The new vessel will be a double- dock screw ferry, similar to the Cat- skill now building, and the Utica, Niagara, West Point and Syracuse, now In operation by that company on Its West Shore Ferries. The resolutions passed at the morn- ing session provided that the pro- posed Government bureau of labor supplement the work now being done by State and municipal bureaus, to act as a clearing house of Informa- tion and to further the distribution of labor throughout the country when deterioration of the present stand- ards of wages, conditions and hours of employment of American workers or impairing their efforts to improve them.Establishment or reconstruction of free State agencies was urged to con- form with these principles; "First, that appointments and tenure of of- fice be governed by the merit sys- tem be placed beyond the control of political parties; second, appropria- tions should be sufficient to make the agencies effective; third, thaï the agencies should constitute a network of central bureaus so as to constitute a truly national system: fourth, that every bureau should be required to register each application and position secured; sixth, that frequent reporta be made; fifth, that the bureaus re- main neutral in all trade disputes." The resolutions recommend that private employment bureaus operated for profit be brought under control of Federal Government. Tho City Club bill provides that a fifth bureau be added to the State Department of Labor, a bureau of em- ployment. It la proposed to have em- ployment offices in New York. Buf- falo. Syracuae. Rochester, Utica, Jamestown, Albany and Binghamton and such other towns as the Com- j mlssloner may direct. A chief su-1 perintendent Is to be In charge of tho 1 bureau. I railroad, to the A. & W. Fletcher Company, of Hoboken, N. J.. who In turn sublet the construction of the hull to the Harlan and Hollingsworth Corporation.

The new vessel will be a double- dock screw ferry, similar to the Cat- skill now building, and the Utica, Niagara, West Point and Syracuse, now In operation by that company on Its West Shore Ferries. The boat will bo 183 feet long, 40 feet wide and 16 feet deep.Hollingsworth Corporation, recently delivered to the Pennsylvania Rail­road Company two new screw terries. It is also understood that several ferries are now under construction in these yards.

The resolutions passed at the morn­ing session provided that the pro­posed Government bureau of labor “supplement the work now being done by State and municipal bureaus, to act as a clearing house of Informa­tion and to further the distribution of labor throughout the country when deterioration of the present stand­ards of wages, conditions and hours of employment of American workers or impairing their efforts to improve them.”

Establishment or reconstruction of free State agencies was urged to con­form with these principles; "First, that appointments and tenure of of­fice be governed by the merit sys­tem be placed beyond the control of political parties; second, appropria­tions should be sufficient to make the agencies effective; third, thaï the agencies should constitute a network of central bureaus so as to constitute a truly national system: fourth, that every bureau should be required to register each application and position secured; sixth, that frequent reporta be made; fifth, that the bureaus re­main neutral in all trade disputes."

The resolutions recommend that private employment bureaus operated for profit be brought under control of Federal Government.

Tho City Club bill provides that a fifth bureau be added to the State Department of Labor, a bureau of em­ployment. It la proposed to have em­ployment offices in New York. Buf­falo. Syracuae. Rochester, Utica, Jamestown, Albany and Binghamton and such other towns as the Com- j mlssloner may direct. A chief su-1 perintendent Is to be In charge of tho 1 bureau.

"Each office," according to the pro-1 posed bill, "shall give notice of tho | existence of any labor disturbance to all applicants who may be affected I thereby, but shall not refuse Its ser-1

Being a sufferer from cold feet. Charles WHIislon. of Claymont, de­vised a novel plan to keep his pedal extreme tics warm, and as a result nearly lost his life and his home. He attached a wire to an electric light switch and placed a big bulb under the covers at the foot of the bed. The effect was so soothing that tho young man soon wont to sleep. He was aroused by a choking sensation, and found the bed clothing on Are and the room filled with sihoke. He threw the blazing covers out the win­dow. and other occupants of tho house, who had been aroused by the noise, rushed In and helped him ex­tinguish the vre, but not before the bed had been destroyed.
