of St. André Bessette, St. Theresa of Calcutta, and St. John XXIII and Saint John Paul II; Trustees’ participation in many community outreach activities and initiatives across Durham Region. REPORTS/INFORMATION/DISCUSSION ITEMS Item e.1 FEBRUARY PARENT SYMPOSIUM Josephine-Dora Spitale and Karolina Baker provided an update on the planning and budgeting of the Healthy Mind, Body and Spirit Parent Symposium which will take place on February 11, 2017 at Msgr. Paul Dwyer Catholic High School. Committee members were provided with information about the keynote and break-out session speakers. The event will be video-taped and webcasted in addition to the on-site activities. A proposed budget planning template was also provided to members and a discussion took place about the PRO Grant funding and additional costs which may be covered, if necessary, by additional DCPIC funds.

Information will be provided about this event as soon as it becomes available. The Chair asked Kamille Rambally to provide a report about the November 12, 2015 People for Education conference, which both attended. Item e.2.2 TRUSTEE REPORT Trustee Corless addressed the changes to the Board of Trustees with the election of John Rinella as Chair and expressed her enthusiasm to be working with DCPIC as the Trustee Designate to the committee. Members were reminded that the first Finance Committee Meeting will take place on Monday, January 16, 2017 at 7:00 p.m. All are welcome and encouraged to attend. Item e.2.3 RESOURCE REPORT Superintendent Leclair provided the following information: The Durham Catholic Special Education Advisory Committee (SEAC) is facilitating a Sharing of Excellence event at Notre Dame C.S.S. on March 2, 2017 from 6:00 – 9:00 p.m. “Connecting with Our Children and Teens: Promoting Positive Mental Health” will feature a keynote speaker and several breakout sessions on a variety of topics including positive mental health. The flyer was shared with all members and everyone has been asked to help promote and attend the event. Registration for Junior Kindergarten opens next week through our on-line process (January 16 – 20) and everyone is asked to spread the word and promote Catholic education. Registration can be accessed using the banner on the dcdsb.ca website. French Immersion Registration is now open on-line and will continue until January 20. Registration is for current Senior Kindergarten students. The Board’s Renewed Math Strategy was the focus of Capacity sessions which took place at the Pope Francis Centre on January 10 and 11. Sessions included a special focus on fractions and a review of assessment practices to support student success in mathematics. The afternoon was dedicated to building understanding of the needs of students diagnosed with Learning Disabilities and the importance of relevant accommodations in programming.

Item e.2.3 Resource Report - continued Superintendent Leclair is looking forward to the Parent Symposium on February 11 and offered congratulations to the committee along with a commitment to providing any support necessary to make it an exceptional and successful event. Item e.2.4 PRO GRANT SUB-COMMITTEE REPORT

Karolina Baker reminded everyone of The Year of Mindfulness sessions for parents which are ongoing at the Parent Resource Centre. Drop-in sessions are scheduled each week until June 2017. A schedule of dates and times is posted on www.dcpic.ca. Childminding will be provided. Members are asked to continue promoting these sessions and are encouraged to attend. Item e.2.5 COMMUNICATIONS SUB-COMMITTEE REPORT K. Beatty informed members that the newsletter is complete and will be sent to the printer. It will be distributed to parents through the schools as soon as it is ready. Chair Dodson-Trchala put a call out for a volunteer to chair this sub-committee. Item e.2.6 SCHOOL COUNCIL OUTREACH SUB-COMMITTEE REPORT Melissa Bevan provided an update concerning the creating of an updated resource binder for DCDSB Catholic School Councils. Sections of the current resource binder are in need of updating and Amanda Roffey will assist with the digital copies of information. Chair Dodson-Trchala encouraged all members to provide assistance with this initiative. Rose LoPresti informed members that an updated list of DCPIC representation as resource to individual school councils will be completed shortly. Members will be assigned at least two schools to which they are encouraged to reach out with respect to school councils by contact through email or if possible, attendance at a meeting. Trustee Corless suggested that members may wish to contact the respective Trustee for their assigned schools and propose attending a school council meeting together. Item e.2.7 FAITH FORMATION SUBCOMMITEE REPORT Deferred for this month. Item e.2.8 POLICY SUBCOMITTEE REPORT L. Dodson Trchala reminded members that the position of Chair for this subcommittee is still open and reviewed the role of the subcommittee as providing review and feedback on DCDSB policies and procedures. Happy New Year to you and your family! I hope everyone had a lovely Christmas with friends and family.

As we look forward to this new year, our committee will begin this year preparing for our Healthy Mind, Body and Spirit Symposium and Who is in control? You or your iPad? Presentation by Paul Davis, funded by the Ministry of Education. The two PRO Grant funded events will take place on February 11, 2017 for the symposium and April 20, 2017 for the presentation. There will be more details available shortly as they become finalized. Details will be available shortly on our site at, www.dcpic.ca.

One of our mandates of this committee is to communicate with and support local Catholic school councils in the Durham Catholic District School Board. As part of this communication, we provided each school council with our School Council Binder. This binder requires an update due to our new website. We were hoping to have this ready at the beginning of this school year but due to some delays we are now looking at the spring. I would like to encourage our committee members to come together to make our School Council Binder the wealth of information it is meant to be for our school councils.

Lastly, I wanted to share part of what His Holiness, Pope Francis shared in his message For the Celebrations of The Fiftieth World Day of Peace, January 1, 2017:

Jesus himself lived in violent times. Yet he taught that the true battlefield, where violence and peace meet, is the human heart: for “it is from within, from the human heart, that evil intentions come” (Mk 7:21). But Christ’s message in this regard offers a radically positive approach. He unfailingly preached God’s unconditional love, which welcomes and forgives. He taught his disciples to love their enemies (cf. Mt 5:44) and to turn the other cheek (cf. Mt 5:39). When he stopped her accusers from stoning the

woman caught in adultery (cf. Jn 8:1-11), and when, on the night before he died, he told Peter to put away his sword (cf. Mt 26:52), Jesus marked out the path of nonviolence. He walked that path to the very end, to the cross, whereby he became our peace and put an end to hostility (cf. Eph 2:14-16). Whoever accepts the Good News of Jesus is able to acknowledge the violence within and be healed by God’s mercy, becoming in turn an instrument of reconciliation. In the words of Saint Francis of Assisi: “As you announce peace with your mouth, make sure that you have greater peace in your hearts”.

We need to remember that we are brothers and sister of one another; we need to care for each other just as Jesus himself did.

Healthy Mind, Body and Spirit Symposium Keynote Speaker: Teresa Hartnett. Teresa is the Director of Family Ministry Officer for the Diocese of Hamilton will be the keynote speaker. Teresa oversees the implementation of several ministry related initiatives; is a liaison for the Fully Alive programs to the six school boards in the Diocese, undertaking numerous presentations yearly to both staff and students within those boards. Ms. Hartnett speaks about what it means to be healthy in mind, body and spirit for students as they cope with the demands of learning in the 21st century. Breakaway Speaker 1A: Tara McClure. Tara McClure is a mother and an independent consultant who is passionate about community building. She has worked alongside families as a planner and advocate for over a decade. Tara is motivated to engage children and their families in dreaming about their futures and setting attainable goals together. She believes that relationships are the key to success and she has helped many families build lasting, diverse communities around their loved ones. Breakaway Speaker 1B: Joel Witton. Joel has worked extensively with the DPCDSB board in writing, developing and offering a workshop aimed at grade 11 and 12 students and their parents (separately) entitled "Relationship Compass.” At the symposium he will present content entitled, “How to Help Our Children Live Mentally Healthy Lives” which will focus on the power of prayer and God’s word in supporting our children. Breakaway Speaker 2A: Diana Trotman. Diana is a Community Developer for families throughout the GTA. She works intensively with families to plan times of transition with their children. Her presentation is entitled, “Secondary School Life: Positioning Youth for Success Using Community Networks” and focuses on social capital and asset mapping. Breakaway Speaker 2B: Bethanie Lyall. Bethany works in the Kawartha region with families who wish to plan effective education methods to work with their children outside of the classroom. She focuses on building on student strength to bring positive change to what is traditionally seen as a student’s weakness. Bethanie offers tools for parents to take home in this interactive workshop.

To: Board of Trustees Page 2 Re: DSTS Regional Bell Time Study Date: January 23, 2017 DSTS operates under parameters as determined by the member Boards and the DSTS Governance Committee. Such factors include walk distance (eligibility, home to stop), ride times (average, one-way), program (French, Special Education, Alternative Education), school location, school boundaries, supervision windows (as per collective agreements) and school start times. Each of these factors has a direct influence on the efficiency and number of buses required to provide transportation in accordance with the Transportation Policy and Procedures. From a transportation perspective one of the key performance metrics is tiering of buses wherein a particular bus can be used for multiple routes within the available time the bus can be on the road under contract (typically 90 minutes in the morning and 90 minutes after school). Inherently the more routes a bus can do the more students it can transport within the allotted time. Coordinated school start times within neighbouring communities significantly enhances DSTS ability to tier buses and to maximize ridership thereby minimizing the number of buses required. The last time a system bell time review was undertaken was ten years ago in 2006/2007. Much has changed within the Region over the past decade including demographic shift, traffic intensification and the creation of new communities. As such, the DSTS Governance Committee commissioned a Regional Bell Time Study during the 2015/2016 school year in order to assess potential opportunities for maximizing efficiency and effectiveness and consequently minimizing the number of buses required. Staff is pleased to note that the attached report presents recommendations that would reduce the required number of buses by 48. This represents an annual combined savings of approximately $1.92 million to the member Boards of which DCDSB would see approximately one-third ($640,000) of the savings based on proportionate ridership. As discussed at the January 16, 2017 Finance Committee meeting, transportation is a non-classroom expenditure. As such, any proposed savings would be of great assistance in maintaining a balanced budget and advancing the Board’s Strategic Plan. In order to achieve the increased efficiency through more effective tiering of buses DSTS is recommending bell time changes in 38 of 171 schools. Specifically 27 of the 38 schools would see changes of 10 minutes or less and 11 schools would see changes of 15 minutes or greater. From a DCDSB perspective 10 schools are recommended for a bell time change of which 9 are 10 minutes or less and only 1 school has a proposed change of 15 minutes or greater. In the case of that particular school there were legacy conditions that precipitated the current bell times which no longer exist. Furthermore, it is anticipated that the proposed bell time change may actually reduce ride times at that particular school given the ability to balance out some the current routes as a result of increased efficiency and tiering opportunities.

Staff is requesting approval of the recommended changes, in-principle, and support to engage in the joint public meeting process. Public meetings have been tentatively scheduled for February 13th (Notre Dame CSS), February 14th (All Saints CSS) and February 15th (Port Perry HS) pending approval, in-principle, from the respective member Boards on January 23rd. A follow up report would then be tabled for Governance review in late February and final approval by the respective member Boards in March 2017 with any changes taking effect September 2017. A review of the Ajax, Pickering, Uxbridge, Whitby, Oshawa, Scugog and Brock area school bell times has been conducted. Current and proposed bell times have been provided in separate sections within this document for the areas listed above.

Utilizing the proposed bell times for the areas listed (based on 2015-16 rider data) would result in the following:

AJAX - Other Considerations:

The reduction of buses is based on the current transportation policy and rider data. In the event of a DDSB policy change regarding secondary student eligibility for

transportation moving from a distance of more than 4.0 km to more than 3.2 km, this change would potentially require an additional 14 runs (7 am/7pm). Subject to implementing the draft model and adjusting current runs we could facilitate 12 runs (6am/6pm) which would result in the need for one additional bus.

In the event of a DDSB policy change regarding transportation eligibility of JK/SK students for transportation when attending a single track French Immersion school where a sibling is currently attending and is eligible for transportation, this will require one bus to accommodate within the proposed model, however this bus could be tiered with the additional bus required for the Secondary 3.2 (if policy change occurs), which would result in no additional buses required for this initiative.

OSHAWA - Other Considerations:

The reduction of buses is based on the current transportation policy and rider data. It does not take into consideration the additional buses required as a result of special transportation approved for a three year transitional period for all current Oshawa Central CI students (approximately 3 buses).

In the event of a DDSB policy change regarding secondary student eligibility for transportation moving from a distance of more than 4.0 km to more than 3.2 km, this change would potentially require an additional 16 runs (8 am/8pm). Accommodating these runs would require an additional four buses, which could be tiered between O’Neill/Eastdale subject to the proposed bell time changes.

With multiple programs and language tracks at Uxbridge Secondary School, Uxbridge Public School and St. Joseph Catholic School, although extensive review took place, due to the distance, ride times, and high proportion of runs blended, there were some adjustments in the number of buses going into these schools, however, they continue to have a high volume of busing and required buses. Some runs which were not previously tiered are now tiered, which has contributed to the overall savings of five buses.

In order to facilitate the opportunity of bus savings as well as address school community and concerns of the town with regard to traffic congestion and student safety, the school hours of Joseph Gould PS could be adjusted as indicated in the chart above. In making the adjustments, DSTS would be able to reduce the actual number of buses going into Joseph Gould PS as well as Uxbridge Secondary School. With the reduced number of buses going into these two schools, in addition to the change in school hours, there would be a significant improvement with respect to traffic congestion within the neighbourhood.

BACKGROUND As part of the Board’s Strategic Plan, there is a stated goal to enhance and expand our international education program, including recruiting international students to our school board and internationalizing the curriculum. The Board’s International Education team partnered with Tenkey International, which specializes in student exchange educational experiences, to develop an academic/cultural excursion for DCDSB students to China. After completing our due diligence, a “2016 Summer China Camp” was offered to secondary students across our school system. This included the opportunity for DCDSB students to acquire a course credit in Tourism towards their overall secondary school diploma requirements. Several information meetings were then held with parents and Board staff that would serve as supervisors for students on the trip. Thank you to everyone involved in the

development of our Student Well-Being

and Achievement Board Improvement Plan

at the start of the school year. This report

to the community highlights the progress

that we made together on achieving the

goals of the plan as we build on this

momentum guided by our strategic

priorities and the principles of Excellence,

Equity and New Evangelization.

While student well-being and achievement

continues to be our highest priority, I am

pleased to acknowledge the amazing work

of staff and our Employee Wellness

Committee, ensuring that we also have

tools available to promote self-care as a

habit of mind for our administrators,

educators, support staff and all employees.

In keeping with the theme of A Year of

Witness*, this report is a reflection of the

work that took place during 2015 – 2016 in

terms of promoting academic excellence,

equitable opportunities and evangelizing

our faith, all of which connect to our 10 key

themes that are outlined in the Discovery

2020 Strategic Plan.

I am pleased to share some

of our Board-wide videos

which further highlight key events that took

place throughout the year. These videos

can be easily identified in the pages of this

report with the YouTube icon and can be

easily accessed by positioning your

electronic device over the QR code that

has been created. I invite you to share in

MESSAGE FROM THE DIRECTOR OF EDUCATIONAs we continue to celebrate many milestones and achievements in our Durham

Catholic schools, A Year of Witness, the theme of this report, reflects the completion

of the first year of our three-year evangelization plan. I thank our students, staff,

clergy, families, Trustees and the community for being ambassadors for the theme of

Witness, sharing our cross through the Walk of Faith and other faith-based activities.

Scorecard which was released in June 2016, indicating goals and achievements that were guided by the

MESSAGE FROM THE CHAIR OF THE BOARDAs a school Board of Trustees we are honoured to serve our communities and

meet the diverse needs of our students through our shared mission. Representing

the Durham Catholic District School Board in various associations both locally

and provincially allows us to maintain an active role in shaping Catholic Education

in Ontario.

The 2015 – 2016 school year celebrated

many milestones and achievements. I want

to thank my colleagues on the Board of

Trustees for leading with excellence, and

making decisions with the best interests of

our students in mind. I also want to

acknowledge the role of our Student

Trustees and Senators, who worked to

ensure that the student voice was heard

throughout every decision process.

In reviewing our Year of Witness and the

province-wide Catholic Education Week

theme promoting Pope Francis’ Year of

Mercy, we reflect upon the past year with

gratefulness, knowing that we have made a

difference in sustaining publicly funded

Catholic education for our students.

I am blessed to work with many great

people here in Durham Region and beyond.

I extend my sincere appreciation to all

students, parents, staff, parishes,

communities, municipal and regional

government officials and the Board of

Trustees for their contributions, hard work

and ongoing support. Thank you to our staff

in the many roles they play in addressing the

well-being and educational needs of our

students. It is through these efforts, along

with the support of our ratepayers and

community partners, that we can provide

accessible quality Catholic education for

every learner.

UP MATHReady, Set, Grow with Ultimate Potential (UP) Math

With funding from the Teacher Learning andLeadership Program (TLLP), the MathematicsDepartment at Monsignor John Pereyma CatholicSecondary School focused on pedagogical researchand data about how students were using ContinuumBased Math (CBM) diagnostic testing.

The outcome was Ultimate Potential (UP) Math, aspecialized program that combines best teachingpractices including open tasks, Mathematical inquiry,iPad supported learning and traditional pedagogicaltechniques. UP Math graduates work to undergo aMath MindShift and become class leaders who exudeincreased confidence and a new-found love ofMathematics.

Finding out from students themselves about how theylearn best, then using research-based strategies totarget students’ numeracy gaps, has been central tothe UP Math program. UP Math teachers observestudents working on a task, then reflect upon andmodify the task as necessary to help them besuccessful.

WITNESSING FAITH Celebrating Equity, Excellence and New Evangelization

Year of WitnessTo be an effective ministry of the Gospeltoday, one needs to be credible and speakfrom their own experience. An authenticateminister of the Gospel today, which allCatholic educators are called to be, needs tobe a witness. First, ministers of the Gospelmust foster their own relationship with Jesus.Only then, will they be able to witness to thepower of Jesus in their own lives.

No disciple can communicate the Gospel in acredible way if he or she has not had a realinterior encounter with Jesus. This “being withJesus” transforms all existence and gives itmeaning; it is “living with Jesus” thatintroduces the believer into the inner life ofthe Father, borne on by the breath of the HolySpirit. It is this experience of encounter that

will impel us to announce, proclaim, and sharewhat we have lived, because we haveexperienced it as good, positive and beautiful.All of this is a question of authenticity:proclaiming what we have first experienced forourselves, speaking from our very being andtelling others what it is that dwells within us.

Celebrating Our Year of WitnessIn September 2015, the DurhamCatholic District School Boardlaunched a new three-year plan for New Evangelization. The theme for 2015 – 2016 was Witness.To celebrate, students and staff

Students of the DO’C Botics club at Archbishop Denis O’Connor CatholicHigh School participated in the annual Robotics Championship at theUniversity of Ontario Institute of Technology (UOIT), and the FIRST Roboticscompetition in Windsor, Ontario. The team spent several months working onrobot design, building and programming, fundraising and promotion.

Functional Fitness Physical exercises based on the science of FunctionalFitness for life were introduced in all elementaryschools with a staff member from each school trainedin Physical Literacy and use of the resource.

“We want people to adopt an understanding thatfitness breaks throughout the day are ideal. Bybuilding physical literacy about what wellness meansand by giving resources that staff can use we arehoping fitness will be incorporated not just at aspecific time, but through all parts of the day.” – Tracy Barill, Superintendent of Education

Health and Physical Education CurriculumIn 2015, the Ministry of Education released the Healthand Physical Education (HPE) curriculum to beimplemented in September 2016. Board staff,coaches and consultants worked with the Institute for

Catholic Education to ensure the program would bedelivered in alignment with our Catholic values andthe teachings of Christ. Since September 2015,Teaching and Learning consultants have rolled outtraining to various groups.

40 elementarylead learners were trained on thenew curriculum with a review ofpractices and protocols that

support the Fully Alive program.

30 secondaryschool staff were trained todevelop an understanding andapproach to the delivery andalignment of the HPE and

Religious Education curriculum.

70 principalsand vice-principals were trained to understand howteachers would be supported

in implementing the revised curriculum.

10 staffmembers attended a PA DayWorkshop which focused on the

HPE curriculum.

12 area clergyattended an information session about the Ministry’s curriculumreview process, changes made to the curriculum and how itconnects with the Board’s current Family Life program.

Over 340 elementary studentsfrom 13 schools participated in the Board’s annual Showcase of the Arts, an opportunity for families and friends to see top talent from Durham Catholic students.

Summer RAYS

Funded by the Ontario Ministry of Education, theSummer RAYS Learning Program continues tosupport Senior Kindergarten students who would

benefit from engaging and interactive classes inliteracy and numeracy over the summer. In its thirdyear at the Durham Catholic District School Board,the program grew from 63 students in 2014 to 123students in 2016; and has been expanded to serve inthree municipalities at St. Bernadette Catholic Schoolin Ajax, Monsignor Philip Coffey CatholicSchool in Oshawa and St. Marguerited’Youville CatholicSchool in Whitby.

Diplôme d’études en langue française (DELF) 34 Grade 12 French students from Monsignor PaulDwyer Catholic High School and Archbishop DenisO’Connor Catholic High School completed theDiplôme d’études en langue française(DELF) examsuccessfully. DELF is an internationallyrecognized Frenchproficiency test.

Single-Track French CentreIn September 2015, St. Patrick Catholic Schoolopened its doors as the Board’s first single-trackFrench Centre. The consolidation of two thrivingFrench Immersion programs at St. Patrick CatholicSchool and Mother Teresa Catholic School in Ajaxwas recognized by staff as they hung up friendshipquilts around the school symbolizing the joining oftheir two French Immersion communities.

TEDx 2016The fourth annual TEDx conference took place inApril 2016. Organized by St. Mary Catholic SecondarySchool volunteers, the theme was Convergence. Thisyear, the invitation to attend was extended to includeGrade 7 and 8 students from each elementary school,in addition to secondary students. Students whowere selected were those who best represented theirschool in academics and/or school integrity throughserving the community and representing the DurhamCatholic District School Board’s mission, vision,Catholic values, and their school mottos.

When big ideas come from the progressive minds and faithful hearts of Durham Catholic School Boardstudent senators, positive change happens. In 2016, a change came to life as the student senate-ledinitiative for renaming the Board’s conference centre to the Pope Francis Centre took place.

The Pope Francis Centre is a state-of-the-artconference and meeting facility which opened in2012 for professional development sessions, publicmeetings, student forums, community gatheringsand more.

Welcoming a French DelegationThe Board welcomed a French delegationfrom Académie de Reims in France. Staffjoined the group at the Barrie Region learningsession for secondary teachers regarding theCommon European Framework of Reference(CEFR). Teachers came together to learn moreabout the action-oriented approach in theteaching of French as a Second Language andworked with colleagues from other boards tocollaborate and plan lessons to promotesecond language learning.

The French educators also participated in aDirector’s meeting and toured our Grade 7and 8 classes at Monsignor John Pereyma

Catholic Secondary School, the French Centreat St. Patrick Catholic School and the DurhamCollege Centre for Success. Staff also sharedour approach to hiring teachers and emergingtechnologies in the classroom. This was awonderful experience in sharing our bestpractices in Teaching and Learning as leadersin education.

Equity and Inclusion

While the goal of the Durham Catholic DistrictSchool Board is to embed equitable opportunities forstudents in all aspects of school life, the Board is also

pleased to support external initiatives that promoteequity and inclusion for all. Students, staff andTrustees supported students in local communitiesthrough the Dimes 4 Time event hosted by TheirOpportunity Minor Sports Corporation. Thiscommunity fundraising initiative helped raise moneyto provide children from lower income families withthe opportunity to participate on sports teams.

We continue to celebrate inclusion in all DurhamCatholic classrooms by wearing blue and yellow onMarch 23 for World Down Syndrome Day and bywearing blue on April 2 for Autism Awareness Day.

These innovativewebinars allowed for both in-person and athome live interaction. They were also recordedand posted at dcpic.ca where they can beaccessed by anyone, anytime. Over 500members of our communities participated inthe series.

Partners inCommunity SafetyFor many years,schools in DurhamRegion havebenefited from apositive relationship

with their School Liaison Officer. This officer isassigned to a number of schools in one areaand provides police support when required. In2015, the Durham Regional Police Servicelaunched a new pilot project to enhance thisaccess by adding the role of School ResourceOfficer (SRO) concentrating on four schools.The focus for the SRO is to spend more timein those school communities, developingrelationships with students, staff and parents,supporting educators and delivering bothformal and informal crime preventionprograms. The Durham Catholic DistrictSchool Board was pleased to welcome theSROs as members of our Safe Schools teams.

Community Use of SchoolsThe Durham Catholic District School Board believesthat educational facilities are an integral part of thecommunity and as such add to the spiritual,educational, recreational and social development

New Child Care Spaces

Creating more licensed child care spaces in localschools gives children the opportunity to transition

from child care into Kindergarten at the samelocation, making for an easier adjustment. Newspaces are being built in areas where there issignificant demand, giving families more optionswhen it comes to quality licensed child care that isclose to home.

EMERGING TECHNOLOGYEmpowering Today for a Changing Tomorrow

Wide Area Network (WAN) and InternetThe upgrade of all elementary, secondary schoolsand Board office network switches was completed.All out-of-warranty and old equipment (over 12 years)was upgraded, improving system performance andreliability, and achieving 100% availability.

The new WAN now runs on a layer 2 network,making it easier to manage. This major upgrade wascompleted in-house without the need to outsource,bringing capital savings to the Board.

New Board and School Websites

The new Board website was successfully launchedon January 5, 2016, along with the Board’s MobileApp (iOS and Android) that fully integrates withdcdsb.ca. School websites were developed andlaunched by September 2016 with training providedto teachers at all schools on how to use the newContent Management System.

Data MiningThe Compass for Success (C4S) data warehouse wasimplemented, bringing reporting, analysis anddashboards for measuring success to DurhamCatholic schools. ICT provided training to allprincipals and vice-principals.

Data TransferAS400 legacy student information data wasmigrated to the Board’s Microsoft SQL Database. An Online Transcript Manager (OTM) was built toallow administrators to print student transcripts for students who left or graduated prior toSeptember 2007.

MANAGING RESOURCESEstablishing Sustainable Priorities and Raising Stakeholder Confidence

Financial OverviewDuring the spring of 2015, the Board engagedin a public consultation process in conjunctionwith the development of the 2015 – 2016budget to affirm priorities and ensurealignment with the Board’s Discovery 2020Strategic Plan. The budget for 2015 – 2016provided for expanded programs and serviceswhile maintaining a balanced budget duringtimes of fiscal constraint. Such financialstability will provide the Board with theopportunity and capacity to advance thestrategic directions outlined the strategic plan,ensuring that students and staff will beprovided with the resources and supportsnecessary to foster positive student well-beingand achievement now and into the future.

The 2015 – 2016 budget included $238.8million of operating expenditure and $13.6

million of capital expenditure for a totalbudget of $252.4 million. The budget isbalanced and is compliant with the financialrequirements of the Education Act. The chartbelow provides a breakdown of expenditureby category for the 2015 – 2016 school year.

Actual results for the 2015 – 2016 fiscal yearalso met the Ministry of Education’s reportingrequirements. In addition, the Board’s externalauditor provided an unqualified reportregarding the 2015 – 2016 audited financialstatements. The 2015 – 2016 financialstatements also resulted in a balanced budgetposition which enabled the Board to maintainan appropriate level of operating reserves tomeet the Ministry’s expectations and toaddress unforeseen events beyond the Board’s control.

Long-Term Accommodation PlanTrustees approved the guiding principles andactions, in principle, for the Board’s Long-TermAccommodation Plan: 2016 – 2020. Staff conducted aseries of public meetings at various times andlocations across the region to provide informationabout the five-year plan and next steps with respectto upcoming developments as they are approved bythe Ministry of Education.

During the meetings, staff reviewed demographicdata and trends, as well as the guiding principles andaction items outlined in the plan, and responded toquestions from the community.

The five-year Long-Term Accommodation Plan is aworking document that will be reviewed and updatedevery year as projects are approved or completed.Based on guiding principles that extend from theBoard’s Discovery 2020 Strategic Plan and align withMinistry of Education guidelines and requirements,the plan will allow staff to promote modernization,

sustainability and efficiency in all Durham Catholiclearning communities.

As part of the Long-Term Accommodation Plan for2016 – 2019, staff reviewed Pupil Accommodation inthe Township of Scugog in accordance with Boardpolicies and administrative procedures which reflectguidelines from the Ministry of Education. As a resultof the review, Trustees approved the consolidation ofthe Immaculate Conception Catholic School withGood Shepherd Catholic School communities.

Whitby Catholic Secondary School Study

Driven by the Board’s Long-Term AccommodationPlan, a Whitby Catholic Secondary School Study was initiated to:

• Review optimal programs and service deliverymodels for Catholic secondary schools in Whitby

• Understand the existing accommodation issues(enrolment and projections)

Grade 7 to 12 Secondary Model

In September 2015, Monsignor John PereymaCatholic Secondary School opened its doors as thefirst-ever Grade 7 to 12 secondary school model inthe Durham Catholic District School Board. Thedecision to adopt this model was based on thepriorities and directions outlined in Discovery 2020,the Board's five-year strategic plan, as well as asecondary school program study and visits to otherGrade 7 to 12 schools across the province andbeyond.

In keeping with the Board’s strategic priorities, themodel was identified as an opportunity to

• advance academic programs• embrace best practices and resources in 21stcentury learning

• maintain a dynamic Catholic secondary school thatis guided by the principles of Excellence, Equityand Evangelization.

Students entering the model in Grade 7 and 8continue in the intermediate program that is currentlyexperienced in Kindergarten to Grade 8 schools.They also enjoy the following benefits of beinglocated in a secondary school facility:

• access to specialist teachers, guidance staff,program support staff, Student Success programsand services, and a school chaplain;

• access to enhanced learning facilities/environmentsfor Grade 7 and 8 students, such as a chapel,science labs, music rooms, technology facilities, anintermediate gymnasium, cafeteria, lockers andupdated athletic facilities;

• enhanced opportunities to access sports, arts anddrama courses, instrumental music, intramurals,clubs and activities;

• greater learning continuity and seamless transitionsfor students entering Grade 9 from theintermediate division;

• improved interaction between all teaching staff inGrades 7 to12 to deliver the curriculum andcoordinate the implementation of programs;

• opportunities for students in Grades 11 and 12leadership programs and courses to provide arange of functions including mentorship, tutoring,peer support, and organizing of co-curricularactivities for Grade 7 and 8 students.

Raising Healthy ChildrenThe Archbishop Anthony Meagher CatholicContinuing Education Centre offers the RaisingHealthy Children Program to help parents andcaregivers learn about child development and newparenting skills. Students enrolled in the program canearn a high school credit over a seven-week period.In the class, participants learn about:

• How to help children learn totalk, play and read

• Child development• New parenting skills• Early Years programs• Outreach initiatives in the community• Resources to support your child’s growth and development.

International EducationThe Durham Catholic District School Boardcontinued to promote and accept internationalstudents into both elementary and secondaryschools. The program offers year-round English as aSecond Language classes, cultural excursions, visitsto university and college campuses, post-secondaryplanning guidance and support, and more.International students graduating from DurhamCatholic schools may be offered pre-admission toselect post-secondary programs at Durham College

and the University of Ontario Institute for Technology,pending final acceptance based on student gradesand other admission criteria.
