Mike Burgess (R-Topeka), chairman of the conference commit- tee, was concerned because all three Sherman County commissioners no longer supported the bill. “The bill is still alive,” Ostmeyer said, “and the leadership said they would work with me. Rep. Burgess said he wished all three commis- sioners were in agreement, and that there had been a community forum this year.” Ostmeyer said the legislators want to hear from the people of Sherman County on this issue. While the Legislature is in recess, he said, there was time to see if there is enough support to get the bill passed. Rasure said on Saturday, April 5, if people want to vote on this issue, it is up to them to get the word out and let the commissioners and the Legislature know. He said if there is no interest in the bill, it would die. Rasure said he would bring the issue up at the next commission meeting on Tuesday, April 8. A dozen people came to the meet- ing to ask the commissioners to show a unified front and get the bill passed. Before they left, all three com- missioners signed a letter asking for passage of the proposal, allowing an election this fall. If approved in No- vember, the change would not have taken effect for another two years. Rasure asked Commissioner Mitch Tiede why he had told legislators he wanted the bill changed to keep the commissioner districts when that was not what the commissioners had voted to support after open meetings this year and last year “Ostmeyer called me the day we passed it in March,” Tiede replied. “I asked him at that time if we could keep the districts. It was my mistake to ask. “I talked to the person writing the bill and he said we could not do that, and I told him to go on with the at- large language. I did not intend that to cause a problem.” The commissioners agreed to send a letter to Burgess and the other committee members and had County Clerk Janet Rumpel draft it. After a review, they each signed the letter, which was mailed out that day. Copies were sent to Ostmeyer and Rep. Jim Morrison (R-Colby), who had helped with the bill. “We understand there has been a lot of confusion regarding whether or not this bill is supported by the Sherman County commission- ers and the citizens of Sherman County,” the letter said. “We have all agreed that this is something we will support as a com- mission to give them (the citizens) the option to vote on the issue.” Thomas admitted he had changed his mind about the bill from last year. “I had a lot of people in my district say they did not want it changed and they wanted to keep the districts,” he said. “I think the only way is to let the people vote on it.” “That is why I am here,” said Curtis Hurd, a former city commis- sioner who was at the meeting. “I want the people to vote on it.” No action was taken on the bill until Saturday, May 3, when the conference committee substituted the language from a previous bill, leaving Sherman County without anything to vote on in November. City Commissioner Josh Dechant, controller at FrontierAg, said he talked to Burgess on Wednesday, May 7, to find out what happened to the bill. “I am disappointed we got over- looked to fix another bill,” Dechant said. “Burgess said the issue is dead this year, but if the people of Sherman County want this, it could be done early next year and be on the ballot in April when the city and school boards members are elected.” “I don’t think it would have passed,” Tiede added. Rasure asked if the two commis- sioners would support asking to have a bill passed in Topeka next year if a majority of people attend- ing the public forums want the at- large voting option. Tiede said he would. Thomas said he would consider that if people show they wanted it changed. Goodland graduates win special awards, scholarships

Rep. Mike Burgess (R-Topeka), chairman of the conference commit-tee, was concerned because all three Sherman County commissioners no longer supported the bill.

“The bill is still alive,” Ostmeyer said, “and the leadership said they would work with me. Rep. Burgess said he wished all three commis-sioners were in agreement, and that there had been a community forum this year.”

Ostmeyer said the legislators want to hear from the people of Sherman County on this issue. While the Legislature is in recess, he said, there was time to see if there is enough support to get the bill passed.

Rasure said on Saturday, April 5, if people want to vote on this issue, it is up to them to get the word out and let the commissioners and the Legislature know. He said if there is no interest in the bill, it would die.

Rasure said he would bring the issue up at the next commission meeting on Tuesday, April 8.

A dozen people came to the meet-ing to ask the commissioners to show a unified front and get the bill

passed.Before they left, all three com-

missioners signed a letter asking for passage of the proposal, allowing an election this fall. If approved in No-vember, the change would not have taken effect for another two years.

Rasure asked Commissioner Mitch Tiede why he had told legislators he wanted the bill changed to keep the commissioner districts when that was not what the commissioners had voted to support after open meetings this year and last year

“Ostmeyer called me the day we passed it in March,” Tiede replied. “I asked him at that time if we could keep the districts. It was my mistake to ask.

“I talked to the person writing the bill and he said we could not do that, and I told him to go on with the at-large language. I did not intend that to cause a problem.”

The commissioners agreed to send a letter to Burgess and the other committee members and had County Clerk Janet Rumpel draft it. After a review, they each signed the letter, which was mailed out that day. Copies were sent to Ostmeyer and Rep. Jim Morrison (R-Colby), who had helped with the bill.

“We understand there has been a

lot of confusion regarding whether or not this bill is supported by the Sherman County commission-ers and the citizens of Sherman County,” the letter said.

“We have all agreed that this is something we will support as a com-mission to give them (the citizens) the option to vote on the issue.”

Thomas admitted he had changed his mind about the bill from last year.

“I had a lot of people in my district say they did not want it changed and they wanted to keep the districts,” he said. “I think the only way is to let the people vote on it.”

“That is why I am here,” said Curtis Hurd, a former city commis-sioner who was at the meeting. “I

want the people to vote on it.”No action was taken on the bill

until Saturday, May 3, when the conference committee substituted the language from a previous bill, leaving Sherman County without anything to vote on in November.

City Commissioner Josh Dechant, controller at Frontier Ag, said he talked to Burgess on Wednesday, May 7, to find out what happened to the bill.

“I am disappointed we got over-looked to fix another bill,” Dechant said. “Burgess said the issue is dead this year, but if the people of Sherman County want this, it could be done early next year and be on the ballot in April when the city and school boards members are elected.”

“I don’t think it would have passed,” Tiede added.

Rasure asked if the two commis-sioners would support asking to have a bill passed in Topeka next

year if a majority of people attend-ing the public forums want the at-large voting option.

Tiede said he would.Thomas said he would consider
