by order of the Secretary of War to General Pershing. is now on furlough. technically granted a t Camp Meigs. Washington.

Brigade Sergeant-Major Rankin enlistcd with the 12th Field Artil- lery of the Regular Army a t St. Asaph. Fort Myer. Virginia, which was consolidated with the 5th and 6th Marines. the 9th and 23d In- fantry. and the 15th and 17th Field Artillery into the Second Division of the American Expeditionary Forces. T h e Second. which suffer- ed a 125 per cent replacement from its entrance into action in March, 1915. to the signing of the Armis- tice in November. 1918. and which captured one-fourth of all prisoners taken by the A. E. F.. went through the first and great action of Cha- teau Thierry. through Soissons. the Argonne and Argonne-Meuse engagements. Mont Blanc and the last Verdun battles. The only im- portant battle of the war in which it missed scrvice was Cantigny. Rankin was twice gassed and was wounded a t Soissons, but returned to the brigade in eight days. going with them into Germany. The First and Second Divisions are the only ones in the Army of Occupa- tion which have crossed the Rhine.

F ROM the Supreme Court of the United States has just come a decision thet more clear13 then ever defines the duty of the railroad men. A flagmen had been killed as a result of a rear-end collision which might have been aSerted

had he attended to his duty. In holding that his estate is not entitled to recoSer damages from the railroad, the Supreme Court lays down a rule thet will effect ell railroad men, end especially those engaged in train movements. It is held thet in the ~erformance of their duties thev ere res~onsible to the utmost for the sefetv of . . , ~ ~ J - , passengers and property intrusted to their care. If mishap follows as a result of failure, the negligent emplo$e cannot claim for himself compensation for en iniurg he may suffer.
