The 2014 football season started with the annual EBO
Football Officiating Clinic held at the Deanwood Community
Recreational Center. The clinic focused on National
Federation of High Schools rules interpretations, training,
coaching and on field mechanics.
EBO has an unparalleled history of former and present
officials who “give back” to the organization with their time
and expertise. This year, former EBO official and current
MEAC evaluator Fred Cook stopped by to offer advice on the
finer points of officiating.

Targeting
Rule 2 Section 20 Article 2 . . . Targeting is an act of taking aim
and initiating contact to an opponent above the shoulders with
the helmet, forearm, hand, fist, elbow or shoulders.
Rule 9 Section 4 Article 3.M… No player or nonplayer shall:
m. Target an opponent.
Illegal Kick
Rule 2 Section 24 Article 9 . . . An illegal kick is any intentional
striking of the ball with the knee, lower leg or foot which does not
comply with Articles 3 and 4. When the ball is loose following an
illegal kick, it retains the same status as prior to the illegal kick.
Defenseless Player
Rule 2 Section 32 Article 16 . . . A defenseless player is a
player who, because of his physical position and focus of
concentration, is especially vulnerable to injury.
Free Kick Formation
Rule 6 Section 1 Article 3 . . . After the ball is marked ready for
play, and until the ball is kicked, K must meet the following
formation requirements:
a. No player, other than the kicker and the holder for a place kick,
may be beyond his free-kick line; and
b. At least four K players must be on each side of the kicker.
c. No K players, with the exception of the kicker, may be more
than five yards behind the kicking team’s free-kick line. A player
satisfies this rule when no foot is on or beyond the line 5 yards
behind K’s free kick. If one player is more than 5 yards behind
the restraining line and any other player kicks the ball, it is a foul.
Roughing the Passer
Rule 9 Section 4 Article 4 . . . Defensive players must
make a definite effort to avoid charging into a passer, who
has thrown the ball from in or behind the neutral zone,
after it is clear the ball has been thrown. No defensive
player shall commit any illegal personal contact foul listed
in 9-4-3 against the passer.
End of Period
Rule 3 Section 3 Article 3 & 4…. ART. 3 . . . A
period shall be extended by an untimed down if one of the
following occurred during a down in which time expires.
Article 4 . . . A period shall not be extended by an
untimed down if one of the following occurred during a
down in which time expires.
Rule 8 Section 5 Article 1b . . . Responsibility for forcing
the ball from the field of play across a goal line is
attributed to the player who carries, snaps, passes,
fumbles or kicks the ball, unless a new force is applied to
a grounded backward pass, kick or fumble.
a. The muffing or batting of a pass, kick or fumble in flight
is not considered a new force; and
b. The accidental touching of a loose ball by a player who
was blocked into the ball is ignored and does not
constitute a new force.

PBGCer learns the ropes of officiating at NFL free summer clinic.
PBGC auditor Adekunle Adewunmi receives a training certificate
from the NFL Officiating Academy at the preseason game between
Baltimore and Washington on Aug. 23.
They are booed regularly and are often the target of derisive
comments some of which can't be repeated in any publication. In
fact, it may be one of the most thankless jobs in sports. Yet, as they
say, even though it's a dirty job, someone has got to do it.
In pursuit of a career throwing yellow flags and keeping order
among some of the biggest and toughest brutes in sports, PBGC's
own Adewunmi Adekunle who is an auditor in the Benefits
Administration and Payment Department, plans to make a career of
it. This past summer, he took the first big step in that direction by
becoming a graduate of the NFL Officiating Academy successfully
completing six weeks of intense training.
On Aug. 23, he and about 20 other students of the game received
certificates and officials uniforms for their accomplishment at
presentation that took place before the Baltimore-Washington
preseason game at M&T Bank Stadium. The group of novice officials
was also entered into an NFL data base.
Adewunmi said he became more interested in walking the sidelines
after playing several years of flag football. "I just got tired of my
body getting banged up after every game," he said.
As a result, Adewunmi entered the training on the advice of PBGC
colleague Wendell Holmes, who currently serves as a backup clock
operator at NFL games for Baltimore and Washington, and has
experience as both an official at the college and professional levels.
Holmes, who is a financial analyst for PBGC, is also a member of the
Eastern Board of Officials, one of the oldest referees' organizations
in the nation. Holmes will begin work this season at North Carolina
Central on Sept. 13th when the Eagles take on the Charlotte 49ers in
Durham, N.C.
So far, Adewunmi has worked as an official at several high school
games in D.C. Now 30, his goal in a few years is to work at the small
college level, and call games at Bowie State, then work his way up
to colleges like the University of Maryland, which is now part of the
Big 10 Conference. His ultimate goal is to become an NFL Official.
Along the way, he will continue under the NFL's tutelage in advance
programs and training.

The Football Officiating Academy, which Adewunmi attended, was hosted
at Francis L. Cardozo Education Campus in Washington, DC and sponsored
by the National Football League. The clinic is among half a dozen offered
in various cities throughout the year. The NFL's goal is to broaden the pool
of football officials on a national level; enhance the overall perception of
officiating through national campaigns and programming; and train and
groom young officials for their improvement in making the right calls with
the hopes that one day they make it to the NFL.
Individuals from ages 17-30 are welcome to attend the free academy,
which is designed to educate future official candidates on the basic
football officiating rules, mechanics and philosophies. Course curriculum
includes video instruction, rule books, movement and on-field
officiating mechanics, character development, player safety, and
health and fitness. Ultimately, each participant is issued a full
football officiating uniform upon completion of the program and
may be sponsored to attend various clinics around the country.

Umpires are unique to the crew since
player action is all around the Umpire.
The Umpire has to be alert to all
players, blocking, pass patterns,
passes thrown over the middle of the
field and location of the ball after the
end of each play.
An Umpire sets the tempo for the
game with the assistance from the
crew. Crisp ball rotation, preliminary
penalty signals and crew
communications are all essential to a
well paced and timely game.

in front of family and friends in MD. The
“all white” themed event was simply
beautiful. The newlyweds spent their
honeymoon in the Dominican Republic.

About Our Organization… The Eastern Board of Officials, Inc., of Washington, D.C., hereafter the EBO is an organization dedicated to sports officiating. At this time our primary sports are basketball and football. The purpose of this organization is to: a) Promote clean sportsmanship through good officiating in all
sports; b) Assist in the development of officiating through the press, public
interpretation, clinics and demonstrations of the rules in various sports; and
c) Serve as a resource for members, the general public and other athletic organizations for sports officiating, rules interpretation, training and other areas and services for the improvement of athletics and good sportsmanship.

The Referees Review: Officials play a very important role in the game, from keeping the game rolling along and calling penalties when a rule is broken, to making sure the athletes don't unnecessarily hurt each other. Officials are responsible for monitoring the game clock and play clock, enforcing the rules of the game, and recording all rule infractions.
